In Surabaya City, the City Government through the Transportation Agency developed the Suroboyo Bus and Trans Semanggi programs to address traffic congestion, limited public transportation, and the need for safe, comfortable, and environmentally friendly transportation. However, complaints are still found regarding limited facilities, irregular schedules, and suboptimal communication services, so that service performance evaluation is needed from the user's perspective. This study aims to analyze the performance of Suroboyo Bus and Trans Semanggi public transportation services at the Surabaya City Transportation Agency using five public service performance indicators according to Dwiyanto et al. (2021), namely productivity, service quality, responsiveness, responsibility, and accountability. The approach used is quantitative with the Importance Performance Analysis (IPA) method. The results of the study show an average expectation score (importance) of 4.18 and a reality score (performance) of 3.86 with an overall gap of -0.32, which means that the performance of Suroboyo Bus and Trans Semanggi services still does not meet public expectations. Through the IPA mapping, three attributes are in Quadrant I (high priority): the friendly and professional attitude of staff, the adequacy of on-board facilities, and the transparency of official information regarding schedules and service changes. A total of 13 attributes are in Quadrant II (maintained), 13 attributes in Quadrant III (low priority), and one attribute in Quadrant IV (excessive).

Drug stock-outs are an indicator of pharmaceutical management failure that directly affects patient safety and the quality of hospital services. Gatoel Hospital Mojokerto experienced an increase in the percentage of drug debt from 3.14% in January to 6.20% in July 2025, with 1,607 patients affected. This study aims to identify the factors causing drug stock-outs and formulate preventive strategies through the optimization of the Minimum-Maximum Stock Level (MMSL) system based on the Hospital Information System. A mixed-method approach was used, combining secondary data analysis (January–July 2025) and in-depth interviews. Fishbone analysis was applied to identify root causes, USG analysis to determine priorities, and SWOT analysis to formulate intervention strategies. Priority drug classification was carried out using the ABC-VEN method. The intervention involved implementing an MMSL pilot project for 150 drug items under Pareto category A. The analysis identified six dimensions of stock-out causes: man, materials, methods, machines, measurement, and environment. The highest priority issue was drug demand forecasting based on historical data (USG score: 125). SWOT analysis placed the organization in quadrant II, recommending a Weakness-Opportunities (WO) strategy. MMSL implementation was initiated through the development of SOPs and the entry of 150 priority drug items into the system. Drug stock-outs are caused by multifactorial issues that require systemic intervention. MMSL optimization has the potential to serve as a long-term solution, provided there is expanded coverage, strengthened human resource capacity, and comprehensive system integration.

Marketing plays a vital role in enhancing business competitiveness, particularly in dynamic market environments. This study investigates the implementation of the marketing mix strategy (7P) in AD Produksi, a garment manufacturing business in Malang specializing in ready-to-wear clothing. The objective is to identify suitable pricing and promotional strategies to address recent sales stagnation. A qualitative descriptive method was employed, using interviews, observations, and documentation as data collection techniques. The analysis was conducted using a SWOT framework to determine a more effective marketing strategy. The findings reveal that AD Produksi's business falls into SWOT quadrant III, indicating the need to minimize internal weaknesses while leveraging external opportunities. The study recommends adopting competitive and flexible pricing strategies, such as volume discounts and bundled offers. In terms of promotion, the use of social media platforms like Instagram and TikTok, alongside e-commerce platforms such as Shopee, is crucial for enhancing product visibility. Allocating budgets for digital advertising is also suggested to maximize promotional impact. The research implies that aligning pricing with competitor analysis, utilizing technology to boost efficiency, and strengthening brand presence through optimized digital marketing are essential for AD Produksi’s business growth.

Rubber productivity is very important for the life and welfare of rubber farmers in Pangkalan Balai Sub-district, Banyuasin, where most of the population is rubber farmers. In this study, SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis was used to analyze the influence of the internal and external environment of rubber farmers that affect the strategies used to increase rubber productivity in Pangkalan Balai Sub-district. This study used a descriptive-qualitative method by conducting interviews with 10 rubber farmers spread across Pangkalan Balai Sub-district. The results of this study are known based on IFAS and EFAS and the SWOT matrix is ​​in quadrant III, namely using a defensive strategy. The implications of this study are used to increase rubber productivity in Pangkalan Balai Sub-district, namely by synergizing with the local government with a defensive strategy.

This research delves into strategies aimed at enhancing occupational safety and health practices within pilotage operations at Semayang Port, operated by PT. Pelindo Balikpapan. Given the inherently high-risk nature of port activities, particularly pilotage, ensuring the safety and well-being of workers is paramount. This research is motivated by the imperative to curtail workplace incidents and bolster operational efficiency through the implementation of robust strategies. A SWOT analysis was employed to comprehensively assess the strengths, weaknesses, opportunities, and threats inherent in the port's existing occupational safety and health system. The findings of this analysis revealed that a 'Turn Around' strategy, situated in Quadrant II of the SWOT matrix, presents the most viable course of action. This strategy effectively leverages external opportunities to mitigate internal weaknesses, thereby optimizing the overall safety and health posture. By adopting the 'Turn Around' strategy, PT. Pelindo Balikpapan is poised to elevate the standards of occupational safety and health within its pilotage operations at Semayang Port. Consequently, this is expected to lead to a reduction in accidents and a commensurate improvement in overall operational performance.

The Regional Government of Asahan Regency has a Healthy Asahan Program committed to creating conditions in Asahan Regency that are clean, comfortable, safe and healthy for residents to live in, which is achieved through the existence of hospitals that are able to provide services according to standards. The ratio of beds to population in Asahan Regency in 2022 is 1.03. The aim of the research is to see future hospital market opportunities in an effort to help the Asahan Sehat Regional Government's Healthy Program of Asahan Regency. We used a convergent parallel mixed methods design, in which qualitative and quantitative data were collected simultaneously. This research was conducted from April 2023 to July 2023. Research data was collected from 5 hospitals in Asahan Regency (H.Abdul Manan Simatupang Hospital, Ibu Kartini Hospital, Bunda Mulia Hospital, Permata Hati Hospital, and Seger Waras Hospital), Central Bureau of Statistics and the Asahan District Health Service. Data was analyzed using SWOT and the hospital's position was determined using SWOT scoring. The SWOT analysis shows that the existence of the new hospital in Asahan Regency is in Quadrant II, meaning that the future hospital has the opportunity to develop in Asahan Regency by minimizing weaknesses. Aspects of hospital location, service/market needs, infrastructure and competitive aspects must be the main focus.

This research aims to formulate a social forestry management strategy for HKm Sulian Besar in Keban Jati Village, Air Nipis District, South Bengkulu Regency. This research was carried out from July to August 2024 in Keban Jati Village, Air Nipis District, South Bengkulu Regency, Bengkulu Province. The research location was carried out in the Sulian Besar Community Forest. This research uses a combination method (mixed) dominantly qualitative and less dominantly quantitative. To recommend strategies for community forest management (HKm) that have achieved economic, social and ecological and institutional benefits by identifying using SWOT analysis to analyze various factors systematically. The position of the community forest management strategy in HKm Sulian Besar, Keban Jati Village, Air Nipis District, South Bengkulu Regency is in quadrant III, namely the turn around strategy where the implementation of the social forestry program of the community forest scheme has great opportunities but there are internal weaknesses so you have to choose the right strategy so that weaknesses are not reduce the odds. Alternative strategies that can be implemented include restructuring group institutions, increasing institutional, technical and marketing capacity, improving cultivation patterns and conducting effective NTFP marketing.

The formulation of the problem in this research is how does the mapping of local tax potential in Sikka Regency based on leading sources, potential sources, developing sources, and underdeveloped sources? This research aimed to determine the mapping of local tax potential in Sikka Regency based on leading, potential, developing, and underdeveloped sources. Research methods used in data collection were interviews and documentation. The data analysis technique was quantitative descriptive analysis using Klassen Typology analysis. The results of the research concluded that of the ten sources of local tax revenue in Sikka Regency included in quadrant I (leading sources) there were no sources of local tax revenue included in the leading sources because the ten sources of local tax revenue lack of potential revenue and the ability to manage high potential. Quadrant II (developing sources) were entertainment tax and billboard tax, where the government has high revenue potential but had the ability to manage low potential. Quadrant III ( potential sources) were road lighting tax, rual-urban land and building tax, and acquisition duty on land building where the government had low potential but had a high capacity to manage. Those included in quadrant IV (underdeveloped sources) were hotel tax, restaurant tax, parking tax, groundwater tax, and non-meltallic mineral and rock tax. That five sources were lack potential revenue and the ability to manage high potential.
