Prosiding Seminar Nasional Ilmu Ekonomi dan Akuntansi 2024 Asosiasi Riset Ekonomi dan Akuntansi Indonesia

This study analyzes the differences between the neoliberal and social democratic paradigms in poverty alleviation policies in Indonesia, by adding an Islamic Economic perspective as an alternative. The neoliberal paradigm focuses on free market mechanisms, deregulation, and minimizing the role of the state, but often exacerbates social inequality. In contrast, the social democratic paradigm balances the role of the market and state intervention through resource redistribution and protection of vulnerable groups through sustainable social programs. Islamic economics offers a complementary approach oriented towards the principles of distributive justice, balance, and solidarity, by integrating spiritual values into socio-economic policies. A qualitative approach is used in this study, with policy analysis of programs such as the Family Hope Program (PKH) and the National Health Insurance (JKN). The results show that the social democratic paradigm is more effective in reducing poverty systemically than neoliberalism, especially through increasing access to education, health, and social protection. However, budget constraints, corruption, and infrastructure gaps remain significant challenges. The Islamic Economic perspective emphasizes the importance of zakat, waqf, and infaq as instruments of wealth redistribution that have the potential to strengthen inclusive and sustainable poverty alleviation policies. This study recommends strengthening the synergy between the paradigm of social democracy and the values of Islamic Economics to create policies that are more effective, equitable, and oriented towards the welfare of society holistically.

This study examines the ef ectiveness of the Provincial Minimum Wage (UMP) and Regency/City Minimum Wage (UMR) policies in alleviating poverty in Indonesia, using an in-depth literature study approach. Indonesia, as the fourth most populous country in the world and the largest economy in Southeast Asia, faces major challenges in reducing income inequality and poverty, especially after the economic impact of the COVID-19 pandemic. The UMP and UMR policies are designed to provide a decent standard of living for workers, but their impacts vary widely across provinces and economic sectors. This study finds that while the minimum wage policy can provide benefits for formal sector workers, its ef ectiveness in reducing poverty in the informal sector is limited, given that around 60% of Indonesia's workforce works in the informal sector that is not covered by this policy. In addition, this policy also has the potential to cause economic dislocation in areas with significant income inequality. Economic sectors that rely on cheap labor, such as manufacturing and agriculture, are vulnerable to the negative impacts of this policy. This study suggests adjusting the minimum wage policy to be more flexible and based on local economic conditions to maximize the impact of poverty alleviation.

Islamic insurance is one of the Islamic financial instruments designed to provide financial protection based on sharia principles, such as mutual help (ta'awun) and risk-sharing. As a country with the largest Muslim population in the world, Indonesia has great potential to develop this industry. Over the past five years (2018-2022), the sharia insurance industry in Indonesia has shown consistent growth, reflected in an increase in gross contribution from IDR 12 trillion in 2018 to IDR 16 trillion in 2022. However, the market share of Islamic insurance remains small compared to conventional insurance, with key challenges including limited market scale, lack of product innovation, low public literacy in Islamic finance, and intense competition with conventional products. This article aims to analyze these challenges and formulate development strategies that can be implemented to strengthen the competitiveness of Islamic insurance in the global market. This research uses a qualitative approach based on secondary data analysis obtained from industry reports, scientific journals, and official publications. The results show that the main strategies for development include product innovation oriented to the needs of the global community, digitization of services to improve efficiency and accessibility, public education to increase Islamic financial literacy, strengthening regulations to create a conducive business environment, and strategic collaboration with international financial institutions to expand market networks.

Islamic mutual funds have the advantages of transparent sharia principles, wider accessibility, and diversified risks. This study aims to explore the role of Islamic mutual funds in increasing public financial literacy while encouraging Islamic financial inclusion. The methodology used includes secondary data analysis, surveys, and interviews with stakeholders, such as financial industry players, regulators, and the community. This study focuses on analyzing the impact of Islamic financial literacy on the interest in investing in the Shariamarket. Islamic financial literacy involves a deep understanding of financial principles that comply with Islamic law, including zakat, riba, and the principle of justice in financial transactions. The growing awareness of halal and Sharia-compliant investments suggests that Islamic financial literacy can be a decisive factor in investment decisions. This study uses a quantitative method by distributing questionnaires to 200 respondents, comprising prospective investors and active investors in the Sharia capital market. The results of the study indicate that higher levels of Islamic financial literacy positively correlate with greater interest in investing in Sharia capital market instruments such as sukuk and Sharia mutual funds. These findings highlight the need for more intensive Islamic financial education programs to improve public literacy and support the development of the Sharia capital market in Indonesia. Supporting policies and innovations in Sharia investment products are also identified as crucial factors in encouraging investment interest. Thus, this study concludes that enhancing Islamic financial literacy can play a significant role in advancing the Sharia capital market and supporting a more inclusive Islamic economy. This research demonstrates that Islamic financial literacy significantly influences investment interest in the Sharia capital market. Investors with a solid understanding of Islamic financial principles such as riba (usury), zakat (almsgiving), and profit-sharing are more likely to opt for Sharia-compliant investment products like sukuk (Islamic bonds) and Sharia mutual funds. The study underscores the importance of comprehensive financial education programs and the availability of accessible information to enhance Islamic financial literacy among the public. These efforts are expected to increase participation in the Sharia capital market and support more inclusive and sustainable economic growth in Indonesia.

Sharia-based monetary policy instruments, such as the Bank Indonesia Sharia Certificate (SBIS) and the Sharia Interbank Money Market (PUAS), contribute significantly to liquidity stability and expand access to sharia banking services. Even though the sharia banking sector continues to grow, the market share of the national banking industry is still relatively small due to low financial literacy, limited infrastructure and global economic challenges. This research highlights the importance of strengthening sharia financial literacy, developing digital infrastructure, as well as collaboration between the government, private sector and Bank Indonesia to overcome these obstacles. Strategic recommendations are provided to increase sharia-based financial inclusion which is expected to become a model for countries where the majority of the population is Muslim.

Inflation is a significant economic challenge in Indonesia, affecting price stability and people's purchasing power. In a sharia economic perspective, inflation is not only seen as an economic phenomenon, but also involves moral and social aspects. This article discusses the role of sharia monetary instruments in controlling inflation in Indonesia, highlighting the principles of fairness and transparency. Instruments such as Bank Indonesia Sharia Certificates (SBIS), Bank Indonesia Sharia Savings Facilities (FASBIS), and Sharia Open Market Operations (OPT) have been implemented to regulate the amount of money in circulation and maintain economic stability. Although their contribution to controlling inflation is still limited, the potential of sharia instruments can be strengthened through increasing market understanding, education and collaboration between the government, Bank Indonesia and sharia financial institutions. With more optimal implementation, sharia monetary instruments can create a stable, fair and sustainable economic system for the Indonesian people.
