Reading plays an important role in building a literate generation that is able to improve academic skills, broaden horizons and maintain local cultural identity. However, the low interest in reading in Indonesia, especially among students, is a big challenge. Internal factors, such as student motivation, and external factors, such as family and school support, are highly influential. Strategies such as reading for pleasure, edutainment and the School Literacy Movement are effective in fostering a reading culture as well as shaping students' characters, such as honesty, empathy and critical thinking. Challenges in implementation include limited reading materials, teacher training, technology support and collaboration with the community. Strategic steps, such as enrichment of reading materials, intensive teacher training and community involvement, are needed to overcome them. With good literacy, students can think critically, have character and contribute positively. This research uses a qualitative approach through a literature study to examine the importance of literacy culture.

This study examines the implementation of a literacy movement program that focuses on fostering early literacy and building a culture of literacy in Nagrog Hamlet, Kertabumi village. The program has shown remarkable effectiveness in increasing children’s interest in reading through situational approaches and fun learning methods. This study shows three main findings: Firstly, the program has successfully increased children’s interest in reading through interactive activities such as shared reading, book coaching and reading aloud. Secondly, the program faces the challenges of limited book collections that match children’s interests and the lack of adequate library facilities in schools. Thirdly, the program succeeded in creating a more inclusive community literacy culture, changing children’s habits from playing with tools to reading and discussing together. This research proves that with the right literacy approach, reading habits can be transformed into social activities that strengthen community relationships.

In line with the rapid advancement of technology, there has been a significant decline in reading interest across various age groups—both adults and children. One of the main contributing factors is the increasing addiction to digital devices, which has shifted attention away from reading activities and learning responsibilities at home. In response to this issue, we have initiated a movement aimed at revitalizing the spirit of literacy through the establishment and development of the Baitul Ilmi Community Reading Center located in Gesang Village. As an initial step, we have launched a book donation program, open to anyone who wishes to contribute books to support the sustainability of this literacy initiative. Based on our preliminary study, the primary target audience of this program includes children at the kindergarten and elementary school levels. To enhance their engagement and participation, we have adopted the field trip method as our key strategy. This method has proven to effectively increase children's enthusiasm and has received a positive response from the local community, particularly from parents. This initiative is also supported by various community stakeholders, including village authorities, the Family Welfare Empowerment Team (TP PKK), and the Gesang Village Youth Organization (Karang Taruna), all of whom are committed to fostering a culture of literacy from an early age to ensure a brighter future for the next generation.

However, based on the evaluation results, the SLM program at this school is still in its initial implementation phase or habituation phase. This indicates that the school is not yet fully prepared to implement SLM comprehensively, primarily due to a lack of resources, the roles of teachers, the principal, and community participation that have not been maximized, as well as the need for increased government support. This means that while the school is committed, it has not yet implemented it according to the established guidelines and has not reached the stage of providing innovations and becoming a driver for advancing SLM.

The Teaching Campus Program through the Independent Learning Campus (MBKM) policy is a strategic step for the Ministry of Education and Culture in improving the literacy and numeracy competencies of students in Indonesia. Involving students directly makes a significant contribution in strengthening learning at the elementary school level, according to the needs and conditions the school is facing. With this activity, it is hoped that teachers can be motivated to create a more enjoyable learning atmosphere, especially students who are motivated to continue learning and develop their potential. The School Literacy Movement (GLS) is one of the names of the activities we provide to study literacy in children to increase interest in reading. Increasing students' literacy competency is a positive result of the implementation of the Class 6 Teaching Campus Program at SDN 027977 West Binjai.
