This study investigates the factors influencing export performance in five ASEAN countries Indonesia, Malaysia, the Philippines, Singapore, and Thailand during the 2014-2023 period. The topic is highly relevant given the vital role of exports in sustaining monetary stability and promoting long-term economic growth. The novelty of this research lies in its integrated approach, which simultaneously examines key export-related macroeconomic variables, namely foreign direct investment and inflation, while incorporating foreign exchange reserves as a moderating variable an approach that remains limited in existing ASEAN-focused studies. This analysis uses secondary data obtained from the World Bank and processed using panel data regression methods, including the Common Effect Model, Fixed Effect Model, and Random Effect Model, strengthened by a Moderated Regression Analysis (MRA) approach. The results show that foreign direct investment and inflation significantly influence foreign exchange reserves. Furthermore, foreign exchange reserves have been shown to play a strategic role in strengthening the economic resilience of ASEAN countries and can be used as a reference in formulating monetary and international trade policies.

This article examines administrative capacity at the local government level as a critical determinant of the effective implementation of grants for Early Childhood Education (ECE), a policy domain widely recognized as a strategic public investment with long-term social and economic returns. Despite the growing reliance on subnational grants to finance ECE services across diverse governance systems, implementation outcomes remain uneven, frequently constrained by limited administrative capacity, weak public financial management, fragmented governance arrangements, and fragile accountability mechanisms. Responding to these challenges, this study aims to synthesize and critically assess the international literature to clarify how administrative capacity shapes the design–implementation nexus of local government ECE grants and to identify the institutional, managerial, and fiscal conditions under which such grants are more likely to achieve their intended objectives. Methodologically, the article adopts a conceptual–comparative literature review approach, drawing on a systematic search of peer-reviewed journal articles from major academic databases and applying thematic synthesis to integrate findings across governance contexts and policy traditions. The review is anchored in Administrative Capacity Theory and analytically enriched through insights from policy implementation theory, public financial management, good governance, and public accountability. The synthesized findings demonstrate that administrative capacity operates as a multidimensional and relational construct, encompassing institutional coherence, managerial coordination, human resource competence, procedural stability, and analytical capability. The literature consistently shows that weaknesses across these dimensions undermine grant implementation through delays, inefficiencies, limited oversight, and uneven service quality, while strong capacity enables more predictable, accountable, and effective ECE grant governance.

This paper examines how Somaliland’s liberalized, privately led telecommunications sector, once a state monopoly and now dominated by local firms, has become a driver of economic growth, financial inclusion, and infrastructure development, with Telesom as the leading example. Drawing on sectoral history, market composition, and coverage data, the study shows how Telesom and its competitors have built nationwide networks, delivered low-cost services, and enabled mobile money-based financial services in the context of weak formal banking. Focusing on Telesom’s ZAAD platform, the paper analyzes its ecosystem business model (salary payments, merchant networks, and high-frequency transactions), its contribution to financial inclusion, and its alignment with international anti–money laundering and customer due diligence standards. At the same time, it identifies ethical and prudential gaps, especially the absence of formal deposit protection, limited transparency in financial reporting and taxation, and the lack of an independent telecommunications regulator, which pose risks to consumers and systemic stability. Overall, the paper argues that Telesom illustrates how sustainable finance in telecommunications can combine innovation, inclusion, and profitability, provided that stronger governance, disclosure, and consumer protection frameworks are implemented to secure long-term sector resilience.

The rapid spread of hoaxes and disinformation in the digital era poses serious challenges to social cohesion, societal stability, and the internalization of moral values, particularly within Muslim communities. The circulation of unverified information has the potential to trigger conflict, polarization, and a decline in public trust. This study aims to explore digital literacy as an ethical and religious instrument in actualizing the Islamic principle of amar ma’ruf nahi munkar in the contemporary digital sphere. Employing a qualitative library research approach, the study examines classical Islamic sources, including the Qur’an and Hadith, alongside contemporary literature on digital communication ethics and digital citizenship. The findings indicate that digital literacy from an Islamic perspective extends beyond technical competence in accessing and disseminating information; it represents a form of moral responsibility (amanah) grounded in honesty (ash-shidq), prudence, and accountability. Practices such as information verification (tabayyun), clarification, and corrective engagement in online spaces are concrete expressions of amar ma’ruf nahi munkar. Strengthening ethically grounded digital literacy is therefore essential for fostering a healthy, just, and civilized digital public sphere.

 Non perfoming Loans are one of the main risks faced by savings and loan cooperatives and can impacts the financial stability as well as the sustainability of the cooperativ, s operations. this study aims to analyze strategies for handing non-performing loans based on the concepts of credit risk manajement at KSP Kopdit Tuke Jung Deru Dede Branch. This reserch use a qualitative approach with data collection methods through observation, interviews, and documentation. The data analyzed include non-performing loan data for the period 2022-2024 as well as interview results with the cooperative management. The data analys technique is carried out qualitatively and descriptively by linking field finding to findings to the concept of credit risk manajement, which includes risk identification, measurement, and control. The research result indicate that the increase in non-performing loans is influenced by internal factors such as suboptimal credit supervision, as well as exernal factors such as a decline in income and weak manajerial capacity of member businesses. The strategies for handling non-perfoming loans implemented by KSP Kopdit Tuke Jung include rescheduling, reconditioning, and restructuring. The implemention of these strategies is considered quite effective in helping members fulfil their credit obligations and reducing the cooperative, s risk of losses. Although strengthening credit analysis and post-credit supervision is still needed. This study is expected to serve as an evaluation material and reference for credit unions in improving sustainable risk manajement.

Delayed loan repayment by members is one of the main risks that can affect the financial stability of savings and loan cooperatives. This study aims to analyze the risk of delayed loan repayment by members and its implications for financial stability at KSP CU Bahtera Sejahtera. The study employed a descriptive qualitative approach with data collected through observation, interviews, and documentation. The data consisted of primary data obtained from cooperative management and staff, as well as secondary data in the form of financial reports and non-performing loan data for the period 2022–2024. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The findings indicate that delayed loan repayment is influenced by members’ repayment capacity, weaknesses in credit monitoring, and unstable economic conditions of members. These conditions have an impact on cash flow, liquidity, and the overall financial health of the cooperative. The study highlights the importance of applying prudential principles in credit provision, strengthening credit monitoring systems, and utilizing non-performing loan data as a basis for risk management to maintain sustainable financial stability

This study was motivated by the importance of the availability and quality of infrastructure as a major supporting factor for the comfort and smooth running of the lecture process at the postgraduate level. The purpose of this study was to evaluate educational facilities and infrastructure based on the perceptions of postgraduate students in the Islamic Education Study Program (PAI) using the Context, Input, Process, and Product (CIPP) evaluation model. This research is an evaluative study with a qualitative approach, involving PAI graduate students as research subjects. Data collection was conducted through questionnaires, in-depth interviews, and field observations, then analyzed using the Question Discourse technique to obtain a comprehensive understanding of the students' experiences and assessments. The results show that students view facilities and infrastructure as important to very important in supporting the lecture process. In general, the facilities are considered adequate, but there are still limitations in the air conditioning system and internet network stability, which affect the comfort and effectiveness of learning. The implications of this study emphasize the need for continuous improvement in the quality, maintenance, and management of facilities and infrastructure to support the quality of PAI postgraduate education.

Savings and loan cooperatives play an important role in improving the economic welfare of their members. However, they frequently encounter the problem of non-performing loans (bad debt), which may threaten the institution’s financial stability. This study aims to examine the implementation of the joint liability system and and its contribution to shaping member’s behavior and achieving zero bad debt in the sudang sogor solot group at KSP Kopdit Sube Huter. A descriptive qualitative approach was employed using observation, interviews, and documentation collected during the internship period. The findings reveal that the joint liability system fosters discipline, responsibility, and solidarity among members through mutual supervision and shared accountability in loans and supports the achievement of zero bad debt. Therefore, the joint liability system serves not only as a financial risk management strategy but also as a social mechanism that strengthens member behavior and ensures the sustainability of the cooperative.

Mental health is an essential aspect of human life that is deeply connected to one’s spiritual and faith condition. In the Islamic creed (ʿaqīdah) perspective, mental well-being is not merely defined by emotional stability or positive thinking but by one’s ability to maintain faith, surrender to Allah, and face life’s trials with patience and gratitude. Islam teaches that the source of inner peace (ṭuma’ninah) lies in closeness to Allah through remembrance (dhikr), prayer, and belief in divine destiny (qadha and qadar). Hence, a strong foundation of faith is crucial in maintaining a balanced psychological state for Muslims. In addition to patience and gratitude, the concept of ikhtiar (effort) also plays a vital role in overcoming anxiety. A Muslim is taught to make sincere efforts while trusting in Allah’s will, thereby achieving harmony between physical endeavor and spiritual strength. By internalizing the values of patience, gratitude, and effort, individuals can develop strong mental resilience, manage stress wisely, and find meaningful purpose in life’s challenges. This study highlights the significant role of Islamic teachings in fostering holistic mental health rooted in spiritual tranquility.

This study aims to analyze the strategies of tahfidz teachers in improving students’ Qur’anic memorization quality through a literature review approach. Memorization quality is not merely measured by the quantity of verses memorized, but also includes accuracy of recitation, fluency, consistency in muroja’ah (revision), and long-term memory retention. This research employed a literature review method by examining national and international journal articles as well as relevant academic books published between 2020 and 2025. Data were analyzed using content analysis techniques to identify themes, patterns, and research gaps related to teachers’ strategies in tahfidz learning. The findings reveal that effective tahfidz teaching strategies can be classified into four main aspects: (1) structured and consistent implementation of repetition (tikrar), (2) reinforcement of muroja’ah and periodic evaluation, (3) motivational strategies and character development, and (4) innovative learning approaches integrating collaboration and educational technology. The tikrar method is proven effective in strengthening memorization retention when supported by systematic program planning. Furthermore, intrinsic motivation, a conducive learning environment, and varied instructional methods significantly contribute to maintaining students’ memorization stability. In conclusion, improving the quality of Qur’anic memorization depends not only on repetition frequency but also on the integration of pedagogical strategies, affective-spiritual approaches, and instructional innovation. This study provides a conceptual contribution to the development of more comprehensive and sustainable tahfidz learning strategies.

Heart disease is the leading cause of death in Indonesia and globally, necessitating an early screening system that is both accurate and clinically trustworthy. Although XGBoost demonstrates high predictive performance, its black-box nature undermines clinical trust, while low recall risks missed diagnosis an unacceptable consequence in population screening, especially in middle-income countries with limited healthcare resources. This study aims to develop a sensitive, transparent, and implementation-ready heart disease screening framework through the integration of SHAP-based Explainable AI. The CDC's Indicators of Heart Disease dataset (319,795 samples) was processed according to WHO/CDC standards, followed by class imbalance handling, hyperparameter optimization using RandomizedSearchCV, evaluation based on metrics sensitive to minority classes (AUC, recall, F1-score, AUC-PR), and threshold tuning to maximize recall. The baseline model showed a very low recall of 12.18%. After optimization and threshold tuning at 0.10, the model achieved recall >96% (96.79%) with a G-mean of 0.7477, supported by SHAP interpretation stability and the ability to capture non-linear interactions between advanced age (AgeCategory_WHO) and poor general health (GenHealth). SHAP analysis confirmed the alignment of dominant features with medical evidence, and its visualizations provide transparent explanations for healthcare professionals indicating its potential implementation as an interpretable clinical decision support system.

The spread of hoax news in digital media is a serious problem because it can affect public opinion and social stability. This study aims to classify hoax news using the Support Vector Machine (SVM) algorithm. The dataset used is a hoax clarification dataset from the Ministry of Communication and Digital (Komdigi) of the Republic of Indonesia, totaling 1,872 data. The research process includes data collection, text pre-processing, feature extraction using TF-IDF, and classification using the SVM algorithm. Implementation was carried out using Google Colaboratory (Google Colab). Test results show that the SVM algorithm is able to provide good performance in classifying hoax news based on its topic with satisfactory accuracy, precision, recall, and F1-score values.

This research investigates intelligent cooling system design for main ship engines operating in tropical waters, integrating advanced machinery engineering with human factors to address thermal management challenges affecting engine performance, reliability, and crew operational effectiveness. Tropical maritime environments impose severe cooling demands through elevated seawater temperatures (28-32°C), high ambient conditions (28-35°C), and accelerated biofouling, reducing conventional cooling system effectiveness by 15-25% while increasing maintenance burdens and operational risks. Through qualitative analysis involving marine engineers, chief engineers with tropical operational experience, cooling system manufacturers, naval architects, automation specialists, and maritime training institutions, this study examines how intelligent cooling systems incorporating variable-speed pumps, adaptive control algorithms, predictive maintenance, and crew-centered interfaces can optimize thermal management while supporting effective human-machine collaboration. Results demonstrate that intelligent systems can reduce cooling energy consumption by 20-35%, improve temperature stability by 50-65%, extend maintenance intervals by 40-80%, and enhance crew situational awareness through intuitive monitoring interfaces, while requiring comprehensive training programs developing technical understanding and operational competencies. Key implementation challenges include control system complexity, sensor reliability in harsh marine environments, integration with existing engine management platforms, crew competency development requirements, and lifecycle cost justification. Findings reveal that successful intelligent cooling system implementation requires holistic sociotechnical approach addressing machinery engineering optimization, automation technology deployment, and human capability development through coordinated design and training strategies. This research contributes to marine engineering literature by providing integrated frameworks for intelligent system design incorporating machinery performance, automation capabilities, and human factors supporting operational excellence in tropical maritime operations.

Combined spinal epidural (CSE) is a regional anesthesia technique that combines the rapid onset of spinal anesthesia with the flexibility and prolonged analgesia of epidural anesthesia, making it a valuable option for major surgery in elderly patients with comorbidities. We report a case of a 76-year-old man with ASA physical status III diagnosed with multiple nephrolithiasis accompanied by bilateral hydronephrosis, who underwent open right nephrolithotomy under CSE anesthesia. The patient had a history of hypertension and mild renal function impairment, placing him at increased perioperative risk. Intraoperatively, hemodynamic parameters remained stable without significant hypotension, vasopressor requirement, or conversion to general anesthesia. Estimated blood loss was approximately 500 mL and was managed with crystalloid replacement without transfusion. Prophylactic antibiotic and adjuvant medications were administered according to surgical standards. Postoperatively, the patient was monitored in the ICU with stable vital signs and adequate pain control achieved through continuous epidural analgesia. This case highlights that CSE can be a safe and effective anesthetic approach for open nephrolithotomy in selected high-risk geriatric patients, providing satisfactory hemodynamic stability and postoperative recovery.

The stability of disposal slopes is a critical aspect of open-pit mining operations because it directly affects operational safety and the continuity of overburden dumping activities. Disposal areas composed of overburden materials generally exhibit heterogeneous characteristics, particularly when soft materials such as mud are present, which can significantly reduce slope stability. Therefore, a comprehensive slope stability evaluation is required prior to further disposal development. This study aims to assess the stability condition of a disposal slope under initial conditions, evaluate the influence of material conditions, and analyze the effectiveness of counterweight application in improving both the safety factor and disposal capacity. The research methodology involved the collection of primary and secondary data, including slope geometry, lithological conditions, and the physical and mechanical properties of disposal materials obtained from laboratory testing and company technical data. Slope stability analysis was performed using the limit equilibrium method with the assistance of geotechnical software, taking into account groundwater conditions and operational loading. The analysis results indicate that the initial disposal condition yielded a safety factor of 0.718, indicating an unstable slope condition. After simulating the removal of mud material, the safety factor increased to 0.907 but remained below acceptable stability criteria. The application of a counterweight significantly improved slope stability, resulting in a safety factor of 1.498. Further optimization through slope geometry redesign produced a final safety factor of 1.101, which satisfies the requirements stipulated in KEPMEN ESDM No. 1827 K/30/MEM/2018. Additionally, the redesign increased the disposal capacity from 119,507,864.23 LCM to 119,682,378.22 LCM, representing an increase of 174,513.99 LCM. These results demonstrate that counterweight application combined with geometric optimization is effective in enhancing both slope stability and disposal capacity.

This community service program aims to strengthen legal awareness among Kodingareng fishers through community-based legal education tailored to their social characteristics and work structures. The program was implemented through initial mapping, participant segmentation based on local fishing typologies—papekang, papattek, and pagae—and dialogical legal education linked directly to everyday fishing practices. The educational content focused on clarifying categories of prohibited acts, legal consequences, and individual responsibility within both independent fishing and vessel-based collective work. The results indicate an improvement in participants’ ability to articulate legal boundaries, assess legal risks based on specific actions, and understand the relationship between legal compliance, resource sustainability, and household livelihood stability. Although economic pressure, long working hours, and patron–client relations remain significant constraints on rapid behavioral change, the enhancement of legal awareness represents a meaningful outcome within the framework of community service. The findings suggest that community-based legal education can function as an effective preventive strategy against fishing-related crimes and provide a foundation for sustained legal empowerment initiatives in small island communities.

This article examines how meritocracy is institutionalized within the public administration systems of Indonesia and Singapore and how it affects public service quality. Using a descriptive–comparative library research design, the analysis focuses on four dimensions: bureaucratic structure, governing system and political influence, administrative reform and merit mechanisms, and implications for service delivery. The findings indicate that Indonesia’s bureaucracy remains highly hierarchical and decentralized, creating uneven institutional capacity and allowing electoral–political dynamics to influence appointments and rotations, which weakens consistent merit implementation. In contrast, Singapore operates a streamlined and centrally coordinated bureaucracy supported by high political stability, rigorous competency-based recruitment and promotion, transparent performance management, and competitive remuneration, enabling merit principles to be applied more consistently. These differences translate into more uniform and efficient public services in Singapore, while Indonesia continues to experience variability across regions and sectors. Strengthening merit enforcement, oversight, and professional culture is therefore crucial to improve the effectiveness and equity of public services in Indonesia.

Donorojo Village, Pacitan Regency, East Java, has significant agricultural potential, particularly in spice commodities. However, the utilization of spices by local farmers remains limited to the sale of raw materials in traditional markets at relatively low prices and with restricted market reach. In fact, spices have high economic value and strong potential to be developed into value-added products, such as herbal beverages. This community service activity aimed to enhance the knowledge and skills of the PKK women’s group in Donorojo Village in processing spice-based “biofarmaka” as an effort to empower the local economy and strengthen the spice value chain. The methods employed included lectures, demonstrations, and hands-on practice, conducted over five days at the Donorojo Village Hall and involving 20 participants. The products generated from this activity included “jahe gajah beverage”, “instan jahe merah”, “instan beras kencur”, and “instan kunir asem”. The results indicated an improvement in participants  understanding of the health benefits of spices, hygienic processing stages, and their ability to produce instant herbal beverage products. Furthermore, this activity has the potential to strengthen linkages between spice farmers as raw material suppliers and the PKK group as processing actors. The development of spice-based “biofarmaka” provides economic value addition, expands market opportunities, and encourages the growth of rural entrepreneurship. Therefore, spice-based “biofarmaka” processing training can serve as a strategy for rural agro-industry development that supports the improvement of economic stability in Donorojo Village.
