Abstrak:
A land dispute case was experienced by residents of Kebonharjo, Tanjung Mas Village, Semarang City against the Indonesian Railways Limited Company (PT KAI), where PT. KAI claims that the Kebonharjo Residents' land belongs to PT. KAI with grondkaart as a proof base. The State Treasury Law is the main basis regarding grondkaart. Decision “No. 227/Pdt.G/2016/PN. Smg,” provides information that grondkaart is still legally valid. Meanwhile Law no. 5 of 1960 and Law no. 23 of 2007, provide mutual explanations regarding orders for making certificates for land rights. This article uses a normative juridical approach, and descriptive analysis of the basis of land ownership rights in the form of grondkaart. The research results show that a state based on Pancasila really prioritizes the value of material justice which originates from the will of the people who have a strong relationship with their land, so that it can be equated with human rights. The state cannot arbitrarily control people's land rights, and the law must be in accordance with the wishes of the community, namely as a form of service by the state, not a form of confiscation by the state. Grondkaart is not stronger than a land certificate, where the form of a land certificate is considered stronger because it contains the will of the community to transfer it consciously and is not a form of confiscation. From a normative juridical point of view, Indonesian land law does not adhere to legal positivism in which Indonesian society is united by the awareness in their souls to will on the basis of Pancasila, so that their will cannot be concretized by the state in the form of any regulations, but state regulations remain as a means of order and realizing shared prosperity.

Indonesia as a country that has many tribes has a culture with the uniqueness of each region. One culture that is still very thick is Javanese culture. Ketoprak as one of the Javanese cultures in the form of drama performances is still often held. Panji Anom is one of the Kutuk Village Ketoprak groups that still preserves the art of Ketoprak by organizing Ketoprak performances when commemorating certain days. As a village that is still thick with culture, Kutuk Village through Ketoprak Panji Anom tries to preserve Javanese culture. Along with the times, traditional culture such as Ketoprak has begun to be unfamiliar among the younger generation. The use of language and storylines that are difficult for the younger generation to understand make Ketoprak no longer relevant as entertainment for young people. The existence of Ketoprak art began to recede among the younger generation, for this reason Ketoprak Panji Anom through creation tried to revive the art of Ketoprak among the younger generation. Ketoprak art, apart from being entertainment, also holds a lot of learning and Javanese advice which is filled with philosophical values.

Digital innovation offers myriad advantages to companies but also entails risks necessitating mitigation. To safeguard against adverse impacts on both the company and its consumers, adherence to legal obligations is imperative. Privacy and security risks pose potential economic, ethical, or legal ramifications for consumers and companies alike. The duty to safeguard personal data is shared between governmental bodies and companies, with the latter assuming primary responsibility as service providers. Ethical business conduct entails the protection of user data and transparent disclosure of data usage to users. Companies also need to consider human, technological, and environmental aspects before developing new technologies. Therefore, awareness from companies is needed to fulfill their digital social responsibility. The latest regulation is Law Number 27 of 2022 concerning Personal Data Protection. Personal data protection is one of the main focuses of Corporate Digital Responsibility (CDR) or Corporate Digital Responsibility. The CDR concept is an evolution of Corporate Social Responsibility adapted to the digital era. In CDR, companies are expected to adopt practices that consider digital culture. It can be an effective strategy to integrate business and government interests in efforts to protect digital users.
