This research is motivated by the escalating prevalence of illegal online lending practices in Indonesia, which generate a multitude of legal problems, particularly those concerning the validity of loan agreements and debt collection practices. The simplicity of access through smartphone applications, rapid processing times often approved within minutes and minimal administrative requirements have rendered these services immensely popular among the public. However, this accessibility also paves the way for unlicensed providers to operate unchecked, preying on desperate borrowers. The study aims to analyze the legal validity of illegal online loan agreements pursuant to the Indonesian Civil Code (KUHPerdata) and regulations issued by the Financial Services Authority (Otoritas Jasa Keuangan, OJK). Additionally, it examines the legal position of debt collection from a civil law perspective. A normative juridical method is employed, utilizing statutory and conceptual approaches, with qualitative analysis of the data. The results demonstrate that illegal online loan agreements fail to fulfill the requirements for a valid contract, especially regarding the legal capacity of the parties and lawful cause, categorizing them as null and void by operation of law. Nevertheless, in practice, unlicensed providers continue debt collection efforts, frequently employing methods that violate the law, such as harassment and intimidation. This reveals a significant gap between legal norms and field implementation. The implications emphasize the critical need for robust law enforcement, enhanced consumer protection mechanisms, and stricter oversight of fintech lenders to establish legal certainty and justice for society.

This study examines the integration of religious moderation values in Islamic Religious Education (PAI) and its impact on students’ religious tolerance in public junior high schools in Padangsidimpuan City. The research is based on the need to foster tolerance, mutual respect, and harmonious coexistence among students from diverse religious and social backgrounds. Using a qualitative field research approach, the study was conducted in several public junior high schools. Data were collected through interviews, observations, and documentation involving principals, PAI teachers, and students. Data analysis followed the stages of data reduction, data presentation, and conclusion drawing, with validity ensured through triangulation. The findings reveal that religious moderation values have been integrated into the planning, implementation, and evaluation stages of PAI learning. Teachers incorporate key values such as tolerance, justice, moderation, deliberation, equality, and anti-violence into both teaching materials and classroom practices. This integration has led to positive outcomes, including increased mutual respect among students, reduced conflicts, and a more harmonious learning environment. Overall, PAI learning plays a significant role in shaping students’ character, promoting moderate attitudes, and strengthening religious tolerance in a diverse school setting.

After completing their studies, accounting graduates are not limited to careers in the accounting field alone; they have a wide range of professional opportunities depending on the factors influencing their decisions. This study uses primary data, with the population consisting of undergraduate (S1) accounting students at Esa Unggul University. The sampling technique employed is nonprobability sampling using a snowball sampling approach. The results show that the simultaneous significance value is 0.000, which is less than 0.05. Partially, the salary variable has a significance value of 0.000, professional training 0.066, professional recognition 0.161, social values 0.734, and work environment 0.308. These findings indicate that, collectively, salary, professional training, professional recognition, social values, and work environment have a significant influence on accounting students’ perceptions in choosing a career as a public accountant. However, individually, only the salary or financial reward factor has a significant effect. Meanwhile, professional training, professional recognition, social values, and work environment do not have a significant influence on students’ decisions to pursue a career as a public accountant.

The Community Service Program (PKM) collaboration organized by LLDikti Wilayah III represents a synergistic initiative among higher education institutions to support village digitalization based on the Smart Village Smart Governance concept. The program involved Universitas Nasional as the lead university, in collaboration with Universitas Muhammadiyah Prof. Dr. HAMKA and Institut Transportasi dan Logistik Trisakti as partner institutions, and was implemented in Kademangan Village, Mande District, Cianjur Regency. The activity focused on developing and socializing the Kademangan.net village service website as a digital platform to enhance transparency and efficiency in public services, including access to village information, public complaints, and MSME promotion. The program began with a socialization session at the Village Hall involving village officials and residents, followed by field surveys at the local Posyandu and residents’ homes to identify community needs and preferences regarding digital services. The results indicate that village service digitalization improves accessibility and time efficiency for residents, although assistance is still needed for those less familiar with technology. Overall, this collaborative PKM initiative contributes to strengthening digital-based village governance and serves as a sustainable model of inter-university collaboration in empowering rural communities through information technology.

Presidential Regulation Number 10 of 2021 on Investment Business Fields introduces a fundamental transformation in Indonesia’s investment regulatory regime by replacing the previous negative list approach with a positive list system. This regulatory shift significantly affects the structure of investment liberalization, particularly in the industrial sector, which serves as the backbone of the national economy. This study aims to analyze the regulatory changes introduced by Presidential Regulation 10/2021 and examine their juridical and practical implications for the investment climate and industrial business actors. Using a normative juridical method through the analysis of legislation, policy documents, and academic literature, this research finds that the regulation enhances investment openness, expands foreign ownership, simplifies risk-based licensing, and strengthens legal certainty through the classification of priority business fields, mandatory partnerships with cooperatives/MSMEs, and conditioned business categories. However, its implementation still faces challenges, including the harmonization of sectoral regulations, regulatory–political dynamics, and the government’s supervisory capacity. Overall, Presidential Regulation 10/2021 has the potential to strengthen the attractiveness of the industrial sector and its integration into global value chains, yet its effectiveness strongly depends on consistent implementation and cross-sector policy alignment.   Keywords: Presidential Regulation 10/2021, investment regulation, investment liberalization, industrial sector, investment policy.

This study aims to improve student engagement and learning outcomes in the subject of Natural and Social Sciences (Ilmu Pengetahuan Alam dan Sosial / IPAS) through the implementation of the Auditory, Intellectually, Repetition (AIR) learning model in a fourth-grade elementary school class. The initial problem indicated that student engagement in learning was still low, at 37.5%, with learning mastery reaching only 33.3% and an average class score of 68.0, which did not meet the Minimum Mastery Criteria (KKM) of 75. Therefore, improvement efforts were needed through the implementation of a more active and student-centered learning model. This study employed a Classroom Action Research (CAR) approach conducted in two cycles, where each cycle consisted of planning, action, observation, and reflection stages. The research subjects were 24 fourth-grade students. Data collection techniques included observation of student engagement, learning outcome evaluation tests, field notes, and documentation. Student engagement data were analyzed using percentages, while learning outcomes were analyzed through mean scores and the percentage of classical learning mastery. The results showed a significant improvement in each cycle. In Cycle I, student engagement increased to 62.5%, with learning mastery reaching 54.17% and an average score of 74.29, although it had not yet achieved classical completeness. In Cycle II, student engagement increased to 87.5%, with learning mastery reaching 100% and an average score of 85.42. These improvements indicate that the implementation of the AIR model was able to gradually and sustainably enhance both the learning process and outcomes. Based on these findings, it can be concluded that the Auditory, Intellectually, Repetition (AIR) learning model is effective in improving student engagement and learning outcomes in IPAS. This model can serve as an alternative learning strategy to create a more active, systematic, and student-centered learning environment.

UMKM Digital transformation in local governance is an important instrument in realizing the principles of good governance, especially in regions with complex geographical challenges. This study aims to analyze the effectiveness of e-government implementation at the district level in encouraging community participation in the local development planning process, using a case study of the Fof District Office, Tambrauw Regency. The methods used were descriptive qualitative through field observations, in-depth interviews with district officials and community leaders, and analysis of development documents. The data was analyzed through the stages of reduction, presentation, and drawing conclusions. The results of the study show that the implementation of e-government in Fef District is in a transition phase. Bureaucratic digitization improves administrative efficiency and transparency of public information. However, its effectiveness in expanding community participation is still low. The main obstacles include limited telecommunications infrastructure in several villages and low community digital literacy. As a result, participation in Musrenbang remains dominated by conventional mechanisms, while digital platforms serve primarily as a means of one-way reporting. This study emphasizes that the success of digital transformation depends on the readiness of infrastructure and community capacity, so a hybrid approach that integrates technology with local wisdom is needed to strengthen participation in regional development.

Martial arts training centers are essential facilities that support the technical, physical, and mental development of athletes. This study aims to identify the facility requirements and architectural design criteria for martial arts training centers in Surabaya. A qualitative descriptive method was employed, utilizing literature reviews, field observations, and interviews with relevant stakeholders. The findings indicate that the required facilities include a main training area, supporting spaces, and operational support facilities, all of which must be designed in accordance with the specific characteristics of each martial art discipline. Furthermore, the implementation of appropriate zoning systems and design criteria—such as flexibility, safety, comfort, and functional integration—plays a significant role in enhancing the effectiveness of the training environment. Properly designed facilities not only accommodate diverse training needs but also contribute to optimizing athlete performance. Therefore, a comprehensive architectural approach is necessary to ensure that martial arts training centers can function efficiently and sustainably in supporting long-term athlete development.

This study was designed to create a visual communication medium in the form of a video mapping depicting the institutional change process from the Nahdlatul Ulama Institute of Technology and Science (ITSNU) Pasuruan to the Nahdlatul Ulama University of Pasuruan (UNU Pasuruan). This institutional status change represents a strategic moment that needs to be communicated to the public through a creative and engaging media approach. The research approach used the Research and Development (R&D) method, referring to Sugiyono's development framework, which consists of ten stages: identification of potential and problems, data collection, product design, design validation, design refinement, product testing, product refinement, implementation trials, final product revisions, and mass production (if necessary). Data collection techniques included in-depth interviews, field observations, documentation studies, and validation by media and content experts. The research output is a video mapping product, approximately 7 minutes in length, that has undergone a validation process and is deemed suitable as a means of communicating institutional change. This product is expected to serve both as a visual archive and as a more effective and communicative institutional promotion instrument.

Public space revitalization is an important strategy in urban development aimed at improving the quality of urban environments while stimulating social interaction and local economic activities. This study aims to evaluate the implementation of the Motang Rua Field revitalization program in Manggarai Regency and assess the extent to which the program achieved its intended development objectives. The study employed a qualitative descriptive approach. Data were collected through field observations, in-depth interviews with key informants including local government officials, project contractors, small business actors, and community members, as well as documentation related to the revitalization program. Data were analyzed through data reduction, data display, and conclusion drawing, supported by triangulation techniques to ensure data validity. The findings indicate that the revitalization program demonstrates a high level of relevance to community needs and aligns with the regional development vision of Ruteng Kota Molas. The implementation process shows strong coherence through effective inter-institutional coordination and consistency between planning and execution. The revitalization has also proven effective in improving public facilities, enhancing community social activities, and stimulating local economic growth through increased micro and small business activities. Furthermore, the program was implemented efficiently in terms of budget management and project timeline. The revitalization also contributes to strengthening socio-cultural values through the preservation of the historical figure Motang Rua and shows strong sustainability potential through increased public utilization of the revitalized space.

This study examines the integration of Christian values into the Merdeka Curriculum for Christian Religious Education (PAK) in junior high schools (SMP), focusing on the challenges and strategies for its implementation. The Merdeka Curriculum, introduced in 2022, offers flexibility in instructional design; however, its implementation in the field of PAK requires specific adaptations to maintain the relevance of Christian values such as love, justice, and responsibility. This study employs a descriptive qualitative approach using library research combined with empirical content analysis of various case studies in Indonesian Christian schools. The findings indicate that the primary challenges include resource constraints, the readiness of PAK teachers, technological infrastructure gaps, and the influence of secular digital culture. Effective strategies include the development of a contextual curriculum based on Christian values, the utilization of digital technology in learning, the enhancement of teachers’ professional competencies, and collaboration between schools, families, and churches. The implications of this study suggest that the integration of Christian values into the Merdeka Curriculum can foster the holistic character of junior high school students, equipping them with integrity, resilience, and the ability to face the challenges of the digital age.

The elderly population in Indonesia, particularly in Surabaya, has been growing significantly, making the need for facilities serving the elderly increasingly urgent. Elderly rehabilitation services must be provided holistically, covering four main aspects: social, health, psychological, and spiritual. However, the implementation of holistic services in some nursing homes still shows differences in quality and has not fully met the expected standards. This study aims to analyze and compare holistic services in two nursing homes, namely Griya Lansia Husnul Khatimah in Malang and UPTD Griya Wreda Jambangan in Surabaya. The method used in this study is descriptive-qualitative comparison, with a field observation approach and a literature review to establish assessment criteria based on the four aspects of holistic services. The research results show that both nursing homes analyzed have shortcomings in the social and psychological service aspects. This indicates a gap in the quality of services received by the elderly in both homes, which needs attention to ensure that holistic services can be applied more effectively and in line with the established standards. This study is expected to provide recommendations for improving the quality of services in nursing homes in Indonesia.

The Regional Public Library of Sidoarjo Regency plays an important role as a public facility in supporting the development of community literacy. Along with population growth and the advancement of the education sector, the library is required to provide spaces that are comfortable, safe, and inclusive for all users. However, existing conditions indicate various architectural problems that potentially hinder the optimal function of the library. This study aims to identify architectural issues at the Regional Public Library of Sidoarjo Regency, including building conditions, spatial layout, user comfort, and the availability of thematic literacy facilities and inclusive spaces. The research method employed observation and literature review. Field observation was conducted to document the actual conditions of the building and library facilities, while the literature review focused on library standards, building regulations, and relevant architectural theories. The results show that although the library building is structurally adequate, the quality of space has not fully met the required standards of comfort, safety, and functionality. The spatial arrangement remains conventional and lacks flexibility, limiting its ability to support diverse literacy activities. In addition, thematic literacy facilities and the application of inclusive design principles are still limited. This study concludes that architectural development efforts are needed, focusing on improving spatial quality, implementing adaptive spatial planning, and providing more diverse and inclusive literacy facilities. The findings are expected to serve as a reference for future development planning of the Regional Public Library of Sidoarjo Regency in order to enhance its role as an educational public space and a community literacy center.

This study aims to analyze the governance of health service policies in improving the quality of public services in Semarang City. Health services are one of the essential sectors in public service delivery that require policies which are effective, transparent, and responsive to community needs. This research employs a qualitative approach with a descriptive method to understand the processes of policy formulation, implementation, and coordination among actors in the governance of health service policies. Data were collected through literature review, policy documentation, and analysis of health service delivery practices at the local government level. The results indicate that the governance of health service policies in Semarang City has undergone several improvement efforts through the strengthening of regulations, enhanced inter-agency coordination, and the utilization of health service innovations. However, several challenges remain, such as limited resources, inequality in service access, and the need to improve the quality of human resources in the health sector. Therefore, strengthening policy governance that is more collaborative, accountable, and community-oriented is necessary to sustainably improve the quality of health services. This study is expected to contribute to the development of public policy, particularly in the field of regional health service delivery.

Gillnet fisheries play an important role in supporting the local economy and the welfare of coastal communities. However, fishermen still face challenges related to unequal access to livelihood assets and high vulnerability to external factors such as seasonal changes, catch fluctuations, market pressures, and environmental conditions. This study aimed to analyze the level of vulnerability, identify livelihood assets, and formulate strategies for sustainable livelihood development among gillnet fishing communities. The study was conducted in Margasari and Muara Gading Mas Villages in September 2025 using a mixed-method approach, combining questionnaires, in-depth interviews, and field observations. Samples were selected through purposive sampling, and data were analyzed using descriptive quantitative and qualitative methods supported by a Likert scale. The results showed that fishermen’s vulnerability is relatively high (54.5%), affecting income stability. Social (81.4%) and natural (78.7%) assets are relatively strong, while human (38.6%), physic (48.3%), and financial (43.20%) assets remain relatively low. Limited education, lack of training, and restricted access to financial resources are the main constraints, leading to low adaptive capacity and limited livelihood diversification. Recommended strategies include improving human resource capacity, strengthening access to financial capital, and developing livelihood diversification based on local potential. These efforts are expected to enhance household economic resilience and support sustainable livelihoods among gillnet fishing communities.

Along with the rapid growth of digital media, various forms of digital transactions have also developed.1 This development has driven changes in the payment system in Indonesia, one of which is through the implementation of QRIS (Quick Response Code Indonesian Standard). Despite its increasingly widespread use, there are still few studies that systematically examine user perceptions and the effectiveness of QRIS in improving transaction efficiency and strengthening the digital financial system. The purpose of this study is to identify and comprehensively analyze the results of previous studies related to QRIS use through a Systematic Literature Review (SLR) approach. Data were collected from Google Scholar and Garuda using the keywords "QRIS use", "QRIS payment system", and "QRIS transaction tool". The results show that QRIS can improve the efficiency and convenience of digital transactions, both for consumers and businesses, and facilitate the integration of financial services in a single platform. This study also aims to analyze the use of QRIS in public services. Using a descriptive qualitative research method, research data was taken from the results of searches of reliable sources including official websites, academic literature, theses, and national scientific journals relevant to the research topic. Thus, this may indicate that the success of QRIS is influenced by effective socialization, public awareness of transaction security, and equitable access to technology. The implications of this research provide a useful literature map for policy development and further studies in the field of digital finance.

The issue of uninhabitable houses still requires an accurate identification mechanism because the manual data collection process has the potential to be time-consuming, costly, and subject to subjectivity in determining aid priorities. This study aims to develop a classification model to identify habitable and uninhabitable houses based on family socioeconomic data using the Random Forest algorithm. The research method includes data preprocessing, data division using stratified split in three scenarios, baseline model development, and optimization through hyperparameter tuning using GridSearchCV with 3-fold cross-validation and balanced class_weight parameters. The data used includes variables such as education type, employment status, occupation type, number of family members, and family insurance type. The test results show that the 70:30 data division scenario after tuning provides the best performance with a recall value of 0.5797 for uninhabitable houses and an F1-score of 0.4746. Feature importance analysis shows that education type and employment status are the most influential variables in the classification. The results of this study show that the model built is capable of increasing sensitivity in detecting uninhabitable houses to support more objective field survey prioritization.

The synchronization of physical and juridical land data is a fundamental prerequisite for ensuring legal certainty in every land rights transfer process. Discrepancies between physical field conditions and juridical documents frequently trigger land disputes that impede the performance of Notary/PPAT offices. This community service article reports on a Field Practice (PPL) activity conducted at the Office of Notary/PPAT in Jember Regency during January–February 2026. The primary objective was to provide technical assistance in accelerating physical-juridical data synchronization to guarantee the validity of issued deeds. The method employed was participatory observation, in which students were directly engaged in the partner's workflow. Assistance activities covered document inspection, file digitization, coordination with BPN and tax authorities, and factual field verification. Results indicate that PPL student assistance measurably accelerated the office's administrative workflow, enhanced data validation accuracy, and confirmed conformity between the physical condition of rice-field land and the certificate documents.

Speech acts are actions or processes performed by speakers to convey messages and information to their interlocutors using language as a medium. This study examines one type of speech act, namely expressive speech acts. This study aims to classify and identify the types of expressive speech acts in episodes 1 to 5 of the Academy of Champions, a program from the Ruangguru educational competition, which was uploaded to YouTube. This study uses a qualitative descriptive method with a pragmatic approach. Data were collected using the free listening and note-taking techniques, as the researcher was not directly involved in the event. Data analysis was conducted using the pragmatic matching technique, in which the speaker and interlocutor served as the primary tools for interpretation. The data are presented formally in tables and informally in narratives. The results of the study on expressive speech acts in the educational competency program in the Academy of Champions by Ruangguru video found 198 expressive speech acts consisting of 10 types, namely saying thank you (28 utterances), congratulating (7 utterances), blaming (6 utterances), praising (71 utterances), belittling (11 utterances), feeling guilty (9 utterances), complaining (28 utterances), apologizing (13 utterances), greeting (16 utterances), and feeling proud (9 utterances). Praise speech acts are the most dominant type found in this study. The results of this study are expected to provide an understanding of and knowledge in the field of pragmatics, serving as a valuable source of information for students to analyze expressive speech acts further.

This study aims to describe and identify the forms of locutionary speech acts that appear in Civic Education learning videos on the Kejarcita YouTube channel. Kejarcita is a YouTube channel that provides learning educational content for both senior high school and junior high school students. The language style used in the videos is highly engaging, beginning with a friendly greeting and informal style, such as “teman kece”, followed by questions that serve as an interactive means encourage viewers to think. The results of this study serve as a reference for gaining knowledge and understanding of the use of locutionary speech acts in learning videos on the Kejarcita channel. They may also be used as a reference for other researches who wish to conduct similar studies in the field of pragmatics or digital learning media. This research employs a descriptive qualitative method with a pragmatic approach. The data consist of utterances containing locutionary acts, taken from Civic Education learning videos on the Kejarcita YouTube channel. Based on the results of the analysis, 191 data points were obtained, namely (1) locutionary speech acts intended to inform, totaling 63 occurrences; (2) locutionary speech acts intended to explain, totaling 49 occurrences; (3) locutionary speech acts intended to ask, totaling 34 occurrences; (4) locutionary speech acts intended to invite, totaling 27 occurrences; and (5) locutionary speech acts intended to remind, totaling 18 occurrences.
