Population administration services are essential public services that fulfill the civil rights of the community. However, the process of changing Family Card (KK) data at the village level often faces problems, such as complicated procedures and limited access to services. With the development of information technology, village governments are required to implement digital-based service innovations through a digital governance approach. This study aims to evaluate the effectiveness of digital governance implementation in population administration services through the LAPAK SARAH application for Family Card data changes in Dayu Village, Nglegok District, Blitar Regency. The approach used in this study is descriptive qualitative with data collection techniques in the form of in-depth interviews, observation, and documentation. Research informants included village officials and community members as service users. The results showed that the use of the LAPAK SARAH application could improve the performance of population administration services, as indicated by faster service times, easier access, and increased service transparency and accountability. From a digital governance perspective, the role of village officials, cooperation with the Population and Civil Registration Office, and community participation improved service quality. However, this study also found obstacles such as limited digital literacy among the community, differences in village device capacity, and technical infrastructure constraints. The success of digital population administration services at the village level is not only determined by the use of technology, but also by the quality of governance and the readiness of the parties involved.

Women's leadership plays an important role in the success of organizations, including in the government sector at the sub-district level. Leaders not only act as directors but also as mentors who are able to understand the needs and character of their subordinates. The female head of TG Sub-district in Surabaya City demonstrates the application of reciprocal relationships between leaders and subordinates through a system of rewards and punishments according to performance achievements, actively monitors subordinate performance, identifies work standard errors, and takes corrective actions. The study aims to analyze the application of transactional leadership style by the female head of TG Sub-district in Surabaya City using Bernard M. Bass's (1990) theory. The type of research used is a qualitative research method with a descriptive approach. Data collection techniques were carried out through observation, interviews, and documentation. Samples were determined using purposive sampling, and data sources included primary and secondary data. The research results indicate that the transactional leadership style of the female village head in TG Village is not yet fully optimal. The application of Contingent Reward can increase motivation and employee performance control, but its implementation in the community is still limited. Management by Exception (Active) carried out on employees has not been consistent, and its application in the community is also not sufficiently felt. Management by Exception (Passive) and Laissez-Faire are shown through corrective actions after problems arise and the freedom to take initiative and make decisions according to standards and policies. The implementation of transactional leadership by female village heads needs to be improved, especially in strengthening the mechanisms of reward and punishment as well as the consistency of supervision of employees and the community so that the leadership implementation runs more optimally.

The acceleration of stunting reduction in Ponorogo Regency faces challenges regarding the complexity of the issue and regional fiscal constraints, necessitating strategic cross-sectoral collaboration. This study aims to evaluate the synergy of Bank BCA's Corporate Social Responsibility (CSR) program through the "Bakti BCA" scheme in supporting local government policies related to specific and sensitive nutrition interventions. This research employs a qualitative approach with a case study design. Data collection was conducted through in-depth interviews with key informants from Bank BCA Ponorogo management, Bappeda, the Health Office, and beneficiary families, complemented by participatory observation and a review of the Regional Action Plan (RAD) documents. Data analysis was performed interactively by integrating the Collaborative Governance framework from Ansell and Gash, William N. Dunn's six policy evaluation criteria, and Mark Moore's Public Value concept to analyze the dynamics of cooperation and program performance achievements. The results indicate that the established synergy meets the criteria of appropriateness and effectiveness, where CSR interventions successfully bridged the gap in sanitation services and nutritional fulfillment in stunting locus villages uncovered by the regional budget (APBD). This collaboration proved successful in creating public value in the form of improved physical health status of toddlers, regional budget efficiency, and high community responsiveness. It can be concluded that this strategic partnership effectively accelerates the achievement of stunting reduction targets through equitable resource distribution. This study recommends that private sector engagement be formally integrated from the development planning deliberation (Musrenbang) stage to ensure long-term impact sustainability.

This Development Project aims to analyze and formulate strategies for improving the performance of Human Resources (HR) among village officials in the Pangkalan Lunang Village Government by applying the SWOT analysis approach. The performance of village officials plays a crucial role in implementing various village development programs, as they serve as the front line in carrying out government policies. This project employs a qualitative method with data collection techniques including in-depth interviews, observations, and document studies. The SWOT analysis results indicate that village officials in Pangkalan Lunang Village possess several strengths, such as high dedication and a strong understanding of their duties and responsibilities. However, they also face weaknesses such as limited training opportunities and low managerial capacity. The analysis further reveals several opportunities that can be leveraged, including government policy support and available training programs, as well as challenges like low community participation in village development activities. Based on these findings, this Development Project proposes strategies to enhance the performance of village officials, including capacity building through regular training, increasing community participation, and strengthening coordination among related institutions. It is expected that the proposed strategies will improve the efficiency and effectiveness of village officials’ performance in supporting development in Pangkalan Lunang Village.

Village-Owned Enterprises are pivotal in driving village development through sustainable management of local resources. This study analyzes the management of Unggul Bahtera BUMDes in Babakan Village, Banyumas Regency, focusing on planning, organizing, implementation, and evaluation, as well as the factors that support and hinder its progress. Employing a descriptive qualitative approach, data were gathered through interviews, observations, and documentation. The findings reveal that while BUMDes Unggul Bahtera has demonstrated effective planning and implementation, marked by participatory strategies and strong institutional coordination, it faces challenges in evaluation, particularly in enhancing supervision and reporting mechanisms. Key supporting factors include strong village government backing and active community participation, whereas limitations in human resources and business capital pose significant challenges. This research provides valuable insights into the management of BUMDes and highlights the importance of addressing evaluation gaps to ensure long-term sustainability. The findings are expected to serve as a reference for other villages in managing BUMDes more professionally and sustainably, promoting inclusive economic development. By identifying best practices and areas for improvement, this study contributes to enhancing the role of BUMDes in fostering rural economic growth and community empowerment. Ultimately, it offers practical recommendations for policymakers and practitioners seeking to optimize BUMDes performance.

This study aims to describe the implementation of good governance principles in public services at the Penataran Village Office, Nglegok District, Blitar Regency. The research uses a descriptive qualitative method with data collection techniques including interviews, observations, and documentation. The results show that good governance principles such as transparency, accountability, participation, effectiveness, efficiency, and the rule of law have been well implemented at the village office. However, there are some obstacles in the implementation, such as limited technology, unequal participation, and administrative constraints that affect public service performance. To overcome these challenges, the village government conducts training for village officials, utilizes conventional media to improve communication with the community, and strengthens coordination and mediation between stakeholders. The findings highlight the importance of an adaptive and collaborative approach in building responsive village governance that is oriented toward the needs of the community. Thus, the application of good governance principles in Penataran Village is expected to improve the quality of public services and encourage the realization of a better and more transparent government.

Effective, efficient, and accountable public services are one of the fundamental pillars of good governance. At the village level, the success of these services is highly dependent on the performance of government officials, particularly in administrative services that directly address the community’s basic needs. This study aims to analyze employee performance in administrative services at the Maliran Village Head Office, Ponggok Subdistrict, Blitar Regency, and to identify obstacles faced during the service process. A descriptive qualitative research method was employed, with data collected through observation, interviews, and documentation. The findings indicate that employee performance can be categorized as fairly good based on ten performance indicators: work quality, work quantity, timeliness, effectiveness, independence, reliability, responsiveness, assurance, empathy, and tangible evidence. These aspects reflect that village officials are generally able to carry out their duties in meeting the administrative needs of the community. However, several obstacles remain, including reliance on digital technology that is not supported by adequate infrastructure, particularly the frequent occurrence of power outages which disrupts the continuity of services. The study highlights the importance of strengthening digital infrastructure, enhancing technical training for village officials, and ensuring the availability of backup systems to anticipate service interruptions. These efforts are essential to improve service delivery, strengthen public trust, and support the realization of good governance at the village level.

Akuntansi dan Ekonomi Pajak: Perspektif Global 2025 Asosiasi Riset Ekonomi dan Akuntansi Indonesia

This study examines control activities in the delay in the return of Community Economic Empowerment (PEM) funds in Oeba Village, which is one of the policies of the Kupang City Government with interest-free funding assistance through the Community Empowerment Institution (LPM) of Oeba Village with the aim of developing productive businesses to increase the economic potential of the community. This study aims to determine the role of control activities in handling delays in the return of funds (PEM) and to determine the factors that cause the occurrence of arrears of funds (PEM) in Oeba Village, Kota Lama District. The type of data in this study is primary data obtained directly in the form of interviews with employees of the Community Empowerment Institution in Oeba Village. The data analysis technique used in this study is descriptive qualitative. The results of the study indicate that the delay in the return of funds (PEM) in Oeba Village is largely caused by weak supervision and performance reviews, in addition, inadequate human resource development and the absence of clear performance indicators hamper program evaluation. Factors causing PEM Fund arrears include business congestion, lack of understanding, minimal assistance to PEM fund recipients, poor financial management, and sanctions that are not strictly enforced

This study aims to analyze the performance of village government officials in providing services to the community in Watutoa Village, Marioriwawo District, Soppeng Regency. Village officials play a crucial role in delivering optimal services to the public. To achieve this, several supporting and hindering factors are needed, including external factors such as limited resources, government policies, and social environment, as well as internal factors like the skills and knowledge of officials, motivation and commitment, and the systems and procedures used. The purpose of this study is to analyze the factors that hinder the performance of village officials in providing services to the community in Watutoa Village, as well as to identify the supporting factors that facilitate the implementation of services. This research employs a descriptive qualitative method with a community study design. Data were collected through interviews, observations, and documentation. The research participants included the officials of Watutoa Village (the head of the village and the head of sections) and the community members who had received services from the village officials. The results of the study indicate that, overall, the performance of village officials is quite good. However, there are several areas that need attention, such as limited resources, where digital services have not yet been optimized. Although government policies regarding attendance, working hours, sanctions, and training have been effective, there are still areas that need improvement. Infrastructure is sufficiently adequate to support the smooth delivery of services, but the technical skills and utilization of technology by village officials need to be enhanced. Furthermore, the motivation and commitment of the officials in delivering services should be strengthened. The existing service systems and procedures are not fully efficient, so continuous evaluation and improvement are necessary to enhance the quality of services in the future.

This study aims to analyze the role of organizational culture in optimizing employee performance in Lebak Bulus Village, South Jakarta. A strong organizational culture is considered to have a significant contribution in improving the effectiveness of government officials and the quality of public services to the community. This study uses a qualitative descriptive approach with a phenomenological method, which emphasizes an in-depth understanding of the experiences, views, and behaviors of employees in carrying out their duties in their work environment. The research focuses on actors (employees), social situations, and activities that occur within the village environment. Data collection techniques were carried out through observation, in-depth interviews with key and primary informants, and documentation. Data validity was tested through triangulation of sources and techniques to increase the validity of the research results. The results show that the organizational culture in Lebak Bulus Village has strengths in the aspects of innovation and risk-taking, orientation towards results, orientation towards people, and stability. However, several weaknesses were still found, such as low individual initiative, lack of attention to detail, weak team orientation, minimal levels of aggressiveness, and limited employee experience and accuracy. Opportunities for improvement can be pursued through ongoing training and the digitalization of public services, although challenges remain, including a passive work culture and resistance to policy change. Overall, organizational culture plays a crucial role in supporting employee performance improvement, but a sustainable strategy is needed to strengthen professionalism and build a more adaptive and progressive work culture. Efforts to address identified weaknesses, such as improving communication between employees, developing leadership skills, and enhancing discipline in carrying out tasks, are essential for the continued development of a positive organizational culture. Furthermore, awareness of the importance of collaboration across organizational divisions must be instilled to create a more productive and efficient work environment.

Extreme weather events in Bintan Regency increased from 34 incidents in 2023 to 45 incidents in 2024, marked by strong winds and heavy rainfall, which caused damage to residential homes and disrupted community activities. This study aims to determine the mitigation strategies of the Regional Disaster Management Agency (BPBD) of Bintan Regency. This research uses a descriptive method with a qualitative approach. The study is based on Fred R. David’s theory (2016). The results of this study show that the Strategy Formulation has been fully implemented in formulating the vision and mission of BPBD Bintan regarding disaster mitigation. However, the identification of internal and external environments has not been optimal due to issues such as the wide geographical coverage of Bintan Regency and the lack of transportation facilities. The Strategy Implementation indicates that the execution by BPBD Bintan is not yet fully optimal, as some community members have not received the planned activities. The Strategy Evaluation shows that BPBD Bintan's performance has been optimal, as evidenced by the Government Institution Performance Report (LAKIP), which states that the agency has achieved 100% of its service targets for those who received services. However, field findings reveal that community understanding and preparedness are still lacking due to the absence of outreach and training programs, which are hindered by factors such as the unestablished Disaster-Resilient Villages (Destana/Katana). Nevertheless, the community perceives BPBD Bintan’s response in providing aid during disasters as satisfactory.

This stu dy aims to analyze the role and contribution of the Village Government of Leme-Leme Bungin in enhancing the economic empowerment of the fishing community. Using a descriptive qualitative approach, data were collected through interviews, observations, and documentation. The findings reveal that assistance programs, such as the provision of boats and engines, have had a positive impact on improving the productivity and economic welfare of fishermen. However, the implementation of these programs still faces several challenges, including equipment mismatch, extreme weather, limited technical training, and restricted market access. Additionally, the suboptimal performance of the Village-Owned Enterprises (BUMDes) also affects the effectiveness of empowerment efforts. Strong collaboration between the village government, the community, and supporting institutions is required to achieve sustainable and inclusive empowerment.

Waste management has become a critical issue in efforts to create a clean and sustainable environment, particularly in Klungkung Regency, which has seen a significant increase in waste generation following the COVID-19 pandemic. One of the local government’s initiatives to address this issue is the establishment of waste banks, including the Lestari Waste Bank in Besang Village. This study aims to analyze the influence of community participation, sustainable economic literacy, and environmental policy on the performance of the waste bank. The research was conducted in Besang Village, covering three sub-village areas: Besang Kawan, Besang Tengah, and Besang Kangin, with a total of 182 waste bank customers as respondents. A quantitative approach was employed using multiple linear regression analysis. The findings indicate that community participation significantly contributes to improving the effectiveness of the waste bank program. Furthermore, community understanding of sustainable economic principles influences individual mindsets and waste-sorting behavior. In addition, environmental policies implemented by the local government strengthen the institutional capacity of waste banks to manage waste systematically and sustainably. Therefore, the collaboration between community involvement, economic understanding, and policy support is key to the success of waste banks as a community-based waste management solution.

This research is motivated by the problem in the Preservation of Gondang Buhun Traditional Arts in Kuta Traditional Village, Karangpaningal Village. This study uses a descriptive method with a qualitative approach with primary data sources in the form of interview results from 6 informants consisting of 1 village, 1 village official, 1 village elder, 1 person from the Gondang Buhun art administrator, 1 member of the Gondang Buhun art, 1 person, 1 community/community leader. Secondary data is in the form of relevant documentation. The data collection technique consists of observation, interviews with the stages of data reduction analysis, data presentation, and conclusion drawn. The results of the study show that the Karangpaningal Village Government has a role in the preservation of Gondang Buhun's traditional arts, including the role of stabilizer through support for the sustainability of traditional events through Gondang Buhun performances. The role of innovators encourages the birth of creativity through the development of training patterns, the role of modernizers facilitates it, the role of pioneers to be the main actors who initiate conservation initiatives through policy support, village budget allocation, and the role of self-implementers to provide instructions or directions. The obstacles found are the lack of regeneration of young artists, limited funds, and lack of promotion which have an impact on the decline of the existence of Gondang Buhun among the younger generation. Efforts that have been made are to support preservation through the provision of village budgets, training procurement, and support art performances at various traditional and state events.

The mangrove forest at Litianak Beach, Holulai Village, Loaholu Subdistrict, Rote Ndao Regency, is a coastal ecosystem with high ecological and economic value. However, this area faces various challenges, including land conversion, overexploitation, and low community awareness of the importance of mangrove ecosystem conservation. This study aims to analyze the role of local institutions in the management of mangrove forest natural resources using a qualitative approach through field research methods. The research focuses on four key institutional aspects: context, structure, behavior, and performance.The findings indicate that mangrove management in Litianak Beach involves synergy between the village government, Village-Owned Enterprises (BUMDes), the Welaleo customary group, and the local community. This institutional structure has proven effective in raising public awareness and reducing illegal logging activities through customary regulations such as Papadak. However, challenges such as economic pressures, tourist waste, and uncertain access to mangrove resources remain obstacles that need to be addressed. The performance of the management shows positive results, marked by increasing community participation in conservation efforts and the development of sustainable mangrove resource utilization.This study highlights the importance of a participatory and culturally rooted local institutional approach in sustaining the mangrove ecosystem while improving the welfare of coastal communities. Strengthening institutional capacity and providing intensive environmental education are essential to ensure more effective and sustainable mangrove management in the future.

Employee performance in government agencies often gets a red report card from the public. These problems usually arise as a result of employee performance that is considered unsatisfactory to service users such as not being able to explain service procedures, unprofessional time management and lack of providing solutions to problems encountered. The assessment of employee performance as described by Andrew states; Quantity, Quality, Job knowledge and employee skills in carrying out work are one of the assessments of good performance on employees. The level of public satisfaction is influenced by the performance of employees and in this era of bureaucratic reform is very well considered by the government. The government through the Minister of Administrative Reform and Bureaucratic Reform issued Permenpan No.14 of 2017 which explains the guidelines for community satisfaction surveys in public service delivery units. The purpose of this study was to analyze the effect of village employee performance on community satisfaction in Nginden Jangkungan Village, Surabaya. The method used in this research uses quantitative methods. The population used is the people of Nginden Jangkungan Village using a sample based on the slovin formula which obtained the results of 105 respondents. The technique used in analyzing this research is simple linear regression. In processing the respondent's data, the author uses the SPSS version 26 system and produces an answer which states that the performance variable partially and significantly affects community satisfaction in Nginden Jangkungan Village, Surabaya. Then based on the simultaneous test, the performance variable of Nginden Jangkungan Village employees also has a positive and significant effect on community satisfaction. The conclusion of this study is that there is a significant and positive effect of urban village employee performance on community satisfaction. However, it is necessary to pay attention to the officer's ability to manage time management and responsibility because it is slightly lagging behind other statement items.

The construction of the Musi 6 Bridge in 2 Ulu Village is an opportunity to develop existing potential. One of them is tourism development. A number of tourist attractions have the potential for development as an effort for sustainable tourism. For this reason, Community Service conducted a SWOT analysis of tourism and recommendations that are relevant to the situation in the field. Approaching the Community through interviews and Focus Group Discussions is a method of data analysis. In general, tourism in the 2 Ulu Area requires Community skills in activity management because the available locations can be used as a means of performance or exhibition. Of course, this is a collaboration between the surrounding community, government, private sector and community.

The aim of this research is to determine the implementation of public service accountability and the inhibiting and supporting factors in the implementation of public service accountability in East Towuntu Village, Pasan District. The approach in this research is qualitative descriptive research. This research was chosen because it presents data systematically, factually and accurately regarding the facts in the field. The object of this research is Public Services. This research was conducted at the Towuntu Village Office as an extension of the central government and provider of services to the community. The informants in this research were all Towuntu Village officials, Pasan District. In providing services to the community, the Towuntu Village Government has demonstrated performance accountability/accountability in order to maintain community trust. This is demonstrated by the existence of a flow of accountability starting from the lowest level, namely village officials, to their leaders, namely Old Law. There are several factors that can influence the accountability/accountability process, where these factors originate from within the individual as a Village Apparatus and the environmental influence of Towuntu Village. However, as the experience of Towuntu Village officials increases, the level of understanding of the importance of performance accountability can be increased so that the process of implementing accountability can run well.

Public service is an activity or a series of efforts to fulfill the service needs of the community. The public services received by the community come from the government's performance in providing services, which must be excellent and consistent. One of the public services in society is provided by Kader Surabaya Hebat, an organization that serves the community at the smallest level of government. Various issues arise, including workload, lack of training, and inadequate appreciation compared to the workload given. These factors contribute to problems such as work stress or burnout. The tendency for burnout or work stress can be experienced by public service workers due to high work pressure and job demands. Additionally, the work environment also significantly affects the emergence of burnout. Thus, the research problem raised in this study is how burnout affects the public service performance of Kader Surabaya Hebat in Tembok Dukuh Village, Surabaya City. The purpose of this research is to describe and analyze the effect of burnout on the public service performance of Kader Surabaya Hebat in Tembok Dukuh Village, Surabaya City. This study employs a descriptive research type with a quantitative approach and data analysis techniques using the Simple Linear Regression method. The results of this study indicate that burnout or work stress has a significant influence, with a strength of 83.4%, classified as very strong, and has a negative impact on the public service performance of Kader Surabaya Hebat in Tembok Dukuh.

The improvement of educational facilities and infrastructure is a crucial factor in enhancing the quality of learning, especially in rural areas such as Sugarang Bayu Village. This study aims to analyze the condition of educational facilities and infrastructure in the village and identify the efforts that have been made and can be undertaken to improve them. The research employs a qualitative approach with data collection techniques including observation, interviews, and document analysis. The findings reveal that educational facilities in Sugarang Bayu Village remain limited, particularly in terms of classroom availability, laboratories, libraries, and access to educational technology. The primary challenges include budget constraints and limited support from policymakers. However, initiatives from the community and schools have emerged to address these issues, such as fundraising and collaboration with governmental and non-governmental organizations. Therefore, synergy between the government, the community, and the private sector is essential to ensure sustainable improvements in educational infrastructure. By enhancing educational facilities, the quality of learning and students' academic performance in Sugarang Bayu Village is expected to improve, ultimately fostering a more competitive human resource base.
