Digital transformation in the management of state property is a necessary step towards achieving transparent and accountable governance. The Minstry of Finance, through the Directorate General of State Assets, has developed the State Asset Management Information System Version 2 application as a means of digital based management, but its implementation still faces challenges related to interest in its use by work unit operators. This study aims to evaluate the impact of intentions, attitudes, and subjective norms on interest in using the SIMAN V2 application at the Surabaya State Assets and Auction Service Office using the Theory of Reasoned Action (TRA) approach. Using a quantitative design through a survey, this study was conducted at the Surabaya KPKNL with subjects being SIMAN V2 application operators in work units in the working area. Data colection techniques used a questionnaire with a Likert scale. Data analysis was performed using Structural Equation Modeling (SEM) based on Partial Least Square (PLS) using SmartPLS software. The results of the study indicate that intention, attitude, and subjective norms have a positive and significant effect on interest in using the SIMAN V2 application. This study shows that psychological and social factors play an important role in supporting technology adoption in the public sector. The conclusion emphasizes that increased interest in use can be achieved by strengthening individual intentions, forming positive attitudes, and providing workplace support. Increased socialization, ongoing technical training, and recommendations for further research institutional supportfrom agencies to optimize the use of the SIMAN V2 application.

Digital transformation has transformed the tourism promotion landscape through social media, travel marketplaces, and user-experience-based content. Visual, interactive, and rapidly disseminating digital information shapes destination images and influences traveler decisions. However, the lack of digital promotion standards allows for misleading promotional practices, visual manipulation, false testimonials, and exaggerated claims that have the potential to harm tourism consumers. This study aims to analyze the synchronization between the Electronic Information and Transactions Law (UU ITE) and the Tourism Law in overseeing digital tourism promotion. This study uses a normative juridical method with a legislative approach and a literature review of academic documents and related news. The research findings show that while both laws share the same goal of ensuring accurate and non-misleading information, neither provides specific technical standards for digital promotion. The ITE Law is general and does not specifically regulate tourism promotion, while the Tourism Law was drafted before social media became a primary tool for destination marketing. This has resulted in regulatory gaps and fragmented authority between the Ministry of Communication and Informatics, the Ministry of Tourism and Creative Economy, BPKN, and BPSK. This research recommends the establishment of derivative regulations related to digital promotion, ethical content standards, advertising transparency, and an integrated cross-agency oversight mechanism to protect tourism consumers in the digital space.

This research is motivated by the low level of discipline among elementary school students, characterized by non-compliance with rules, tardiness, and other negative behaviors, thus requiring the role of Pancasila and Citizenship Education (PPKn) as a strategic solution. This research aims to examine the role of PPKn learning in shaping the discipline of elementary school students through a library research approach. This research method uses a systematic and comprehensive library research method to assess the contribution of PPKn learning in forming the discipline of elementary school students (SD). The main focus is on national scientific sources in Indonesian and English languages from the period 2020-2025, with the aim of identifying patterns and strategies of PPKn learning towards improving student discipline in SD. The study results show that PPKn learning is effective in internalizing discipline values through habituation, teacher exemplification, continuous evaluation, and the use of innovative learning media such as educational videos. The involvement of teachers, schools, and parents is an important factor in supporting the formation of student discipline character, with strategies such as family collaboration and group supervision to overcome external challenges. This research provides a theoretical contribution as a basis for developing applicable PPKn learning strategies to form a disciplined generation in elementary schools. The implications of this study indicate that PPKn learning has a strategic role in shaping the discipline of elementary school students, thus requiring synergy between teachers, schools, and parents to optimize the internalization of character values in every learning activity.

The main objective of the Citizenship Education (PKn) course in higher education is to develop students into individuals with nationalist, participatory, and critical characters towards national dynamics. Conventional learning approaches that are still dominant in higher education, such as one-way lectures and memorization of materials, are considered less able to encourage active participation and the development of critical thinking patterns of students in the Citizenship Education (PKn) course. This study aims to identify the effectiveness of the application of innovative learning methods in improving students' activeness and critical thinking skills. Using a descriptive qualitative approach, data were collected through classroom observations, interviews with lecturers and students, and analysis of lecture documents from three study programs at Merdeka University of Malang. The results of the study showed that the application of learning strategies such as Project Based Learning, role playing, utilization of interactive multimedia, collaborative discussions, and nationality-based simulations were able to significantly increase students' participation and critical understanding. This method is relevant to the needs of learning in the era of globalization that demands digital literacy, cross-disciplinary collaboration, and contextual problem solving. Based on these findings, this study recommends the integration of innovative methods into the Civics curriculum in higher education, pedagogical training for lecturers, and the provision of technological infrastructure that supports the implementation of competency-based learning in the era of globalization.

This study aims to analyze the integration of the Pancasila Student Profile (PSP) within Civics Education (PPKn) learning in elementary schools through a descriptive qualitative library research approach. The research draws on 15 national journal articles published between 2020 and 2025 that discuss strategies, challenges, and outcomes of implementing the PSP in learning practices. The findings show that PSP values—such as mutual cooperation, independence, critical thinking, creativity, and noble character—are primarily integrated through classroom activities, project-based learning, and habituation programs aligned with the Merdeka Curriculum. However, several challenges persist, including limited teacher understanding, inconsistent school support, inadequate learning media, and insufficient alignment between curriculum expectations and classroom practices. The analysis also reveals that effective implementation requires strong teacher leadership, contextual learning strategies, and sustained school commitment to character development. The study contributes theoretically by deepening understanding of value-based learning and practically by offering recommendations for teachers and schools to optimize character-based PPKn instruction. Overall, the integration of PSP values strengthens students’ character formation and supports the development of a holistic learning environment consistent with Pancasila principles.

Civic Education (PPKn) serves as an essential foundation for cultivating students’ moral character and citizenship values at the elementary level. This study examines the role of PPKn in shaping the noble character of Grade 2 students at SD Negeri 2 Pereng, identifies existing challenges in its implementation, and proposes strategies for improvement. Using a descriptive qualitative approach, data were collected through classroom observations and interviews with the Grade 2 teacher. The findings show that PPKn contributes significantly to developing students’ discipline, responsibility, cooperation, politeness, and patriotism through structured routines such as daily prayers, class duties, simple deliberation activities, and flag ceremonies. The teacher’s modeling and guidance further reinforce value internalization. However, limited audiovisual media, uneven literacy skills, and classroom management issues hinder optimal implementation. Effective solutions include simplifying learning materials, utilizing accessible visual media, strengthening teacher facilitation, and enhancing collaboration between school and parents. Overall, PPKn remains vital in supporting character development when supported by adequate strategies and consistent habituation.

This study aims to describe how Citizenship Education (PPKn) is implemented to shape the character of second-grade students at Madrasah Ibtidaiyah Sukamanah in Tanggeung, Cianjur. Employing a descriptive qualitative method, the research gathered data through classroom observations, interviews with teachers, and analysis of documentation related to learning activities. The findings show that PPKn learning delivered through teacher modeling, guided discussions, and consistent habitual practices effectively cultivates key character values, including discipline, honesty, responsibility, and tolerance. The integration of PPKn material with Islamic moral teachings further enhances students’ comprehension of their rights and obligations, while also reinforcing positive behavior in their daily routines. Despite these strengths, the study identifies several challenges, such as the limited availability of learning media and the diverse backgrounds of students, which influence the learning dynamics in the classroom. Overall, the results emphasize that PPKn serves as an essential foundation for character education, and its implementation needs to be continuously strengthened through innovative instructional approaches, supportive school policies, and active collaboration with students’ families to ensure optimal character development.

Penelitian ini bertujuan untuk 1) mengetahui sejauh mana upaya penanggulangan kekerasan verbal verbal dari kesiswaan/STP2K SMA Negeri Colomadu. 2) Mengetahui apa saja peran dari Guru PPKn dalam meningkatkan kesadaran pendidikan kewarganegaraan (civic dispositions) pada siswa/siswi SMA Negeri Colomadu. 3) Mengetahui apa saja yang menjadi faktor utama munculnya kekerasan verbal di kalangaan siswa/siswi SMA Negeri Colomadu. Hasil dari penelitian ini menjelsakan bahwa kasus kekerasan verbal pada siswa/siswi SMA Negeri Colomadu menujukan bahwa sudah ada upaya penanggulangan yang telah di jalankan melalui program seperti sosialisasi, seminar dan penguatan pendidikan karakter dalam mencegah terjadinya kasus tindak kekerasan verbal di sekolah. Kata Kunci: Pendidikan Kewarganegaraan, Upaya, Penanggulangan, Kekerasan Verbal This study aims to 1) determine the extente of efforts to oercome verbal violence from stundts/STP2K SMA Negeri Colomadu. 2) to find out the roles of PPKn teacher in incereasing civic education awarness (civic dispositions) among students at Colomadu state high school 3) to find out the main factors that contribute to the emergance of verbal that coseof verbal violance against students at Colomadu State High School indicate that there have been efforts to overcome this promblem that have been iplemented thorugh programs such as socialization, seminars and strengthening character education in preventing cases of verbal violence in school. Penelitian ini mengkaji persepsi siswa terhadap penggunaan e-learning dalam pembelajaran Pendidikan Kewarganegaraan di SMAN 4 Pekanbaru. Dengan pendekatan kualitatif melalui wawancara terhadap satu guru dan kuesioner terbuka kepada sepuluh siswa kelas XI, penelitian ini menelusuri bagaimana pembelajaran digital memengaruhi pemahaman siswa terhadap nilai-nilai kewarganegaraan. Hasil penelitian menunjukkan bahwa siswa umumnya memiliki persepsi positif terhadap e-learning karena fleksibilitas dan kemudahan akses, meskipun keterbatasan interaksi langsung menjadi kendala. Hambatan lainnya termasuk koneksi internet yang tidak stabil dan motivasi belajar yang menurun. Namun, strategi pembelajaran kontekstual seperti penugasan presentasi budaya lokal terbukti mampu memperkuat nilai kewarganegaraan dan keterlibatan siswa. Penelitian ini menegaskan pentingnya komunikasi pembelajaran yang efektif dan konten digital yang berpusat pada siswa dalam pembelajaran PKn. E-learning, bila dirancang dengan baik, dapat berperan besar dalam pembentukan karakter dan kewarganegaraan digital.

Fenomena pelajar yang mengendarai kendaraan bermotor tanpa Surat Izin Mengemudi (SIM) merupakan permasalahan yang mengancam keselamatan lalu lintas serta mencerminkan rendahnya kesadaran hukum remaja. Penelitian ini bertujuan untuk menganalisis bagaimana pembelajaran Pendidikan Kewarganegaraan (PKN) mampu menginternalisasikan nilai-nilai hukum dalam membentuk sikap berkendara yang bertanggung jawab. Metode yang digunakan adalah pendekatan deskriptif kualitatif dengan desain studi kasus di SMPN 1 Ciamis. Teknik pengumpulan data meliputi wawancara mendalam, observasi pembelajaran, dan penyebaran kuisioner kepada siswa, guru, dan orang tua. Hasil penelitian menunjukkan bahwa meskipun pembelajaran PKN telah memberikan pemahaman normatif terhadap hukum lalu lintas, namun masih terdapat kesenjangan antara pemahaman dan implementasi. Faktor lingkungan sosial, pola asuh orang tua, serta lemahnya pengawasan eksternal menjadi kendala utama. Oleh karena itu, diperlukan pendekatan pembelajaran yang kontekstual, kolaboratif, dan terintegrasi dengan berbagai pihak untuk mengoptimalkan internalisasi nilai hukum.

This research aims to determine the influence of the film Dirty Vote on the resistance of PPKn students at Sebelas Maret University (UNS) and identify the forms of resistance that emerge after watching the film. A quantitative approach is used with data analysis including validity, reliability, descriptive analysis, prerequisite tests, t tests, and coefficient of determination tests. The research results show the significant influence of the film Dirty Vote on the resistance of UNS PPKn students, although there are other factors that also influence it. The forms of resistance that emerge include intellectual, participatory, collective, normative, direct and symbolic resistance. This study aims to determine the application of the Problem-Based Learning (PBL) model in improving Civic Education (PKn) learning outcomes among fourth-grade students at SDI Harekakae, Malaka Regency. This research employed an experimental method using a post-test only control group design. The population consisted of all fourth-grade students, with class IV B serving as the experimental group and class IV C as the control group, totaling 42 students. The experimental group was taught using the Problem-Based Learning model, while the control group was taught without applying the model. Data were collected through learning outcome tests, observations, and documentation. The results showed that the experimental class achieved an average score of 85 out of an ideal score of 100 with a standard deviation of 8.25, while the control class obtained an average score of 62.6. These findings indicate that the implementation of the Problem-Based Learning model significantly improves students’ Civic Education learning outcomes. Therefore, the Problem-Based Learning model is recommended as an innovative alternative to enhance the effectiveness of Civic Education learning in elementary schools.

Civic Education (PKn) has a strategic role as the main means in internalizing the values of Pancasila to students. Through PKn, the process of forming the character and personality of citizens can be carried out systematically, sustainably, and contextually, based on the values of divinity, humanity, unity, democracy, and justice. The internalization of these values is not only through mastery of concepts, but also through habituation of attitudes and behaviors in daily life. An interactive, reflective, and social project-based approach to learning allows learners to actively develop moral awareness, social responsibility, and a sense of nationalism. PKn functions as a character education instrument that not only forms civic knowledge, but also builds a strong national identity and a tolerant spirit. In the context of globalization and the challenges of the digital era, civil society is an important foundation in equipping the young generation to be able to be critical, adaptive, and still uphold national values. Therefore, PKn is not just a formal subject, but a strategic vehicle in forming a generation with Pancasila character who is ready to contribute positively to the life of society, nation, and state. This research emphasizes the urgency of PKn revitalization as a transformative and contextual value education.

This study aims to analyze the strengthening of students' civic resilience through Civic Education (PKn) after the COVID-19 pandemic using qualitative methods based on literature review. The COVID-19 pandemic has changed students' social interaction patterns and learning methods, which have an impact on their social engagement and resilience as citizens. This study collects and evaluates literature related to the challenges of Civic Education learning and strategies for strengthening civic resilience in the post-pandemic context. The results show that participatory learning approaches, digital literacy, strengthening social values, and community service activities are key elements in strengthening students' cognitive and social resilience. Learning that integrates digital technology provides opportunities for students to participate more actively in social and political discussions. On the other hand, community service activities based on civic values ​​help students develop a stronger sense of social responsibility. The implications of this research encourage the development of a Civic Education curriculum that is adaptive to current social and technological dynamics so that students become resilient and active citizens. This study also recommends that Civic Education be continuously updated with a more interactive and relevant approach to current needs, to enhance students' ability to participate constructively in the global community.

Higher education is a scientific institution which has the task of carrying out education and teaching above secondary level as well as providing education and teaching based on Indonesian national culture in a scientific manner. Sexual harassment behavior is an act of harassment that can occur directly or indirectly. Where the action involves another person in unwanted sexual activity, either verbally, or actions carried out by someone to control or manipulate another person. In general, the perpetrator of sexual harassment feels that he has power that can dominate the victim, and instills that there is nothing the victim can do, because the perpetrator has certain power. Sexual harassment on campus occurs due to a legal vacuum in preventing, handling and protecting victims of sexual harassment in the tertiary environment. In cases of sexual harassment that occur among students, it can occur due to a lack of education and counseling regarding sexual activity, it can also be caused by environmental factors where the perpetrator of the harassment feels they have the opportunity to carry out acts of harassment in the university environment. This research was conducted using qualitative methods which included observation, in-depth interviews, researchers have explored the nuances and complexities related to these issues, and researchers are ready to understand perceptions and anticipatory strategies regarding whether or not the Pancasila and Citizenship Education (PPKn) study program can help in handling sexual harassment by PPKn students at FKIP Mulawarman University.

In choosing learning video media according to learning objectives and student characteristics and optimizing the Use of Learning Video Media that can improve student motivation and learning outcomes, it is necessary to have learning video media so that learning objectives can be achieved. The use of video media in this learning process aims to determine how the Use of learning video media to improve motivation and learning outcomes of Civics lessons in Class IV B SDI Harekakae. This study was conducted in two learning cycles with 22 students as research subjects, where the learning test results achieved by students who achieved KKM completion were only 14 students with a score of 63.64%, the remaining 8 students or 36.36% who had not achieved KKM completion in cycle I who had not achieved the expected learning objectives due to lack of student participation in the learning process. So that making improvements in cycle II, a very significant increase was seen where from the learning results of cycle I only 63.64% of students completed, then in cycle II students who completed according to the completion criteria (KKM) were 21 people, the remaining 1 person with a score of 95.45%. This shows that students in cycle II have met the KKM standards in learning.

The integration of Civic Education (PKn) values ​​in modern society has become an urgent need Early childhood reading literacy is an important foundation in developing children's academic, cognitive, and social abilities. Although awareness of the importance of literacy has increased, practice in the field shows that many early childhood children still do not have adequate reading interest and skills. Various challenges such as limited access to books, low parental involvement, dependence on digital technology, and lack of teacher training are obstacles to improving early childhood literacy. Therefore, strategic and collaborative solutions are needed that involve families, schools, and communities in creating a child-friendly literate environment. This paper aims to comprehensively explore the existing challenges and present solutions that can be practically applied in supporting the improvement of early childhood reading literacy.

Penelitian ini mengaplikasikan pendekatan Tindakan kelas (PTK) yang melibatkan 31 siswa (13 laki-laki dan 18 perempuan) pada fase D. Pengumpulan data dalam penelitian menggunakan observasi dan dokumentasi yang berupa media flipbook yang sesuai dengan indikator kemampuan berpikir kritis. Teknik analisis data pada penelitian ini menggunakan analisis deskriptif kualitatif. Adanya peningkatan skor rata-rata kemampuan berpikir kritis dari 65,2 (kategori cukup kritis) pada siklus I menjadi 78,4 (kategori kritis) pada siklus II, menunjukkan peningkatan signifikan sebesar 13,2 poin. Persentase ketuntasan belajar siswa juga mengalami peningkatan yang bermakna, dari 35,48% (11 siswa) pada siklus I menjadi 80,65% (25 siswa) pada siklus II, menandakan kenaikan sebesar 45,17%. Kategori berpikir kritis secara klasikal juga meningkat dari "cukup kritis" (56-65%) pada siklus I menjadi "kritis" (66-79%) pada siklus II. Hasil penelitian ini menunjukkan bahwa media flipbook paper dapat meningkatkan hasil belajar serta mendorong kemandirian dan berpikir kritis siswa

Tujuan penelitian ini: 1) Untuk menganalisis game edukasi "KARISMA" dalam pembentukan karakter Merdeka Belajar pada siswa kelas VIII SMP Negeri 18 Surakarta tahun ajaran 2024 / 2025. 2)  Untuk mendeskripsikan persepsi siswa kelas VIII SMP Negeri 18 Surakarta dalam penggunaan game edukasi "KARISMA" dalam pembelajaran pada tahun ajaran  tahun ajaran 2024 / 2025. Bentuk  penelitian ini menggunakan metode penelitian deskripsi kualitatif. Subjek penelitian ini melibatkan guru PPKn kelas VIII dan siswa kelas VIII. Sumber data yang digunakan sumber primer dan sumber data sekunder. Teknik pengumpulan data yang digunakan adalah observasi, wawancara, dokumentasi. Uji keabsahan dilakukan dengan triangulasi sumber dan triangulasi metode. Data dalam penelitian ini dianalisis menggunakan teknik deskripsif kualitatif dengan model analisis interaktif. Hasil penelitian ini dapat disimpulkan: 1) Game edukasi "KARISMA" memiliki kontribusi positif terhadap pembentukan karakter Merdeka Belajar pada siswa kelas VIII SMP Negeri 18 Surakarta tahun ajaran 2024/2025. Game ini dirancang untuk menerapkan nilai-nilai karakter sesuai dengan Profil Pelajar Pancasila yang sejalan dengan prinsip-prinsip Kurikulum Merdeka Belajar. 2)  Persepsi siswa kelas VIII SMP Negeri 18 Surakarta terhadap penggunaan game edukasi "KARISMA" dalam pembelajaran cenderung positif. Persepsi siswa pada game ini sebagai media pembelajaran yang inovatif, menarik, dan relevan dengan kebutuhan siswa. Game "KARISMA" tidak hanya meningkatkan pemahaman siswa terhadap materi pembelajaran, tetapi juga memotivasi mereka untuk lebih aktif, kreatif, dan mandiri dalam belajar. Kata Kunci : Persepsi, Game Edukasi, “KARISMA”     The objectives of this study were: 1) To analyze the educational game "KARISMA" in the developing Merdeka Belajar characters in class VIII students of SMP Negeri 18 Surakarta in the 2024/2025 academic year. 2) To describe the perceptions of class VIII students of SMP Negeri 18 Surakarta in the use of the educational game "KARISMA" in the 2024/2025 academic year. This research method is qualitative descriptive. The subjects of this study were civics teachers in grade and students in grade VIII. The data sources used are primary sources and secondary data sources. Data collection techniques used were through observation, interviews, documentation. Data validity testing was carried out using source triangulation and methods triangulation. The data in this study were analyzed using qualitative descriptive techniques with an interactive analysis model. The results of this study  could be e concluded: 1) The educational game "KARISMA" has a positive contribution to the development of the Merdeka Belajar character in students in class VIII students of SMP Negeri 18 Surakarta in the 2024/2025 academic year. This game is designed to apply  character values ​​in accordance with the Profil Pelajar Pancasila which was in accordance  with the principles of the Merdeka Belajar Curriculum. 2) The perception of students in class VIII towards the use of the educational game "KARISMA" in tended to be positive. The Students' perceptions of this game as an innovative, interesting, and relevant learning media to students' needs. The "KARISMA" game not only improves students' understanding of the learning material, but also motivates them to be more active, creative, and independent in learning. The purpose of this study is (1) to understand the ways and applications to improve the character of civic disposition-based manners  in grade XI students at Colomadu High School, (2) for what are the obstacles when improving the character of civic disposition-based manners  in grade XI students through PPKn learning, (3) to find out the efforts to overcome  obstacles in improving the character of students' manners. A qualitative research method with a type of case study that determines the views of the subject studied and observed in detail and in depth. The location of this research is at SMA N Colomadu. This research involved the Principal, Vice Principal for Student Affairs, PPKn Teachers, and Students.  Interviews, documentation, and observations were used in this study. The study uses source triangulation in checking the validity of the data and triangulation techniques to show the suitability of the research material with the reality in the field. The data analysis technique used is an interactive qualitative descriptive model that begins with data collection, data reduction, data display, and conclusion drawn. The results of the study show that (1) the activities carried out by the school are activities with parents such as routine parenting activities, and students are always given motivation, literacy, and spirituality regarding the importance of civic disposition-based manners. (2) The obstacles faced by students do not understand the importance of politeness and cannot sort out negative things on social media and association. (3) Activities carried out as an improvement in the character  of civic disposition-based manners  in PPKn learning are by using project-based methods or analyzing case studies to improve students' polite character. They are given direction and guidance so that they have a good relationship and have morals that are in accordance with manners.
