Fiscal decentralization is a tool to achieve maximum public welfare and the provision of essential public services. The essence of fiscal decentralization is the provision of transfer funds to local governments. In addition, through transfer funds, it is hoped that there will be equity and fiscal balance vertically and horizontally. However, the existence of transfer funds caused a response that the central government responded to as the main fund for regional spending. The purpose of this study is to determine the effect of the flypaper effect on the balance fund and local revenue on education spending, health spending, and infrastructure spending. Using data from 2019-2023 in municipalities and cities on the island of Java and regression using a fixed effect model, it shows the occurrence of a flypaper effect on education and infrastructure spending through DAK. As a result, every increase in DAK will encourage an increase in education and infrastructure spending. Meanwhile, different results are shown in health spending, that every increase in DAU decreases health spending. Different tests were carried out using dummy variables in the year before and after the implementation of the latest policy. As a result, the regulation of the DAU Specific Grant was able to increase health spending, but not as much as the influence of PAD.

Dangerous chemicals are always used when building new fiberglass boats which can have a negative impact on human safety and health. Fiberglass boat building also involves the use of potentially dangerous work equipment. Because the risk aspects that cause work accidents have not been identified, work accidents often occur at this fiberglass boat manufacturing company, with an average of 15 work accidents per year. With this background, the author identifies the risk of work accidents, determines the risk value and identifies alternative solutions. Identification of work accident risks is carried out using the Job Safety Analysis (JSA) method and calculating risk values according to ISO 45001:2018. After identifying the risk of work accidents in the process of building new fiberglass ships at this shipbuilding company, 25 potential risks were found. The risk score calculation according to ISO 45001:2018 classifies 11 potential risks into medium risk and high risk levels. The potential risk of work accidents when cutting wood to make molds is the occurrence of scratches and limbs being cut and lacerations and even permanent physical disability due to the grinding blade coming loose while the grinding process is in progress. This shows that there is a potential risk that has reached the High Risk level and must be followed up as quickly as possible.

A hernia is a protrusion of the abdominal wall into another body cavity (hip or pelvis, chest or thorax). One of the procedures performed in cases of hernia is surgery called herniorrhaphy. Surgery is an invasive treatment procedure through incisions to open the part of the body that will be treated surgically, which will cause pain. The pain felt after surgery is acute pain. Acute pain can complicate the healing process which can hinder the patient's ability to mobilize, rehabilitate and be hospitalized. One of the non-pharmacological therapies used to reduce pain is finger-hold relaxation therapy. Finger grip relaxation is a simple technique that combines breathing and holding a hand on each finger which can help control emotions and stress. It is hoped that this method can stimulate the brain to produce positive hormones and reduce cortisol secretion so that pain is reduced. Finger grip therapy intervention can help patients reduce the scale of pain felt after surgery. The case study used a descriptive method with a nursing process approach which was carried out on 3 respondents aged 67 - 76 using a One Group Pretest Posttest research design which was measured using the NRS instrument for 3 days. The results showed that there was a decrease in the pain scale in respondents after being given finger grip relaxation therapy.

Bronchopneumonia is a type of pneumonia that affects the bronchi and alveoli, usually starting in the terminal bronchioles. The terminal bronchioles become blocked with mucopurulent exudate forming patches of consolidation in adjacent lobules. 95% of pneumonia cases in children occur in developing countries. According to WHO estimates, the infant mortality rate due to pneumonia in developing countries is 40 out of 1000 live births or around 15-20% per year. A 5-year-old boy was brought to the Emergency Room of Cut Meutia Hospital with complaints of shortness of breath since 3 days before admission accompanied by a cough with phlegm and fever. The results of a physical examination of the thorax found nasal flaring breathing, chest wall retraction, and rhonchi (+/+). Based on laboratory tests, there was an increase in leukocytes, then a chest X-ray showed an impression of infiltration in the perihilar and paracardial. Based on history, physical examination, and supporting examinations, the patient was diagnosed with Bronchopneumonia. Non-medical management is done through bed rest, balanced nutrition, and adequate fluid balance. Then the patient's medical management is in the form of Cefotaxime injection 500 mg/12 hours, symptomatic management and supportive management for the bronchopneumonia..

The implementation of Financial Accounting Standards Statement (PSAK) 116, which replaces PSAK 30, aims to enhance financial statement transparency by eliminating off-balance sheet transactions. This study reviews the literature on the impact of PSAK 116 on earnings management practices. The literature review findings reveal differing results across studies; some indicate that PSAK 116 improves transparency and reduces earnings management, while others suggest that PSAK 116 instead encourages earnings management to maintain certain financial ratios. Factors such as firm size, industry sector, regulatory environment, and corporate governance influence how PSAK 116 affects managerial behavior. The implications of this study highlight the importance of oversight and additional regulations to minimize the likelihood of financial statement manipulation, as well as the need for further research to understand the impact of PSAK 116 across various industry contexts and business environments.

As the 2024 presidential election approaches, mass media widely disseminate information about presidential and vice-presidential candidates. The registration period, from October 19 to 25, 2023, became a major political event that attracted extensive media attention. Ideally, media outlets should report political events independently, without external influence. However, Sindonews.com shows signs of organizational influence in its coverage of the candidate registration process. This study examines the factors shaping news coverage using the Media Content Hierarchy Theory by Shoemaker & Reese (1996), which identifies five levels of influence: individual, media routines, organizational, extramedia, and ideological. Through a qualitative case study method, employing in-depth interviews, documentation, and observation, the findings reveal that organizational influence is the dominant factor affecting Sindonews.com's reporting. This is largely due to its affiliation with Harry Tanoesoedibjo, who owns Sindonews.com and leads Partai Perindo, a party that supported Ganjar Pranowo and Mahfud MD in the 2024 election. Consequently, the media coverage reflected this political alignment, underscoring how ownership and political affiliations impact journalistic objectivity in Indonesia’s digital news landscape.
