This study analyzes the application of collaborative governance in overcoming the phenomenon of overcrowding of visitors and its impact on environmental security at Kaimana Hospital, West Papua. The background of the research is based on the imbalance in the capacity of hospital infrastructure (serving 65,490 people) with the high number of visits, exacerbated by the habit of the community transporting patients en masse and the massive use of JKN services. The descriptive qualitative method is used with data collection techniques through semi-structured interviews, observations, and visual documentation. The analysis refers to the theory of Ansell and Gash (2008) which includes starting conditions, institutional design, facilitative leadership, collaborative process, and outcome. The results of the study show that efforts such as limiting visiting hours and the construction of halfway houses are not optimal due to less participatory policy design, lack of structured dialogue between stakeholders, and top-down leadership. Overcrowding is triggered by narrow waiting rooms, limited facilities, and the disintegration of the queue system. Despite collaborative initiatives, the results are still partial due to weak cross-sector coordination and low community participation. Strategic suggestions include infrastructure improvement, the development of an integrated digital queuing system, intensive socialization, and the formation of collaborative teams across sectors (RSUD, government, TNI/POLRI, and the community). Conflict management training, periodic evaluation, and participatory leadership approaches are also needed to create sustainable service transformation. This study emphasizes that inclusive and transparent collaboration is the key to overcoming overcrowding and strengthening the safety of the hospital environment.

This study compares sex work regulations in Indonesia and Thailand through the lens of human security. Using qualitative comparative literature approach, the research analyzes four core dimensions including health, economy, legal protection, and social inclusion. Findings show that Indonesia still relies on criminalization, which exacerbates vulnerability, restricts access to health services, and reinforces stigma. Conversely, Thailand is undergoing a regulatory transition marked by community engagement, harm reduction practices, and early steps toward decriminalization. However, Thailand’s policy remains incomplete in addressing the rights of migrant and transgender sex workers. The study concludes that while Thailand provides a more inclusive model, both countries require further policy reform distinguishing voluntary sex work from exploitation, strengthening grassroots organizations, and regional policy harmonization under ASEAN human rights framework.

The development of financing practices with fiduciary guarantees in Indonesia often raises legal issues, especially regarding the unilateral withdrawal of credit objects by creditors against defaulting debtors. This action is often carried out without the consent of the debtor or a court decision, thus potentially violating the principles of justice and the principle of due process of law. This research aims to analyze the form of legal protection for debtors in a fiduciary financing agreement. The type of research used is normative juridical with an approach to legislation and court decisions. The results showed that the act of unilateral withdrawal can be categorized as a civil and criminal tort. Therefore, regulatory reform, increased legal literacy, and a fair and humanist dispute resolution mechanism are needed. It is recommended that fiduciary execution be carried out in accordance with legal procedures to protect the debtor's constitutional rights and ensure fairness in contractual relationships.

The construction of houses in river border areas is a complex issue involving legal, environmental, and spatial planning aspects. River borders are protected zones designated to maintain the ecological function of rivers and to mitigate disaster risks. In Indonesia, development in these areas is regulated through various legal instruments, including Government Regulation No. 38 of 2011 and the OSS RBA (Online Single Submission Risk-Based Approach) system. Local governments play a strategic role in spatial planning, granting permits, conducting supervision, and enforcing the law. However, significant challenges persist, such as inadequate spatial data, weak integration between local and central information systems, and socio-political pressures that influence decision-making. Furthermore, overlapping authorities between central and local governments after the Omnibus Law have further complicated the permitting and monitoring processes. A case study in Tanah Laut Regency reveals that negligence in issuing permits can lead to environmental degradation. Therefore, cross-sector collaboration, strengthened human resource capacity, and policy harmonization between central and local governments are essential. The implementation of a fair, transparent, and risk-based permitting system is key to protecting river border zones and achieving sustainable development that aligns with public interests and environmental preservation.

Crimes committed by drunk drivers that cause death are serious legal problems that have a broad impact on public safety. This study analyzes the form of criminal liability for such acts within the framework of Indonesian criminal law, by examining the application of the concepts of dolus eventualis and culpa. Although statutory provisions such as Articles 310 and 311 of the Traffic and Transportation Law and Article 359 of the Criminal Code have regulated criminal sanctions, implementation in the field is often weak and disproportionate. The legal approach tends to consider the act as negligence, whereas there is an element of conditional intent that must be considered. This study emphasizes the need for criminal law reform, strengthening law enforcement institutions, and public education to create a deterrent effect and protect people's right to life. The concept of dolus eventualis is an important alternative to expand criminal liability fairly and contextually.

Budget management in police institutions has a strategic role in ensuring accountability and effectiveness in the implementation of state duties. However, violations in budget planning and utilization still often occur due to weak supervisory systems and a closed bureaucratic culture. This study aims to analyze the normative law enforcement mechanism against budget violations within the Police and evaluate its effectiveness in ensuring the principles of accountability and impunity. The type of research used is normative-doctrinal with statutory, conceptual, and case study approaches. The results of the study show that although regulations are adequate, the implementation of the law is still hampered by conflicts of interest, lack of transparency, and lack of public participation. Therefore, systemic reform is needed through strengthening institutional capacity, digitizing the budget system, and cross-agency supervisory collaboration to encourage fair and accountable law enforcement in the police institution.

This study explores South Korea’s strategic defense response to the increasing threat from North Korea by examining the development and deployment of the Terminal High Altitude Area Defense (THAAD) system. The research analyzes geoplotical context, the application of balance of threat theory, and the dual role of THAAD as a military and diplomatic tool. Using a qualitative case study approach, findins indicate that South Korea’s deployment of THAAD reflects a rational response to North Korea’s missile and nuclear threat, reinforced by allliance commitments with the United States. However, the deployment also triggered the internal resistence and diplomatic tension, particularly with China. This paper concludes that while THAAD enhances detterence, its geopolitical consequences require careful diplomatic management.

This study aims to systematically review the application of sensitivity analysis in operational decision-making based on linear programming. The research method used is a Systematic Literature Review (SLR), analyzing scientific articles published between 2018 and 2024 from databases such as Scopus, ScienceDirect, SpringerLink, and Google Scholar. The review focuses on how sensitivity analysis is employed to evaluate the stability of linear programming solutions in the face of parameter changes, such as objective function coefficients, constraint bounds, and resource availability. The results indicate that local sensitivity analysis approaches are the most commonly used due to their simplicity and ease of interpretation. However, they fall short in capturing parameter interactions and complex uncertainty. Therefore, recent studies have started to explore global sensitivity methods, such as Morris and Sobol techniques, as well as geometric visualization approaches to provide a more holistic understanding. This study recommends integrating both local and global approaches and utilizing computational tools to enhance the robustness of operational decisions. The findings are expected to serve as a reference for more adaptive, efficient, and resilient decision-making under uncertainty.

This research examines criminal law enforcement strategies against perpetrators of illegal black stone mining in Suwawa, Gorontalo, with a normative-empirical approach. illegal mining activities in this region not only violate the law, but also damage the environment and create social conflicts. Although there is a strict legal basis, its implementation is still weak due to weak coordination between institutions, the involvement of unscrupulous officials, and the lack of economic alternatives for the community. This research identifies that repressive approaches alone are ineffective, so an integrative strategy is needed that includes restorative justice, strengthening customary law, digitizing surveillance, and empowering the local economy. Structural barriers such as power relations, weak surveillance and social resistance are the main hindering factors. This research recommends institutional reform and community engagement as keys to the success of fair and sustainable law enforcement in addressing environmental crimes such as illegal mining.

The implementation of dengue fever control in Tanjungpinang City through the 1 House 1 Jumantik Movement program has not been optimal until now. The problem in controlling dengue fever through this program is that the community is inactive and does not know about the implementation of this program. The purpose of the researcher was to determine the implementation of dengue fever control through the 1 House 1 Jumantik Movement program in Tanjungpinang City. Qualitative Method and Policy Implementation theory by Marilee S Grindle. The results of the study showed (1) Content of policy, the researcher found from the indicators of the resources used, namely financial resources, the wages given were only enough for transportation costs. Insufficient resources also limited the number of jumantik cadres working, plus there was a change in funding sources to BOK which caused several health centers to experience a budget reduction in Jumantik honorariums (2) Context of Implementation found that the authority of each actor was not in accordance with the implementation manual for the 1 House 1 Jumantik Movement by the Ministry of Health. In addition, the government also did not provide guidance to the community so that many people did not know about this program.

Child marriage in Indonesia is still a serious problem despite regulations that limit the minimum age of marriage. The revision of Law No. 16/2019 sets the minimum age at 19 years, but the practice of marriage dispensation has actually increased. This phenomenon reflects the gap between formal legality and social reality which is influenced by factors such as low education, patriarchal culture, conservative religious interpretations, social pressure, and poverty. Dispensation for marriage is often granted without an in-depth assessment of the child's readiness, ignoring the principle of the best interests of the child. Law enforcement has not been effective due to the lack of legal literacy, weak supervision, and the dominance of local values. Prevention efforts require an interdisciplinary approach through reproductive health education, strengthening social protection, community participation, and synergy between institutions. Therefore, the elimination of child marriage must be a strategic policy based on the transformation of social norms and the protection of children's rights in a holistic and sustainable manner within the framework of gender perspective development and social justice.

This study aims to determine whether the problem solving method can improve critical thinking skills and motivation of class VII students at Mtsn 1 Kota Blitar. The researcher used a quantitative research method, using a control class and an experimental class. The study was conducted with 36 students in the control class and 38 students in the experimental class. The results of the T-Test on the critical thinking questionnaire showed that there was a significant difference between the problem solving learning model and students' critical thinking, this is evidenced by a significance value of 0.73. The decision of 0.73> 0.05 indicates that Ho is rejected and Ha is accepted, the results of the T-Test on the learning motivation questionnaire show that there is a significant difference between the problem solving learning model and students' learning motivation, this can be proven by a significance value of 0.001. The decision where 0.001> 0.05 indicates that H0 is rejected while Ha is accepted. The results of the T-Test on student learning outcomes obtained from the pre-test and post-test show that there is a significant influence between the problem solving learning model and student learning outcomes. This is proven by a significance value of 0.000. The decision where 0.000>0.05 indicates that H0 is rejected while Ha is accepted.

Education is the main foundation in forming quality Human Resources. In achieving educational goals, support is needed from various aspects, including the availability of adequate learning facilities and competent teachers. Learning facilities play an important role in supporting the learning process, while teacher competence greatly determines the success of transferring knowledge to students. These two aspects are believed to have an influence on student learning achievement, including in Integrated Social Studies subjects that require conceptual understanding and critical thinking skills. This research was conducted to answer three main questions: (1) whether there is an influence of learning facilities on student learning achievement in Integrated Social Studies subjects grade VIII MTsN 6 Tulungagun; (2) whether the competence of social studies teachers affects student learning achievement in Integrated Social Studies subjects grade VIII MTsN 6 Tulungagun; and (3) how much influence the two variables simultaneously have on student learning achievement in the Integrated Social Studies subject class VIII MTsN 6 Tulungagun. The purpose of this study is to analyze and prove the influence of each independent variable on the bound variable both partially and simultaneously. This study uses a quantitative approach with an associative method. The population is 309 students of grade VIII MTsN 6 Tulungagung and the sample is 76 students taken using the Simple Random Sampling technique, and 3 social studies teachers of Class VIII as additional informants. The data collection technique was carried out through questionnaires for independent variables and documentation of UAS values for bound variables. Data analysis was carried out using validity, reliability, normality, multiple linear regression tests, as well as t-tests, F tests and R2 tests with the help  of JASP software. The results of this study after processing data using the t-test showed that neither learning facilities nor the competence of social studies teachers had a significant effect on student learning achievement, because the significance value of learning facilities was above 0.05. However, the results of the F test showed that simultaneously the two variables had a significant effect on student learning outcomes with a significance value of <0.001. In addition, the determination coefficient value (R2) of 0.179 showed that 17.9% of the variation in student learning achievement was influenced by learning facilities and the competence of social studies teachers together. These findings show the importance of synergy between the quality of educational facilities and the competence of teaching staff in supporting student learning outcomes.

This literature aims to find out about the problems and prevention of homesicknessexperienced by new students in tertiary institutions. and provide readers with an understanding of homesickness and how to prevent it. The various subtopics presented in this literature include factors of homesickness, impacts of homesickness, forms of homesickness, and prevention of homesickness, all of which are discussed in detail in this literature. The results of this study indicate that there are several factors that cause first-year students in tertiary institutions to experience homesickness, as it is known that if there is a cause and effect there must beprevention. This literature explains what to do when someone experiences a homesickness reaction such as positive thinking.

English language skills are an essential competency for health students, especially in accessing scientific literature, understanding medical terminology, and facing the demands of professional globalization. However, the suitability of the English language learning curriculum with the specific needs of health students is still an issue. This study aims to identify the academic and professional English language needs of health students at Hafshawati University. The study used a qualitative approach with an open-ended questionnaire instrument that was analyzed thematically. Participants consisted of five students from various semesters and health study programs. The results showed that the ability to read and understand English-language medical references was the main need, followed by speaking skills in the context of professional communication. Non-formal learning media such as YouTube and TikTok were also actively utilized by students. The implications of this study indicate the importance of curriculum reformulation based on needs analysis and strengthening the English for Specific Purposes (ESP) approach in health education. These findings provide a basis for the development of teaching materials, lecturer training, and more contextual and applicable learning designs.

This research aims to analyze the behavior of school organizations in facing curriculum changes at UPT SMP N 27 Medan. Curriculum change is a challenge that requires adaptation from all school elements, including teachers, principals and support staff. This research uses a descriptive qualitative approach with data collection techniques through observation, interviews and documentation. The research focus includes how school organizations behave in responding to curriculum changes, the strategies implemented to manage changes, and the obstacles faced during the adaptation process. It is hoped that the research results will provide an overview of the dynamics of school organizations in the context of curriculum change as well as recommendations for effective management of change in the school environment.

Code-switching and code-mixing are linguistic phenomena that reflect the cultural and linguistic diversity of Indonesian society, particularly within literary works. This study aims to analyze how elements of the Javanese language are employed through these phenomena in the novel Soedirman dan Alfiyah by E. Rokajat Asura. Using a literature review method, the study examines relevant theories and previous research on the use of regional languages, specifically Javanese, in literature. The findings reveal that both code-switching and code-mixing enrich character expression, serve as markers of cultural identity, convey emotional depth, and enhance the social messages embedded in the narrative. Visual markers such as italicized text are utilized to distinguish linguistic shifts, although inconsistencies in their application are noted. This research highlights the importance of preserving regional languages in literary works and emphasizes the need for consistent typographical presentation to improve readability and linguistic awareness among readers.

This study aims to analyze the phenomenon of code-switching and code-mixing in YouTube content by Noona Rosa as a linguistic practice in a multilingual digital context. Using a descriptive qualitative approach, data were collected from several of Noona Rosa's uploaded videos and analyzed in terms of form, function, and influencing factors in the use of Indonesian and Korean code variation. The findings reveal that code-switching is employed to express emotions, reinforce cultural identity, and build rapport with bilingual audiences. Meanwhile, code-mixing commonly appears in the insertion of Korean cultural terms into Indonesian sentence structures, serving as a communicative strategy of identity and cultural meaning preservation. The influencing factors include social context, speaker identity, discussion topics, and emotional expression. These findings contribute significantly to sociolinguistic studies and highlight how digital media serves as a platform for multicultural identity expression.

This research aims to identify and describe various forms of errors in the use of punctuation marks found in fiction and non-fiction texts in Indonesian language textbooks for class VII SMP. The research was carried out with a qualitative descriptive approach using content analysis methods, based on writing rules in Enhanced Indonesian Spelling (EYD V). The results of the research show that the errors that most often appear include the use of commas, quotation marks and hyphens. These errors can cause unclear understanding of correct punctuation rules and indicate a lack of accuracy in Therefore, more attention is needed from writers and curriculum compilers so that the use of language in textbooks remains in accordance with applicable rules.

This study aims to describe and analyze various forms of lexical errors found in the observation report texts in Indonesian language textbooks for eighth-grade junior high school students, as well as identify inappropriate diction based on categories such as connotative, denotative, formal, informal, general, specific, and borrowed foreign words. The research utilized a qualitative descriptive linguistic analysis of three authentic and representative observation report texts. The findings indicate numerous lexical errors, including the use of foreign terms without equivalents, redundant synonyms, and words inappropriate for formal or scientific contexts. These errors potentially reduce communication effectiveness, disrupt message clarity, and affect language correctness within the texts. If left uncorrected, such errors may cause ambiguities and hinder students’ comprehension of the reports objectively and accurately. Suggested corrections include selecting precise, specific words aligned with Indonesian language norms and employing neutral, objective language to facilitate student understanding and strengthen the educational value of the textbook. These findings provide valuable references for developing quality teaching materials and enhancing teachers’ and authors’ competencies in crafting effective, standards-compliant texts. This research is expected to offer practical and theoretical benefits, ultimately improving the overall language learning process in educational settings.
