Abstract: BPN is an institution that is authorized to perform the duties of government land,among others implement acceleration land registration. Based on GovernmentRegulation No. 24/1997 concerning PRONA (national programe) policies, namelyproviding land registration services and legal certainty as to realize the achievement ofchess orderly land sector. If Government Regulation No. 24/1997 implemented properly,it will provide legal certainty, that the rule of law: land rights holders; lay of the land;acreage and others. Completeness and actual information on every subject in the landregistration law, it will be easier to take legal actions against the parcel of land that hasbeen registered.Key words: national programe, acceleration of land registration.

Abstract:Decision of the Supreme Court No. 653 K/Pid/2011 less oriented to justice but moreoriented towards legal certainty. It can be seen from the decision that is based on thesubstance of justice, but only based on a majority vote of the judges. The existence ofthis decision be one that affects the issuance of Perma No. 02 Tahun 2012 on theadjustment limits the number of minor criminal offenses and penalties in the KUHP.Key words: Keadilan, Kemanfaatan dan Kepastian Hukum.

Abstract: The principles of legal certainty very dominating in the law enforcement inIndonesia. The principle of legal certainty that comes from century XVII/XVIIIin Europe is a great idea from tangible in writing, made by competentauthorities. The term of analytical jurisprudence indicates that the law shoulbe removed from the study of metaphysics. Doctrine analytical jurisprudenceannnot be implemented just after about two centuries introduction by theoriginators. It is doe to changes and development of society so rapidly. Forthose in law enforcement must look spirit and the time made law. Abstract: Education should be able to transform the moral values, education also serves to'social engineering in order to build an effective social capital. Internalization thevalues of religion and anti-corruption more specifically, be able to contribute to themental and moral development of a clean and honest. Abstrak: Fraudulent acts have caused many casualties bank customers. therefore necessary lawsto protect customer responsive acting in good faith. With the issuance of Law No.8/2010, the bank actually had a legal basis to delay the transaction. Transaction delayis an act of financial services providers to not carry out transactions on their owninitiative, or upon order of the investigator, the prosecutor and the judge's order. ByLaw No. 8/2010, the bank can delay the transaction and refund the remaining funds tocustomers who become victims of fraud to protect consumers acting in good faith.Key words: transfer of funds, bank.

AbstrakDoktrin precedent dikenal dalam tatanan hukum Anglo Saxon, dimana hakim terikat pada putusan hakim terdahulu jika menghadapi kasus-kasus yang mirip. Di Amerika Serikat menganut the binding precedent dan persuasive precedent,sedangkan di Inggris menganut “the binding precedent”. Dalam sistem hukum acara pidana di Amerika Serikat juga mengenal plea bargaining system dimana antara jaksa dan terdakwa atau pembelanya dimungkinkan melakukan negosiasi jenis kejahatan yang akan dikenakan dan ancaman hukuman yang akan dituntut di muka persidangan, sistem ini tidak dianut dalam sistem hukum di Indonesia.Kata Kunci : Precedent, Plea Bargaining Syste

ABSTRAK: Potret “Penjahat ” Lingkungan Hidup adalah orang atau badan hukum yang melakukan perusakan dan atau pencematan lingkungan hidup berupa eksploitasi hutan secara besar-besaran. Dalam tulisan ini disebutkan beberapa contoh dari kegiatan penjahat Iingkungan hidup yang salah satu pelakunya telah dijatuhkan pidana. Contoh potret tersebut adalah menggambarkan bahwa begitu rapuh dan tak berdayanya penegak hukum. Kembali membicarakan masalah Penjahat Lingkungan Hidup maka pertimbangan yang muncul atas fenomena tersebut, jelaslah bahwa hukum digunakan alat penguasa dalam rangka melegitimasi kebijakan-kebijakan yang dikeluarkan. This study aims to analyze the efficiency of banks in Indonesia period 2007-2009.The tools of analysis is  Data Envelopment Analysis (DEA). It uses data financial statemens and supplied by Bank Indonesia. The research shows that  in general the performance of banks in Indonesia is inefisiency. Bank that have efficiency is BRI, BTN, BPD Jabar, BPD Jatim, BPD Riau, Bank Niaga dan Bank Muamalat. This fact shows  the banks in Indonesia have not been up to the wasteful use of cost on several input variables  in their economic activities. Key words: Efficiency, bank, Indonesia, DEA

This article will discuss about the new Bank Indonesia Regulation Number 13/28/DPPNP. This regulation contains about Anti-Fraud policy that to be set for commercial banks in Indonesia. The discussion includes a discussion of the rules related to the strategies that will be applied to the implementation of the Regulation of Bank Indonesia as well as examples of the application of Anti-Fraud policy that existing in other countries to be used as comparative data. The purpose of this article is to provide a better understanding of this rule, so in this article will more talking about the form of exposure rule and its other issues related to this topic. The aims of this research was to prove the influence of  size company, profitability, leverage, institutional ownership toward the income smoothing. Income smoothing is practice used by managers of a company to reduce the fluctuation of the reported income to achieve the target income either artificial or naturally. Index Eckel (1981) was used to determine the income smoothing. This research was carried out by using 12 food and beverages companies listed in Indonesia Stock Exchange during 4 years period from 2005 until 2008. The hypotheseses were tested using binary logistic regression. The result’s shows that the size of company was significant influence to income smoothing. This research aims to clarify how the implementation of social audits in Corporate Social Responsibility. Object of research is at PT Apac Inti Corpora Bawen Semarang. The data were collected by interview and documentation techniques. The results showed that social audit is a part of the company's strategy phases to be done. Social audit conducted in the form of obtaining such certification  ISO 9001, ISO 14001 and PROPER Kementerian Lingkungan Hidup. Social audit was conducted by stakeholders outside the company, it is important to assess whether the activities carried out by the company has been in the interest of all stakeholders. The purpose of this research is to examine the effect of job experience, independence, objectivity, integrity, and competence on the quality of audit results at Representatives BPKP of Central Java. Job experience was measured by indicators the length of works as an auditor and the number of inspection tasks are performed. Independence was measured by indicators of independence in programming, in the execution of work, and independence in reporting.Objectivity was measured by indicator, free from conflict of interest and disclosure of factual conditions. Integrity was measured by indicator honesty, courege, prudence, and responsibility that auditors have. Competency was measured by indicator personal quality, general knowledge, and specialized expertise. While quality of audit results was measured by indicator of compliance with auditing standard and quality of examination report. The population of this study is civil servants whose work at Representatives BPKP of Central Java with sample is the civil servants has been following education and training as functional auditor. Data analysis was performed with multiple linear regression model. Test result showed that job experience, independence, and objectivity has no effect on quality of audit result at representatives BPKP of Central Java. While the integrity and competence have influence to quality of audit result at representatives BPKP of Central Java. The purpose of this research is to analysis the influence of Camel (CAR,PPAP,DER,BOPO,LDR) toward Performance of Banking Companies  in Indonesia This research use secondary data, with the source of data from Bank Indonesia and Indonesia Capital Market Directory publication. Technical sampling used purposive sampling and total sample is 85 firm with the 86 observation sample. The analysis use regression least square –OLS. The result of Capital Adequacy Ratio/CAR and Loan to Deposit Ratio are significant positive influence to the Return On Asset/ROA, but PPAP have positive and not significant influence to Return On Asset, Debt to Equity Ratio/DER have positive significant to Return On Asset , BOPO have positive and not significant to Return On Asset. Public accountant has an important role to the business. Their opinion through audit statement has been used by stakeholder of the company to make economic decision. Audit statement expected to improve the quality and credibility of the financial statement released by management. But after Enron scandal that involved auditor of Arthur Andersen, one of the biggest public accountant firm in the world, professionalism of auditor was questioned. Implication of the scandal, America released Sarbanes-Oxley Act in 2002, while Indonesia has released UU No. 5 in 2011 to regulate public accountant profession, that can increase professionalism of public accountant at the same time protects public accountant and public interest. Segmentasi  citra  sebagai  bagian  dari  proses  pengolahan  citra,    adalah  kegiatan    untuk  membagi    citra    menjadi    beberapa    bagian    atau    region,    yang  bertujuan  untuk  mengisolasi  atau menemukan  suatu  obyek  di  dalam  citra. Disini, segmentasi    dilakukan   menggunakan    proses    deteksi  tepi    dengan    metode    atau operator  Kirsch  dan  Robinson.  Kedua  metode  ini  dipilih  karena  dapat digunakan untuk  mendeteksi  tepi  dari  delapan  arah  mata  angin.  Sebagai  perbandingan  dari  kinerja kedua metode di atas, maka digunakan  metode Sobel dan Prewitt. Proses  pengamatan  citra  uji  dilakukan  secara  visual  dan  menggunakan  batas    penerimaan  piksel penyusun  tepi  sebesar  80%.  Berdasarkan  pengamatan  secara  visual  terhadap  hasil  citra  uji  maka metode  Kirsch  memiliki  kinerja  paling  baik  untuk  mendeteksi  tepi    dibandingkan  dengan  metode Robinson,  Sobel  dan Prewitt.  Berdasarkan  jumlah  paling  tinggi   terhadap  piksel  penyusun  tepi  obyek maka urutan pertama, kedua, ketiga, dan keempat, dihasilkan dari metode Kirsch, Robinson, Sobel dan Prewitt. Saat ini sebagian dokumen perundangan Pemerintah Kota Semarang masih banyak dalam bentuk hardcopy, belum dapat secara mudah diakses masyarakat melalui teknologi internet. Produk perundangan Pemerintah Kota Semarang yang dimaksud di sini adalah Peraturan Daerah Kota Semarang, Peraturan Walikota dan Surat Edaran Walikota Dalam penelitian ini ada beberapa langkah yang dilakukan, yaitu: merancang XPath dengan memperhatikan node yang akan diambil. Xpath ini akan dapat diimplementasikan dalam XQuery untuk memperoleh data pada dokumen dalam format XML dari suatu koleksi dokumen perundangan Pemerintah Kota Semarang. Program aplikasi  untuk perolehan data pada basisdata perundangan Pemerintah Kota Semarang adalah memanfaatkan akses node pada sebuah XPath dokumen XML dalam membuat basisdata XML serta menggunakan XPath untuk memperoleh informasi sesuai query yang dimasukkan. Query yang dimasukkan adalah suatu kalimat dalam bahasa Indonesia. Sistem akan membuat sebuah jalur (path) yang disebut Xpath untuk mengakses node yang dituju sesuai dengan kalimat yang diinputkan.  Cara memperoleh data menggunakan cara menginputkan suatu kalimat dalam bahasa Indonesia, dengan tata bahasa yang telah ditentukan. Pada aplikasi ini juga diberikan contoh cara memberikan kalimat input, maupun pernyataan perintah untuk memperoleh data.  Output dari aplikasi ini dalam bentuk tabel kepada user, jika input kalimat yang diberikan sudah benar dan data tersedia sesuai permintaan. Data yang ditampilkan adalah node dari hasil pengambilan data berdasarkan XPath Jika format kalimat tidak sesuai dengan aturan maka yang dimunculkan oleh aplikasi ini adalah sebuah peringatan kesalahan. Hampir setiap aplikasi termasuk berbasis web dengan pengelolaan basis data membutuhkan proses temu kembali informasi. Pada proses temu kembali selain query dan umpan balik pengguna terlebih dahulu dilakukan proses pengindekan data yang. Proses indek kata merupakan salah satu tahapan pada penyiapan basis data untuk keperluan operasi temu kembali informasi. Pengindekan meliputi proses menghilangkan noise, dimana noise pada kalimat diantaranya adalah : imbuhan, angka dan stop word.  Proses indek juga meliputi pengelompokan kata menurut maknanya atau biasa disebut clustering. Dari hasil proses indek dihasilkan basis data yang siap untuk di query untuk diambil informasinya.  Dalam text preprocessing ada beberapa langkah yang perlu dilakukan untuk mendapatkan teks yang bebas derau (noise) atau bebas kata-kata yang tidak bermakna. Selain membebaskan dari derau, text preprocessing juga mengembalikan kata menjadi  kata dasar atau root word.Langkah-langkah dalam Text preprocessing dalam bahasa Indonesia adalah :Proses Filtering, Proses Tokenizing, Proses Stemming.   Kata kunci : indek kata, temu kembali

Wikipedia sendiri adalah proyek ensiklopedia multibahasa dalam jaringan yang bebas dan terbuka. Kemampuan dari aplikasi web scraping adalah   Sistem berupa fungsi menggunakan aplikasi berbasis web digunakan untuk melakukan proses web scraping,  Menggunakan CMS wordpress sebagai manajemen kontennya, Terimplementasi di dalam wordpress sebagai plugin. Pada akhirnya untuk dapat di rangking dengan bagus oleh mesin pencari dibutuhkan konten unik, karena dengan teknik web scraping konten yang dihasilkan tidak unik maka teknik ini website tidak dapat menjadi urutan awal pada hasil mensin pencari Kata Kunci : Web Scraping, Web Mining, Regular Ekspresi
