Background: Islamic inheritance law represents a critical component of family law systems that extends beyond religious obligations to encompass significant socio-economic implications for asset distribution and intergenerational justice. While Malaysia and Brunei Darussalam have both incorporated Islamic law into their national legal frameworks, their implementation approaches demonstrate fundamental structural and procedural differences that warrant systematic comparative analysis. Objective: This study examines the institutional frameworks and implementation effectiveness of Islamic inheritance law systems in Malaysia and Brunei Darussalam, analyzing how constitutional arrangements and governmental approaches influence the practical application of faraid principles. Methods: This research employs a normative legal methodology utilizing comparative analysis of legal frameworks, institutional structures, and judicial decisions. The study analyzes primary legal sources including constitutional provisions, statutory laws, court decisions, and administrative guidelines from both jurisdictions. Data collection encompassed library research examining fiqh literature, national legislation, official documents, scholarly articles, and religious legal opinions. Theoretical frameworks of legal pluralism (Romano-Gierke), Maqasid al-Shariah, and Hartian legal positivism provide analytical foundations for institutional effectiveness assessment. Results: Malaysia's dual legal system creates jurisdictional tensions between Syariah and civil courts, particularly regarding immovable property administration, resulting in administrative complexity and legal uncertainty that undermines Islamic law effectiveness. Conversely, Brunei's centralized Islamic legal framework demonstrates superior institutional coherence through exclusive Syariah court jurisdiction, enabling direct faraid implementation without inter-court conflicts. The study reveals that approximately RM42 billion in Muslim inheritance remains undistributed in Malaysia due to systematic administrative failures, while Brunei's unified approach achieves greater legal certainty and administrative efficiency. Conclusions: Institutional structures fundamentally determine Islamic inheritance law implementation effectiveness in contemporary Muslim societies. Successful Islamic law implementation requires comprehensive institutional support aligning legal structures with religious objectives rather than mere constitutional recognition. Malaysia's fragmented system inadvertently undermines Islamic law's divine authority through secular intervention, while Brunei's unified approach enhances religious legitimacy and community compliance.

This study aims to map the strengths, weaknesses, opportunities, and threats (SWOT) of each village within Awangpone Subdistrict to formulate a strategic model for enhancing the local economy in alignment with the Sustainable Development Goals (SDGs) 2030. Employing a qualitative field research design, the study integrates interdisciplinary, theological, and development economics approaches. Data were collected through questionnaires, interviews, direct observation, and documentation. The analysis follows Miles and Huberman’s interactive model, encompassing data reduction, data display, and conclusion drawing. The SWOT analysis reveals that the coordinates fall within Quadrant I, indicating that strengths outweigh weaknesses and opportunities surpass threats. Accordingly, the recommended strategy is the Strength-Opportunity (S-O) approach, which emphasizes leveraging internal strengths to capitalize on external opportunities. This strategy is deemed most effective for stimulating local economic growth and accelerating SDG achievement. Internal constraints identified include underutilized tourism potential and limited access to sharia-compliant financing mechanisms. External threats comprise weak partnership collaborations and limited foreign investment engagement. While several SDG targets—such as education and community participation—have shown promising progress, others remain underdeveloped, particularly in infrastructure development and equitable access to justice for rural populations. The findings underscore the importance of context-sensitive, multi-sectoral strategies that integrate local wisdom, theological values, and economic principles. The proposed strategic model offers a practical roadmap for village-level economic empowerment, contributing to inclusive and sustainable development. This research provides actionable insights for policymakers, development practitioners, and local stakeholders seeking to optimize village potential and foster resilience in rural economies.

The rapid increase in Ro-Ro (Roll-On/Roll-Off) vessel and vehicle traffic at Tanjung Perak Port, Surabaya, has exposed critical inefficiencies in port operations, particularly at key berths such as Jamrud Utara and Jamrud Selatan. These inefficiencies manifest as prolonged queuing times for Ro-Ro vessels and land-based vehicle congestion, leading to delays in cargo handling and increased operational costs. This study aims to evaluate the operational performance of Ro-Ro terminals based on queue time indicators for both Ro-Ro vessels and vehicles. Employing a quantitative descriptive approach, the research integrates the M/M/c queuing model and Fishbone Diagram analysis to identify systemic causes of operational delays and overcapacity. The study reveals that berth utilization rates exceed 75%, indicating saturation, while limited buffer zones and disorganized traffic flow exacerbate vehicle queues. As a case study, the findings offer data-driven insights and practical recommendations, including schedule optimization, dedicated traffic lanes, and infrastructural upgrades to mitigate congestion. The proposed framework not only enhances service efficiency at the port but also contributes to broader logistics performance in Eastern Indonesia. By combining classical queuing theory with root cause analysis, this research introduces a methodological synergy that can be replicated across other Ro-Ro terminals facing similar challenges. The findings underscore the urgent need for integrated port traffic management and infrastructural adaptability in response to growing maritime logistics demands.

This study is motivated by the low utilization rate of the National Digital Samsat (SIGNAL) application in Padang City, which only reached 2.1%. According to Grajek and Kretschmer (2008), a digital technology can be considered to have reached the critical mass phase when adoption rates range between 10% and 25% of the target market (Mahler & Rogers, 1999; Cool et al., 1995). Therefore, the adoption level of SIGNAL in Padang is still considered very low and has not yet entered a self-sustaining phase. This study aims to analyze the factors that influence the acceptance of the SIGNAL application using the Technology Acceptance Model (TAM). A quantitative method was applied, using data from 99 respondents analyzed through PLS-SEM with SmartPLS 4.0. The results show that Perceived Ease of Use (PEU) significantly affects both Perceived Usefulness (PU) and Attitude Toward Using (ATU), while PU does not significantly influence ATU. PU and ATU have a significant influence on Intention to Use (ITU), which subsequently affects Actual System Usage (USE). The strongest outer loading indicators were: “easy to understand” (0.854) for PEU, “improves productivity” (0.803) for PU, “rejecting alternative options” (0.861) for ATU, “motivation to continue using” (0.852) for ITU, and “user satisfaction” (0.856) for USE.

Hypertriglyceridemia is a metabolic condition that often occurs in the elderly and contributes greatly to an increased risk of cardiovascular diseases such as stroke, heart attack, and acute pancreatitis. This condition often does not show symptoms in the early stages, so regular triglyceride level checks are an important step for early detection. The Community Service Program (PKM) at Panti Werdha Hana aims to increase awareness of the elderly about the importance of early detection of dyslipidemia through blood triglyceride level screening activities. This activity uses the Plan-Do-Check-Act (PDCA) approach which includes lipid profile examination and educational counseling on risk factors and prevention of hypertriglyceridemia. Of the 76 elderly participants, it was found that 33 people (43.42%) had high triglyceride levels, while 43 people (56.58%) showed normal levels. These results emphasize the importance of routine checks and education to reduce the risk of cardiometabolic disease and support a healthier and more independent quality of life for the elderly.

Hemoglobin and hematocrit examinations serve as important early indicators of hematological status, reflecting the blood’s capacity to transport oxygen. A decrease in these two parameters leads to anemia, which is often undetected due to minimal early symptoms and low awareness to undergo examinations. This activity was carried out using the Plan-Do-Check-Act (PDCA) approach, by examining hemoglobin and hematocrit levels in adult participants. Capillary blood samples were analyzed using a portable device at the examination location. Education was delivered through leaflets regarding the importance of iron, vitamin B12, and folate intake to support erythrocyte formation. The examination was attended by 104 participants, the majority of whom were women. The average hemoglobin was recorded as approaching the lower limit of normal values, while hematocrit levels showed wide variations. More than half of the participants were classified as having anemia. This high proportion of anemia highlights the urgent need for targeted nutritional education. Hemoglobin and hematocrit screening proves effective as an early detection tool for hematological disorders. Education that is linked to laboratory findings should be prioritized to promote improved dietary patterns, particularly the consumption of iron-rich foods, vitamin B12, and folate, in order to prevent erythropoietic dysfunction and long-term health complications.

Fasting blood sugar screening is a crucial step in the early detection of metabolic risks, including prediabetes and type 2 diabetes mellitus. This examination is useful for identifying at-risk individuals before clinical symptoms appear. Screening activities are carried out using the Plan–Do–Check–Act (PDCA) approach and the Point-of-Care Testing (POCT) tool. The examination was carried out on adult participants, followed by education using leaflets containing information about blood glucose control and the importance of physical activity. A total of 62 participants underwent the examination aged 23–76 years. Most participants were women (74.2%). Fasting blood sugar values ranged from 67.0 to 333.0 mg/dL with a median of 90.0 mg/dL. A total of 75.8% were in the normal category, 16.1% were pre-diabetic, and 8.1% were diabetic. Fasting blood sugar screening revealed a proportion of participants with impaired glucose regulation. These results emphasize the importance of early detection and health education, especially about physical activity which plays a role in increasing insulin sensitivity and lowering blood glucose levels. The combination of screening and education can be a preventive strategy to reduce the risk of diabetes.
