Strengthening character education seeks to shape student character to integrate Pancasila values, in order to create a generation with character, nationalist spirit, and global competence. The independent curriculum aims to realize Pancasila students through the implementation of the Pancasila Student Profile which is divided into six dimensions, namely faith, devotion to God Almighty and noble character, critical thinking, global diversity, independence, creativity, and mutual cooperation. This research used a descriptive qualitative approach. Data collection was done through observation, interviews, and documentation. Data analysis includes data reduction, data presentation, and conclusion drawing. The results showed that the implementation of student character education at SDN 2 Balerejo was carried out through learning activities, extracurricular activities, habituation, and the Student Character Education Strengthening Project. Education is a very important factor for the development of a country. Education helps develop and improve skills and improves the quality of life and human dignity. To date, changes have been made to the curriculum. The curriculum is considered a plan developed to facilitate the teaching and learning process which is the responsibility of the school or educational institution and its teaching staff. (Yulia, 2023). Education in Indonesia has undergone curriculum changes 11 times. Starting from after independence until the latest in 2021-2022. This research aims to compare the implementation of the 2013 Curriculum and the Merdeka Curriculum at State Elementary School 064037 and understand the differences between the two in improving the quality of education. The method used is qualitative research with a content analysis and narrative analysis approach. In-depth content analysis is carried out on written and printed information from mass media to identify message characteristics objectively and systematically. Data was collected through interviews and reviewing controversial mass media news. The research results show that the Merdeka Curriculum, which has only been implemented in grades 1 and 4, gives students greater freedom in the use of knowledge, both inside and outside school, and encourages teacher and student creativity. In contrast, the 2013 Curriculum balances soft skills and hard skills in an integrative manner but still places educators as the main assessors of student abilities. Observations show that the Merdeka Curriculum encourages students to play an active role in learning, with educators acting as facilitators. This change in curriculum leads to a more student-centric approach, where students receive active feedback regarding their self-evaluation. These findings confirm that the Merdeka Curriculum promotes more independent and participatory learning compared to the 2013 Curriculum.

The decline in the quality of education in Indonesia is caused by unplanned curriculum changes, a shortage of competent educators, and a lack of good manners and behavior among students and educators, which hinders the achievement of educational goals to create a smart, qualified, and competitive generation at the global level. The purpose of writing this essay is to explore and develop thoughts on how the "KARTINI" Approach is to improve the quality of education in Indonesia by emphasizing six key values: Culture, Artificial Intelligence (AI), Taqwa, Integrity, Nationalism, and Independence. Culture-based education aims to cultivate students' character rooted in the nation's cultural values and the ability to adapt to changing times. The application of AI in education allows for more personalized and effective learning, while the value of piety teaches morality and spiritual awareness. Integrity forms an honest and responsible character, nationalism builds a sense of love for the homeland, and independence teaches independence. By integrating these values, Indonesian education is expected to produce a generation that excels academically and has a strong character to contribute to the progress of the nation.

The Merdeka Curriculum is here as a breath of fresh air in the world of Indonesian education, bringing a spirit of independence for teachers and students to learn and teach with creativity. One of the important instruments in realizing the vision of Independent Learning is the Learning Implementation Plan (RPP) which has undergone a significant transformation compared to the 2013 Curriculum RPP (K13). The Independent Curriculum RPP is made more concise and focuses on essential points, so that it is easy for teachers to understand and use. Learning objectives are formulated clearly, measurably and oriented towards Learning Achievements (CP), ensuring learning is centered on the outcomes to be achieved. Teachers are encouraged to understand students’ learning profiles, including their interests, talents, learning styles and learning needs. This allows learning to be designed in a personalized and meaningful way for each individual.

The purpose of writing this article is to determine the development of education quality in developing countries. This research uses a type of library research. Library research is research carried out by reviewing various journals and related reference books. The results of his research show that quality education is education that can produce students who have abilities, insight and skills in accordance with established standards, so that they have sufficient opportunities to be competent in any job market without ignoring the moral aspects of their lives. A developing country is a country with a low average income, relatively underdeveloped infrastructure, and a human development index that is poor compared to global norms. Educational policies in developing countries generally originate from the legacy of colonial educational policies. It is said this because developing countries when they first became independent had not yet developed their own educational policies based on the realistic needs of their people. The independence that has been achieved in the political field is not automatically followed by independence in other fields, especially in the field of education. The causes of the low quality of education in developing countries are, 1) lack of qualified teachers, 2) failure of schools to care for students, in fact elementary schools are less effective in supporting the development movement, if the impact is not proven within an appropriate period of time, 3) poor state of the curriculum. not appropriate. The basic problems of the curriculum at the pre-university level include the expansion of cultural adaptation, localization and vocationalization of the curriculum, 4) Inequality in rural and urban progress.

Of course, all the changes and developments that occur in the educational curriculum cannot be separated from the results of several studies on how the implementation of this independent curriculum can overcome learning loss, the effects of the Covid pandemic plus the global challenges of change from era 4.0 to Society 5.0, which has the impact that today's generation needs. have the ability to think critically, creatively and innovatively. In the independent curriculum, it can be seen that the superiority of its characteristics is that the material is simpler and more in-depth and there is a significant reduction in material. The materials presented are limited to essential material. Reducing material provides an opportunity for students to explore the material more comprehensively. Next is more independence, which means that in an independent curriculum, students are given more freedom to choose the subjects they are interested in according to their interests, talents, potential and aspirations. Meanwhile, teachers can teach according to the stages of student achievement and development. So it is more relevant and interactive. Students are guided to be able to collaborate, work together to form groups to identify problems that are becoming issues to strengthen the profile of Pancasila students, namely faith and devotion to God Almighty and noble character, global diversity, mutual cooperation, independence, critical reasoning and creativity. The essence of this independent curriculum is independent learning. This aims to enable students to explore their respective interests, potential and talents.
