Penelitian ini dilatarbelakangi oleh tuntutan peningkatan kualitas pelayanan publik melalui transformasi digital pada bidang perizinan di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kota Medan. Aplikasi SIPANDU dikembangkan sebagai inovasi pelayanan perizinan berbasis elektronik guna mewujudkan pelayanan yang efektif, efisien, transparan, dan akuntabel. Namun dalam pelaksanaannya masih ditemukan kendala teknis sistem, keterbatasan fitur pengaduan, serta belum meratanya kemampuan masyarakat dalam memanfaatkan layanan digital. Penelitian ini bertujuan untuk mengetahui dan menganalisis efektivitas aplikasi SIPANDU dalam meningkatkan layanan perizinan di DPMPTSP Kota Medan menggunakan metode penelitian kualitatif deskriptif. Data dikumpulkan melalui observasi, wawancara semi terstruktur, dan dokumentasi dengan melibatkan 13 informan yang terdiri dari pimpinan, pengelola sistem, dan masyarakat pengguna SIPANDU. Analisis data dilakukan menggunakan model interaktif Saldana yang meliputi reduksi data, penyajian data, serta penarikan kesimpulan dan verifikasi dengan bantuan perangkat lunak NVivo. Hasil penelitian menunjukkan bahwa aplikasi SIPANDU secara umum cukup efektif dalam meningkatkan layanan perizinan di DPMPTSP Kota Medan, terutama pada dimensi manfaat bersih, kepuasan pengguna, kualitas informasi, dan kualitas layanan, meskipun masih terdapat kelemahan pada dimensi kualitas sistem dan penggunaan, khususnya terkait kemudahan penggunaan, keandalan sistem, waktu respons, kelengkapan informasi, pemerataan penggunaan aplikasi, dan fitur pengaduan. Dengan demikian, SIPANDU telah memberikan kontribusi positif terhadap peningkatan pelayanan publik, namun masih memerlukan penyempurnaan teknis dan operasional agar pelayanan perizinan dapat berjalan lebih optimal. Perkembangan teknologi informasi telah meningkatkan penggunaan layanan perbankan digital dalam masyarakat. Kondisi tersebut diikuti dengan meningkatnya kejahatan siber, khususnya Phishing, yang menyebabkan hilangnya dana nasabah melalui manipulasi data dan penyalahgunaan sistem elektronik. Kejahatan Phishing tidak hanya menimbulkan kerugian bagi nasabah, tetapi juga menimbulkan persoalan hukum mengenai tanggung jawab perbankan terhadap keamanan sistem dan perlindungan dana nasabah. Penelitian ini bertujuan untuk menganalisis bentuk kelalaian perbankan dalam perlindungan sistem elektronik serta pertanggungjawaban pidana bank terhadap raibnya dana nasabah akibat Phishing. Penelitian menggunakan metode hukum normatif dengan pendekatan perundang-undangan dan pendekatan konseptual. Bahan hukum diperoleh melalui studi kepustakaan yang terdiri dari peraturan perundang-undangan, literatur hukum, jurnal ilmiah, dan dokumen terkait. Hasil penelitian menunjukkan bahwa kelalaian perbankan dapat dilihat dari lemahnya sistem keamanan digital, pengawasan transaksi elektronik, serta perlindungan data nasabah. Pertanggungjawaban pidana terhadap pihak perbankan dapat dikaitkan dengan prinsip corporate criminal liability apabila terbukti terdapat unsur kelalaian yang mengakibatkan kerugian nasabah. Pengaturan mengenai perlindungan konsumen, keamanan sistem elektronik, dan perlindungan data pribadi menjadi dasar penting dalam menentukan tanggung jawab hukum perbankan terhadap korban Phishing. The implementation of Electronic Medical Records (EMR) has become an essential part of digital transformation in the healthcare sector, aiming to improve the quality, effectiveness, efficiency, and continuity of healthcare services. In Indonesia, the implementation of EMR is supported by the Regulation of the Minister of Health Number 24 of 2022, which mandates healthcare facilities to adopt electronic medical records. However, the implementation process is often challenged by various technical and non-technical factors that may affect its success. This study aims to analyze the success factors and barriers to EMR implementation in hospitals through a literature review approach. The research method used was a literature review by examining and analyzing 11 scientific articles obtained from Google Scholar and other relevant scientific sources. The findings indicate that the success of EMR implementation is influenced by three main aspects, namely human, organizational, and technological factors. Supporting factors include management commitment, user readiness, continuous training, availability of information technology infrastructure, system quality, and organizational support. Meanwhile, common barriers include limited digital literacy among healthcare workers, insufficient information technology personnel, unstable internet connectivity, system errors, inadequate facilities and infrastructure, budget limitations, and the absence of specific standard operating procedures. Furthermore, EMR implementation provides significant benefits, such as improving service efficiency, facilitating access to patient information, enhancing documentation quality, supporting communication among healthcare professionals, and increasing patient safety. Therefore, successful EMR implementation requires synergy between human resources, organizational readiness, and technological infrastructure to achieve optimal healthcare service delivery.

Transformasi digital administrasi pertanahan di Indonesia melalui Peraturan Menteri Agraria dan Tata Ruang/Kepala Badan Pertanahan Nasional Nomor 1 Tahun 2021 telah mengubah sistem pendaftaran tanah dari berbasis dokumen fisik menjadi sistem elektronik. Perubahan ini bertujuan untuk meningkatkan efisiensi, transparansi, dan kepastian hukum dalam pelayanan pertanahan. Namun demikian, transformasi tersebut menimbulkan persoalan yuridis terkait kekuatan hukum dan nilai pembuktian sertipikat tanah elektronik, serta perubahan peran dan tanggung jawab Pejabat Pembuat Akta Tanah (PPAT). Penelitian ini bertujuan untuk menganalisis: (1) pelaksanaan pendaftaran dan penerbitan sertipikat tanah secara elektronik di Kantor Pertanahan Kabupaten Blora; (2) kendala yang dihadapi serta upaya penyelesaiannya; dan (3) kekuatan hukum sertipikat tanah elektronik ditinjau dari aspek kepastian dan perlindungan hukum. Metode penelitian yang digunakan adalah pendekatan yuridis normatif dengan spesifikasi deskriptif analitis, yang didukung oleh data empiris melalui wawancara dengan pihak Kantor Pertanahan, PPAT, dan masyarakat. Hasil penelitian menunjukkan bahwa pelaksanaan sertipikat tanah elektronik dilakukan secara bertahap melalui integrasi layanan elektronik, mulai dari pengajuan permohonan, verifikasi berkas, validasi data fisik dan yuridis, hingga penerbitan sertipikat elektronik. Kendala yang dihadapi meliputi gangguan sistem, keterbatasan infrastruktur digital, serta rendahnya literasi digital masyarakat. Upaya yang dilakukan antara lain penguatan sistem keamanan, peningkatan kompetensi sumber daya manusia, serta sosialisasi kepada masyarakat. Sertipikat tanah elektronik memiliki kekuatan pembuktian yang sama dengan sertipikat fisik sepanjang diterbitkan sesuai prosedur dan menggunakan tanda tangan elektronik tersertifikasi.

Perkembangan teknologi digital telah merevolusi mekanisme transaksi ekonomi dengan mendorong penggunaan kontrak elektronik sebagai instrumen utama dalam aktivitas e-commerce. Kajian ini menyoroti dominasi klausula baku yang disusun sepihak oleh pelaku usaha, yang mengakibatkan ketimpangan posisi tawar serta berpotensi menimbulkan kerugian sistemik bagi konsumen. Secara empiris, rendahnya literasi hukum masyarakat, kompleksitas bahasa kontrak, serta mekanisme persetujuan instan memperkuat kondisi kerentanan konsumen dalam memahami hak dan kewajibannya. Meskipun kerangka regulasi nasional seperti UUPK dan UU ITE telah memberikan dasar perlindungan, implementasinya masih menghadapi hambatan serius, termasuk lemahnya pengawasan, kesenjangan antara norma dan praktik, serta tantangan yurisdiksi lintas negara dalam transaksi digital. Penelitian ini menggunakan pendekatan normatif-empiris untuk menganalisis efektivitas perlindungan hukum serta mengidentifikasi faktor penyebab ketidakseimbangan dalam kontrak elektronik. Hasil kajian menunjukkan perlunya rekonstruksi model perlindungan konsumen berbasis keadilan kontraktual yang menekankan transparansi, keseimbangan, dan akuntabilitas dalam penyusunan klausula. Selain itu, integrasi aspek teknologi, desain sistem digital, dan peningkatan literasi konsumen menjadi elemen krusial dalam menciptakan ekosistem transaksi yang adil. Dengan demikian, penelitian ini berkontribusi dalam pengembangan teori hukum digital sekaligus memberikan rekomendasi praktis bagi pembentukan regulasi adaptif guna memperkuat kepercayaan publik terhadap ekonomi digital.

The readiness of officers to carry out Electronic Medical Records (RME) needs to be measured using the Technology Readiness Index (TRI) method, which is an index used to measure the readiness of new technology users to achieve goals in daily life and work. This research aims to determine the readiness of Electronic Medical Record (RME) users using the Technology Readiness Index (TRI) case study at Daha Husada Regional Hospital. This is a descriptive research with an evaluation study where the research subjects are the head of medical records and 3 medical records officers in the inpatient registration section at Daha Husada Regional Hospital using a total saturated sampling technique. Data collection uses interview techniques. Data presentation is presented using narrative. The results of the research show that of the 4 variables used to measure the readiness of medical record users, medical record officers at Daha Husada Regional Hospital are ready to use medical records, even though they are ready there are still difficulties experienced and feelings of insecurity when using Electronic Medical Records (RME), namely Medical records can be accessed anywhere and are not yet integrated according to the user's wishes. Therefore, Daha Husada Regional Hospital should further tighten its electronic medical record data security system.

The development of information and communication technology has increased the use of electronic documents in legal and business activities, thereby affecting the evidentiary system in Indonesian civil procedural law. This study aims to analyze the legal regulation of electronic evidence and its evidentiary strength in resolving civil cases under Indonesian civil procedural law. The research method used is normative juridical research with statutory and library research approaches. The data were obtained from primary and secondary legal materials and analyzed qualitatively. The results show that electronic evidence has been legally recognized through Law Number 11 of 2008 in conjunction with Law Number 19 of 2016 concerning Electronic Information and Transactions. Its evidentiary strength has the same legal position as other forms of evidence as long as it fulfills the requirements of authenticity, integrity, and validity of electronic data. Therefore, more detailed regulations regarding authentication standards and examination procedures for electronic evidence are still needed to ensure legal certainty in civil court practices.

The digital transformation of the Indonesian judicial system through the implementation of e-court and e-litigation necessitates a redefinition of conventional evidentiary laws, which have historically been governed by the Herziene Inlandsch Reglement (HIR) and the Rechtreglement voor de Buitengewesten (RBg). This research aims to analyze the evidentiary strength of electronic documents as expanded means of proof in civil proceedings and to identify the challenges regarding their implementation. The research method employed is normative legal research using a statutory approach and a conceptual approach. The findings indicate that based on the principle of functional equivalence, electronic documents hold a legal status equivalent to paper-based documents, provided they meet the requirements of integrity, accessibility, and authenticity through certified electronic signatures as mandated by Law Number 1 of 2024 concerning Electronic Information and Transactions. The evidentiary strength of an electronic document may reach the level of conclusive evidence, similar to an authentic deed, if supported by a reliable electronic system. However, implementation still faces technical hurdles concerning metadata verification and limited human resource competency within the judiciary. This research recommends the urgent need for a new codification of civil procedural law and the standardization of digital forensic procedures in trials to ensure legal certainty and justice for all parties in the digital era.

Regulatory overlap between the Electronic Information and Transactions Law, the Pornography Law, and the Sexual Violence Crimes Law in the handling of online gender-based violence (KBGO) in Indonesia creates a conflict of norms that results in double victimization. This normative legal study aims to identify the concrete forms of victim sacrifice resulting from overlapping regulations and to critique the inability of conflict-resolution mechanisms to address these conflicts through the principle of lex specialis systematica from a substantive justice perspective. The findings reveal four forms of victim sacrifice: victim criminalization, the length of the judicial process, inconsistencies in court rulings, and the failure to fulfill the right to restitution and the right to be forgotten. This study also concludes that the lex specialis systematis principle is inadequate because its dogmatic approach disregards the interests of victims, requires time and expertise that ordinary victims lack, and is not consistently applied in courts. This study recommends a paradigm shift from a dogmatic approach to a victim-centered approach.

Data security in Electronic Medical Records (EMR) is a crucial issue in health information governance in Indonesia. This study evaluates the compliance of health facility information security systems with Ministry of Health Regulation (PERMENKES) No. 24 of 2022 and Personal Data Protection Law (UU PDP) No. 27 of 2022, and analyzes the impact of non-compliance on service quality and patient trust. The method employed is a systematic narrative literature review on the Google Scholar database (2023–2026) using the keywords "data security and privacy," "electronic medical records," and "CIA Triad," focusing on the implementation of Confidentiality, Integrity, and Availability. The four healthcare facilities examined have implemented controls such as role-based access control, Electronic Signatures (TTE), Virtual Private Networks (VPN), data encryption, and SSL/TLS protocols in accordance with PERMENKES provisions and Article 35 of the UU PDP. However, the effectiveness of implementation is hindered by weak authentication due to the use of simple passwords and excessively long auto-logout durations, the absence of comprehensive written standard operating procedures (SOPs), low staff compliance with security protocols, and minimal patient awareness regarding personal data protection rights. These weaknesses heighten the risk of patient data breaches as well as potential administrative sanctions and fines, and carry negative implications for service quality and public trust. Recommendations include strengthening internal security policies, developing written SOPs, providing continuous training for healthcare workers, implementing stronger authentication mechanisms (e.g., multi-factor authentication/MFA), and conducting patient awareness programs to ensure regulatory compliance and maintain public confidence.

Pemberlakuan Undang-Undang Nomor 20 Tahun 2025 tentang Kitab Undang-Undang Hukum Acara Pidana membawa perubahan penting dalam sistem peradilan pidana Indonesia, khususnya pada mekanisme pembuktian dan kewenangan penyidikan. Perubahan tersebut juga berdampak terhadap profesi yang berkaitan erat dengan dokumen hukum, termasuk notaris sebagai pejabat umum yang berwenang membuat akta otentik. Penelitian ini bertujuan menganalisis implikasi pemberlakuan Undang-Undang Nomor 20 Tahun 2025 terhadap tanggung jawab pidana notaris dalam pembuatan akta otentik. Permasalahan yang dikaji meliputi bagaimana KUHAP Baru memengaruhi kedudukan notaris dalam proses pidana serta bagaimana pertanggungjawaban pidana notaris diterapkan terhadap akta otentik yang bermasalah. Penelitian ini menggunakan metode hukum normatif dengan pendekatan perundang-undangan, konseptual, dan perbandingan. Bahan hukum terdiri atas bahan hukum primer, sekunder, dan tersier yang dianalisis secara kualitatif melalui penafsiran hukum dan penalaran sistematis. Hasil penelitian menunjukkan bahwa Undang-Undang Nomor 20 Tahun 2025 tidak membentuk delik baru bagi notaris, melainkan memperluas instrumen acara pidana melalui pengakuan informasi elektronik, dokumen elektronik, perluasan definisi saksi, dan mekanisme penyitaan modern. Akibatnya, notaris berpotensi lebih sering terlibat dalam proses penyidikan dan pembuktian pidana. Namun demikian, tanggung jawab pidana notaris tetap didasarkan pada terpenuhinya unsur tindak pidana dan kesalahan pribadi, bukan semata-mata karena akta otentik yang dibuat menjadi sengketa. Penelitian ini menawarkan model pengaturan yang seimbang antara akuntabilitas pidana, kepastian hukum, kerahasiaan jabatan, dan kepercayaan masyarakat terhadap lembaga kenotariatan.

This study is motivated by the dynamic changes in digital consumer behavior in e-commerce, particularly in the purchase of electronic products through the Tokopedia platform. The study aims to analyze and synthesize the influence of online reviews and product ratings on purchase decisions using a systematic literature review approach. The method involves a comprehensive examination of global and local scientific literature, with a focus on peer-reviewed journals and empirical studies published between 2021 and 2026. The findings indicate that online reviews and product ratings are capable of reducing consumer uncertainty as well as the functional risks associated with electronic products. Empirical evidence over the past decade suggests that high ratings can build initial confidence in brand quality, while detailed reviews provide crucial technical validation for potential buyers. Overall, these two indicators work synergistically to strengthen consumer trust and serve as key determinants in the final stage of the purchasing decision. The implications suggest that e-commerce platforms and sellers need to prioritize the management of user-generated content and maintain transparency in reputation to remain competitive in a market increasingly reliant on the credibility of online information.

The development of financial technology has driven significant transformations in the non-cash payment system in Indonesia, one of which is through the use of the Quick Response Code Indonesian Standard (QRIS). The use of QRIS in civil transactions relates not only to the technical aspects of payments but also has legal implications in the civil realm, particularly regarding the application of the principle of consensualism and the status of electronic evidence in the Indonesian civil procedural law system. This study aims to analyze the application of the principle of consensualism in QRIS e-payment transactions as electronic evidence in civil procedural law. The research method used is normative legal research with a statutory and conceptual approach. The results indicate that QRIS transactions meet the principle of consensualism due to the agreement of the parties, and QRIS can be qualified as a valid electronic document as long as it meets the requirements for electronic system reliability and information integrity as stipulated in laws and regulations. However, the evidentiary power of QRIS is not perfect and requires the support of other evidence, with the final assessment resting with the judge based on the principle of independent evidence in civil procedural law.

This regulation, which requires all healthcare facilities to implement EMR by December 31, 2023, stemmed from the emergence of Health Ministerial Regulation No. 24 of 2022. Santosa Hospital, Bandung Kopo, has implemented EMR, but no research has been conducted on it. This study aimed to determine the effect of EMR implementation on service quality in the emergency unit at Santosa Hospital, Bandung Kopo. The research methods used were descriptive verification analysis and multiple linear regression analysis. Data collection used a questionnaire distributed to all emergency unit staff. The results of the descriptive analysis were generally considered very good. The results of the verification analysis, both partially, showed a negative and insignificant effect on system quality and service quality, while information quality and use statistics showed a positive and significant effect. Simultaneously, these positive and significant effects were proven, and the researchers recommend maintaining and further improving them.

This study aims to examine the influence of advertising appeal, influencer marketing, and online customer reviews on purchasing decisions in Tokopedia’s e-commerce platform. The research applied a quantitative method using survey questionnaires distributed to 109 Tokopedia users in Jakarta. Data were analyzed using path analysis with SmartPLS. The results indicate that advertising appeal and influencer marketing significantly and positively affect purchasing decisions, while online customer reviews show no significant impact. These findings suggest that Tokopedia consumers, particularly in electronic products, are more influenced by attractive advertising and influencer endorsements than by online reviews. The study is limited by its sample size, geographic scope, and product focus on electronics. Future research is recommended to expand respondents and product categories for broader insights.

Bagian Sistem peradilan pidana di Indonesia telah mengalami perubahan substansial sebagai akibat dari kemajuan teknologi informasi, terutama dengan diperkenalkannya Aplikasi Berkas Pidana Elektronik Terpadu (E-Berpadu). Tujuan penerapan sistem peradilan pidana elektronik ini adalah untuk mempromosikan gagasan keadilan yang cepat, mudah, dan terjangkau sekaligus meningkatkan efektivitas, akuntabilitas, dan transparansi proses persidangan. Namun pada kenyataannya, masih terdapat sejumlah masalah hukum, teknologi, dan sumber daya manusia dalam implementasi E-Berpadu di wilayah hukum Pengadilan Tinggi Medan. Tujuan penelitian ini adalah untuk mengatasi tantangan dan keterbatasan tersebut serta menawarkan solusi untuk meningkatkan implementasi sistem perdagangan elektronik.

Digital evolution in the pattern of social interaction of the community also has a significant influence on the dynamics of the national judicial system. The transformation covers all judicial sectors, both religious and public, especially related to the technique of presenting evidence in the litigation process. This research is carried out with normative legal methods and is descriptive analytical. The author utilizes secondary data obtained through library search, which is then processed with qualitative normative analysis techniques. The legitimacy of screenshots as evidence has been explicitly regulated in applicable regulations. Referring to the renewal of the ITE Law in Law Number 1 of 2024, Article 5 paragraph (1) affirms that electronic information and its printed results are recognized as valid evidence before the law. This study shows that normatively, screenshots have a strong legal position in the civil system. However, in the reality of the trial, this instrument is positioned as a free evidence (vrij bewijs), which means that the weight of the evidence is not absolute and depends on the judge's evaluation and conviction.

Penelitian ini menganalisis efektivitas hukum pelaksanaan lelang kendaraan dinas melalui Kantor Pelayanan Kekayaan Negara dan Lelang (KPKNL) dalam memperkuat transparansi pengelolaan aset pemerintah. Permasalahan penelitian difokuskan pada bagaimana implementasi empiris mekanisme lelang berkontribusi, apakah pelaksanaan telah memenuhi Peraturan Menteri Keuangan, serta faktor kelembagaan yang memengaruhi efektivitasnya. Penelitian ini bertujuan mengkaji kesesuaian antara kerangka regulatif dan praktik administratif dalam pelaksanaan lelang kendaraan dinas. Penelitian hukum empiris serta pendekatan kualitatif diaplikasikan sebagai metode dengan melaksanakan wawancara dan studi dokumen di KPKNL Madiun. Hasil penelitian menunjukkan bahwa penerapan lelang elektronik meningkatkan transparansi prosedural melalui keterbukaan informasi, mekanisme yang terstandar, dan proses yang dapat ditelusuri. Namun, transparansi substantif masih dipengaruhi oleh kesiapan administrasi, koordinasi antar instansi, serta literasi digital masyarakat. Dengan demikian, lelang kendaraan dinas efektif secara prosedural, tetapi memerlukan penguatan kelembagaan guna mewujudkan tata kelola aset yang transparan dan akuntabel secara optimal.

The development of information technology has transformed civil dispute resolution mechanisms in Indonesia, most notably through the issuance of Supreme Court Regulation (PERMA) Number 3 of 2022 on Electronic Mediation in Courts. Despite the normative framework it provides, the implementation of electronic mediation continues to face persistent challenges, particularly regarding limited digital infrastructure, low digital literacy among disputing parties, and insufficient technical capacity of mediators. More critically, when electronic mediation fails to produce a settlement agreement, the subsequent enforcement of civil court decisions encounters serious normative gaps not yet adequately addressed by existing legal instruments. This study aims to identify and analyze the causes of civil judgment enforcement failures arising in the context of failed electronic mediation under PERMA Number 3 of 2022, and to propose normative solutions for the identified regulatory gaps. Using a normative juridical method supported by statutory, conceptual, and case approaches, this study finds that the primary causes of enforcement failure include the absence of clear legal standards governing electronically signed peace deeds, weak synchronization between PERMA Number 3 of 2022 and civil procedural law on execution, and procedural obstacles in enforcing decisions that originate from electronic proceedings. This study recommends targeted regulatory reform to ensure that peace agreements resulting from electronic mediation carry unambiguous executorial force and that enforcement mechanisms are adapted to accommodate the distinctive characteristics of electronic dispute resolution.

Prescription service wait times are an indicator of pharmacy service quality that directly impacts patient satisfaction and the Hospital Minimum Service Standards (SPM). The Kraton Regional General Hospital in Pekalongan Regency has implemented an electronic prescribing system (e-prescribing) to improve efficiency and reduce prescribing errors. However, with prescription volumes reaching hundreds per day, periodic evaluation is necessary to ensure that services remain in compliance with standards. This study aims to evaluate the waiting time for electronic prescription services among outpatients at the Pharmacy Department of RSUD Kraton, Pekalongan Regency, and to compare it with the Ministry of Health’s standards. This is a descriptive observational study using a quantitative approach. The study sample consisted of 300 prescriptions (74 compounded prescriptions and 226 non-compounded prescriptions) selected via simple random sampling from medical records for the period August–October 2025. Research instruments included an observation sheet and an interview guide to support observational data. Data analysis was conducted descriptively to calculate the average service waiting time. The results showed that the average service time for non-compounded prescriptions was 7 minutes and 42 seconds, while for compounded prescriptions it reached 28 minutes and 11 seconds. All samples examined met the established waiting time standards, namely ≤30 minutes for non-compounded prescriptions and ≤60 minutes for compounded prescriptions, in accordance with Ministry of Health Regulation No. 4 of 2019 and Ministry of Health Decree No. 129/2008. The electronic prescription service at Kraton District General Hospital in Pekalongan Regency has been operating very efficiently and meets the Minimum Service Standards (SPM). The implementation of e-prescribing technology has significantly contributed to maintaining the speed and quality of pharmaceutical services on an ongoing basis.
