The Cash on Delivery (COD) system is one of the payment methods frequently used in online buying and selling transactions, where consumers pay for ordered products upon receipt of the goods. Although it provides convenience, this system often causes problems, especially related to transaction cancellations by consumers after the delivery process has been carried out by business actors. This research examines how the regulation and allocation of risk for goods return in the COD system according to the Civil Code and the forms of legal protection provided to business actors against the risk of goods return in the COD system according to Law Number 8 of 1999 concerning Consumer Protection. The method used in this research is normative, supplemented by literature study results such as legislation. The results show that the Civil Code recognizes the concept of risk as a legal consequence related to the possibility of losses on the object of the agreement, and legal protection for business actors is divided into preventive legal protection and repressive legal protection.

Perjanjian kredit antara lembaga perbankan dan pelaku usaha mikro, kecil, dan menengah (UMKM) merupakan instrumen penting dalam mendukung pertumbuhan ekonomi. Namun, dalam praktiknya, tidak jarang terjadi wanprestasi dari pihak debitur  yang  berdampak  pada  hubungan  hukum  dan keberlangsungan  usaha.  Penelitian  ini  bertujuan  untuk mengkaji: 1) bagaimana proses pengajuan dan pelaksanaan perjanjian kredit antara Bank BRI dan UMKM Konveksi Parasit di Daerah Istimewa Yogyakarta; 2) apa saja faktor yang menyebabkan terjadinya wanprestasi oleh debitur; dan 3) bagaimana mekanisme penyelesaian wanprestasi yang dilakukan oleh pihak bank. Metode penelitian yang digunakan adalah pendekatan yuridis normatif yang didukung oleh data primer. Spesifikasi penelitian bersifat deskriptif analitis dengan jenis dan sumber data berupa data sekunder yang diperoleh melalui studi pustaka, serta data primer yang diperoleh melalui wawancara dengan pihak terkait. Teknik analisis data dilakukan secara kualitatif untuk menginterpretasikan norma hukum dan fakta empiris secara sistematis. Hasil penelitian menunjukkan bahwa: 1) proses pengajuan kredit dilakukan melalui prosedur formal dengan dokumen pendukung yang sah, dan dituangkan dalam Surat Pengakuan Hutang; 2) wanprestasi terjadi karena kombinasi faktor internal seperti pengelolaan usaha yang kurang optimal dan faktor eksternal seperti penurunan permintaan pasar; dan 3) penyelesaian wanprestasi dilakukan melalui eksekusi agunan, pelaporan ke otoritas keuangan, serta pendekatan persuasif seperti restrukturisasi kredit. Penelitian ini menegaskan pentingnya edukasi hukum bagi pelaku UMKM dan penerapan prinsip keadilan dalam penyelesaian sengketa kredit.

This research is motivated by the importance of business licensing in the trade of goods and services sector as an instrument of legality, supervision, and legal protection; however, its implementation still faces gaps between normative regulations and practices in the field. The purpose of this study is to analyze the level of business actors’ compliance with licensing obligations, identify obstacles in the implementation of risk-based licensing policies, and evaluate their impact on compliance. The method used is library research with a normative juridical approach, through an examination of primary legal materials in the form of laws and related regulations, as well as secondary and tertiary legal materials from scientific literature. The results show that the effectiveness of risk-based licensing policies has not been optimally achieved due to low legal literacy, limited digital understanding, and the perception that licenses are merely a formality, causing many business actors to neglect administrative obligations. This condition illustrates the existence of a gap between regulatory objectives and implementation practices. These findings emphasize the need for procedural simplification, intensified socialization, and strengthened technical assistance so that licensing policies become more responsive to the needs of business actors, while simultaneously encouraging compliance and enhancing national economic competitiveness.

This study aims to analyze implementation of digital advertising licensing in Yogyakarta City based on Regional Regulation Number 6 of 2022 and to identify challenges faced in the process. Research employs a normative juridical approach with qualitative methods. Legislative approach examines regulations such as the 1945 Constitution, Law No. 1 of 2024 on Electronic Information and Transactions, Regional Regulation No. 6 of 2022, while the conceptual approach analyzes authority, supervision, legal compliance. Bahan hukum were collected through interviews, observations, document studies, analyzed qualitatively via bahan hukum reduction, narrative presentation, conclusion drawing. The findings indicate digital advertising licensing in Yogyakarta City has a robust legal foundation, but implementation is hindered by low compliance among business actors (31.9% of digital advertisements were unlicensed in 2024), complex procedures, and inadequate coordination among agencies such as DPMPTSP, BPKAD, and Satpol PP. Key challenges include unclear technical regulations, overlapping authorities, limited monitoring technology, and low legal awareness among business actors due to high licensing costs. Study recommends revising Regional Regulation, digitizing licensing system through OSS, strengthening inter-agency coordination, conducting socialization programs to enhance compliance, thereby supporting orderliness, city aesthetics, increased local revenue, legal certainty. These measures can strengthen Yogyakarta’s efficient and harmonious digital advertising governance.

The skincare industry is growing very rapidly along with increasing public awareness of the importance of proper skin care. However, in marketing their products, many business actors make exaggerated claims regarding product benefits that are often not supported by facts or scientific evidence. The study aims to analyze the application of consumer legal protection in overclaiming actions carried out by business actors on skincare products from the perspective of Law Number 8 of 1999 concerning Consumer Protection. The research method applied is the normative juridical method with a statutory approach and a conceptual approach. In this study, the practice of overclaiming carried out by business actors on skincare products is contrary to applicable legal provisions, namely Articles 8 and 10 of the Consumer Protection Law. These articles prohibit business actors from providing misleading information about a product and violate consumer rights as defined in Article 4 of the Consumer Protection Law. Although normatively the law has provided sufficient protection for consumers, its implementation in the field still faces many challenges. Supervision from the government and related institutions such as the BPOM is very necessary to ensure business actors' compliance with applicable regulations. Firm and consistent law enforcement is also needed to make business actors more responsible in providing information to consumers and to foster healthy and ethical skincare industry climate.

Micro, Small, and Medium Enterprises (MSMEs) play a strategic role in supporting the growth and stability of the national economy (Endra et al., 2024), particularly in the ever-expanding culinary sector. However, MSMEs often face challenges in creating visually appealing and professional promotional elements. One example is BentoDay, a food business in West Jakarta that still relies on simple promotions through social media without optimal content packaging. This activity aims to improve the digital promotional capacity of MSMEs through a training and mentoring program focused on creating logos and product catalogs using Canva. Canva is a digital-based visual design tool that is easy to use, even for beginners, to create content such as posters, banners, and social media promotional materials (Akbar et al., n.d.). This training was conducted through a series of activities, starting with initial observation, direct training, intensive mentoring, and evaluation of participants' designs. The results showed that participants were able to independently produce promotional materials, such as logos and product catalogs, with more attractive and consistent designs. In addition to improving design skills, this training also had a positive impact on MSMEs' digital marketing strategies. Good visual design has been shown to increase consumer appeal and product sales. Thus, mastering digital skills is crucial for strengthening brand identity and expanding market reach (Andari, Sari, & Hidayat, 2025). The use of Canva has proven effective in supporting the digital promotional transformation of MSMEs to become more competitive in the digital era.

The practice of overclaiming in the skincare industry, particularly through e-commerce platforms, has emerged as a critical concern in the realm of consumer protection law. Misleading product claims, especially regarding active ingredients such as retinol, can not only compromise consumer trust but also pose health risks. This study aims to analyze the legal responsibility of business actors in cases of exaggerated product claims, with a focus on the ElsheSkin case, in which the retinol content was scientifically proven to differ significantly from what was stated on the product label. Employing a juridical-normative and descriptive-analytical approach, this study uses secondary data derived from relevant legislation, expert commentary, regulatory standards, and digital media content. The findings indicate that ElsheSkin’s mislabeling constitutes a violation of the principle of transparency and the right of consumers to obtain accurate product information as regulated in Indonesian consumer protection law, particularly Law No. 8 of 1999. Despite the violation, ElsheSkin displayed a degree of legal and ethical responsibility by conducting a product recall, offering compensation to affected consumers, issuing a public apology, and initiating improvements to internal quality control mechanisms. The case underscores the urgent need for stronger regulatory oversight in the digital marketplace, especially in the skincare sector, where scientific claims can be easily manipulated for marketing gain. It also emphasizes the importance of enhancing public awareness and education regarding product ingredients and their actual effects. In conclusion, while business actors are legally bound to ensure the accuracy of product information, there must also be a collaborative effort between regulators, companies, and consumers to create a more transparent and trustworthy digital commercial environment.

The increasing trend in skincare usage, particularly whitening products, has led many business actors to market their products extensively without regard for legal compliance. One notable issue is the circulation of blue-label skincare products, which should only be provided with a doctor's prescription. The research employs a normative juridical method with a qualitative approach, utilizing interviews and literature study. The findings reveal that legal protection for consumers in the use of blue-label skincare products remains suboptimal. These products often contain active ingredients such as corticosteroids or antibiotics, which should only be used under a doctor's prescription and supervision. However, in practice, many business actors continue to sell them freely via online marketplaces and social media platforms. This not only violates BPOM regulations and health laws but also poses a direct threat to consumer safety. Furthermore, business accountability is still lacking, as evidenced by the insufficient transparency regarding product content, usage instructions, and distribution permits.

The community service program (PKM) carried out for women entrepreneurs in Klinting Village, Somagede District, Banyumas Regency. The program mainly aims to improve community understanding of business financial management and increase access to capital in formal financial institutions. The objectives of the PKM are achieved through socialization on business financial management and strategies for obtaining efficient capital in formal financial institutions as well as simple bookkeeping training. Through these PKM activities, the awareness of women entrepreneurs in Klinting Village about the importance of effective business financial management and financial records is expectedly increased. Women entrepreneurs were given insight into external capital sources from formal institutions, namely banks, and were introduced to effective strategies for obtaining capital from banks. In addition, entrepreneurs in Klinting Village also gain insight into the risks of informal and illegal loans, as well as how to utilize financial technology, such as digital wallets, to support their business operations. This program is expected to be able to reduce the dependence of women entrepreneurs on informal loans, encourage business sustainability, and build economic independence for the Klinting Village community. In the long term, this program has the potential to strengthen family economic stability while creating inclusive and sustainable business growth

The rapid development of technology and industry has significantly impacted the trade sector. However, this progress also brings challenges, such as the phenomenon of adulterated goods sales by business actors. This phenomenon has detrimental effects on consumers and business actors who operate in good faith. This research aims to identify the forms of legal protection offered by Law No. 8 of 1999 concerning Consumer Protection for business actors and consumers in the context of adulterated goods sales. The research method used is normative legal research by examining literature or secondary data to find legal rules, principles, and doctrines. The findings indicate that legal protection can be achieved through dispute resolution both in court and out of court. Business actors and consumers can file criminal charges against business actors selling adulterated goods. In addition to criminal charges, consumers can also sue business actors selling adulterated goods through institutions responsible for resolving disputes between consumers and business actors.

This study aims to (1) find out the role of business actors in making misleading promotions according to Law Number 8 of 1999 concerning Consumer Protection, and (2) to find out the legal protection for consumers in Kupang City against misleading information provided by business actors through product promotion based on Law Number 8 of 1999 concerning Consumer Protection. This study uses an empirical judiciary method using primary data and secondary data. The results of the study show that (1) The role of business actors in making misleading advertising promotions is depicted in practices such as false advertising, deceptive practices, and fraudulent advertising. Business actors have a role in creating advertisements that do not match reality, providing incorrect information, and manipulating consumers to make purchase decisions without correct information. The impact includes harming consumers, damaging market integrity, and potentially harming the overall business image. Mistakes in this kind of marketing practice not only violate consumer protection laws, but can also shake consumer trust and affect market fairness and integrity, and (2) In the face of misleading information from business actors through product promotion in Kupang City, legal protection for consumers is essential, especially with reference to Law Number 8 of 1999 concerning Consumer Protection. This law provides a legal basis to protect consumers from dishonest and harmful advertising practices. By emphasizing principles such as benefits, fairness, balance, security, consumer safety, and legal certainty, the Act creates a foundation for consumer protection.

The increase in cooking oil as a staple food is certainly detrimental to consumers, especially consumers from the lower middle class, after the problem of scarcity of cooking oil occurred in Indonesia and various policies to adjust the price of cooking oil carried out by the government, provide evidence that the urgency of the price of cooking oil has an impact on society. This research aims to find out and explain the causes of the increase in cooking oil prices carried out by shop entrepreneurs in West Sabu sub-district, Sabu Raijua Regency. The research method used is that this research is included in empirical legal research, namely a legal research method that attempts to see the law in a real sense or can be said to see, examine how law works in society, which then uses a research approach, a qualitative type of approach. The research results show that legal protection for consumers can be carried out by resolving disputes in court and outside of court. Every consumer who is harmed can sue business actors through institutions tasked with resolving disputes between consumers and business actors or through courts within the general court environment and the government also plays an important role in efforts to protect consumers legally. The form of consumer protection provided is by issuing laws and government regulations, where the implementation of statutory regulations is then carried out by supervising the implementation of these regulationsto be able to socialize it to the public and there is also a need for supervision carried out by the government on business actors.

This research aims to find out how business actors fulfill their responsibilities on drinking water quality standards. This research is empirical research because it places primary data in the community as the main data, which is analyzed descriptively. The results of the research show that the factors influencing the fulfillment of the legal responsibilities of drinking water depot refill business actors regarding drinking water quality standards in the city of Gorontalo are the lack of public knowledge and understanding regarding the quality of healthy drinking water, as well as what rights they can obtain regarding the existence of a business offered; and weak supervision and provision of sanctions, which are still minimally carried out by the competent authorities. This means that supervision of the location of refill drinking water depots is still minimal, and sanctions have not been strictly enforced.

This research aims to analyze the form of protection for joint assets and the rights of each party in the marriage agreement as well as the implications of the marriage agreement for husband and wife in limited partnership (CV) businesses. The research method used by the researcher is normative research with prescriptive research characteristics whose research approach is a statutory approach and a case approach. The data collection technique used is literature study, with the syllogism method and deductive thinking as an analysis technique. The results of the research highlight the role of marriage agreements as a form of protection not only for joint assets but also the rights of husband and wife business actors, especially CVs. Apart from that, it was also found that the marriage agreement was a form of protection from the risks associated with the CV business.

Each business actor, particularly in economic activities, should always be prepared for the possibility of disagreements that may arise at any point in the future. Here, the business actor will select the form of dispute resolution that best fits their requirements. This study employed a normative juridical research methodology that combines a doctrinal and statutory regulation approach. This study concludes that arbitration is a non-litigation dispute settlement mechanism. With its many benefits, arbitration plays a big part in settling business conflicts.

Para pelaku usaha berlomba-lomba dalam hal mengejar keuntungan sehingga terciptalah suatu iklim persaingan usaha antara perlaku usaha yang satu dengan pelaku usaha yang lain. Hal seperti ini menjadi positif apabila dalam suatu persaingan tersebut menggunakan cara-cara yang adil dan fair. Hal yang terjadi adalah tidak jarang pelaku usaha didasari oleh keinginan untuk menambah keuntungannya menggunakan cara-cara yang melanggar hukum dengan membuat suatu kesepakatan dengan pelaku usaha lain yang bertujuan untuk merusak iklim persaingan usaha yang telah berjalan baik yang salah satunya dikenal dengan istilah kartel. Melalui Undang-Undang Nomor 5 Tahun 1999 Tentang Larangan Praktek Monopoli dan Persaingan Usaha Tidak Sehat, iklim persaingan usaha dijaga oleh Negara. Komisi Pengawas Persaingan Usaha sebagai garda terdepan dalam hal pengawasan persaingan usaha. Namun terjadi beberapa permasalahan mengenai kewenangannya yang menyebabkan tetap terjadinya kartel dalam suatu persaingan usaha. Penelitian ini berusaha menjawab itu semua melalui pendekatan perundang-undangan, pendekatan konseptual maupun pendekatan kasus agar menghasilkan pemahaman atas permasalahan kartel dan penegakan hukum pidananya di Indonesia.

The aim of this MSME training program is that the aim of entrepreneurial training is not to direct people or SMEs to create new businesses, but to help SMEs to see business opportunities and new markets by looking at them from a different angle. This different angle is more directed at the need for new innovations from businesses that are currently being run and ensuring business continuity. This activity can increase sales and profits, expand target markets, deepen customer loyalty, and increase competitive advantage (Perwita, 2021). The benefits obtained from this activity are for participants to gain knowledge and product promotion. Increased product orders from a wider target market will also be obtained. Apart from that, this activity also provides social learning for the implementing team, namely students. Students interpret the knowledge gained on campus by providing benefits to many people. Students also carry out downstream research and interpret knowledge for the progress of SMEs. Increased product orders from a wider target market will also be obtained. The method used is Participatory Action Research (PAR). From the results of the service, it can be concluded that this MSME training was carried out so that Konveksi Aura consumers would increase and expand from various regions. This MSME training uses Instagram media which will be filled with content and product videos. This video content is in the form of product manufacturing procedures, types of products produced, and profiles, pachaking designs. The content video is published on the durian village Instagram account.

Tujuan penelitian ini untuk mengkaji upaya perlindungan konsumen dari segi pengawasan pemerintah dalam kasus minyak goreng curah dengan logo halal palsu di Banten. Penelitian ini menggunakan metode penelitian hukum normatif dengan pendakatan perundang-undangan dan deskriptif. Hasil penelitian menunjukan bahwa masyarakat, lembaga perlindungan konsumen swadaya masyarakat dan pemerintah berperan secara bersamaan dalam melakukan pengawasan terhadap produk yang beredar di pasaran dalam kasus minyak goreng curah dengan logo halal palsu, sesuai dengan amanat UUD 1945 serta Undang-undang No. 8 Tahun 1999 tentang perlindungan konsumen bahwa tujuan pengawasan ini dilakukan untuk melindungi segenap bangsa dalam hal ini konsumen dalam upaya pemenuhan kebutuhan. Dilakukan penindakan sesuai dengan aturan yang berlaku oleh kepolisian agar memberikan efek jera bagi pelaku usaha.

Tujuan Studi ini untuk mengetahui pengaturan Undang-Undang Nomor 8 Tahun 1999 Tentang Perlindungan Konsumen terhadap permasalahan perlindungan konsumen terhadap produk Kosmetik Sarah Sheilkha yang belum mendapat izin dari BPOM tetapi sudah diedarkan di masyarakat. Studi ini menggunakan metode yuridis normatif dengan pendekatan perundang-undangan serta bahan hukum sekunder yaitu buku-buku mengenai hukum perlindungan konsumen dan jurnal ilmiah dari penelitian sebelumnya yang pernah ada. Hasil Studi menunjukkan bahwa Produk kosmetik yang diedarkan oleh Sarah Sheilka belum mendapatkan izin BPOM untuk diedarkan Namun, karena untuk memenuhi perizinan pengedaran kosmetik di Indonesia harus tetap memerlukan izin dari BPOM.  Untuk mengedarkan sebuah kosmetik harus memenuhi standar BPOM di setiap negara. Karena dengan adanya BPOM tersebut dapat mengetahui apakah bahan - bahan pembuatan kosmetik dari pelaku usaha itu sesuai dengan pelaksanaan Undang-Undang Nomor 8 Tahun 1999 dengan tidak melanggar hak konsumen dan kewajiban pelaku usaha.

Hadirnya Undang-Undang Nomor 8 Tahun 1999 tentang Perlindungan Konsumen ini adalah sebagai upaya untuk memastikan kepastian hukum demi memberikan perlindungan kepada konsumen, sebab ada kalanya pelaku usaha melanggar kewajibannya sehingga hak-hak konsumen menjadi tidak terpenuhi, seperti yang terjadi dengan seorang konsumen yang tidak diberikan hadiah yang sesuai ketika membeli sebuah produk kecap sedaap di supermarket, di mana seharusnya ia mendapatkan hadiah piring keramik sebagaimana yang tertera di label produk kecap sedaap tersebut, tetapi ia justru diberikan hadiah piring kaca. Penelitian ini menganalisis terkait apakah konsumen tersebut termasuk yang dilindungi oleh Undang-Undang Nomor 8 Tahun 1999 tentang Perlindungan Konsumen, menganalisis terkait hak-hak konsumen dan kewajiban-kewajiban pelaku usaha yang dilanggar berdasarkan Undang-Undang Nomor 8 Tahun 1999 tentang Perlindungan Konsumen, menganalisis terkait pertanggungjawaban PT. Wings Surya atas dilanggarnya hak konsumen tersebut. Jenis penelitian ini yaitu penelitian hukum normatif dengan sumber data yang digunakan yaitu bahan hukum primer, sekunder dan tersier. Hasil dari penelitian ini menjelaskan bahwa konsumen yang dimaksud termasuk ke dalam konsumen dilindungi oleh Undang-Undang Nomor 8 Tahun 1999 tentang Perlindungan Konsumen, dan terdapat beberapa hak-hak konsumen dan kewajiban-kewajiban pelaku usaha yang dilanggar yang diatur, yaitu pada Pasal 4, Pasal 7, Pasal 8, Pasal 10, dan Pasal 13 Undang-Undang Nomor 8 Tahun 1999 tentang Perlindungan Konsumen serta PT. Wings Surya dapat diminta pertanggung jawabannya atas dilanggarnya hak konsumen karena di produk kecap sedaap tersebut terdapat logo dengan keterangan Wings Food yang berhadiahkan gratis piring keramik tersebut, yang mana Wings Food merupakan salah satu produk dari PT. Wings Surya.
