This research aims to analyze collaboration strategies in educational services and identify the challenges and implications of implementing collaborative governance at the District Education and Culture Regional Coordinator Office (Korwilcambidik) in Bener District, Purworejo Regency. The research method used is descriptive qualitative, with data collection techniques including interviews, observation, and document study. The research findings indicate that cross-sector collaboration between government, educational institutions, and the community serves as an adaptive strategy for improving the effectiveness of public services in the field of education. Although the collaboration has been successful, there are still obstacles such as the lack of a formal legal basis, low levels of trust between agencies, and differences in interests and limited resources. Factors such as collaborative leadership, open communication, and community participation play an important role in maintaining the sustainability of cross-sectoral cooperation. This research concludes that the implementation of collaborative governance in the education sector has the potential to become an effective, transparent, and sustainable model of government governance if supported by institutional commitment and a trust-based work culture.

This study aims to identify how e-government and competence affect employee performance at the Jambi City Regional Tax and Retribution Management Agency. This study is based on the fact that government agencies need to utilize information technology and improve their human resource capabilities to improve their work efficiency. The method used in this study is quantitative with multiple linear regression analysis techniques used. After the questionnaire was distributed to 54 members of the Jambi City BPPRD, the data were processed using the SPSS version 25 program. The results of the study indicate that e-government partially has a positive and significant influence on employee performance, and competence also partially has a positive and significant influence on employee performance at the Jambi City Regional Tax and Retribution Management Agency, and simultaneously, e-government and competence together provide a positive and significant influence on employee performance at the Jambi City Regional Tax and Retribution Management Agency.

Criminal offenses of theft are one of the most frequent forms of crime in society and have wide-ranging impacts, not only on the individual victim but also on legal order and social stability. This study aims to analyze the impact of theft offenses on legal order and social life, while also examining the role of criminal law in addressing such crimes. The research method used is qualitative with a descriptive approach through literature study, observation, and interviews with law enforcement officers and the public. The results of the study show that the prevalence of theft offenses can decrease public safety, weaken public trust in law enforcement agencies, and disturb social order and harmony. Furthermore, theft also leads to a decline in legal compliance and an increase in the potential for vigilante justice. Therefore, consistent, effective, and just law enforcement is required, along with increasing public legal awareness as efforts to maintain legal order and create a safe and orderly social life.

This study examines the implementation of the Minister of Marine Affairs and Fisheries Regulation Number 7 of 2024 concerning the Management of Lobster, Crab, and Blue Swimming Crab in East Kalimantan. As a strategic policy, the regulation aims to ensure sustainable fisheries management through provisions on minimum catch sizes, restocking mechanisms, traceability systems, and law enforcement against illegal fishing and trade. Using an empirical juridical approach, this research collected primary data through questionnaires distributed to fisheries officers, coastal communities, fishers, and aquaculture business actors in East Kalimantan. The results show that the implementation of Regulation No. 7/2024 is generally categorized as moderately effective, with an average Likert score indicating limited but positive compliance. Respondents acknowledged the importance of sustainability principles embedded in the regulation; however, significant challenges persist, including insufficient formal socialization, weak field monitoring, lack of supporting facilities, and inconsistent coordination among implementing agencies (BARANTIN, PSDKP, and local fisheries officers). Qualitative responses highlight that many stakeholders still lack understanding of technical provisions such as minimum size requirements and restocking obligations. The study concludes that while the regulatory framework is normatively comprehensive and aligned with sustainable fisheries principles, its practical effectiveness remains constrained by institutional and socio-cultural factors. Strengthening community engagement, increasing inter-agency coordination, and enhancing enforcement capacity are crucial to optimizing the policy’s impact on the sustainable management of lobster, crab, and blue swimming crab resources in East Kalimantan.

The practice of fishing using bombs (blast fishing) presents a serious threat to marine ecosystems and the sustainability of coastal communities' livelihoods. Law enforcement against these violations faces complex challenges, especially in large areas of water with limited fleet and patrol personnel. Perpetrators who move quickly and change locations, coupled with the lack of reports from the public due to fear or social ties, further complicate enforcement efforts. In addition, access to hidden locations and coordination between law enforcement agencies that are not optimal are also the main obstacles. Global studies confirm that the lack of effective law enforcement and adequate governance is a significant driver of these destructive practices, even beyond socio-economic factors. Therefore, a comprehensive strategy is needed that includes strengthening integrated marine patrols on a regular basis, imposing strict sanctions, increasing socialization of the dangers of fish bombs, and the active involvement of coastal communities as supervisors. A synergistic approach between law enforcement officials and local communities, combining prevention and joint management measures, is key to achieving effective marine conservation and sustainable management of fishery resources.

Public service reform in Indonesia increasingly emphasizes inter-agency collaboration as a mechanism to enhance administrative efficiency, service integration, and responsiveness to citizens’ needs; however, in many regions, including West Kotawaringin Regency, collaborative practices remain fragmented due to uneven human resource (HR) capacities, inconsistencies in standard operating procedures (SOPs), and limited technological integration across institutions. This study aims to examine the current state of HR collaboration, identify key barriers and enabling factors, and propose an integrated and adaptive HR collaboration model to strengthen public service delivery. Using a qualitative multi-case study approach, data were collected through semi-structured interviews with leaders and operational staff from multiple regional government agencies and analyzed using NVivo 15 to generate thematic coding and visual tools such as word clouds, hierarchy charts, and project maps. The findings indicate that current collaboration is largely transactional and administrative, exemplified by the physical co-location of agencies at the Public Service Mall (MPP) without effective systemic interoperability. Three critical themes emerged: gaps in HR distribution, competencies, and role clarity; structural and behavioral constraints including sectoral ego, SOP discrepancies, and limited digital integration; and opportunities to enhance collaboration through shared digital dashboards, inter-agency forums, and cross-functional HR mobility. Based on these results, the study proposes a three-pillar Integrated and Adaptive HR Collaboration Model comprising comprehensive digital integration, flexible HR competency sharing, and inclusive service co-creation involving community stakeholders, offering both theoretical contributions to collaborative governance and practical guidance for regional governments seeking to improve public service effectiveness.

The cigarette industry in Dawe District, Kudus, has been the backbone of the local economy for decades. However, this heavy dependence on a single industrial sector creates economic vulnerability, especially when production fluctuations or policy changes affect the tobacco industry. An economic empowerment program through agricultural entrepreneurship skills is highly relevant in this context. Modern agriculture using wick hydroponic technology and mini Nutrient Film Technique (NFT) offers an appropriate solution because it has characteristics that are suited to the geographic and socioeconomic conditions of the Dawe community. This PKM program has proven that economic empowerment through technology and skills transfer can be an effective strategy for increasing community income. Based on the results achieved, it is recommended to replicate similar programs in other areas with similar characteristics. Furthermore, ongoing monitoring and evaluation are necessary to ensure the sustainability of the businesses pioneered by participants. Collaboration with relevant agencies and microfinance institutions can strengthen participants' access to capital for broader business development.

Tanjungpinang City has been the capital of Riau Islands Province since 2002 based on Law Number 5 of 2001 concerning the Establishment of Tanjungpinang City, which also became the basis for the establishment of Riau Islands Province in 2002 through Law Number 25 of 2002 concerning the Establishment of Riau Islands Province. Tanjungpinang City has a very strategic location for tourism, as evidenced by the large number of foreign tourists visiting the city. However, infrastructure in Tanjungpinang City at that time seemed to be stagnant, unable to be developed further due to the lack of efforts from the local government. Responding to this phenomenon, the Riau Islands Provincial Government, through the Office of Public Works, Spatial Planning and Land (DPUPP), has stepped in as the government agency responsible for sustainable infrastructure development in the construction and planning of the Gurindam Dua Belas Area. This development and planning will involve all relevant sectors, especially agencies/OPDs that will work together in an integrated manner, as well as the involvement of the community and the private sector as investors in this area. This study aims to describe and analyze the role of the Riau Islands Provincial Public Works, Spatial Planning and Land Agency in Infrastructure Development in the Provincial Capital. The research method used was qualitative research with data collection techniques in the form of literature studies, interviews, and observations.

This article examines the typology and classification of regional government apparatus in Indonesia by analyzing their structure and functions within local governance. The study draws on recent theoretical literature (2020–2025) and legal frameworks to map how different types of regional apparatus such as executive agencies (“dinas”), supporting agencies (“badan daerah”), secretariat, inspectorate, and territorial units are organized and classified. Using a normative-juridical and conceptual approach, the paper reviews relevant laws, regulations, and academic studies to identify patterns of structural typology and functional differentiation within local governments. The findings reveal that many local governments still apply structural-heavy models rather than functionally tailored organizations, leading to excessive bureaucracy and inefficiency. The analysis suggests that a clearer classification aligned with functional roles can improve governance effectiveness and administrative efficiency. The article concludes by recommending that local governments re-evaluate their organizational structures to better reflect the functional needs of governance, rather than merely replicate structural models.

The issue of street vendors (PKL) in Sidoarjo Regency, particularly in the Gading Fajar area, has become a significant concern as it relates to public order, the use of public space, and the economic dynamics of small communities. To address these challenges, the Sidoarjo Regency Government enacted Regional Regulation Number 3 of 2016 as the legal basis for structuring and empowering PKL. This study examines how the regulation is implemented in practice and evaluates its effectiveness using a qualitative descriptive method through interviews, observations, and documentation, analyzed with Leo Agustino’s policy evaluation model, which assesses five key aspects: administrative resources, institutional coordination, infrastructure and technology, financial support, and regulatory adequacy. The findings show that the implementation of the regulation has not yet reached optimal performance, as limited socialization, insufficient personnel, weak coordination among agencies, inadequate supporting facilities, and low compliance with zoning rules hinder the achievement of policy objectives. These issues are reflected in the continued presence of PKL operating in non-designated areas despite clear regulatory provisions. Therefore, strengthening institutional capacity, improving facilities, enhancing enforcement consistency, and developing more operational technical guidelines are essential to ensure more effective and sustainable management and empowerment of street vendors in Sidoarjo Regency.

This study is motivated by the high frequency and significant impacts of flooding in Indonesia, particularly the recurrent flooding of the Kali Lamong River in Gresik Regency, which causes substantial socio-economic losses each year. Although disaster management is normatively regulated by national policies, its effectiveness depends largely on collaborative governance among multiple actors. This study aims to analyze the practice of collaborative governance in flood mitigation in Gresik Regency using the model of Weber, Lovrich, and Gaffney (2005), which includes vertical, horizontal, and partnership dimensions, and to identify the key challenges that hinder its implementation. A descriptive qualitative approach was employed in flood-affected areas along the Kali Lamong River, involving BPBD, DPUTR, sub-district governments, village authorities, and local communities through interviews, observations, and document analysis. The findings reveal that collaboration has been established and functions relatively well, particularly in hierarchical coordination, division of roles among government agencies, strengthening of Destana, KENCANA, and SPAB programs, as well as CSR involvement and community participation all contributing to reduced flood duration. However, the implementation of collaborative governance remains constrained by slow land acquisition and infrastructure development, a predominantly reactive orientation, suboptimal early-warning systems between upstream and downstream areas, and uneven support from the private sector and academia. The study concludes that strengthening collaborative mechanisms and accelerating the resolution of structural barriers are essential to achieve more sustainable flood mitigation efforts in Gresik.

This research examines the strengthening of inter-agency collaboration through an integrated implementation model in the social rehabilitation program for people with physical disabilities at UPT Bina Daksa Pasuruan, East Java, Indonesia. The social rehabilitation program for persons with disabilities faces significant challenges in coordination, resource allocation, and service integration among multiple stakeholders, including government agencies, non-governmental organisations, and community groups. This study employs a qualitative case study design, using in-depth interviews, focus group discussions, and document analysis to collect data from program implementers, beneficiaries, and related stakeholders. The findings reveal that effective inter-agency collaboration requires five key elements: shared vision and goals, clear communication channels, adequate mechanisms for resource sharing, strong leadership commitment, and continuous monitoring and evaluation systems. The integrated implementation model developed in this study emphasises horizontal and vertical coordination, participatory planning, capacity building initiatives, and community empowerment strategies. The results demonstrate that strengthening inter-agency collaboration through this integrated model significantly improves program effectiveness, service quality, and beneficiary satisfaction. This research contributes to the theoretical understanding of collaborative governance in disability services and provides practical recommendations for policymakers and practitioners in developing countries

This study aims to explore the institutional governance and collaboration mechanisms at Indonesia's entry points, emphasising both formal arrangements, such as Memoranda of Understanding, and informal communication channels that facilitate daily operations among Immigration, Customs, Port Authorities, Law Enforcement, and Health Agencies. The research employed qualitative methods, including interviews, observations, and document analysis, grounded in Policy Network theory, to analyse the dynamics of institutional collaboration at entry points. The findings highlight that border oversight effectiveness hinges on inter-agency synergy quality, trust, and the ability to overcome technical and procedural barriers, whilst significant challenges include technological disparity, particularly incompatible data platforms hampering real-time information sharing, and silo mentalities driven by security concerns that impede operational harmonisation, resulting in delays and inefficiencies. Trust mechanisms such as informal communication groups, regular meetings, and leadership support significantly improve coordination and operational performance. The study concludes that sustainable and adaptive governance models characterised by mutual trust, effective communication, and technological integration are essential for enhancing border security and facilitating legal movement. The research underscores the importance of integrating technological systems to ensure interoperability, developing clear cross-agency SOPs, and fostering a collaborative culture that prioritises shared goals over organisational ego. Strengthening institutional collaboration at border crossings will bolster Indonesia's national security, economic growth, and international reputation, and contribute to resilient, efficient border management systems capable of addressing contemporary threats.

Beef cattle are a strategic commodity in supporting animal food security and strengthening the regional economy.West Kutai Regency has significant potential for beef cattle development, but is not yet supported by targeted, data-driven livestock planning. This study aims to identify base and non-base areas for beef cattle and map priority zoning for beef cattle center development through the integration of Location Quotient (LQ) and Geographic Information Sistem (GIS) analysis. The study was conducted from April to October 2025 using primary data from field observations and secondary data from relevant agencies. LQ analysis was employed to assess the level of specialization within the beef cattle population at the sub-district level, while GIS spatial analysis was utilized to integrate the LQ results with information on land use and regional accessibility networks. The results showed that of the 16 sub-districts, five are base areas (LQ > 1): Long Iram, Sekolaq Darat, Linggang Bigung, Nyuatan, and Penyinggahan, with Long Iram having the highest LQ value (2.79). The integration of LQ results and spatial modeling resulted in a priority zoning map that highlighted the primary concentration of beef cattle development in areas with high livestock populations, adequate accessibility, and available cultivation space. This study emphasizes the significance of quantitative and spatial approaches in livestock spatial planning, thereby supporting the development of sustainable beef cattle centers in West Kutai Regency.

Leadership plays a crucial role in realizing digital transformation. Leaders who possess the ability to lead and utilize technology are called digital leaders. The era of information technology development, artificial intelligence, and the use of big data in the government sector will help improve services and accelerate work. The purpose of this study is to determine the role of digital leadership in digital transformation in the government sector. The research method used is a qualitative method with a literature study approach. The results show that the role of digital leadership is crucial in realizing digital transformation. By utilizing information technology, work processes in the government sector will be increasingly facilitated. In addition, the use of big data will simplify the decision-making process by leaders. Digital leadership also influences organizational culture, creating an environment that is more adaptive to technological changes. This enables government organizations to innovate more quickly in facing global challenges and increase operational efficiency. Furthermore, digital leadership also encourages collaboration between government agencies to achieve the common goal of accelerating digital transformation.

The Family Hope Program (PKH) is one of the main instruments of social protection policies in Indonesia that aims to reduce poverty through conditional social assistance. However, in its implementation, this program still faces various problems related to the accuracy of the aid distribution targets, especially in urban areas such as Jagakarsa District, South Jakarta. This study aims to analyze various problems in the distribution of PKH social assistance, assess their impact on the effectiveness of poverty alleviation, and identify strategies that can ensure targeted assistance. The approach used is qualitative descriptive with a case study method, through data collection techniques in the form of in-depth interviews, participatory observations, and documentation of PKH companions, Beneficiary Families (KPM), and village officials in Jagakarsa District. The results of the study show that although PKH has provided real benefits for most KPMs, its implementation is still constrained by inaccurate data, limited capacity of companions, low digital literacy, and weak coordination between agencies. On the other hand, targeted distribution of assistance has been proven to increase access to education and health, improve household economic conditions, and encourage behavioral changes towards independence. Therefore, an integrated strategy is needed including strengthening the capacity of social companions, digitizing the distribution system, active community participation, and local culture-based empowerment education to ensure the long-term effectiveness of PKH in reducing poverty rates.

This study aims to analyze Article 445 paragraph (1) of the Indonesian Criminal Code (KUHP) Number 1 of 2023, which regulates the criminal act of eloping with a young woman. The provision is considered to be in tension with the social and cultural realities of Indonesian society, particularly the people of Lombok who practice the merariq tradition. Merariq is an ancestral customary practice within marriage rituals involving the consensual elopement of the prospective bride as an integral part of the marriage process. This research uses Lawrence M. Friedman’s legal system theory, which examines three main components of law: (1) the substance of law—normative provisions contained in legislation; (2) the structure of law institutions and law enforcement agencies; and (3) the legal culture values, attitudes, and behavior of society toward law. This study is a normative legal research that treats law as norms, principles, doctrines, and rules. The primary legal material is Article 445 paragraph (1) of the Indonesian Criminal Code. The findings indicate that, from the perspective of legal substance, the article remains ambiguous. Its formulation potentially conflicts with Indonesia’s legal culture, which in practice prioritizes familial and traditional mechanisms for resolving private conflicts. Based on these findings, this study recommends a reformulation of the legal substance to make it more responsive to the socio-cultural context. The reformulation should be grounded in the principles of ultimum remedium and restorative justice, providing space for customary law and local culture as legitimate mechanisms to resolve private disputes. This approach is expected to reduce the disproportionate use of imprisonment and position criminal sanctions as a last resort in law enforcement.

This research intends to examine the application of good governance principles in non-formal education services at the Sidoarjo District Education and Culture Office, concentrating on accountability, transparency, participation, and institutional responsiveness. The study is based on the necessity for effective governance to guarantee quality, fairness, and efficiency in educational services reaching broader communities. A case study approach using qualitative methods was utilized, involving key informants like the head of the non-formal education division, managers of training centers, tutors, and students. Data were gathered via in-depth interviews, field observations, and documentation, then analyzed thematically to uncover implementation patterns and difficulties. The findings show that accountability has been reinforced through organized program assessments and reporting, whereas transparency has enhanced through improved access to public data. Nonetheless, coordination among agencies and the capacity of human resources continue to be major obstacles. Engagement and reactivity have demonstrated improvement, yet demand enhanced integration of digital systems. The research finds that effective good governance execution depends on the collaboration of policy, technology, and various stakeholders. Suggestions highlight the need for strengthening officials' capabilities and creating cohesive education information systems to foster more responsible and inclusive governance.

This study analyzes the practice of staple food price manipulation at Cik Puan Market in Pekanbaru, which is alleged to be carried out by a group of traders through stockpiling, supply coordination, and price regulation that could potentially cause market distortions. This phenomenon has led to unreasonable price increases in strategic commodities such as chili, onions, rice, cooking oil, and chicken, thereby negatively affecting consumers and regional economic stability. This research uses a normative juridical approach with descriptive qualitative analysis methods, supported by empirical data from local government reports, official news, and findings from trade department supervision. The results of the study indicate that these price manipulation practices are in violation of Articles 5, 11, and 19 of Law No. 5 of 1999 about Consumer Protection. This study emphasizes that the weak supervision of the supply chain in traditional markets, as well as the minimal coordination between agencies, causes price manipulation practices to continue repeatedly. It is necessary to strengthen law enforcement, ensure transparency in the distribution of basic necessities, and enhance the role of local governments and the KPPU in order to create stable, competitive, and fair prices for the public.

This study aims to analyze the influence of vocational education in vocational high schools, the number of educators, and the number of educational units on economic growth, particularly in vocational education in vocational high schools in districts or cities in East Java that have participated in education in both the formal and informal sectors in 38 districts or cities in East Java from 2019 to 2023. The research method used is a quantitative approach with data collection through secondary written sources or existing documents from relevant agencies, such as the Directorate General of Early Childhood Education, Basic and Secondary Education, the Central Statistics Agency of East Java Province, and the Ministry of Basic and Secondary Education. The dependent and independent variables were collected from thirty-eight districts and cities in East Java Province during the period 2019–2023. The analysis results indicate that Vocational Education has a significant impact on Economic Growth, with a significance value of 0.000 and a calculated t-value of 1.463392. Additionally, the Number of Educators shows a significant influence on Economic Growth, with a significance value of 0.000 and a calculated t-value of 7.710562. Furthermore, the number of educational institutions has a significant influence on economic growth, with a significance value of 0.000 and a t-value of 6.596880. The coefficient of determination (R²) indicates that 71.28% of the variation in economic growth can be explained by these three independent variables. This study concludes that both Vocational Education at SMK, the Number of Educators, and the Number of Educational Units play a significant role in influencing Economic Growth across all Vocational Education at SMK in the districts or cities of East Java.
