Abstrak:
This study aims to improve the understanding of third grade elementary school students on time measurement material through the application of the Numbered Heads Together (NHT) learning model with board game media. The main problem in conventional learning is the low active involvement of students and the difficulty in understanding the concept of time concretely. This research is a Classroom Action Research (PTK) conducted in two cycles using the Kemmis and McTaggart model. The research subjects were 23 third grade students of SDN 1 Langon, Jepara. Data collection techniques included observation, interviews, tests, and documentation. The results showed a significant increase in student understanding, which was marked by an increase in the average score from 65.3 in the pre-cycle to 85.3 in cycle I, as well as an increase in learning completeness from 40% to 68%. Students were more active in discussions, motivated, and able to explain the concept of time independently. The NHT and board game model creates a collaborative and fun learning atmosphere and supports students' cognitive, social and emotional development. These results prove that educational game-based learning strategies are effective in improving the understanding of abstract mathematical concepts, especially time measurement.

Abstrak:
This research aims to analyze the legal impact of certificates not in the name of the debtor which are made as credit collateral at the Bank and to analyze efforts to resolve loans of debtors who are in default while certificates not in the name of the debtor are made as credit collateral. The urgency of this research is so that the public gets legal certainty regarding certificates not in the debtor's name which are used as collateral for credit at the bank and debtors experience default so that the public is more careful in lending their certificates to other people to be used as collateral at the bank. This type of research is known as normative jurisprudence. The results of the research show that involving third parties in the process of debt contracts against credit is not prohibited. However, the regulation does not explicitly regulate the rights and obligations of third parties, so it cannot provide explicit legal protection to the third party as the guarantor in cases where he feels injured either by the debtor or the creditor of the credit. Consequently, the legal impact arising from the availability of collateral certificates of debt borrowers.
Penelitian ini bertujuan untuk menganalisis dampak hukum sertifikat bukan atas nama debitur yang dibuat sebagai jaminan kredit di Bank dan untuk menganalisa upaya penyelesaian pinjaman debitur yang mengalami wanprestasi sedang sertifikat bukan atas nama debitur yang dibuat sebagai jaminan kredit. Urgensi penelitian ini adalah agar masyarakat mendapatkan kepastian hukum tentang sertifikat bukan atas nama debitur yang dijadikan jaminan kredit di bank dan debitur mengalami wanprestasi agar masyarakat lebih berhati-hati dalam meminjamkan sertifikatnya kepada orang lain untuk dijadikan jaminan di bank. Jenis penelitian ini dikenal sebagai yuridis normatif. Hasil penelitian menunjukkan bahwa melibatkan pihak ketiga dalam proses perjanjian utang piutang terhadap kredit tidak dilarang. Namun, peraturan tersebut tidak secara eksplisit mengatur hak dan kewajiban pihak ketiga, sehingga tidak dapat memberikan perlindungan hukum yang jelas bagi pihak ketiga sebagai pemilik jaminan dalam kasus di mana ia merasa dirugikan baik terhadap debitur maupun kreditur kredit tersebut. Reading ability is a basic skill that every elementary school student must have, because through the reading process, children can learn various subjects better. The purpose of this study was to analyze the emotional involvement of elementary school students when reading adventure stories. Emotional involvement as a learning tool has been proven effective in increasing student interest and motivation, supporting the development of social and emotional skills, and improving critical and analytical thinking skills. The role of teachers and parents is very important in encouraging children's emotional involvement. Teachers can create a collaborative classroom environment, choose interesting books, and parents can set aside special time to read with their children at home. Teachers and parents need to work together to ensure that children get the support they need. This also has a significant impact on curriculum development, as interesting and relevant adventure stories are included in the curriculum to create a positive learning environment and encourage children's emotional involvement.

Abstrak:
The aim of this research is to determine and analyze the position of e-voting in current election laws and regulations and the reformulation of the voting system in elections in Indonesia. E-voting can be a solution to increase voter participation, especially among voters who live abroad or in remote areas. With the existence of an electronic voting system, voters can more easily cast their votes without having to come to a physical polling place. The type of legal research used is normative. Data analysis was carried out descriptively and qualitatively. The position of e-voting in election laws and regulations is currently not regulated. This has resulted in the absence of e-voting in voting in the election system in Indonesia. The reformulation that can be carried out is by including a new article in Law Number 7 of 2017 concerning General Elections which specifically regulates e-voting in voting in future elections. Which is then accompanied by General Election Commission Regulations regarding the e-voting system in voting in elections in Indonesia.
Tujuan penelitian ini adalah untuk mengetahui dan menganalisis kedudukan e-voting dalam peraturan perundang-undangan pemilu saat ini dan reformulasi sitem pemungutansuara dalam pemilu di Indonesia. E-voting dapat menjadi solusi untuk meningkatkan partisipasi pemilih, terutama di kalangan pemilih yang tinggal di luar negeri atau daerah terpencil. Dengan adanya sistem pemungutan suara elektronik, pemilih dapat lebih mudah memberikan suara mereka tanpa harus datang ke tempat pemungutan suara fisik. Jenis penelitian hukum yang digunakan adalah normatif. Analisa data dilakukan secara deskriptif kualitatif. Kedudukan e-voting dalam peraturan perundang-undangan pemilu saat ini belum diatur. Sehingga mengakibatkan belum adanya pelaksanaan e-voting dalam pemungutan suara pada sistem Pemilu di Indonesia. Adapun reformulasi yang dapat dilakukan ialah dengan memuat pasal baru di dalam Undang-Undang Nomor 7 Tahun 2017 tentang Pemilihan Umum yang secara khusus mengatur perihal e-voting didalam pemnugutan suara di pemilu pada masa akan datang. Yang kemudian disertai dengan Peraturan Komisi Pemilihan Umum terkait system e-voting dalam pemungutan suara pada pemilu di Indonesia.

Abstrak:
The purpose of this research is to examine the legal consequences of unilaterally withdrawing a report of a general criminal offense by the complainant at the Pati Police Resort (Polres Pati). The urgency of this research is that filing a complaint is the right of the victim to initiate or not initiate prosecution because it concerns the interests of the victim. Therefore, in criminal cases involving complaints, a specific period for withdrawing the complaint is provided for in Article 75 of the Criminal Code. The research method used is normative juridical. The results of this study indicate that the withdrawal of a report in criminal law is primarily regulated in Article 75 of the Criminal Code. The application of Article 75 of the Criminal Code, in its developmental context, is limited to extraordinary cases and does not extend to ordinary criminal offenses. The legal impact of unilaterally withdrawing a report of a general criminal offense by the complainant at the Pati Police Resort (Polres Pati) is generally allowed in the context of ongoing investigations but does not hinder the continuation of the investigation.
Tujuan penelitian ini adalah untuk mengkaji tentang dampak hukum pencabutan laporan tindak pidana umum secara sepihak oleh pelapor di Polres Pati. Urgensi penelitian ini Pengaduan merupakan hak dari korban untuk diadakan penuntutan atau tidak dilakukan penuntutan karena menyangkut kepentingan korban, untuk itu dalam perkara delik aduan diberikan jangka waktu pencabutan pengaduan yang diatur dalam Pasal 75 KUHP. Metode penelitian ini adalah yiridis normatif. Hasil penelitian ini bahwa pencabutan laporan dalam hukum pidana pada dasarnya diatur dalam Pasal 75 KUHP. Penerapan Pasal 75 KUHP dalam konteks perkembangannya hanya terbatas pada perkara luar biasa dan tidak meluas pada tindak pidana biasa. Pencabutan laporan tindak pidana umum secara sepihak oleh pelapor di Polresta Pati pada prinsipnya diperbolehkan dalam rangka penyidikan yang sedang berlangsung, namun tidak menghalangi kelanjutan penyidikan.

The study aims to analyze legal protection for Indonesian Migrant Workers (PMI) abroad, focusing on the difference in legal protection between legal and illegal migrant workers. The urgency of this research arises from the growing number of challenges and risks faced by PMIs while working abroad, including violence, exploitation, and human trafficking. Furthermore, issues of information and preparation before departure, as well as untransparent or illegal recruitment practices, aggravate the situation of PMI. The study suggests enhanced international cooperation, strict surveillance of recruiting agents, and improved access to information for PMI as a solution to addressing this problem, ensuring that they receive strong legal protection by international and national law.Penelitian ini bertujuan untuk menganalisis perlindungan hukum bagi Pekerja Migran Indonesia (PMI) di luar negeri, dengan fokus pada perbedaan perlindungan hukum antara pekerja migran legal dan ilegal. Urgensi penelitian ini timbul dari semakin banyaknya tantangan dan risiko yang dihadapi oleh PMI saat bekerja di luar negeri, termasuk kekerasan, eksploitasi, dan perdagangan orang. Penelitian ini menggunakan metode yuridis normatif. Hasil penelitian menunjukkan bahwa terdapat kelemahan signifikan dalam undang-undang yang ada, termasuk UU No. 39 Tahun 2004 tentang Penempatan dan Perlindungan PMI di Luar Negeri yang kurang berpihak pada perlindungan PMI. Terlebih lagi, permasalahan informasi dan persiapan sebelum berangkat, serta praktik perekrutan yang tidak transparan atau ilegal, memperparah kondisi PMI. Penelitian ini menyarankan peningkatan kerjasama internasional, pengawasan agen perekrutan yang ketat, dan peningkatan akses informasi bagi PMI sebagai solusi untuk mengatasi masalah ini, memastikan bahwa mereka menerima perlindungan hukum yang kuat sesuai dengan hukum internasional dan nasional.

This research aims to determine the role of the DPRD in forming regional revenue and expenditure budget planning in Demak Regency. The DPRD discussed the posture and structure of the APBD budget with TAPD through budget body meetings to check the suitability of the RPJMD and Demak Regency development policies through commission meetings in accordance with their duties and authority. By using a problem formulation, namely regarding, what is the role of the DPRD in forming the APBD draft in Demak Regency, and what factors become obstacles forming the APBD draft in Demak Regency and how to resolve them. The research objectives include, to find out the role of the DPRD in forming the APBD draft in Demak Regency, and to find out the factors that become obstacles in the development of the APBD draft in Demak Regency and how to resolve them. Research specifications use descriptive analytical research, namely research that describes a condition or situation. Based on the results of research on the Role of the DPRD in Forming APBD Drafts in Demak Regency, the DPRD discussed the posture or structure of the APBD budget with TAPD through budget body meetings to check the RPJMD and development policies in Demak Regency in accordance with their duties and authority, which became the reference, namely Permendagri Number 15 of 2023 concerning Guidelines for Preparing the APBD for Fiscal Year 2024, and discusses the obstacle factors in conflicting APBD designs in Demak Regency and how to resolve them. According to Law. no. 17 of 2014 concerning the MPR, DPR, DPD and DPRD, it is hoped that it can improve the performance of each representative institution in carrying out its functional duties based on the principle of mutual checks and balances, as well as creating a democratic, effective and accountable people's representative institution. AbstrakPenelitian ini bertujuan untuk mengetahui Peran DPRD Dalam Pembentukan Rancanngan Anggaran Pendapatan Dan Belanja Daerah (APBD) Di Kabupaten Demak. DPRD membahas mengenai postur dan struktur anggaran APBD bersama TAPD melalui rapat badan anggaran untuk mengecek kesesuaian RPJMD dan kebijakan pembangunan Kabupaten Demak melalui rapat komisi sesuai tugas dan kewenangannya. Permasalahan dalam penelitian ini difokuskan pada peran DPRD dalam pembentukan rancangan APBD di Kabupaten Demak, kendala dan cara menyelesaikannya. Tujuan penelitian yaitu, untuk mengetahui peran DPRD dalam pembentukan rancangan APBD di Kabupaten Demak, dan untuk mengetahui faktor yang menjadi kendala dalam pembenturan rancangan APBD di Kabupaten demak dan cara menyelesaikannya. Spesifikasi penelitian menggunakan deskriptif analitis yaitu penelitian yang menggambarkan suatu kondisi atau keadaan. Sampel dalam penelitian ini menggunakan metode purposive sampling. Berdasarkan hasil penelitian Peran DPRD dalam Pembentukan Rancangan APBD di Kabupaten Demak, DPRD membahas mengenai tentang postur atau struktur anggaran APBD bersama TAPD melalui rapat badan anggaran untuk mengecek RPJMD dan kebijakan pembangunan di kabupaten demak melalui kesesuaian dengan tugas dan kewenangannya, acuannya yaitu permendagri Nomor 15 Tahun 2023 tentang Pedoman Penyusunan APBD Tahun Anggaran 2024, dan membahas mengenai faktor kendala dalam pembenturan rancangan APBD di Kabupaten demak dan cara menyelesaikannya. Menurut UU No. 17 tahun 2014 tentang MPR, DPR, DPD, dan DPRD, diharapkan dapat meningkatkan kinerja masing- masing lembaga perwakilan dalam melaksanakan tugas fungsinya berdasarkan check and balances.

The aim of this research is (1) to analyze the regulatory mechanism for filling vacancies for Regional Heads whose terms of office expire before 2024. (2) To analyze the obstacles and solutions for filling vacancies for regional heads in leading regional government administration according to applicable laws and regulations. This research method is a normative juridical method with analytical descriptive specifications. The data used is secondary data in the form of primary, secondary, and tertiary legal materials, while the technique for collecting legal materials uses library studies and documentation studies which are then analyzed qualitatively. The research results show that the legal basis for filling vacancies for Regional Heads whose term of office expires before 2024 is Article 201 paragraphs (9), (10), and (11) of Law Number 10 of 2016. However, this law only regulates to the extent the qualifications of the officials appointed, while the procedures or mechanisms for appointing officials to fill the vacancies of Regional Heads more comprehensively are not accommodated. The obstacle to filling vacancies for regional heads is the absence of definite legal regulations regarding the limits of the authority of regional heads. The solution is that the government should issue implementing regulations from Article 201 of Law Number 10 of 2016 which contain procedures for filling vacancies in regional head positions. The problem is that there are objections to the appointment of Regional Head Officials, the solution is to implement a system for determining Regional Head Officials through voting by Provincial DPRD members to elect Regional Head Officials (Pj) after passing selection by the Ministry of Home Affairs and Regional Government.

Abstrak
Tujuan penelitian ini untuk menganalisis pengaturan mekanisme pengisian dan kendala solusinya pengisian kekosogan kepala daerah yang habis masa jabatannya sebelum tahun 2024. Metode penelitian ini adalah metode yuridis normatif dengan spesifikasi deskriptif analitis. Hasil penelitian menunjukkan bahwa dasar hukum pengisian kekosongan Kepala Daerah yang habis masa jabatannya sebelum tahun 2024 adalah Pasal 201 ayat (9), (10) dan (11) Undang-Undang Nomor 10 Tahun 2016. Akan tetapi, undang-undang ini hanya mengatur sebatas kualifikasi penjabat yang diangkat, sedangkan prosedur atau mekanisme pengangkatan pejabat untuk mengisi kekosongan Kepala Daerah secara lebih komprehensif tidak diakomodir. Kendala atas pengisian kekosongan kepala daerah adalah tidak adanya aturan hukum pasti tentang batasan kewenangan pejabat Kepala Daerah. Solusinya yaitu pemerintah sudah seharusnya menerbitkan aturan pelaksana dari Pasal 201 Undang-Undang Nomor 10 Tahun 2016 yang berisi tata cara mengisi kekosongan jabatan kepala daerah. Kendala adanya adanya penolakan-penolakan atas Penunjukan Pejabat Kepala Daerah maka solusinya yaitu menerapkan sistem penetapan Pejabat Kepala Daerah melalui pemungutan Suara anggota DPRD Provinsi untuk memilih pejabat (Pj) Kepala Daerah setelah lolos diseleksi oleh Kemendagri dan Pemerintah Daerah.

The aim of this research is to analyze the responsibilities/authority of the Central Java Provincial Information Commission and its obstacles in developing Information and Documentation Management Officers (PPID) in resolving public information disputes. The type of research used in this writing is sociological legal research (sociolegal research) with a conceptual approach. Data analysis was carried out qualitatively. The Central Java Provincial Information Commission (KIP Central Java) has broad authority in developing Information and Documentation Management Officials (PPID) in its region which includes establishing information service standards, criteria and procedures for establishing PPID, as well as preparing technical guidelines. KIP also has a role in coaching through training, evaluation and supervision of PPID. In addition, KIP has the authority to handle complaints related to violations of the right to public information and can provide recommendations or sanctions. Monitoring, supervision and administrative actions are also part of KIP's responsibility to ensure PPID's compliance with legal provisions. The development of Information and Documentation Management Officers (PPID) by the Central Java Province Information Commission faces several obstacles, namely, regulations regarding the rights, authority and obligations of the Information Commission through the Council of Commissioners have not been clearly regulated in statutory regulations. In the Adjudication hearing there were also obstacles related to the Respondent's power of attorney, not all of whom were PPID. Then, PPID has difficulty ensuring the classification of the information requested by the Applicant, especially if the information is not listed as exempt information, and a lack of clear understanding of standard operational procedures can hinder the effective processing of information requests.
Tujuan penelitian ini yaitu untuk menganalisis tanggung jawab/wewenang Komisi Informasi Provinsi Jawa Tengah dan kendalanya dalam pembinaan Pejabat Pengelola Informasi dan Dokumentasi (PPID) dalam penyelesaian sengketa informasi publik. Jenis penelitian yang digunakan dalam penulisan ini yakni penelitian hukum yuridis sosiologis (sociolegal research) dengan pendekatan konseptual. Analisa data dilakukan secara kualitatif. Komisi Informasi Provinsi Jawa Tengah (KIP Jawa Tengah) memiliki wewenang yang luas dalam pembinaan Pejabat Pengelola Informasi dan Dokumentasi (PPID) di wilayahnya yang mencakup penetapan standar pelayanan informasi, kriteria dan prosedur pembentukan PPID, serta penyusunan pedoman teknis. KIP juga memiliki peran dalam pembinaan melalui pelatihan, evaluasi, dan supervisi terhadap PPID. Selain itu, KIP memiliki kewenangan dalam menangani pengaduan terkait pelanggaran hak atas informasi publik dan dapat memberikan rekomendasi atau sanksi. Pemantauan, pengawasan, dan tindakan administratif juga menjadi bagian dari tanggung jawab KIP untuk memastikan ketaatan PPID terhadap ketentuan hukum. Pembinaan Pejabat Pengelola Informasi dan Dokumentasi (PPID) oleh Komisi Informasi Provinsi Jawa Tengah menghadapi beberapa kendala yakni, regulasi mengenai hak, wewenang, dan kewajiban Komisi Informasi melalui Majelis Komisioner belum diatur dengan jelas dalam peraturan perundang-undangan. Dalam sidang Ajudikasi juga terdapat kendala terkait kuasa Termohon yang tidak seluruhnya merupakan PPID. Lalu, PPID kesulitan memastikan klasifikasi informasi yang diminta oleh Pemohon, terutama jika informasi tersebut tidak terdaftar sebagai informasi yang dikecualikan, dan pemahaman kurang jelas terhadap prosedur operasional standar dapat menghambat pemrosesan permohonan informasi secara efektif.

The purpose of this research is to analyze the legal position of the contract of procurement of goods and services that has not been signed by one of the parties by raising a case study based on the cooperation agreement between PT TJB Power Services PLTU Unit 1-2 and PT PLN (Persero) Unit of Manufacture of Tanjung Jati B. This research uses a method of normative jurisprudence approach. The result of this study is an agreement on the procurement of goods and services that has not been signed by one of the parties in PT TJB Power Services has not yet been able to provide legal certainty and justice for the parties. The agreement between PT TjB Power Service and PT PLN (Persero) Unit of Mother Manufacturing Tanjung Jati B must be signed as a form of agreement of the sides. The urgency of this research is that in any agreement must be agreed by the parties, it becomes one of the legal conditions of the agreement as regulated in Article 1320 of the Covenant. The contract of procurement of goods and services between PT TJB Power Services and PT PLN (Persero) Master Unit of Manufacture of Tanjung Jati B must be signed as a form of agreement between the parties. The agreement of proceeding of Goods and Services which has not been signed by one of the parties must be made on the basis of the agreement with the parties with the existence of the legal basis and agreed by the parties in writing as an executable form of the contract for the provision of good and services and legally binding to the party. Tujuan penelitian ini untuk menganalisis kedudukan hukum perjanjian pengadaan barang/jasa yang belum ditandatangani salah satu pihak dengan mengangkat studi kasus berdasarkan perjanjian kerjasama antara PT TJB Power Services PLTU Unit 1-2 dengan PT PLN (Persero) Unit Induk Pembangkitan Tanjung Jati B. Penelitian ini menggunakan metode pendekatan yuridis normatif. Urgensi penelitian ini adalah dalam setiap perjanjian harus disepakati oleh para pihak, hal tersebut menjadi salah satu syarat sahnya perjanjian sebagaimana diatur dalam Pasal 1320 KUHP. Hasil dari penelitian ini adalah perjanjian pengadaan barang/jasa yang belum ditandatangani salah satu pihak di PT TJB Power Services belum dapat memberikan kepastian hukum dan keadilan hukum bagi para pihak. Perjanjian pengadaan barang/jasa antara PT TJB Power Services dengan PT PLN (Persero) Unit Induk Pembangkitan Tanjung Jati B harus ditandatangani sebagai bentuk kesepakatan para pihak. Perjanjian pengadaan barang/jasa yang belum ditandatangani salah satu pihak harus dibuat berdasarkan kesepakatan para pihak dengan adanya dasar hukum dan disepakati para pihak secara tertulis sebagai bentuk dapat dilaksanakannya perjanjian pengadaan barang/jasa dan mengikat secara sah kepada para pihak.
