The provision of legal aid represents the state’s responsibility to ensure access to justice and legal protection, particularly for impoverished and vulnerable groups. Within the framework of regional governance, this responsibility is carried out by local governments through regional apparatuses with authority in legal affairs, including the Legal Bureau of Central Java Province. This article examines the position and authority of the Central Java Provincial Legal Bureau in the administration of legal aid and analyzes the urgency of its dual role as both facilitator and regulator. This study aims to analyze the legal basis of such authority and the implications of the dual role in the implementation of regional legal aid. The research employs a normative juridical method using statutory and conceptual approaches. The findings indicate that the Legal Bureau of Central Java Province possesses administrative authority derived from the delegation of authority by the governor, enabling it to perform both facilitative and regulatory functions in legal aid administration. However, the absence of explicit regulatory boundaries between these roles potentially leads to overlapping authority. Nevertheless, as long as these roles are exercised in accordance with their legal basis and the principles of good governance, the dual role may function as an effective administrative instrument to ensure the effective delivery of legal aid and the protection of citizens’ rights.   Keywords : legal aid, authority, dual role.

Curriculum reform in Indonesia has repeatedly emphasized flexibility, deep learning, and student-centered instruction. Nevertheless, many reforms have not been translated effectively into classroom practice. Existing studies tend to focus on teacher competence and policy readiness, while the deeper dimension of teacher beliefs remains underexplored. This study aims to unpack how teacher beliefs shape responses to curriculum reform and to identify the belief-related factors that influence the success or failure of curriculum innovation. A qualitative descriptive design was employed using pre-Delphi reflective questionnaires and Focus Group Discussion data involving senior secondary school teachers and educational stakeholders. Data were analyzed thematically to identify recurring patterns of belief, challenge, and adaptation. The findings reveal that teacher beliefs constitute the most decisive factor in curriculum implementation. Three major themes emerged: (1) a persistent gap between curriculum policy and classroom practice, (2) the difficulty of transforming teachers’ mindsets from fixed to growth-oriented perspectives, and (3) the construction of an ideal teacher identity characterized by reflection, adaptability, collaboration, and moral commitment. More importantly, teachers viewed curriculum change not merely as a technical demand, but as a moral and spiritual responsibility. Curriculum reform will remain ineffective unless it addresses teachers’ internal beliefs. Sustainable transformation requires professional development that integrates cognitive, emotional, and spiritual dimensions of teaching.

This study aims to explain how to instill character values ​​through extracurricular drumband activities at SD N 2 Musuk, located in Boyolali Regency. The rationale behind this research is because extracurricular activities are important in shaping students' character in accordance with the institution's vision and mission. The method applied in this study is descriptive qualitative. As research subjects, there are 45 students from grades 4, 5, and 6, and involving the principal, teachers, and coaches as sources of information. Data collection was conducted through observation, interviews, questionnaires, and documentation, which were then analyzed descriptively through data reduction, information presentation, and drawing conclusions. The research findings indicate that character instillation is carried out through a well-planned program and regular, scheduled practice. The character values ​​that were successfully instilled include discipline, responsibility, hard work, independence, collaboration, as well as religious attitudes and tolerance. The results of this activity are increased self-confidence and social skills of students, as well as the achievement of non-academic achievements that are a source of pride for the school.

This research is motivated by the urgency of effective Islamic Education Management (MPI) as a prerequisite for enhancing the role of Islamic Education (PAI) teachers in shaping students’ religious character amid the challenges of digitalization and institutional coordination constraints. The purpose of this study is to analyze the implementation of MPI experienced by PAI teachers, the interaction among stakeholders, and the teachers’ perceptions of its effectiveness at PKPPS Minhajurrosyidin, East Jakarta. Using a descriptive qualitative method with a case study and phenomenological approach, data were collected through triangulation (interviews, observations, and document studies) and analyzed using the Miles and Huberman interactive model. The findings indicate that MPI is an essential structural mediating variable. The optimization of MPI—particularly in terms of digital facility support and professional training—significantly enhances the effectiveness of PAI teachers as Uswah Hasanah and as facilitators of adaptive and scientific learning. However, the main obstacle lies in the lack of horizontal coordination among teachers in holistically integrating Values-Based Education. The implications of this study emphasize the need for formal managerial policies to ensure collective responsibility in character formation.

This study examines the integration of Christian values into the Merdeka Curriculum for Christian Religious Education (PAK) in junior high schools (SMP), focusing on the challenges and strategies for its implementation. The Merdeka Curriculum, introduced in 2022, offers flexibility in instructional design; however, its implementation in the field of PAK requires specific adaptations to maintain the relevance of Christian values such as love, justice, and responsibility. This study employs a descriptive qualitative approach using library research combined with empirical content analysis of various case studies in Indonesian Christian schools. The findings indicate that the primary challenges include resource constraints, the readiness of PAK teachers, technological infrastructure gaps, and the influence of secular digital culture. Effective strategies include the development of a contextual curriculum based on Christian values, the utilization of digital technology in learning, the enhancement of teachers’ professional competencies, and collaboration between schools, families, and churches. The implications of this study suggest that the integration of Christian values into the Merdeka Curriculum can foster the holistic character of junior high school students, equipping them with integrity, resilience, and the ability to face the challenges of the digital age.

Bureaucratic reform in Indonesia has encouraged the strengthening of civil service management oriented toward performance through the policy of appointing Government Employees with Work Agreements (PPPK) in order to improve the effectiveness of public organizations. This study aims to analyze the performance of PPPK in supporting the implementation of tasks at the Environmental Agency of Jambi City by using Mangkunegara’s performance theory as the analytical framework. This research employs a qualitative approach with a descriptive method. Data were collected through in-depth interviews and documentation, and then analyzed using data reduction, data display, and conclusion drawing techniques. The results show that the performance of PPPK is generally in the good category and contributes positively to organizational effectiveness. This is reflected in the aspects of work quality, work quantity, and responsibility as explained in Mangkunegara’s performance theory. The alignment between job placement and competence, increased work motivation due to employment status certainty, and organizational support through training and coaching are the main factors supporting performance optimization. However, there are still constraints, particularly the suboptimal understanding of main duties and functions, thus requiring strengthened organizational communication and continuous capacity development. This study confirms that competency-based management and systematic development of PPPK play an important role in improving the effectiveness of task implementation in the public sector.

Public service performance serves as a crucial measure of how effectively government agencies provide services to the public. Rising expectations from the public compel governments to ensure that services are delivered in an efficient, open, responsible, and responsive manner. Within the realm of public administration reform, the standard of public services has emerged as a key issue for governments looking to enhance public confidence and governance. The Indonesian government has created the Public Service Index (Indeks Pelayanan Publik/IPP) as a tool to assess the performance of public services. The IPP functions as an all-encompassing measurement system to evaluate the quality, efficiency, and responsibility associated with public service provision across government entities. This research intends to explore the definition of public service performance, the legal framework that regulates public services in Indonesia, and the metrics employed for calculating the Public Service Index. The study uses a qualitative descriptive method and a literature review approach, evaluating various pertinent books, regulations, and scholarly articles concentrating on public service management and performance evaluation. The results indicate that the Public Service Index plays a vital role in assessing service quality, institutional effectiveness, and the degree of public satisfaction. Additionally, the application of the IPP measurements fosters transparency, bolsters accountability, and encourages ongoing enhancements in public service delivery. Therefore, enhancing public service performance necessitates robust regulatory backing, institutional dedication, and the utilization of clear and quantifiable performance metrics to guarantee enduring improvements in service quality.

The economy of a country, including Indonesia, is a system that encompasses all production, distribution, and consumption activities occurring within the country. In the economy, problems often arise that can affect the welfare of society. The problem formulation in this study is: How is the regulation and supervision of both internal and external banks carried out to prevent customer personal data leakage in credit agreements? And how is the responsibility of BPR Karya Sari Sedana towards the leakage of customer debtor data? The research method used is empirical legal research. The conclusion in the study is the protection of customer data against personal data leakage by understanding the forms of supervision from both internal and external parties conducted by the banking institution and referring to the OJK regulations that have been established, in order to minimize the recurrence of similar incidents and allow the public to conduct transactions safely without worrying about their personal data. Leaked by irresponsible individuals. The responsibility carried out by the banking sector currently, namely the Financial Services Authority Regulation Number 22 of 2023 concerning Consumer and Community Protection in the Financial Services Sector, also regulates consumer protection in the financial services industry. Forms in policies related to regulations in the banking world ensure that the public does not worry about their personal data.

Drug misuse continues to be a complicated social and legal issue that has an impact on societal stability, public health, and personal wellbeing. Many criminal justice systems have moved away from punitive tactics in favor of rehabilitation-focused ones in recent years, especially for drug users who are frequently viewed as sufferers of addiction rather than serious criminals. The National Narcotics Agency (BNN) in Indonesia is implementing rehabilitation programs and restorative justice processes as a result of this change. This study investigates the efficacy of restorative justice in drug rehabilitation at Jambi Province's National Narcotics Agency and evaluates its applicability from the standpoint of Islamic law, specifically the framework of maqāṣid al-sharīʿah. The study uses a case study design and a qualitative methodology. Participant observation, document analysis, and in-depth interviews with BNN officials, rehabilitation counselors, medical staff, and ex-drug users were used to gather data. The results show that an integrated evaluation system that assesses drug users' physical, psychological, and social states in order to determine their eligibility for recovery is used to institutionally apply restorative justice principles. Combining medical care, psychological counseling, and social reintegration programs, the rehabilitation programs greatly aid in participants' recuperation, enhance psychological stability, and fortify familial ties. Additionally, by promoting individual responsibility, family support, and community involvement, restorative justice-based rehabilitation lowers the risk of recidivism. From the standpoint of Islamic legal philosophy, these actions are consistent with the goals of maqāṣid al-sharīʿah, specifically the defense of human dignity, life (ḥifḍ al-nafs), and intellect (ḥifḍ al-ʿaql). According to the study's findings, restorative justice-based rehabilitation is a compassionate and successful method of treating drug dependency while encouraging social reintegration and long-term recovery.

This research aims to describe the forms and functions of representative speech acts found in the YouTube video “The Basic Concept of Understanding Humans” by Cania Citta. The study arises from the phenomenon of digital communication, which demonstrates a shift in speech patterns from merely delivering information to constructing intellectual discourse that is both reflective and argumentative. A descriptive qualitative method with a pragmatic approach was employed. The data, consisting of representative utterances, were collected through observation and note-taking techniques on video transcripts, then analyzed using Miles and Huberman’s interactive model, which involves data reduction, data presentation, and conclusion drawing. The findings reveal that the dominant representative speech acts include stating, explaining, reporting, concluding, and speculating. Each utterance functions not only to convey information but also to build rational argumentation and foster critical awareness among audiences regarding the concept of humanity. Illocutionarily, these utterances perform informative, argumentative, and reflective functions, emphasizing the speaker’s epistemic responsibility toward the truth of the propositions delivered. The perlocutionary effects include an increased interest and heightened critical awareness among audiences concerning philosophical issues about human nature. This study contributes to the development of pragmatic studies, particularly in understanding the role of language as an instrument of knowledge and persuasion in digital media.

This study aims to examine how faith rooted in the family has implications for children's character education. The family is the first and foremost environment in human life, where children begin to learn about life values, including faith, morals, and responsibility. In Christian families, parents play a crucial role in instilling and fostering faith through living examples, praying together, and participating in Church life. This study employed a qualitative research method with a descriptive approach. The analysis was conducted by reviewing various scientific sources and Church documents relevant to the research theme, such as Familiaris Consortio and Amoris Laetitia, which emphasize the role of the family as a "domestic Church." The documents of the Second Vatican Council, as well as relevant journals and books, were also used. The results of the study indicate that faith that lives and grows within the family has a significant influence on the formation of children's character. The values ​​of faith taught within the family, such as love, honesty, responsibility, and concern for others, form an important foundation for developing good character. Through consistent faith education within the family, children can grow into individuals with faith, morals, and the ability to live responsibly in society.

This article aims to explore a dialogical reflection on the values of wisdom and leadership between the Bugis local wisdom of Salipuri Temmadinging and the biblical wisdom tradition found in Proverbs 29:14. The study is motivated by the growing leadership crisis in contemporary society, which calls for ethical reflections rooted not only in modern theories but also in local and religious traditions rich in moral insight. Employing a qualitative approach with a literature-based method, this research conducts a critical and comparative analysis of cultural texts on Salipuri Temmadinging and biblical interpretations of Proverbs 29:14. The findings reveal that both traditions emphasize social justice, moral integrity, and advocacy for the poor as essential foundations of stable and legitimate leadership. Leadership is understood not as an instrument of power, but as a moral responsibility to protect, nurture, and sustain communal life. The dialogue between these traditions highlights justice as a structural principle that ensures the durability and credibility of leadership. This study implies that integrating local wisdom and biblical wisdom literature can contribute significantly to the development of ethical and contextual leadership models within Indonesia’s pluralistic society.

This study aims to describe the event management of Kartini Humas Indonesia 2024 organized by Media Humas Indonesia as a form of appreciation for outstanding female public relations practitioners and as a strategy to build the reputation of Media Humas Indonesia. This research uses a descriptive qualitative method with a case study approach. Data were collected through in-depth interviews with four informants, non-participant observation, and documentation. The results show that the Kartini Humas Indonesia 2024 event was managed using Goldblatt’s five-stage event management approach: research, design, planning, coordination, and evaluation. The research stage involved identifying the needs and expectations of participants and target audiences. In the design stage, the committee developed creative ideas and defined the event’s characteristics. Planning focused on selecting the theme, location, and timing. In the coordination stage, communication and teamwork were key to the event’s successful execution. Evaluation was conducted through internal reflection and participant feedback. Furthermore, the event had a positive impact on the reputation of Media Humas Indonesia as the organizer, particularly in terms of reliability, credibility, and social responsibility. The study concludes that structured event management plays a crucial role in enhancing the reputation of the media as an event organizer in the public eye.

Truancy among high school students continues to be a serious concern that has negative effects on both academic outcomes and social development. This study seeks to analyze the application of reality therapy as an intervention to minimize truancy behavior. The research utilizes a literature review approach by evaluating six relevant scholarly articles published over the past decade. The findings suggest that truancy is caused by a combination of internal factors, such as lack of learning motivation and feelings of boredom, and external factors, including family environment and peer influence. Conventional approaches that rely heavily on punishment and external control are considered less effective in creating lasting behavioral improvements. On the other hand, reality therapy emphasizes personal responsibility, present actions, and self-assessment, allowing students to better understand their behavior and make more positive decisions. The results demonstrate that this approach enhances students’ self-awareness, responsibility, and decision-making abilities. Therefore, reality therapy can be regarded as an effective alternative counseling method to address truancy behavior in schools and to support long-term behavioral change.

Collecting donations for natural disaster victims is a form of social solidarity widely practiced by the community, including students. However, in practice, these fundraising activities must be carried out in accordance with applicable legal provisions, specifically Regulation of the Minister of Social Affairs of the Republic of Indonesia Number 8 of 2021 concerning the Implementation of the Collection of Money or Goods (PUB). This study aims to analyze the implementation of Ministerial Regulation Number 8 of 2021 in the practice of collecting donations for natural disasters by students. The research method used is a normative empirical research method with a legislative and sociological approach. Data were obtained through literature review and interviews with the Social Services Agency and student organizations. The results show that the implementation of Ministerial Regulation Number 8 of 2021 in student fundraising activities has actually taken place, but is not yet fully optimal. This is evident in the continued discovery of donation collections carried out without official permits from authorized agencies and the lack of accountability reporting for collected funds. This condition indicates that the level of compliance with administrative provisions in the implementation of fundraising is still relatively low. Therefore, increased regulatory dissemination, more effective oversight, and increased legal awareness among students are needed to ensure that fundraising activities are carried out transparently, accountably, and in accordance with applicable laws.

This study aims to explain the ambiguous role of higher education institutions in ensuring the safety and human rights of students as citizens. The increasing number of cases of academic violence, bullying, and excessive pressure indicates that the functions of universities are often limited to purely administrative aspects, thereby neglecting the need for legal protection. This research employs a normative legal method with a conceptual analysis approach to examine how the state, through its legal framework, defines the role of universities as both educational institutions and legal entities in carrying out the delegated responsibility of protecting human rights. The findings reveal that the state has not succeeded in effectively regulating student protection, as there is a significant gap between central regulations and their implementation within autonomous campuses. Although the state normatively requires universities to provide a safe environment for students, the lack of adequate oversight systems has resulted in protection measures that are largely reactive. This condition leaves limited room for preventive actions, indicating that the protection of students’ rights has not yet been implemented in a comprehensive and sustainable manner.

This study aims to analyze and provide empirical evidence on the influence of financial performance on corporate social responsibility (CSR) in healthcare companies listed on the Indonesia Stock Exchange (IDX) during 2020-2024. This quantitative research employs a descriptive explanatory causality approach to examine the relationships between variables. The sample consists of 19 companies selected through purposive sampling, resulting in 95 observations. Data were analyzed using multiple linear regression. Classical assumption tests indicate that the data are normally distributed, while initial autocorrelation issues were addressed using the Cochran Orcutt approach, after which no violations of autocorrelation, multicollinearity, or heteroscedasticity were detected. The results show that return on assets (ROA), current ratio (CR), and net profit margin (NPM) simultaneously influence CSR. Partially, ROA has a negative and significant effect, while CR and NPM have positive and significant effects on CSR. This study contributes to legitimacy theory by providing empirical evidence of the role of financial performance in CSR disclosure within the Indonesian healthcare sector, while the negative effect of ROA offers additional insight into going concern theory. Practically, companies are advised to maintain liquidity levels between 150%-300% and optimize profit margins to support CSR strategies, while investors may use financial ratios as indicators to predict CSR performance.

The development of modern economic systems shows that conventional approaches are often criticized for focusing too much on rational and mathematical aspects, while giving less attention to ethical and moral values in economic activities. This condition has encouraged the emergence of alternative systems that combine material and spiritual elements, one of which is the Islamic economic system.This study aims to analyze the characteristics and structure of the Islamic economic system as a framework based on Sharia principles. The research uses a qualitative approach with a literature review method by examining various relevant sources. The data are analyzed descriptively to better understand the basic concepts and structure of the Islamic economic system.The results show that Islamic economics has key characteristics such as a strong connection to divine values, a balance between individual and social interests, and an emphasis on justice and social responsibility in economic activities. Therefore, Islamic economics not only regulates economic practices but also incorporates moral and ethical values to achieve overall social well-being.This study is expected to contribute to the development of Islamic economic studies and can be used as a reference for building a more fair and sustainable economic system.

This study examines the integration of Islamic education values in supporting the achievement of the Sustainable Development Goals (SDGs) 2030. The background of this research is rooted in the increasing global demand for education systems that not only emphasize cognitive competence but also foster moral integrity, social responsibility, and environmental awareness. Islamic education, with its foundational values such as tawhid (divine consciousness), adl (justice), amanah (responsibility), and mizan (balance), offers a holistic framework that aligns with the principles of sustainable development. The objective of this research is to analyze how Islamic educational values can be conceptually and operationally integrated into educational practices to contribute to the SDGs agenda. This study employs a qualitative approach using library research as the primary method, collecting and analyzing relevant academic literature published in recent years. The findings indicate that the integration of Islamic values through contextual learning, reflective discussions, character-building activities, and social engagement initiatives can enhance students’ awareness of global issues, empathy, inclusivity, and ecological responsibility. Although challenges remain in curriculum standardization and character assessment mechanisms, the study concludes that Islamic education has strong potential to function as a transformative educational model. The implications of this research suggest the need for curriculum development, teacher capacity building, and institutional commitment to ensure that Islamic education meaningfully contributes to sustainable global development.

This study aims to analyze The Responsibility of the Regional General Hospital (RSUD) TC. Hilers Maumere regarding the practice of burning medical waste and to examine its conformity with the provisions of Law Number 17 of 2023 concerning Health and other regulations related to hazardous waste management. Medical waste management is an important issue because improper handling may cause environmental pollution and pose serious risks to public health. This research employs an empirical legal research method with a descriptive approach, examining how the law operates in society through field data collection and analysis of relevant legal regulations.The results show that RSUD TC. Hilers Maumere implements a waste management system that includes the separation of household waste, liquid waste, and hazardous and toxic waste (B3).
