Community service is a tangible manifestation of a spirit of caring for others. In the context of special needs education, the State Special School in Banjarbaru City faces several challenges, especially in the assessment process of special needs children. Limitations in human resources in terms of teaching staff and technology, as well as conventional assessment methods, are the main obstacles. The solution came in the form of the Special Needs Children Assessment Application called APBAKUS in 2018. Community service through training and socialization of APBAKUS usage in 2019 encouraged the application's utilization. The results of the community service were highly positive, evident in increased efficiency in assessment timing, more coordinated data management, and the improved capabilities of teachers in overcoming obstacles. The APBAKUS application played a crucial role in enhancing the quality of educational services at the State Special School in Banjarbaru City, enabling teachers to provide better services tailored to the needs of special needs children. The behavioral and emotional development of hyperactive children causes children to experience problems concentrating in learning, because the disorders they experience cannot be controlled properly. Therefore, children experience difficulties when learning takes place and this has an impact on social relationships which influence their behavior when interacting with other people or their peers. So the researcher raised the problem in his research, namely the behavioral and emotional development of hyperactive children with special needs who experienced concentration problems in learning at the Raudhatul Athfal Al-Hidayah school. This research aims to determine developmental aspects of children's behavior and emotions as well as indicators related to hyperactivity and disturbances in concentration. This research uses a descriptive qualitative research method by collecting data through a process of observation, interviews and documentation. The results of this research show that the behavioral and emotional development of hyperactive children is all excessive behavior and actions seen when children express their emotions when they are happy, sad, angry, disappointed, anxious and afraid. Children's emotional development impacts children's behavior, such as being aggressive, running around, shouting, being rude, talking a lot, being nosy and endangering people around them. This can happen because there are many factors that underlie a child becoming a hyperactive child, namely genetics, slow development of the child's brain, parenting patterns, emotional intelligence and the influence of the surrounding environment.

Inclusive education is a process of responding to the diverse needs of all students. Various efforts can be made through changes and modifications in content, approaches, structures and strategies that can accommodate the needs of all students according to their age group. Implementing inclusive education requires schools to make adjustments in terms of curriculum, educational infrastructure and learning systems that are tailored to the individual needs of students, including assessing learning outcomes and determining grade promotion. The diversity of characteristics of students in inclusive schools certainly opens up opportunities for a very varied learning outcomes assessment system in determining grade promotion. The assessment system for learning outcomes for children with special needs has so far been the same as for other students. The assessment system commonly used in determining grade promotion for students in inclusive schools is based on the achievement of mental skills.
