This study aims to analyze how negative and positive externalities influence the effectiveness of public economic policies at the regional level. Using a qualitative approach and descriptive-analytical method, the research was conducted in Tanjungpinang City through document studies, focus group discussions (FGDs), and content analysis of policy documents and scholarly literature. The findings reveal that negative externalities such as environmental pollution, traffic congestion, and industrial waste have not been optimally addressed due to weak regulation and limited policy evaluation. Conversely, positive externalities like the development of green open spaces and the provision of public education lack adequate fiscal support. Public policy interventions are predominantly disincentive-based, such as taxation and sanctions, while mechanisms to incentivize socially beneficial activities remain limited. These findings are examined through the lenses of Pigouvian Tax and Coase Theorem, emphasizing the need for evidence-based policies that internalize externalities fairly and efficiently. The study recommends improving regulatory frameworks, implementing strategic fiscal incentives, and enhancing public literacy in externality management.

Effectiveness is a fundamental component that functions to achieve the goals and objectives that have been set in an organization or program. BPJS organizes the Work Accident Insurance (JKK) program to provide protection and a sense of security to workers against the risk of work accidents in the form of financial support. This research was conducted using a qualitative approach, using data collection techniques in the form of interviews, field observations, and documentation reviews. The data analysis process includes the stages of data reduction, information presentation, and drawing conclusions. To ensure the validity of the data, this study uses a triangulation method that includes source triangulation, technique triangulation, and time triangulation. The findings of this study indicate that in general the implementation of the work accident insurance program at BPJS Ketenagakerjaan has been carried out effectively, in accordance with the three main indicators of effectiveness used as references in this study. However, in the indicator of achieving program objectives, there are still several targets that have not been fully realized. Therefore, it can be concluded that the Work Accident Insurance program at the BPJS Ketenagakerjaan Cilandak Branch Office, South Jakarta, has shown good effectiveness, although there is still room for improvement, especially in terms of achieving program objectives as a whole.

Both the process of democratization and the societal change that has taken place in Indonesia have been significantly influenced by globalization. The purpose of this study is to conduct a literature review that focuses on the relationship between globalization, social transformation, and the growth of democracy in Indonesia. With the help of a qualitative methodology that is founded on literature studies, this research investigates the ways in which the flow of information, technology, and global values influences the mentalities of individuals, as well as the social structures and political dynamics in Indonesia. The findings of the study indicate that globalization fosters the development of a society that is more receptive to democratic principles, such as the protection of human rights, the freedom of expression, and the provision of opportunities for political engagement. There are, however, challenges that come along with globalization. These challenges include socio-economic inequality, the erosion of local values, and threats to ethnic and cultural sovereignty. With globalization serving as a catalyst in improving political freedom and expanding civil society involvement, the process of democratization in Indonesia developed fast after the reforms that took place in 1998. The findings of this study highlight the significance of policies that are capable of striking a balance between the impact of globalization and the maintenance of local identity. This is necessary in order to bring about social change that is inclusive and to enhance democracy in Indonesia in a way that is sustainable.

This study uses qualitative methods to analyze the law on menstrual leave and maternity leave rights in the practice of the workplace in Indonesia. This study aims to examine the implementation of Law Number 13 of 2003 concerning Manpower which provides menstrual leave and maternity leave rights for female workers, and examines the obstacles faced in its implementation in various companies. The results of the study indicate that although the legal framework has clearly regulated these rights, their implementation in the field is still not optimal. The main obstacles found include the lack of understanding and awareness of workers and employers, weak government supervision, and the existence of cultural stigma and discrimination related to menstruation and pregnancy. In addition, several companies still implement policies that are not in accordance with regulations, such as salary deductions or restrictions on leave rights. This study recommends increasing the socialization of regulations, strengthening supervision, and enforcing strict sanctions so that legal protection for menstrual leave and maternity leave rights can be realized fairly and effectively, thereby supporting social justice and the protection of female workers in Indonesia.

This article analyzes Saddam Hussein's individual responsibility as a subject of international law based on crimes committed during his rule in Iraq. Saddam Hussein was charged with various serious crimes such as war crimes, crimes against humanity, and genocide. This review covers relevant international legal instruments, Saddam Hussein's trial process, as well as criticism of the legitimacy and fairness of the trial. This research highlights the importance of applying the principle of individual responsibility in international law to uphold justice and prevent impunity for state leaders who commit serious violations. Apart from that, this article also discusses the challenges faced by the international justice system in dealing with cases involving heads of state, as well as the implications of court decisions for the development of international law and global human rights enforcement. In this way, this study seeks to provide a deeper understanding of the evolution of international criminal responsibility, as well as its role in preventing similar atrocities in the future.

The escalation of global terrorism has posed substantial obstacles to the safeguarding of human rights globally. This study analyzes the intricate relationship between counter-terrorism strategies and human rights, highlighting how security policies may curtail individual liberties. This study conducts a comprehensive examination of several case studies to examine the effects of anti-terrorism laws and procedures in different nations. It further examines the intricate equilibrium that governments must sustain between safeguarding national security and preserving human rights norms. The study utilizes qualitative methodologies, encompassing document analysis and expert interviews in the domain. The findings indicate that although counter-terrorism initiatives are essential for public safety, they frequently lead to infringements of civil liberties, especially impacting underprivileged communities. The paper emphasizes the necessity of tackling these difficulties to guarantee that security measures do not excessively violate basic rights.The report concludes by recommending measures for policymakers to enhance human rights protections within counter-terrorism frameworks. Essential recommendations encompass promoting accountability and transparency in security operations while implementing equitable, non-discriminatory rules. Through the implementation of these measures, governments can proficiently counter terrorism while upholding fundamental human rights principles.

The application of the Anti-Dumping Code in international trade law is the topic of discussion in this article. Particular attention is paid to what happens when unfair trade practices are involved. The primary focus is on addressing the issue of price discrimination in international trade, which frequently brings about negative consequences for developing nations like Indonesia. The article provides a description of the phenomenon of dumping, including its impact on domestic producers, as well as anti-dumping rules within the context of the GATT and WTO. This is accomplished through theoretical studies and normative analysis. In addition, it covers the difficulties that arise when putting anti-dumping legislation into effect, as well as the remedies that can be implemented to defend domestic markets from losses that are caused by dumping. The purpose of this article is to highlight the significance of international cooperation and domestic law amendments in order to maximize the effectiveness of the Anti-Dumping Code as an instrument for protecting fair trade.

The purpose of this research is to analyse the legal status of children born from marriages of different nationalities in the perspective of Indonesian Civil Law and Islamic Law. This research is important because children born from mixed marriages are entitled to protection of their legal status in order to maintain the continuity of life, legal position and civil interests. The research method used is normative juridical legal research with qualitative data types in the form of secondary data consisting of primary legal materials, secondary legal materials and tertiary legal materials relevant to the topic of this research and data collection techniques using library research or literature studies with legal material analysis techniques using descriptive analysis methods. The results of this study state that the law of marriage between different nationalities in the perspective of Indonesian civil law and Islamic law raises problems with the law of marriage itself as well as the legal status, civil rights and citizenship rights of children. In the perspective of Indonesian civil law and Islamic law, the law of marriage of different nationalities is a valid marriage and the legal status of the child is a legitimate child, the civil rights of children from marriages of different nationalities are the same as children in general and the legal status of the child's citizenship as an Indonesian citizen follows the citizenship of the father or mother who is an Indonesian citizen and can also have dual citizenship until he is 18 years old or married, after which the child must declare choosing one of his citizenship.

This study aims to determine the Influence of Service Attributes, Power, Attraction and Excellence on Consumer Satisfaction at CV Eko Auto Service Workshop in Harjosari II Village, Medan Amplas District. In this study, the data collection technique used the random sampling method, the sample used was 65 respondents. All analyses in this study were assisted by the SPSS 25.0 program. The data analysis technique was carried out through classical assumption tests, multiple linear regression analysis, and hypothesis testing. Based on the t-test that has been carried out, the results obtained were that the Sig. value of the Service Attribute variable was obtained at 0.001 <0.05 and the t count value (2.716)> t table (1.670). So it can be concluded that the Service Attribute variable has a positive and significant effect on the Consumer Satisfaction variable. Furthermore, the Sig. value of the Attractiveness variable obtained was 0.004 <0.05 and the t count value (3.154)> t table (1.670). So it can be concluded that the Attractiveness variable has a significant effect on the Consumer Satisfaction variable. Furthermore, the Sig. value of the Excellence variable obtained is 0.000 <0.05 which has a significant effect on the Consumer Satisfaction variable. From these data, the calculated t value is (10.882)> t table (1.670). So it can be stated that the Excellence variable has a positive and significant effect on the Consumer Satisfaction variable.

PT BPR Bank Jombang Perseroda has developed well, and the increase in assets each year is significant, but the problems that still arise in the organization are high employee anxiety, due to the rapid development of information technology (increasingly sophisticated), and the level of trust is still relatively low and Intention to Leave is still not good, becoming a phenomenon in this study. The purpose of this study is to determine the effect of anxiety, IT Capability and trust on employee performance with Intention to Leave as an Intervening variable at PT BPR Bank Jombang Perseroda. This study uses a quantitative method with primary data sources obtained from distributing questionnaires. The population of the study were employees of PT BPR Bank Jombang Perseroda. The selection of respondents was carried out using the saturated non-probability sampling method with a total of 90 respondents. The data analysis method used descriptive analysis and SEM-PLS analysis. The results showed that the variables anxiety, IT Capability and trust had a positive and significant effect on employee performance through Intention to Leave of PT BPR Bank Jombang Perseroda employees.

This study aims to analyze how the mass media constructs the discourse of territorial conflict through reporting on the dispute over four islands in the waters of Aceh Singkil that were transferred to North Sumatra. This study highlights how two national media, Tempo.com and Kumparan.com, frame the issue of territorial boundaries that are administratively, politically, and economically sensitive. The novelty of this study lies in the comparative framing approach between the two media with different journalism styles, as well as their relationship to the potential for socio-political escalation at the local level. This study uses a qualitative method with Robert Entman's framing analysis model approach, which examines four main elements: define problems, diagnose causes, make moral judgments, and suggest remedies. The results show that Tempo.com tends to frame the conflict as an administrative and technocratic problem that is resolved through legal channels and cross-institutional coordination, while Kumparan.com emphasizes the economic dimension by highlighting the potential for oil and gas reserves on the disputed islands, opening up space for public speculation, and encouraging collaborative solutions between regions. This difference in framing emphasizes the role of the media in shaping public perception and maintaining the stability of the narrative on the issue of territorial conflict in Indonesia.

Durability is defined as a measure of a rock's resistance to weathering and disintegration when the rock undergoes weathering processes over a short period of time. The susceptibility of rocks to disintegration is related to their low durability. Rock durability is often measured using the slake durability test. The slake durability test is widely used to assess physical changes resulting from wetting-drying processes (Franklin and Chandra, 1972). Therefore, slake durability testing is conducted to understand the weathering of rocks caused by heat and water, particularly clay stones which are one of the constituent rocks on a slope. The sampling location is around Sanga-sanga and Muara Badak. Sampling was conducted with coordinate points and the Balikpapan and Kampungbaru formations. The claystone samples taken were then brought to the Mineral and Coal Technology Laboratory of the Engineering Faculty of Mulawarman University for Slake Durability tests. In this study, the lowest index value obtained was 45.7% and the highest value was 93%, indicating high to very high durability. The difference in the durability index values of claystone at the research locations indicates the presence of variables that can affect the slake durability index values of the claystone in the Balikpapan and Kampungbaru formations, including grain size and mineral content as well as geological conditions at the research site. Based on the results of the claystone durability tests, the durability index value (Id2) was obtained, indicating that the sandstone at the research location falls into the classification of high to low.

In the Kutai Basin area, seasonal changes such as high rainfall can significantly increase groundwater content, so that the effect of water content on the shear strength of claystone, increasing water content in rocks tends to decrease shear strength. Water in the pores or fractures can increase pore water pressure and reduce effective normal stress. Shear strength is one of the most important mechanical parameters used to assess soil and rock stability, this parameter is very important in slope stability analysis, foundation planning, and various civil engineering and mining applications. Therefore, this study was conducted to determine whether the water content in rocks can affect the strength of rocks in receiving shear forces. The method used in this study is more quantitative and specific to the effect of water content on the shear strength of claystone in this area. Increasing water content in rocks tends to reduce shear strength. This study was conducted by taking claystone samples from several locations in the Kutai Basin. Data collection in the form of primary data and secondary data for testing physical properties and testing mechanical properties, in testing physical properties, the water content value will be taken as supporting data which is one of the factors that affect rock strength, in testing mechanical properties, claystone shear strength data will be taken. From the results of the physical properties test calculations, the air content in each Formation is obtained, namely, in the Kampungbaru Formation the minimum air content value is 15.54% and the maximum is 20.17%, in the Balikpapan Formation the minimum air content value is 10.21% and the maximum is 12,88%, in the Palaubalang Formation the minimum air content value is 10.49% and the maximum is 22.87%. The results of the strength of the claystone in receiving shear forces in the Kutai Basin are the Muara Jawa location 0.486MPa, Tanah Datar location 0.500 MPa, Sanga-sanga location 0.333 MPa, Muara Badak location 0.269, Air Putih location 0.711MPa, Mugirejo location 0.021 MPa and Lempake location 0.092 MPa.

Compressive strength is one of the mechanical properties of rock behavior. This study focuses on the Balikpapan and Kampungbaru Formations located in the Kutai Kartanegara area, East Kalimantan. The Schmidt Hammer testing method was applied due to the lack of previous studies utilizing this tool to evaluate rock hardness in correlation with compressive strength. The research site is situated in the Kutai Kartanegara area, specifically in the districts of Muara Badak, Muara Jawa, and Sanga-Sanga. Field observations revealed the presence of claystone slopes at predetermined locations. Based on the test results, the uniaxial compressive strength (UCS) values for the Balikpapan Formation range from 3.453 MPa to 5.454 MPa, while the Kampungbaru Formation ranges from 3.317 MPa to 8.571 MPa. The Schmidt Hammer rebound number (RN) values for the Balikpapan Formation range from 17 to 19.6, and for the Kampungbaru Formation from 15 to 23.7. A negative correlation was found between the rebound number and UCS, where higher RN values tend to correspond with lower UCS values. This is supported by the linear regression analysis showing a negative coefficient (-0.450).

Material handling is a term for transportation or transport activities carried out by industrial companies, which involve moving raw materials, semi-finished goods or finished goods from one location to another predetermined location. Apart from that, material handling is also important in quality control, where 3-5% of damaged goods are caused by material handling. The aim of this research is to identify and redesign the layout conditions of concrete production facilities at PT. XYZ. The method of this research is the Activity Relationship Chart (ARC), Activity Relationship Daigram (ARD) and Total Closeness Rating (TCR) methods. In the current layout conditions, the sand warehouse and crushed stone warehouse work stations should be close to the two hoppers, namely the batching plant hopper and the asphalt mixing plant hopper, but in the actual conditions these two work stations are not close to each other. In the new facility layout there are changes and relocation of work stations based on the degree of proximity. Future research is expected to consider the amount of time generated during the material handling process and also consider cost aspects during the process of designing changes to the facility layout.

This study uses a qualitative method to analyze the integration model of Supply Chain Management (SCM) in the manufacturing-service industry, focusing on a case study in the automotive sector. SCM integration in this context involves the coordination of production processes, distribution, and after-sales services to enhance efficiency and responsiveness to customer demands. Data were collected through in-depth interviews and direct observations at an automotive company implementing integration strategies between manufacturing and service operations. The findings show that cross-functional collaboration among suppliers, manufacturers, and service providers plays a vital role in creating an adaptive supply chain. Digital integration through connected information systems also significantly accelerates decision-making and improves overall supply chain visibility. This study highlights the importance of a holistic approach encompassing technical, organizational, and inter-partner relationship aspects. The results are relevant for automotive companies aiming to strengthen competitiveness through cross-sector SCM integration and serve as a reference for developing industrial policies that support collaboration between manufacturing and service actors in the Industry 4.0 era.

Product quality is affected by the conventional turning process that requires coolant to maintain surface smoothness and reduce tool wear. Vegetable oils such as coconut, corn, and palm oil are environmentally friendly alternatives to chemical coolants (dromus). This study tested the effect of vegetable coolants on the surface of ST 60 steel using an experimental method with variations in a mixture of oil, water, and liquid soap. Turning was carried out at a depth of 0.5 mm, a rotation speed of 1035 rpm, and a cutting speed of 65 mm/min. The results showed that the lowest roughness was in variation 7 (80% corn oil + 10% water + 10% liquid soap) with an initial roughness value of 2.438

This community service activity aims to introduce financial literacy from an early age to children in Siantar Narumonda Village through an interactive and educational tutoring program. Financial literacy is an important skill that must be instilled from an early age so that children are able to manage their finances wisely in the future. This activity uses a qualitative descriptive approach to describe the execution process systematically. The program was implemented by students of the Tarutung State Christian Institute as part of the Community Service and Service Lecture (KPPM), targeting 35 children aged 1–12 years. The program was implemented for one month and two weeks, three times a week. The material presented was in five main topics: the importance of financial literacy, tips for managing finances, saving, getting to know money and how to manage it, and getting to know banks and financial institutions. The delivery of the material was carried out through fun methods such as games, simulations, short stories, and group discussions. Evaluation was carried out through participant observation, question and answer sessions, and visual documentation. The results of the activity showed that the children experienced an increase in understanding of the basic concepts of financial literacy and began to apply positive habits in managing finances. This activity is also a means of meaningful learning for implementing students. With an interesting and structured approach, this activity provides significant educational and social impacts. Early financial literacy has proven effective in forming a generation that is financially intelligent and responsible in managing economic resources.

This study aims to describe the implementation of mathematics learning based on the Independent Curriculum at MAN 2 Kota Padang, focusing on teacher-student interaction and the overall effectiveness of the learning process. The observation covered three main phases: introductory, core, and closing activities. A phenomenological approach was applied using both qualitative and quantitative methods. Data were collected through direct classroom observations, interviews with mathematics teachers and students, as well as analysis of teaching documents. Instruments included Yes-No questionnaires, interview guidelines, and documentation review. The findings indicate that the learning process aligns with the principles of the Independent Curriculum, as reflected in the varied instructional strategies, active student engagement, and teacher readiness in applying learning modules. The effectiveness of learning was very high, with 95.21% in grade X and 92.99% in grade XI. Challenges included limited time and lack of participation from some students. Overall, the learning process fostered an active, meaningful environment that supports character development.

This study aims to examine the effectiveness of formative assessment in mathematics learning for tenth-grade students at MAN 2 Kota Padang. A descriptive qualitative approach was used with data collected through observation, interviews, and documentation. The data were analyzed using data reduction, data display, and conclusion drawing techniques. The findings show that formative assessments were systematically implemented and aligned with learning objectives. Teachers employed various question types, especially essay questions, to assess students’ higher-order thinking skills. However, challenges such as limited time and lack of question variety were noted. It can be concluded that the formative assessment was fairly effective but requires further development in variation and technical support.
