The growing demand for transparency, accountability, and measurable performance has transformed higher education institutions into complex public organizations required to deliver reliable and stakeholder-oriented services. Within this governance-driven environment, institutional governance plays a fundamental role in shaping service excellence and institutional legitimacy. Drawing on a public administration perspective, this study examines how governance dimensions influence academic service performance in higher education. This research employs a qualitative descriptive-analytical design. Data were collected through in-depth interviews, document analysis, and institutional observations involving university leaders, academic administrators, faculty members, and students. The analysis focuses on governance dimensions—transparency, accountability, participation, effectiveness, and responsibility—and their integration into institutional systems such as performance management, quality assurance, and digital infrastructure. The findings reveal that governance frameworks are formally established through regulations and digital systems; however, their operational integration remains uneven. Transparency improves service reliability when supported by consistent information management, while accountability mechanisms tend to emphasize procedural compliance rather than performance-based evaluation. Stakeholder participation is institutionalized but largely consultative. The study concludes that service excellence in higher education is a governance-driven outcome that requires systemic alignment between governance principles, institutional capacity, and performance management processes. Strengthened governance integration enhances service reliability and institutional legitimacy.

This Community Service Program (PKM) aims to improve the quality of youth and strengthen the role of families in youth development through structured socialization and training programs in Parangloe District, Gowa Regency, South Sulawesi. The formation of an excellent generation requires active and synergistic roles among youth, families, and the social environment. Families hold a strategic position as the primary space for character formation, while youth need proper guidance to develop their potential optimally and responsibly. The program was implemented through a series of socialization activities, seminars, interactive discussions, and training sessions involving youth, families, community leaders, sub-district government officials, and facilitators from educational institutions. Through a collaborative socialization and training approach, the activities successfully enhanced participants’ understanding of the importance of effective communication, positive parenting, and the strengthening of character values within family life. The results indicate increased participant knowledge regarding the roles of youth and families, the establishment of supportive collaboration, and the growth of commitment to creating a conducive environment for youth development. This program represents an important step in preparing a generation in Parangloe District that is strong in character, adaptive, competitive, and capable of contributing positively to future community development.

This study aims to analyze the strengthening of higher education governance in realizing transparent and accountable academic services. In the context of the globalization of higher education and increasing public accountability demands, universities are required not only to excel academically but also to provide services that are open, responsive, and accountable. This research employs a qualitative approach with a descriptive-analytical design. Data were collected through in-depth interviews, observations, and documentation studies involving university leaders, academic administrators, lecturers, and students. Data analysis was conducted interactively through data reduction, data display, and conclusion drawing. The results indicate that the principle of transparency has been implemented through digital-based academic information systems; however, consistency in updating information still needs improvement. Accountability has been supported by standard operating procedures and service evaluations, although performance measurement based on indicators has not been fully integrated. Stakeholder participation has been facilitated through evaluation forums, but involvement in strategic decision-making remains limited. Overall, the dimensions of transparency, accountability, participation, effectiveness, and responsibility are interrelated in shaping the quality of academic services. This study emphasizes that strengthening governance must be systemically internalized within organizational culture and institutional operational systems to enhance trust and stakeholder satisfaction.

This Community Service Program (PkM) aims to enhance character, life skills, and family capacity in supporting youth development in Parangloe District, Gowa Regency, South Sulawesi. The family entrepreneurship training activity was conducted through an educational approach, skills training, family workshops, and structured mentoring by involving youth as agents of change. Implementation methods included material presentations on the dangers of drugs, socialization of youth-family collaboration, exposition of entrepreneurship concepts, and hands-on practice in making handicrafts (mini brooches from felt fabric). The activity results demonstrated increased knowledge and understanding among youth regarding positive character values such as discipline, responsibility, and effective communication. Skills training had a significant impact on youth abilities in critical thinking, collaboration, and creativity development. Family empowerment through parenting pattern workshops yielded positive outcomes in parent-child relationships. This program is expected to serve as a model for human resource development at the local level and can be replicated in other regions to create a young generation with excellent character and competitive edge.

Student dropout remains a significant challenge for higher education institutions as it impacts academic quality, educational management efficiency, and students' success in completing their studies. Therefore, an approach that can identify students at risk of dropping out is necessary so that timely academic interventions can be made. This study aims to develop a dropout detection model using an Artificial Neural Network (ANN). The data used come from a publicly available higher education dataset, ensuring research reproducibility. Data preprocessing steps were carried out to improve data quality before modeling, and the Synthetic Minority Over-Sampling Technique combined with Edited Nearest Neighbors (SMOTE-ENN) was applied to address class imbalance issues. The ANN model's performance was evaluated using accuracy, precision, recall, F1-score, and area under the ROC curve (ROC-AUC). The test results show that the ANN model can provide excellent predictive performance in detecting at-risk students. The application of SMOTE-ENN also proved to enhance the model’s sensitivity toward the minority class, as indicated by improvements in recall and F1-score. These findings indicate that the developed ANN model has the potential to be used as a student dropout detection system to support data-driven decision-making and strategy development within higher education institutions.

This study aims to analyze the influence of Corporate Image and Service Quality through Customer Satisfaction on Customer Loyalty at Semen Indonesia distributors in Gresik using the Structural Equation Modeling (SEM) approach. The study population consisted of 102 customers, all of whom were sampled. The results indicate that Corporate Image and Service Quality have a significant influence on Customer Satisfaction. Both variables were also shown to have a significant influence on Customer Loyalty. However, unlike several previous research findings, Customer Satisfaction did not have a significant influence on Customer Loyalty. This finding indicates that in the context of the cement distribution business, customer loyalty is not formed solely from satisfaction, but is more influenced by other factors such as consistent service quality, a strong corporate image, competitive pricing, and long-term business relationships. This study emphasizes the importance of strengthening image and improving service quality as key strategies for maintaining customer loyalty.

Digital transformation is an urgent need for MSMEs to maintain competitiveness, yet many businesses like Toko ANHA Kosmetik still rely on manual operational systems that pose a high risk of inefficiency and losses due to expired products. This study aims to design and develop a mobile-based cosmetic sales application capable of integrating inventory management with an early warning feature for product expiration. The methodology employed is Design Thinking, encompassing the stages of empathize, define, ideate, prototype, and test to ensure the solution is user-centered. The results indicate that this approach successfully identified the primary pain points of the store owner and translated them into functional features such as automatic T-30 expired date notifications and digital product catalogs. System testing was conducted using Black Box Testing, yielding 100% functional validity, and User Acceptance Testing (UAT), which resulted in an average score of 83.49%, categorized as "Excellent." This study concludes that the designed application is not only technically effective in preventing operational losses but also highly acceptable to MSME users due to its intuitive and functional interface.

Diabetes Mellitus is a group of metabolic diseases characterized by hyperglycemia resulting from defects in insulin secretion, insulin action or both. Hyperglycemia is a medical condition in the form of an increase in glucose levels beyond normal limits which is a characteristic of several diseases, especially Diabetes Mellitus, in addition to various other conditions. Diabetes Mellitus is currently a global health threat. Classification is one of the techniques of data mining that can be used to help predict the results of the classification of types of diabetes using the naïve Bayes algorithm. Testing was carried out using 5 evaluation models including rapid miner with 3 options, namely use training set, 5 Fold Cross-Validation, 10 Fold Cross-Validation, and 2 other evaluation models, namely Microsoft Excel and Python. Testing data regarding Diabetes Mellitus has high accuracy in the excel evaluation model, which is 89.00% compared to other evaluation models. Meanwhile, the lowest accuracy is the Python evaluation model which obtains an accuracy of 86.36%. The Naïve Bayes algorithm can be said to be one of the most effective algorithms, both in terms of calculations and the final results, where the test can be used as a basis for diabetes mellitus considering the accuracy results are above 85%.

Leadership character development is a fundamental foundation in preparing Indonesian Naval Academy Marine Cadets as prospective Platoon Commanders (Platoon Leaders) in operational units. The complexity of the operational environment, the dynamics of the strategic setting, and the demands of military professionalism require a platoon commander to excel not only in technical and tactical competencies, but also to possess strong, integrity-based, and adaptive leadership character. This article aims to comprehensively analyze leadership character development materials for prospective Marine Platoon Commanders at the Indonesian Naval Academy (AAL) using the Character Cultivation approach and the Military Leadership and Character Development theory proposed by Dr. Charles C. Wong. This study employs a qualitative research method with data collected through expert interviews, document analysis, and SWOT analysis. The findings indicate that the most appropriate strategy for leadership character development is the Strength–Opportunities (SO) strategy, which emphasizes leveraging internal strengths of military education to capitalize on external opportunities, particularly global trends in character-based leadership and the utilization of educational technology. This article, structured equivalently to a minimum of 30 A4 pages, is expected to serve as an academic reference and a policy input for strengthening leadership education for Marine Cadets.

Physical fitness is a fundamental requirement for Marine Corps Cadets, both during their education at the Naval Academy and in their future military service. The role of a Platoon Commander requires excellent physical condition, adequate muscular strength, high endurance, and strong mental readiness. This study aims to describe and analyze the optimization of weight training as a physical conditioning method to improve the physical capabilities of Marine Corps Cadets. The research employed a descriptive qualitative approach using questionnaires, interviews, and documentation as data collection techniques. The subjects consisted of Marine Corps Cadets who participated in weight training programs at the Naval Academy, involving 11 questionnaire respondents and key informants from the Physical Training Department. The results indicate that well-planned, structured, and supervised weight training programs significantly enhance muscular strength, physical endurance, agility, coordination, and self-confidence. Furthermore, weight training contributes to improved physical fitness test scores and the development of a more proportional body posture. Therefore, the optimization of weight training can be considered an essential component of physical training programs to prepare Marine Corps Cadets to become professional and mission-ready Platoon Commanders.

Higher education institutions are experiencing accelerated transformation driven by global competition, technological advancements, and shifting learner expectations. In this context, Internal Quality Assurance Cells (IQACs) serve a strategic role in enhancing teaching quality, strengthening learning processes, and ensuring curriculum relevance through the implementation of Outcome-Based Education (OBE) and pedagogical innovation. This study employs qualitative content analysis by synthesizing theoretical frameworks and recent empirical literature to develop an integrated model of IQAC-led academic transformation. The analysis highlights three key mechanisms: curriculum intelligence systems, pedagogical innovation ecosystems, and comprehensive faculty empowerment. Findings indicate that effective IQACs function not merely as compliance bodies but as catalysts of academic excellence by aligning curriculum with industry needs, fostering continuous faculty development, and promoting technology-enhanced learning and learning analytics. Moreover, phased OBE implementation—comprising capacity building, curriculum redesign, instructional support, and continuous evaluation—significantly strengthens learning outcomes and cultivates reflective academic culture. The proposed framework underscores the interconnected role of curriculum, pedagogy, and faculty capabilities as foundations for institutional excellence. Ultimately, the study affirms that IQACs’ strategic leadership in embedding OBE, leveraging educational technologies, and empowering faculty positions them as pivotal agents in driving sustainable educational transformation.

The goal of this community service program (PkM) at SMA Negeri 11 Samarinda is to increase students' enthusiasm for reading by providing them with e-books that are based on QR codes. Students' lack of enthusiasm for reading and resources for reading led to the program's inception. E-books with QR codes embedded were presented as a workable approach to digital literacy that caters to the needs of students who were born into the digital age. Several steps were involved in the process, such as determining requirements, creating an e-book, creating QR codes, installing them at key school locations, and finally, monitoring and evaluating the results. Observations and questionnaires were given to 200 students as part of the assessment. Students' interest in and ability to access literature were both enhanced by the usage of QR Codes, according to the findings. In a survey, 82% of people said QR Codes were simple to use, and 85% said they were more motivated to read after using them. In terms of reading frequency, 76% of students saw an improvement, and 72% said they could understand what they read better.With an overall mean score of 4.35 (categorized as excellent), the digital literacy program proved to be effective and positively received. Overall, the implementation of QR Code–based e-books successfully strengthened digital literacy practices and created a more engaging, flexible, and sustainable reading experience, offering a model for digital literacy initiatives in other schools.

The disparity in the quality of rehabilitation services across regional work units presents a significant challenge to effective public management. This study aims to bridge the gap between problem diagnosis and policy prediction by proposing a hybrid, data-driven approach. We integrate K-Means Clustering to map the current state of service quality and Stochastic Simulation to predict the impact of strategic interventions. Using the 2024 Public Satisfaction Index (IKM) dataset from the National Narcotics Agency (BNN), the K-Means algorithm initially identified 26 work units (15.7%) in the "Red Zone" (critical performance), highlighting urgent areas for improvement. Next, a stochastic simulation modeling a "Directed Priority Intervention" scenario was run. The results predicted a significant structural shift in the distribution of service quality, characterized by an 80.8% decrease in critical units (down to 5 units) and a 71.8% increase in excellent performing units (up to 67 units). These findings validate that the integration of clustering and simulation provides a comprehensive framework for evidence-based decision-making, enabling policymakers to optimize resource allocation and efficiently accelerate national service standardization.

Social media has become the primary platform for students to express themselves and build their professional reputation. However, many students have not yet fully utilized social media to support their careers and academic image. This community service activity aims to enhance the understanding and skills of students at the University of Makassar (UNM) in building a strong personal brand through social media. The implementation method includes socialization, training, and direct mentoring for students at the Faculty of Economics and Business, UNM. The evaluation was conducted using pre-tests and post-tests to measure the improvement in knowledge and skills of the participants. The results show a significant increase in students' understanding, with the average score improving from a moderate level to an excellent level. Moreover, the majority of participants have begun to apply personal branding content strategies on their social media platforms. This training has been effective in raising students' awareness of the importance of building a professional image in the digital world. With a better understanding of personal branding, students are expected to leverage social media positively to strengthen their professional reputation and open up career opportunities in the future.

The phenomenonoccurring in various universities shows an increase in cases of academic fraud, such as cheating, plagiarism, research data manipulation, and misuse of technology in the learning process. This behavior not only undermines academic integrity, but also has the potential tocreate a mindset of cheating that carries over into the workplace. Integrityis a fundamental value that forms the moral foundation of every aspect oflife, both in education and in the workplace. In the context of higher education, students are expected not only to excel academically,but also to possess honesty, responsibility, and strong professional ethics.Accountants are future professionals who will be directly involved inthe management and financial reporting of organizations. This profession demandsa very high level of honesty and integrity, because the accuracy andreliability of financial reports form the basis for business and public decision-making. However, in practice, there are many cases of accounting fraud, such as budget mark-ups, financial statement manipulation, creative accounting, and data misstatement, which occur due to weak values of integrity and moral responsibilityamong individuals. If dishonest behavior has already been established during college—for example, in the form of cheating, manipulating assignment data, or falsifying lab reports—then the risk of bringing similar habits into the workplace will be even higher. This study aims to examine the implementation of audit procedures on accounts payable at PT XYZ by KAP Ramli & Rekan, with a focus on compliance with Auditing Standards and effectiveness in detecting material misstatements. Accounts payable are a key component of financial statements representing the company’s obligations to suppliers, requiring accurate presentation for assessing liquidity and capital structure. The study applies a descriptive qualitative method, collecting primary data through interviews with audit staff at KAP Ramli & Rekan and secondary data from relevant literature. The findings show that the audit procedures comply with professional standards, covering comprehensive stages including engagement acceptance, audit planning, risk and materiality assessment, and substantive testing. The planning process incorporates the COSO framework for evaluating internal control, establishes audit objectives based on the five management assertions, and utilizes ATLAS software and Microsoft Excel. KAP Ramli & Rekan apply control testing and substantive procedures, including external confirmations, inspection of supporting documents, review of aging payables, and subsequent payment testing. Risk assessment indicates low inherent and control risks, while detection risk is mitigated through substantive procedures. Overall Materiality is set at 60% of revenue and profit before tax, Performance Materiality at 3% of Overall Materiality, and Threshold Materiality at 3% of Performance Materiality. The study concludes that the audit procedures implemented by KAP Ramli & Rekan align with applicable Auditing Standards and are effective in addressing audit risks related to accounts payable. The implications highlight the importance of enhancing audit quality practices, particularly the effectiveness of planning and internal control evaluation in accounts payable audits.

Perkembangan sistem informasi seiring dengan kemajuan teknologi informasi yang signifikan, berperan dalam penyimpanan, pengelolaan, dan pendistribusian informasi. Salah satu contohnya adalah dalam pengelolaan data instalasi kabel serat optik. Dinas Komunikasi dan Informatika Bangkalan, sebagai instansi pemerintah, menghadapi tantangan dalam pencatatan data serat optik yang masih dilakukan secara konvensional menggunakan perangkat lunak Excel. Untuk mengatasi masalah ini, peneliti merancang dan mengembangkan "Sistem Informasi Instalasi Kabel Serat Optik di Kabupaten Bangkalan." Tujuan dari sistem ini adalah untuk meningkatkan efisiensi dan efektivitas dalam pengelolaan data, menyederhanakan proses pencatatan, dan mempercepat akses informasi kepada pihak terkait. Hasil pengelolaan data dalam sistem informasi ini mencakup empat proses utama: pengelolaan data titik instalasi, pengelolaan data lokasi, pengelolaan data pengguna, dan pengelolaan data kecepatan internet. Penerapan metode waterfall dalam perancangan sistem informasi ini memberikan solusi untuk meningkatkan efisiensi dan efektivitas dalam pengelolaan data. Perancangan sistem informasi ini terdiri dari lima (5) perancangan utama yaitu: 1) Menampilkan halaman pengunjung ketika aplikasi diakses, 2) Menerima dan mengolah data berdasarkan tindakan CRUD (create, read, update, delete), 3) Melakukan verifikasi data login dan menampilkan pesan error apabila data login salah, 4) Menyediakan fitur pencarian data, dan 5) Menghasilkan laporan data instalasi.

The era of automation has brought profound changes to the educational landscape through the integration of intelligent technologies, artificial intelligence, and digital systems that increasingly shape learning processes. This transformation not only affects the interaction patterns between educators and learners but also shifts foundational educational values and introduces significant ethical challenges. In the context of Islamic education, these changes require a reformulation of relevant educational values to preserve learners’ moral and spiritual integrity. This study aims to analyze Islamic educational values in the age of automation and examine their ethical implications for strengthening character education. Through a comprehensive literature-based approach, the study finds that values such as amanah (trustworthiness), adl (justice), ihsan (excellence), mas’uliyyah (accountability), and mujahadah (perseverance) serve as essential instruments in building learners’ character so they can use technology wisely and responsibly. Furthermore, the study emphasizes that automation demands the integration of digital literacy and Islamic moral literacy to prevent dehumanization, digital plagiarism, technology dependence, and the decline of spiritual awareness. The findings indicate that character education grounded in Islamic values provides a strong ethical framework for addressing emerging moral risks in the digital era. Therefore, curriculum reconstruction, strengthening the role of educators as “digital murrabbi,” and the proportional use of technology aligned with maqāṣid al-syarī‘ah are required. This research aims to explore the role of service excellence in enhancing consumer loyalty in culinary MSMEs, with a case study at RM Kamang Jaya in Medan City. In facing intense competition in the food industry, excellent service becomes an important strategy to maintain and expand the customer base. A qualitative approach with a case study method was employed to deeply examine customer experiences, perceptions, and service practices through interviews, observations, and documentation. The findings show that the consistent application of service standards, friendly attitudes of staff, and attention to detail in service delivery greatly contribute to customer satisfaction and loyalty. Good service has been proven to encourage repeat orders, create positive experiences, and enhance word-of-mouth promotion. Despite some technical obstacles, such as order errors or menu limitations, the quick response and professional attitude of employees were able to minimize their impact. These findings confirm that service excellence not only meets the functional needs of consumers but also builds emotional attachment, which becomes the foundation of long-term loyalty. The implications of this research are significant for other MSME actors in designing superior service strategies to face increasingly complex business competition.
