The use of non-cash payments is increasingly becoming a trend among Indonesians, both in urban and rural areas. Non-cash payment instruments are considered more effective in supporting transaction activities and contribute significantly as the main driver of national economic growth. The state, as the organizer of public welfare, is obliged to carry out various activities to achieve the welfare of the people, as mandated in the Preamble of the 1945 Constitution of the Republic of Indonesia. In the beginning, money as a medium of exchange was in concrete form such as coins and banknotes. However, rapid technological developments encourage the birth of innovation in payment systems through electronic methods, to support the optimization of the use of non-cash payment instruments (less cash), so that a society with digital-based financial transactions is formed (less cash society). This research uses a normative juridical approach, relying on secondary data obtained from primary legal materials, secondary legal materials, and tertiary legal materials. The main focus of this research is to analyze the influence of the National Non-Cash Movement (GNNT) on social changes in the economic field. Based on the provisions of Article 1 point 3 of Bank Indonesia Regulation Number 16/8/PBI/2014 concerning Amendments to Bank Indonesia Regulation Number 11/12/PBI/2009 concerning Electronic Money, it is stated that electronic money is a payment instrument that fulfills a number of certain elements related to its use.

However, in its implementation, MPP still faces various strategic challenges, such as fragmentation between agencies, limited human resources, and suboptimal digital system integration that supports cross-sector services. This study aims to analyze adaptive and collaborative managerial strategies to address these challenges and explore digital innovation opportunities to improve service quality. By using a literature review method from various journals, policy reports, and supporting documents, this study shows that the success of the one-stop service system greatly depends on visionary leadership, synergy between agencies, and adequate technological support. The discussion concludes that flexible, responsive managerial strategies that emphasize cross-agency collaboration can enhance efficiency and user satisfaction. Therefore, updating digital systems, involving the community, and improving human resource capacity are crucial steps in realizing modern and sustainable public services. Another key factor for success is the adoption of innovative digital technologies. By investing in digital infrastructure, MPP can automate many of its processes, reducing paperwork, speeding up response times, and ensuring better coordination between departments. The development of user-friendly platforms and mobile applications will also allow citizens to access services more easily, improving their satisfaction. The development of digitalization has brought significant changes in various aspects of life, including employment relations. One of the innovations that has emerged is the use of digital employment contracts as a replacement for paper-based contracts. Digital employment contracts offer flexibility and efficiency in modern employment relations. However, in Indonesia, legal regulations related to digital employment contracts still face major challenges, considering the absence of regulations that specifically accommodate this mechanism. Article 52 of Law No. 13 of 2003 concerning Manpower only regulates the requirements for the validity of an employment contract without mentioning the use of electronic documents, while Law No. 11 of 2008 concerning Information and Electronic Transactions (UU ITE) has recognized the validity of electronic documents. This study aims to analyze the regulation of digital employment contracts in Indonesia, compare them with regulations in other countries, and provide policy recommendations to ensure legal protection for workers in the digitalization era. The method used is a normative legal approach with comparative legal analysis of countries such as the European Union and the United States. The results of the study show that although digital employment contracts are legally valid in Indonesia, there are still legal gaps related to the protection of workers' rights, supervision of implementation, and protection of personal data. Therefore, it is necessary to update regulations that are adaptive to technological developments, including the integration of the principles of justice, legal certainty, and protection of workers' rights in digital employment contracts.

The maritime industry is undergoing rapid technological transformation, yet the role of scientific paradigms in shaping technological decision-making remains underexplored. This study examines how epistemological reasoning influences leadership approaches to technological innovation in maritime business management. The research is motivated by the need to bridge the gap between theory and practice, ensuring that technological advancements are implemented with structured decision-making rather than reactive adaptation. This study provides an original contribution by evaluating the intersection of leadership, epistemology, and technological adoption—a perspective largely overlooked in previous maritime innovation research. While digital transformation is widely discussed, few studies address how structured epistemological reasoning affects decision-making in technology adoption. The research seeks to answer: To what extent do scientific paradigms influence technological decision-making in maritime leadership, and what challenges hinder epistemological integration? Using a qualitative methodology, the study engages industry experts, lecturers, and postgraduate students, applying thematic and comparative analysis to explore epistemological competency development and sustainable innovation. Results indicate that leadership adaptability and epistemological literacy significantly enhance digital transformation efforts, yet barriers such as regulatory constraints and resistance to structured reasoning persist. The study concludes that embedding epistemology into maritime education and leadership training is essential for ensuring sustainable, data-driven technological decision-making in the industry.
