The correctional facility SAE L’SIMA in Malang is confronted with two major challenges: the environmental impact of accumulated cow manure and the need to provide meaningful vocational training for inmates to support rehabilitation and reintegration. This community service program was designed to address both issues simultaneously through the introduction and application of biogas technology. The primary objective was to manage livestock waste as an alternative renewable energy source while equipping inmates with practical technical skills applicable beyond the correctional setting. The implementation method employed a participatory approach that involved several stages, including program socialization, site survey, biogas unit design, assembly of a small-scale digester, and subsequent monitoring and evaluation. The results demonstrated that the biogas unit was successfully constructed and operational; however, gas production levels remained below optimal standards. Key challenges identified included unstable temperature conditions, which negatively affected the fermentation process, and technical problems such as leakage in the piping system. These obstacles limited the overall effectiveness of gas generation. Despite these limitations, the project provided significant outcomes. First, it created a working model of sustainable energy generation within the correctional environment. Second, it delivered valuable vocational training for inmates, offering them both theoretical knowledge and hands-on experience in renewable energy technology. Furthermore, the program encouraged inmate participation, fostering teamwork, responsibility, and problem-solving skills that are essential for personal development. In conclusion, although technical barriers remain, this initiative succeeded in establishing the foundation for sustainable waste management and renewable energy application within a correctional facility. More importantly, it highlights the potential of biogas technology not only as an environmental solution but also as a rehabilitative vocational training tool. Continued monitoring, process optimization, and technical refinements are essential for achieving long-term success and scalability of this model in similar institutional contexts.

This study aims to evaluate the effectiveness of the implementation of Income Tax Article 25 (PPh 25) in increasing state tax revenue and reducing the tax burden on taxpayers. PPh 25 is a mechanism for periodic tax installment payments made by taxpayers based on estimated tax liabilities. This research adopts a descriptive quantitative approach using secondary data obtained from the Directorate General of Taxes’ reports, supported by questionnaires distributed to taxpayers within a specific Tax Service Office (KPP) area. The results show that the implementation of PPh 25 contributes significantly to tax revenue by encouraging taxpayer compliance and ensuring a stable cash flow for the state. Additionally, the installment system of PPh 25 helps reduce the annual tax burden on taxpayers both psychologically and administratively, as obligations are paid in stages. However, challenges remain in the accuracy of estimating tax liabilities, which can lead to overpayment or underpayment. Therefore, more intensive socialization and technical guidance are needed to improve taxpayers’ understanding and compliance with the PPh 25 mechanism.

The large number of cattle breeders in Indonesia has positive and negative values. Cattle farmers generally produce livestock waste such as cow rumen. Cow rumen can be used as a starter for alternative biogas energy production, and cabbage vegetable waste has the potential to be used as raw material for making biogas, because it contains nutrients such as crude protein (PK) 22.47%, crude fat (LK) 3.05%, crude fiber (SK) 12.09%, dry matter 10.22% and extract material without nitrogen 34.96%. Apart from that, in this research cow rumen and EM4 were also used as starters for the anaerobic fermentation process. The cow's rumen contains methane bacteria, namely Methanosarcina sp, and the cow's rumen also contains quite high levels of organic compounds with a COD value of 17,183 mg/l. Effective Microorganisms (EM4) are bacteria whose function is to accelerate the degradation process of organic materials. The aim of this research is to design a biodigester, and carry out biodigester design trials. The research methods carried out are COD analysis, CH4 analysis and pH analysis. The results showed that the percentage of CH4 increased in a mixture of 100% cow rumen, because the total COD value in the substrate was directly proportional to the addition of the cow rumen composition. This can be seen from the total COD in 100% beef rumen starter of 1175 ppm.
