This study aims to evaluate the implementation of Sidoarjo Regent Regulation Number 69 of 2017 concerning the Civil Servant Code of Ethics in the Family Planning Sector at the Sidoarjo Regency Women's Empowerment, Child Protection, and Family Planning Office. A qualitative approach with a case study was used to explore the implementation of the policy through interviews, observation, and documentation. The analysis was conducted using William Dunn's six policy evaluation indicators, namely effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The results show that the policy has provided clear behavioral guidelines and is applied evenly in the work environment. However, the effectiveness and efficiency of implementation are not optimal due to disciplinary violations, weak supervision, and unstructured communication between superiors. The aspects of adequacy and accuracy are considered relevant to the needs of the organization, but have not been able to fully overcome obstacles such as high workloads and low internalization of ethical values ​​among employees. In general, this policy contributes to shaping the professionalism of civil servants, but still requires strengthening through continuous supervision and more systematic coaching. The originality of the study lies in the use of Dunn's evaluation model in the context of the implementation of the civil servant code of ethics at the regional level, as well as identifying gaps between normative policies and field practices. These findings confirm that the success of a code of ethics depends heavily on organizational communication, work culture, and consistency of oversight.

Learning concentration is an important factor in supporting students’ academic success, particularly in Biology study programs that require high levels of accuracy and analytical skills. Learning concentration is influenced by various factors, including sleep quality and dietary patterns. This study aimed to analyze the relationship between sleep quality and dietary patterns and the level of learning concentration among Biology students of class T.BIO1/2022 at Universitas Islam Negeri Sumatera Utara. This study employed an analytic observational approach with a cross sectional design. The research sample consisted of 23 students selected using a total sampling technique. The research instruments included questionnaires on sleep quality, dietary patterns, and learning concentration. Data analysis was conducted descriptively and using cross tabulation. The results showed that students with good sleep quality and regular dietary patterns tended to have higher levels of learning concentration compared to those with poor sleep quality and irregular dietary patterns. Therefore, sleep quality and dietary patterns are important factors that need to be considered to support students’ learning concentration.

This study was conducted with the aim of evaluating the dynamics of the financial condition of PT Indofood Sukses Makmur Tbk over a five-year period, namely from 2019 to 2023. This writing applies a quantitative descriptive methodology sourced from secondary data through audited annual financial reports. The main instruments in this data analysis include three pillars of financial ratios: Current Ratio (CR) as a representation of the liquidity aspect, Debt to Asset Ratio (DAR) to measure the level of solvency, and Return on Equity (ROE) as a benchmark for the effectiveness of the company's profitability. Through annual calculations and trend analysis, this study captures the development of the issuer's performance longitudinally. The results of the observation show a significant strengthening in the company's liquidity position, where the Current Ratio jumped from 127% in 2019 to 192% at the end of the 2023 period. In line with that, the solvency profile shows fundamental improvements; Debt reliance, which had reached 51% in mid-2020-2021, was successfully reduced to 46% in 2023. Meanwhile, the company's profitability demonstrated stable resilience, with a consistent ROE of 10% to 13%, despite fluctuations due to operational cost dynamics. Overall, PT Indofood Sukses Makmur Tbk demonstrated excellent financial health through strategic capital and asset management. As a sustainability measure, management is advised to continue optimizing current assets and tightening cost efficiency to secure future profit margins.

This study aims to evaluate the effectiveness of the Structural Analytic Synthetic (SAS) method in enhancing the early reading skills of first-grade students in Catholic Religious Education at SD YPPK Yohanes Paulus II Obaa, Mappi Regency, South Papua Province. The study employed a Classroom Action Research approach using a cyclical model comprising the stages of planning, implementation, observation, and reflection, conducted over two cycles. The research subjects consisted of 25 students, and data were collected through reading tests, classroom observations, and documentation. The results indicated a significant improvement in students’ early reading skills, with learning mastery increasing from 61% in the first cycle to 100% in the second cycle. This success was associated with the implementation of the SAS method through structured learning stages, progressing from sentences to words, syllables, and letters, accompanied by the use of varied media and intensive teacher guidance. In addition to improving reading skills, the SAS method was also found to enhance students’ interest, participation, and learning motivation. Therefore, the SAS method is recommended as an effective strategy for teaching early reading to young elementary school students, particularly within the context of Catholic Religious Education.

The crime of receiving stolen goods, as regulated in Article 480 of the Criminal Code (KUHP), is an offence that plays a crucial role in the continuation of the principal crime, particularly theft. Receivers provide a market for stolen goods, thereby indirectly encouraging perpetrators to continue their actions. This paper investigates how Article 480 of the KUHP in judicial practice, with a focus on proving the element of ‘knowing or reasonably suspecting’ that the goods purchased were obtained through criminal activity. This study uses a qualitative method with a case study approach through direct observation of a trial at the M. District Court. The observations show that the panel of judges successfully proved the defendant's guilt as a fence through a series of trial facts, such as the unreasonable purchase price, consistent testimony from the perpetrator of the theft, and the defendant's own admission that he had been suspicious. The judge's decision, which was lighter than the prosecutor's demands, also reflected considerations of substantive justice and humanity in addition to legal certainty. This study concludes that the effective enforcement of Article 480 of the Criminal Code in court plays an important role in breaking the chain of crime and providing a deterrent effect not only for the main perpetrators but also for those who participate in enjoying the proceeds of crime.

The development of information technology has significantly improved the efficiency of application-based delivery services, including Shopee Partner Driver couriers. However, several issues such as delays in information updates, system errors, and inaccurate delivery data still affect courier performance. This study aims to analyze the effect of Information Quality and System Quality on the Performance of Shopee Partner Driver Couriers in Medan City. This research used a quantitative method with a questionnaire survey distributed to 100 active couriers. The instrument applied a fivepoint Likert scale, and data were analyzed using validity and reliability tests, descriptive statistics, and multiple linear regression analysis with SPSS software. The results indicate that both Information Quality and System Quality have a positive and significant effect on Courier Performance. The coefficient of determination (R²) of 0.625 shows that these two variables explain 62.5% of courier performance variance, while the remaining 37.5% is influenced by other factors. These findings support the DeLone and McLean (2003) model of information system success, emphasizing the importance of system and information quality in enhancing user performance.

The determination of scholarship recipients is a very important process in supporting students’ educational success, particularly in providing fair opportunities for high-achieving students who require financial assistance. However, in practice, this process often faces various challenges, such as assessor subjectivity and uncertainty in evaluating the applied criteria. Therefore, a decision support system is needed to assist decision-making in an objective and measurable manner. This study aims to implement the Fuzzy Tsukamoto method as a decision support system for determining scholarship eligibility. The criteria used in this study include Grade Point Average (GPA) as an indicator of academic achievement and parents’ income as an indicator of students’ economic conditions. The Fuzzy Tsukamoto method was selected because it is capable of producing crisp output values based on predefined fuzzy rules. Student data were processed through several stages, namely fuzzification to transform input data into fuzzy values, inference using the minimum operator, and defuzzification using the weighted average method. The results of the study indicate that the application of the Fuzzy Tsukamoto method is able to generate more objective, consistent, and measurable decisions. Based on the calculation results, a scholarship eligibility score of 63.9 was obtained, which falls into the eligible category. Thus, the Fuzzy Tsukamoto method can be considered an effective alternative to support fair, systematic, and transparent decision-making in determining scholarship recipients.

The Human Resource Department (HRD) plays a very important role in supporting the growth and sustainability of an organization or company. Employees represent the most valuable asset owned by the company, which means that HRD can be considered the most critical component that must be managed properly. The primary function of HRD encompasses the management of all aspects related to the workforce, including ensuring that every employee fully receives their rights. To enhance work effectiveness and efficiency, HRD requires support in the form of a computer-based technology system. Therefore, it is necessary to develop an application capable of accelerating and simplifying employee data management. This study aims to improve HRD performance through the creation of a Human Resource Information System (HRIS). The application development process adopts the Waterfall method. The final outcome of this research is an application that successfully facilitates the HRD department in carrying out its various tasks more effectively.

In today’s digital era, social media has become a new space for individuals to develop their personal creativity. This study analyzes the content strategy of the TikTok account @buiramira in building audience engagement and understanding the impact it has on the account’s image. The background of this research stems from the phenomenon of increasing social media usage, particularly TikTok, as a means of communication, entertainment, and promotional media. Using McGuire’s information processing theory, the study finds that followers’ perceptions of the TikTok account @buiramira as a source of information for thesis learning are very positive, making it suitable as a learning platform. The content presented not only provides technical knowledge but also shapes students’ attitudes and behaviors in facing the thesis process.This research employs a descriptive qualitative method  with data collection techniques including content observation, interviews, and documentation. The results show that the @buiramira account successfully builds strong interaction with its audience through consistent uploads, the use of a communication style that feels close to viewers, and the utilization of current trends. In addition, the study finds that audience engagement is strongly influenced by a combination of content creativity, relevant topic selection, and the account owner’s ability to maintain emotional closeness with followers. These findings emphasize the importance of well-planned digital communication strategies in managing social media accounts, so that they can provide benefits both personally and professionally.

Guidance and counseling is an essential service in the academic framework that aims to support the optimal development of students. The success of BK services does not only depend on the competence of guidance and counseling teachers, but also on the involvement and synergy of all school personnel. However, in practice, BK services are often understood as the individual responsibility of BK teachers, so that the roles of other school personnel have not been optimally integrated. This research seeks to delineate the duties and responsibilities of school personnel in guidance and counseling activities and to examine the patterns of collaboration that have been established in their implementation. This research utilizes a qualitative approach using a literature study method, with data sources in the form of accredited national journal articles and related scientific publications over the past five years. The data were evaluated by employing content analysis techniques to identify topics related to the roles of the principal, guidance counselors, homeroom teachers, subject teachers, and educational staff. Findings from this research indicate that the effectiveness of guidance and counseling services is greatly influenced by the clarity of the division of tasks, managerial support from the principal, and collaboration between school personnel. The findings also reveal a gap between the ideal concept of collaborative guidance and counseling services and their implementation in schools. The Scientific implications stress the vital role of strengthening coordination and integration of the roles of school personnel in developing more effective, systematic, and sustainable guidance and counseling services.

This community service activity was carried out with the aim of optimizing community participation in the packaging of local potential-based tour packages in Tihingan Village. The main problem faced by the partner villages is not optimal utilization of cultural and natural potential due to limited capacity of Human Resources (HR), especially in the aspect of tourism services (hospitality), tour guide techniques, and foreign language proficiency. The This community service implementation method uses a participatory approach which includes initial observations, group discussion forums (FGDs), intensive training, field assistance, and collaborative preparation of tour packages. The results of the activity showed that Tihingan village has excellent potential in the form of traditional gamelan production that is still active, trekking trails, village cycling, and local culinary that can be packaged into an integrated tourism product. Through the mentoring process, three main tour packages were successfully prepared and there was an increase in community capacity and strengthening of local institutions. This Program has an impact on increasing community participation, the formation of a more systematic tourism product, and the growth of collective awareness of the importance of sustainable community-based tourism management

This study aims to analyze the transformative impact of digitalization and technology in the manufacturing sector on improving operational efficiency, particularly in budgeting and resource utilization, as well as to identify the main barriers to technology adoption. Using a Literature Review and Case Study Analysis of secondary data (journals, company reports, and industry publications), it was found that digitalization and Automation supported by Artificial Intelligence (AI) fundamentally transform budgeting functions. This transformation has been shown to improve budget accuracy by up to 50% (reducing human errors) and process efficiency by up to 25%, turning budgets from static documents into adaptive and predictive control tools. Positive impacts are also observed in operations through increased production capacity (revenue surge) and the implementation of Predictive Maintenance, which reduces expenditure and asset downtime, in line with the principles Cost Efficiency and Lean Manufacturing. Nevertheless, the adoption of advanced technology faces significant obstacles, namely high initial capital investment and skill gaps among the workforce. It is concluded that the success of digitalization heavily depends on strategic budget planning to overcome capital barriers and adequate allocation of funds for Human Resource (HR) training to support effective collaboration between humans and machines.

Focusing on Yuli Bakery, this study aims to examine in depth how production planning budgets and cost effectiveness influence business profitability, particularly in the food and bakery industry sector. This research is based on the assumption that effective production planning can optimize the utilization of available resources, minimize raw material waste, and establish more efficient and structured business operational performance. The study explores the implementation of labor management, raw material management, and production process control oriented toward cost efficiency without reducing product quality, thereby enabling sustainable profitability improvement. The results of the analysis show that Yuli Bakery successfully reduced its cost of goods sold (COGS) by IDR 12,800,000, which directly contributed to an increase in operating profit and gross profit. This cost reduction did not affect overall production volume nor generate additional expenses in other cost components. These findings indicate that even in the absence of significant revenue growth, cost optimization through proper production planning can make a substantial contribution to improving Yuli Bakery’s profitability.

Forensic entomology is a branch of forensic science that utilizes insects and other arthropods as biological indicators in death investigations. This discipline plays a crucial role, particularly in cases of advanced decomposition, where conventional forensic methods often face limitations. One of the key contributions of forensic entomology is estimating the post-mortem interval (IPM), or time since death, which can assist investigators in reconstructing the chronology of events. Furthermore, entomological analysis can provide information regarding the location of death, possible movement of the body, and environmental conditions surrounding the crime scene. Common approaches include analyzing insect succession patterns that appear according to the stages of decomposition of the body and determining the age of larvae based on their developmental stage and growth rate. Environmental factors, particularly temperature, humidity, and microhabitat conditions, significantly influence insect development and therefore must be carefully considered in the analysis. This literature review aims to discuss the basic concepts, functions, and role of forensic entomology in law enforcement. Furthermore, this review emphasizes the importance of accurate insect species identification to improve the validity and reliability of the resulting time-of-death estimates.

The purpose of this classroom action research project is to find out how well seventh-grade female students at Mutiara Qur'an Islamic Boarding School in Wonogiri learn Arabic with the use of the audiolingual approach. By emphasizing active listening and pronunciation, the audiolingual approach makes it easier for students to comprehend and communicate in Arabic. Twelve female seventh-graders at Mutiara Qur'an Islamic Boarding School participated in the researcher's qualitative study in order to gather the research findings. The study was conducted in two cycles to enhance Arabic language learning. Planning, action, observation, and reflection are the four components of each cycle in the Kurt Lewin model. Tests, observations, and interviews were the methods utilized to get the data. The proportion of learning mastery and descriptive analysis were used to examine the collected data. The study's findings show that the audiolingual approach is successful in raising female students' Arabic language learning outcomes.

Tajwid learning in rural mosque communities (DKM) is generally conventional, unstructured, and has not optimally utilized community potential, resulting in low quality of Qur’anic recitation (tahsin). This community service aims to improve the quality of santri’s Qur’anic recitation at DKM Al-Islah, Pangadegan Village, Pagelaran District, Cianjur Regency, through learning the Matan Tuhfatul Athfal using an Asset-Based Community Development (ABCD) approach. The method applied the ABCD framework through the stages of discovery, design, delivery/action, and reflection and sustainability, involving local ustadz, DKM administrators, and santri as key participants. The results indicate that mapping and utilizing local assets successfully established a more structured, participatory, and sustainable tajwid learning system. The integration of Matan Tuhfatul Athfal with peer learning increased active participation, self-confidence, and accuracy of Qur’anic recitation among santri. Furthermore, the program strengthened the institutional capacity of the DKM and fostered a strong sense of community ownership of the learning process. This study concludes that integrating classical matan-based learning with a community empowerment approach is an effective strategy for sustainably improving the quality of Qur’anic recitation in rural DKM settings.

The acceleration of stunting reduction in Ponorogo Regency faces challenges regarding the complexity of the issue and regional fiscal constraints, necessitating strategic cross-sectoral collaboration. This study aims to evaluate the synergy of Bank BCA's Corporate Social Responsibility (CSR) program through the "Bakti BCA" scheme in supporting local government policies related to specific and sensitive nutrition interventions. This research employs a qualitative approach with a case study design. Data collection was conducted through in-depth interviews with key informants from Bank BCA Ponorogo management, Bappeda, the Health Office, and beneficiary families, complemented by participatory observation and a review of the Regional Action Plan (RAD) documents. Data analysis was performed interactively by integrating the Collaborative Governance framework from Ansell and Gash, William N. Dunn's six policy evaluation criteria, and Mark Moore's Public Value concept to analyze the dynamics of cooperation and program performance achievements. The results indicate that the established synergy meets the criteria of appropriateness and effectiveness, where CSR interventions successfully bridged the gap in sanitation services and nutritional fulfillment in stunting locus villages uncovered by the regional budget (APBD). This collaboration proved successful in creating public value in the form of improved physical health status of toddlers, regional budget efficiency, and high community responsiveness. It can be concluded that this strategic partnership effectively accelerates the achievement of stunting reduction targets through equitable resource distribution. This study recommends that private sector engagement be formally integrated from the development planning deliberation (Musrenbang) stage to ensure long-term impact sustainability.

The rapid development of digital technology has encouraged local governments to reform public service delivery in order to become more effective, transparent, and responsive to community needs. Pandeglang Regency, as a region that is gradually implementing digital-based public service innovations, faces both challenges and opportunities in this transformation process. This study aims to analyze the role of local government in improving public services through digital innovation in Pandeglang Regency by examining the forms of innovation implemented, the implementation process, and the perceived impacts on the community. This research employed a qualitative descriptive approach, with data collected through in-depth interviews, observations, and document analysis. The findings indicate that the local government plays a crucial role in promoting digital innovation through policy formulation, institutional coordination, and the provision of supporting resources. The implementation of digital innovation has contributed to improved service efficiency, increased access to information, and enhanced service transparency. However, the effectiveness of these innovations remains uneven due to limitations in human resource capacity and varying levels of digital literacy among citizens. The implications of this study suggest that successful digital innovation in public services requires sustained commitment from local governments, continuous capacity building for public officials, and inclusive service strategies to ensure that the benefits of digital transformation are equitably experienced across different segments of society.

Traditional markets are an important component of the people’s economy and play a strategic role in supporting trading activities and community social life. The Government of Muaro Jambi Regency implemented a policy to relocate the Sengeti People’s Market to reorganize and improve the quality of trading facilities so they become more orderly, feasible, and representative. However, after relocation, market utilization has not functioned optimally, and various management problems persist. This study aims to analyze traditional market governance after relocation in Muaro Jambi Regency, using the Sengeti People’s Market as a case study. The research employs a qualitative approach with a case study method. Data were collected through field observations, in-depth interviews, and documentation, involving informants from the Trade Division of the Office of Cooperatives, SMEs, Industry, and Trade, as well as market managers, traders, and community members. Data analysis was conducted using descriptive qualitative techniques, including data reduction, data presentation, and conclusion drawing. The findings show that post-relocation governance has not been optimally implemented. Key issues include weak policy communication, mismatches between facilities and traders’ needs, limited trader participation, and poor coordination among relevant agencies. The study highlights that successful market relocation depends not only on physical development but also on participatory, transparent, and sustainable governance, supported by stronger institutional coordination, increased trader involvement, and continuous evaluation.

This study aims to analyze the integration of Human Resource (HR) Analytics as a strategic approach to enhancing employee experience in organizational settings. The growing complexity of the business environment and the increasing demand for data-driven decision-making have encouraged organizations to utilize HR Analytics in managing human resources more effectively. This research employs an integrative literature review method to synthesize findings from previous empirical and conceptual studies published between 2014 and 2024. The review process was conducted systematically through article identification, selection, thematic analysis, and synthesis of findings. The results indicate that HR Analytics contributes positively to employee experience by improving employee engagement, performance management, and retention strategies. Furthermore, organizational culture, leadership commitment, and technological readiness are identified as key moderating factors influencing the successful implementation of HR Analytics.
