This research investigates the influence of entrepreneurship education on Generation Z's entrepreneurial intention, mediated by digital business and financial literacy. Unemployment is a significant challenge in Indonesia, particularly for university graduates, with a 2024 unemployment rate of 5.25% for graduates. Entrepreneurship, especially digital entrepreneurship, is seen as a key solution to job creation. The study aims to understand how digital and financial literacy collectively affect the impact of entrepreneurship education on entrepreneurial intention. Employing a quantitative method, the study sampled 55 economic education students who had completed entrepreneurship courses. Data was collected via Google Forms and analyzed using classic assumption tests and hypothesis testing, including multiple linear regression with moderated regression analysis. The findings indicate that entrepreneurship education significantly influences entrepreneurial intention, digital business literacy, and financial literacy. Furthermore, both digital business literacy and financial literacy significantly impact entrepreneurial intention. Crucially, digital business literacy and financial literacy mediate the relationship between entrepreneurship education and entrepreneurial intention. These results highlight the importance of comprehensive entrepreneurship education in equipping young individuals with essential digital and financial skills, fostering a stronger entrepreneurial mindset, and preparing them for the complexities of the modern business world.

Young generation dominated the unemployment rate in Indonesia, highlighting the need to increase the number of entrepreneurs to create new job opportunities. However, the number of entrepreneurs, particularly Muslim entrepreneurs, remained relatively low. These factors included self-efficacy, family support, peer support, and institutional support with knowledge of entrepreneurial skills, risk-taking ability, and innovative behavior as mediators. This research was conducted on 215 Muslim students at Padjadjaran University using a questionnaire and analyzed using SmartPLS. The results showed that self-efficacy, family support, peer support, and institutional support have a positive and significant effect on entrepreneurial intention through mediating variables. Additionally, innovative behavior has a positive and significant effect as a mediator in the research model. These findings provide insights for academics and practitioners to support entrepreneurship development, especially among Muslim students.

The tobacco processing industry plays a strategic role in the economy through its contribution to excise revenues, yet it also faces serious challenges such as the proliferation of illegal cigarettes and limited capacity among small-scale entrepreneurs. This study aims to analyze the implementation of tobacco industry empowerment policies in Sidoarjo Regency using Michael Hill’s implementation theory, which includes five variables: policy characteristics, policy transfer process, inter-organizational relationships, external environment, and target group response. This research uses a qualitative method with a case study approach. The findings show that policies such as SIINas, SIHT, and WASDAL have been implemented but remain suboptimal due to technical, coordinative, and social constraints. Business actors appreciate the empowerment programs but still face technical difficulties, market distortion due to illegal products, and a lack of continuous assistance. Therefore, increased institutional synergy, enhanced digital systems, and consistent law enforcement against illegal cigarettes are recommended to create a healthy and competitive industrial climate..
