Prosiding Seminar Nasional Ilmu Ekonomi dan Akuntansi 2024 Asosiasi Riset Ekonomi dan Akuntansi Indonesia

This study analyzes the differences between the neoliberal and social democratic paradigms in poverty alleviation policies in Indonesia, by adding an Islamic Economic perspective as an alternative. The neoliberal paradigm focuses on free market mechanisms, deregulation, and minimizing the role of the state, but often exacerbates social inequality. In contrast, the social democratic paradigm balances the role of the market and state intervention through resource redistribution and protection of vulnerable groups through sustainable social programs. Islamic economics offers a complementary approach oriented towards the principles of distributive justice, balance, and solidarity, by integrating spiritual values into socio-economic policies. A qualitative approach is used in this study, with policy analysis of programs such as the Family Hope Program (PKH) and the National Health Insurance (JKN). The results show that the social democratic paradigm is more effective in reducing poverty systemically than neoliberalism, especially through increasing access to education, health, and social protection. However, budget constraints, corruption, and infrastructure gaps remain significant challenges. The Islamic Economic perspective emphasizes the importance of zakat, waqf, and infaq as instruments of wealth redistribution that have the potential to strengthen inclusive and sustainable poverty alleviation policies. This study recommends strengthening the synergy between the paradigm of social democracy and the values of Islamic Economics to create policies that are more effective, equitable, and oriented towards the welfare of society holistically.

Waqf is one of the instruments of Islamic philanthropy that plays a strategic role in building sustainable welfare for the people. Although the term waqf is not explicitly mentioned in the Qur'an, its basic values are scattered throughout various verses that talk about infaq, almsgiving, distribution of wealth, and social justice. This article aims to analyse Qur'anic verses that have a substantial connection with the concept of waqf through a thematic (maudhu'i) interpretation approach, as well as to examine its relevance to efforts to improve the welfare of the ummah in a contemporary context. This study uses a qualitative-descriptive literature review method, drawing on the Qur'an, classical and contemporary interpretations, and scientific literature related to waqf and Islamic economics. The results of the study show that the principle of waqf in the Qur'an emphasises the sustainability of benefits, the trustworthiness of asset management, and an orientation towards social justice, all of which are relevant to the development of productive waqf as a solution for the welfare of the modern community.

The results indicate that religious awareness negatively affects the level of public participation in ZIS payment. Meanwhile, social awareness and payment convenience have a positive influence on this participation level. These findings suggest that increasing social awareness and providing easier payment systems can encourage public participation in paying ZIS, while the factor of religious awareness requires further study regarding its negative influence. This research contributes to BAZNAS in Ponorogo Regency in formulating strategies to increase public participation in ZIS payment.

Economic development is the main goal that every country wants to achieve to improve people's welfare, reduce poverty, and encourage sustainable economic growth. This study examines the important role of philanthropic institutions and fiscal policy in encouraging economic development, both in general and from an Islamic economic perspective. Philanthropy, through voluntary contributions such as zakat, infaq, alms, and waqf, helps fill gaps that cannot be fully addressed by the public sector, improves people's welfare, and reduces socio-economic disparities. Fiscal policy, as the main tool of government, plays an important role in managing state revenues and expenditures, influencing economic growth, income distribution, and macroeconomic stability. Through in-depth literature analysis, this research finds synergies between the philanthropic sector and fiscal policy that can strengthen sustainable economic development. This study also provides insight into the development of Islamic economics in the last three decades, showing significant progress in academic research and operational practice. It is hoped that the results of this research can provide significant policy recommendations to maximize the potential of these two tools in achieving fair and sustainable economic development.

Monetary policy in Islamic economics is an important aspect in maintaining economic stability and promoting the welfare of the people. In the Islamic economic paradigm, monetary policy aims to create a balance between sustainable economic growth and fair distribution of wealth. Principles such as fairness, sustainability and fairness are the basis for formulating monetary policy. First, monetary policy must ensure that the creation of new money is carried out responsibly, avoiding inflation that is detrimental to society. In addition, the Islamic monetary system encourages the use of financial instruments based on sharia principles, such as mudharabah and musyarakah, which encourage healthy economic participation. Second, monetary policy must pay attention to aspects of wealth redistribution to reduce economic inequality. This can be achieved through collecting zakat, infaq and sadaqah as well as channeling funds to sectors in need, such as education, health and poverty alleviation. By implementing monetary policy in accordance with Islamic economic principles, it is hoped that an economy that is inclusive, sustainable and fair can be realized for all members of society.

The main objective of this research is to analyze the financial reports managed by the Galang Bersama Kami Foundation (YGBK) as a non-profit institution that focuses on raising funds from donors in the form of Zakat, Infaq, Alms and Waqf (ZISWAF) funds. Which is about where the Foundation's funds come from, and how the Foundation provides the allocation flow. For this purpose, the author used quantitative descriptive research methods, with direct observation techniques to related parties, followed by interviews and special documentation during data collection. After conducting interviews, the author found that the entire set of YGBK funds came from 3 things, namely from ZISWAF funds, CSR funds from agencies/companies, and potential businesses from our Joint Business Institutions. The funds raised will be channeled to the Foundation's program and operational funds, the distribution percentage of which is based on BAZNAS regulation Number 1 article 8 of 2016 specifically for ZISWAF funds. The percentage of CSR distribution depends on the Foundation's agreement with the CSR provider company. Meanwhile, the proceeds from our Joint Business will be distributed in full to the Foundation's operational costs. The percentage of the Foundation's financial reports shows a decrease in income from 2022 to 2023 of 49%. All of this is done to provide transparent and open financial management for the people in order to maintain their sense of trust in the Galang Bersama Kami Foundation.
