This study aims to analyze the implementation of the fulfillment of socio-economic rights of the community in Rote Ndao Regency, as one of the underdeveloped regions in Indonesia, and to identify the obstacles faced by the local government in its efforts to fulfill them. Socio-economic rights, such as access to education, health, employment, and public services, are part of the human rights guaranteed by the constitution. However, their implementation often encounters various obstacles in areas with less developed socio-economic conditions. This study uses a qualitative method with a descriptive analytical approach. Data were collected through in-depth interviews, document studies, and field observations. The results of the study indicate that the implementation of socio-economic rights in Rote Ndao Regency is still not optimal. This can be seen from the low level of community access to educational facilities, health services, and basic infrastructure. On the other hand, the local government faces a number of significant obstacles, such as budget constraints, lack of adequate infrastructure, low quality of human resources, geographical barriers, and weak coordination between agencies. As a solution, this study recommends increasing budget allocations for priority sectors, developing basic infrastructure, improving the quality of human resources through education and training, and strengthening cross-sectoral coordination. In addition, active community involvement in the planning and implementation of development programs is also very important to improve the effectiveness of policies. The results of this study are expected to contribute to local governments and other stakeholders in formulating more effective strategies to accelerate the fulfillment of people's socio-economic rights, while improving the quality of life in Rote Ndao Regency.

This study aims to analyze the differences between schools and madrasahs, the impacts they cause, and the efforts needed to make education more inclusive and equitable. In Indonesia, the education system is divided into two large institutions, namely public schools and madrasahs. This study uses a qualitative descriptive approach to analyze the dichotomy between schools and madrasahs. The results of the study are that differences in curriculum, facilities, and public perceptions create gaps in the quality of education. Therefore, efforts to integrate the curriculum and improve madrasah facilities need to be made. A more inclusive education system can be realized through steps such as integrating the curriculum between madrasahs and public schools, increasing the allocation of funds and madrasah facilities, eliminating negative stereotypes through inclusive public campaigns. Further research can be conducted using field methods to understand the conditions of madrasahs in more depth.

The implementation of the Hospital Information Management System (SIMRS) plays a crucial role in enhancing the quality of public healthcare services in Indonesia. With the country's vast geographical landscape and significant disparities in healthcare access between urban and rural areas, SIMRS offers an integrated digital solution to streamline hospital operations and improve service delivery. This study explores the impact of SIMRS on the efficiency of hospital management, particularly in administrative processes such as patient registration, medical records, and resource allocation. Additionally, SIMRS contributes to improving healthcare accessibility by enabling seamless data exchange between healthcare facilities, ensuring that patients in remote areas can access timely and appropriate care. Despite its benefits, the implementation of SIMRS faces challenges, such as limited infrastructure, high implementation costs, and a lack of trained personnel. To overcome these obstacles, it is essential for the government, healthcare institutions, and other stakeholders to collaborate in providing adequate training, improving infrastructure, and ensuring sustainable implementation of SIMRS. This study concludes that SIMRS has the potential to significantly improve healthcare services in Indonesia, provided that the challenges are addressed and adequate support is given for its expansion across the country.
