Because of the big role that women play as housewives, most of them play a big role in the welfare of their families, from paying for housing, education and even food. So that general conclusions can be drawn, namely: a. The husband is obliged to provide his wife with shelter and other support. b.  The wife must follow her husband and live at her husband's place.  The amount of maintenance obligations depends on the husband's discretion.  So providing maintenance is based on the husband's ability, not the wife's request. Based on the record owned by the cadre, there are currently 97 babies and toddlers. However, the attendance rate of mothers and toddlers at the Mawar Indah Posyandu  (integrated health service post) averages only 35% each month. This low attendance rate attracted researchers to initiate a community counseling program with goals to increase awareness and participation among mothers of infants and toddlers in the area.  The approach to community empowerment adopted in this study is centered on a public health education campaign, highlighting the critical role of Posyandu in supporting the growth and development of infants and toddlers. The initiative included key steps starting with presenting the benefits of Posyandu for children's growth and developments, engaging participants in a discussion session, and providing door prizes as incentives. The result of the outreach program is attended by 28 mothers along with their children. However, at this level of attendance achieved an average at 28.8%, falling short of the defined success indicators and lower than the previous rate. This outcome was influenced by several factors as outlined in H.L. Bloom’s theory, including environmental factors, individual behavior, healthcare services, and genetic predispositions. The findings indicate that despite efforts to increase awareness and participation, the involvement of mothers with infants and toddlers in the area remains insufficient. Contributing factors include environmental, behavioral, and healthcare service factors. To achieve more optimal results, improvements in these aspects are essential to increase maternal participation in Posyandu programs.

Surabaya is a prototype with industrialization in the growth of the city. In such an environment, crime occurs due to the pressure of forces that divide society, causing social bonds to break and resulting in higher crime rates. Theories of crime in the context of social disorganization discuss the social and spatial structure of a community and how these factors can influence criminal behavior. These theories assume that poor social organization, low socioeconomic status, weak social ties, and high spatial mobility can lead to a lack of social control, which in turn can encourage criminal behavior. The crime theories in the context of social disorganization, particularly the theory developed by Shaw and McKay, focus on how the social and spatial structure of a community can affect criminal behavior. This study was conducted in Surabaya, which is undergoing social changes due to environmental factors, poverty, ethnic wealth, educational status, and an underdeveloped per capita welfare. Data was obtained through surveys and interviews with local residents, as well as statistical analysis related to crime rates. The research findings show that areas with higher levels of social disintegration tend to have higher crime rates. Factors such as unemployment, economic inequality, and weakening social ties have been found to significantly contribute to the increase in crime. In conclusion, social disintegration is a key factor that drives individuals to engage in criminal acts, especially in societies experiencing socio-economic inequalities. Therefore, crime prevention efforts require a comprehensive approach, including strengthening social and economic structures in society through the city government.
