Training and development of human resources (HR) is an important aspect in improving organizational capability. Organizational capacity is the power of an institution to achieve strategic goals through the proper utilization of available resources. This research aims to examine the extent to which HR training and development affect organizational capacity building. The method used is a literature review with a qualitative approach, studying various relevant previous studies. The results of the analysis show that HR training and development make a significant positive contribution to organizational capacity building in both the public and private sectors. The findings highlight the importance of continuous investment in training and development programs to improve organizational competitiveness and efficiency.

This study aims to analyze the Capacity of the New Village Government Apparatus in Takatunga I Village, Ngada Regency. The method used in this research is a qualitative method with a case study approach. The theory used in this research is the theory of Apparatus Capacity according to Asrori which highlights three abilities, namely basic ability, management ability and technical ability. Informants who became research sources amounted to 12 people. The data sources used are primary data and secondary data. Data collection techniques in the research are interviews, observation, documentation and literature study. Data analysis techniques used in the research are data reduction, data presentation and conclusion drawing. The results showed that the basic skills possessed by the apparatus in Takatunga I Village were inadequate, most of the apparatus did not know the basic fundamentals of village government, their main duties and functions. In addition, Takatunga I Village does not yet have a village profile and village government organizational structure. The management skills possessed by Takatunga I village officials are still very limited; there are still complaints from the community about the services provided, because there is only one official who can operate a computer. In addition, although monitoring is limited to monitoring development, evaluation in Takatunga I Village is still limited to reporting every semester. The financial disbursement process is well done, but the accountability aspect is still less than optimal. The technical capabilities of the Takatunga I Village apparatus are quite good, despite having limited facilities and mastery of technology such as computers.

Jamalsari Village has rich local potentials, including natural tourism, agriculture, and traditional culture. Unfortunately, these potentials have not been optimally managed, and as a result, they have not significantly contributed to the community’s welfare. In response to this issue, a community service program was conducted with the goal of empowering the residents in developing tourism and creative economies based on local potentials. The approach used was participatory, where the community was actively involved in every stage of the activity, from identifying potentials and problems to training, mentoring, and evaluating the outcomes. Key activities in this program included training local tour guides to enhance residents' capacity in welcoming tourists, homestay management training as a form of community-based accommodation, and training on processing local products such as cassava chips and opak (crispy rice cakes). In addition, the community was encouraged to utilize social media as a promotional tool for products and tourist destinations. The results of these activities showed an increase in the community’s capacity and awareness in managing the village’s potential. The establishment of the Tourism Awareness Group (Pokdarwis) became one of the success indicators, where this group actively managed tourism activities independently. Furthermore, several prototypes of creative economy products have been successfully produced and widely recognized through digital promotion. This program successfully encouraged active participation from the community in promoting and managing the village as a local wisdom-based tourist destination. The success of this initiative shows that community empowerment oriented towards local potential can be an effective and sustainable approach, with the potential to serve as a replicable model for other villages with similar characteristics. Additionally, with this program, the community began to have a better understanding of the importance of environmental sustainability and cultural preservation in tourism development. This program also opened new opportunities for improving the residents’ economy, creating jobs, and reducing dependence on less sustainable economic sectors.

Extreme climate change in Indonesia, caused by air pollution from the use of fossil energy, has encouraged the development of renewable energy technology, including Wind Power Plants (PLTB). This technology is increasingly important for providing clean energy, especially in the maritime industry. The aim of this applied scientific work is to provide a battery charging solution when the emergency battery charger charging system on commercial ships experiences problems. To make it easier to monitor the power produced by wind power plants and also battery capacity via a smartphone application in real time. The method used in this applied scientific research research is experimental. The results of calculating the average power during testing at night show an average power of 10.22 Watt/min and an average current of 0.78 A. So it can be concluded that battery charging takes 11.53 hours. Meanwhile, the results of calculating the average power during testing during the day show an average power of 13.41 Watt/min and an average current of 1.02 A. So it can be concluded that charging the battery lasts for 8.82 hours. From the two data obtained, it can be concluded that charging is optimal during the day because the efficient charging time is 8.82 hours.

Mangrove ecosystems play a vital role in maintaining coastal environmental balance, providing habitats for various species, and supporting local livelihoods. In Gorontalo Province, the utilization of mangrove ecosystems faces significant challenges between conservation and sustainable exploitation. This study aims to review scientific literature discussing the use, degradation, and conservation efforts of mangroves in the region. The research method employed is a literature review analyzing 10 primary sources, including journals and books published within the last decade. The findings indicate that mangrove degradation in Gorontalo is caused by land conversion, overexploitation of resources, and weak local governance and regulations. On the other hand, there are promising initiatives such as ecotourism development and community-based management approaches that show potential for ensuring ecosystem sustainability. This study concludes that mangrove management strategies in Gorontalo must strengthen community participation, cross-sector integration, and adaptive policy approaches based on local conditions. Recommendations include improving institutional capacity and developing holistic policies that balance ecological and economic aspects.

Watershed management requires active community participation as a key actor in ensuring environmental sustainability. This study aims to analyze the forms, levels, and factors influencing community participation in the management of the Bone Bolango Watershed in Gorontalo Province. The method used is a descriptive qualitative approach supported by quantitative data from questionnaires distributed to 45 respondents. The results show that 75.6% of respondents are unaware of watershed programs, and only 24.4% have been involved in the planning stage. In the implementation stage, participation reaches 53.3%, mainly in reforestation and waste management activities. About 48.9% are aware of the evaluation process, but only 40% consider it transparent. Some community members (44.4%) perceive economic benefits, especially from planting productive trees. Educational activities are considered effective by 71.1% of respondents, although participation remains limited. The Bone Watershed Forum is viewed as strategic, yet community involvement needs to be strengthened. Enhancing local institutional capacity, transparency, and cross-sector collaboration is essential to improving sustainable community participation in watershed management.

This study aims to analyse the practices of community-based tourism development, the level of community participation and to formulate a collaborative development model to strengthen its management system. A qualitative approach with a case study design is employed. The researcher conducted observations of community-based tourism practices, in-depth interviews with local residents and a review of relevant literature. The collected data will be analysed using a descriptive qualitative method. The data will be reduced, verified, and concluded based on the analysis carried out. The research findings indicate that although there is considerable potential for adventure tourism, there are still significant shortcomings in its development. Therefore, a collaborative development pathway is needed to enhance the management system in the future, so as to generate meaningful social implications for the local community.

This study explores the dual impact of artisanal gold mining on economic livelihood and environmental sustainability in Tedeboe Village, Rampi District, North Luwu Regency. Employing a qualitative case study design, data were gathered through in-depth interviews with four key informants—including the village head and three local miners—and through direct field observation. Data were analyzed using Creswell’s qualitative analysis framework, encompassing coding and thematic development to capture nuanced insights. The findings indicate that artisanal gold mining has significantly improved household income, especially in meeting basic needs and funding education. However, the sector’s informal nature and high dependency expose the community to economic volatility. Moreover, despite limited use of chemicals, awareness of mercury’s environmental and health risks is rising among miners. Environmental degradation, particularly soil and water pollution, alongside potential respiratory hazards, emerges as a critical concern. The study underscores the urgent need for sustainable mining practices, stronger local regulation, and capacity-building through education and economic diversification. These findings advocate for a balanced approach to rural development—one that harmonizes economic benefits with ecological resilience and community well-being.

This study aims to analyze the perceptions and readiness of Islamic Religious Education (PAI) teachers in implementing the deep learning concept in active learning. The method used is a qualitative approach through a literature review, where data were collected from various relevant sources such as scientific journals, books, and research articles discussing deep learning concepts, active learning, teacher readiness, and their implications in the context of PAI learning. The analysis was conducted descriptively and critically using content analysis techniques to identify key themes related to teachers’ perceptions, supporting and inhibiting factors of readiness, and the impact of implementing active learning based on deep learning. The findings show that PAI teachers generally have a positive perception of deep learning as an approach capable of deepening understanding and Islamic values meaningfully; however, their readiness to implement it varies and is influenced by competencies, training, technological infrastructure, and institutional policy support. The implications of applying this concept include a shift in teachers’ roles to facilitators, development of interactive and reflective learning designs, and authentic and holistic evaluation methods while considering cultural sensitivity and contextual integration of Islamic values. This study recommends strengthening teacher capacity through continuous training, enhancing technological facilities, and policy synergy to realize transformative, critical, and character-oriented PAI learning in the digital era.

Publikasi Hasil Pengabdian dan Kegiatan Masyarakat 2025 Asosiasi Periset Bahasa Sastra Indonesia

This community service program was carried out with the primary objective of improving the institutional capacity of Village-Owned Enterprises (BUMDes) in Kedaton Village, Kedaton Peninjauan Raya District, Ogan Komering Ulu Regency. The focus of the activity was training and mentoring in the preparation of legally based Standard Operating Procedures (SOPs), in order to strengthen village business governance in a participatory and sustainable manner. The method used was a participatory approach, involving village officials and the local community in every stage of the activity, from identifying institutional problems, preparing SOP documents, to evaluation and follow-up. This activity was carried out through workshops, focus group discussions, and technical mentoring, so that participants not only received theoretical material but also actively participated in preparing and implementing SOPs relevant to the needs of the BUMDes. The results of the activity showed a significant increase in legal awareness among BUMDes managers and the village community. In addition, a new institution was formed in the form of a Village SOP Team that plays a driving role in the process of preparing and supervising the implementation of SOPs. Local leaders who have a concern for business governance and village community empowerment also emerged. The development of SOPs not only strengthens the administrative aspects of Village-Owned Enterprises (BUMDes) but also encourages social transformation. Communities become more involved in decision-making and develop a sense of ownership of village businesses. These findings indicate that integrating a legal approach into community empowerment practices can be an effective strategy for increasing accountability, transparency, and the future sustainability of village businesses.

The purpose of Community Service (PKM) is to improve the understanding and ability of business owners and crew members (ABK) in conducting simple and applicable financial analysis. This activity will be carried out in Laha Village, Ambon City, in May 2025 with the main target of the Arumbae ship fishing business actors and their crews. This PKM is carried out in three main stages, namely: the preparation stage, the implementation stage, and the monitoring and evaluation stage. In the preparation stage, an initial approach is made to ship owners and crew members to establish communication and identify specific needs related to understanding and skills in financial analysis. The implementation phase includes training activities that are designed in a participatory and applicable manner, using Microsoft Excel software as the main tool in calculating and analyzing the feasibility of the business. The training material includes business feasibility analysis techniques, cash management, simple financial recording, and profit and loss projections. The benefits felt by the participants were very significant. Business owners now have a better understanding of the importance of financial management, and can prepare a business feasibility analysis independently. They also show an improvement in the ability to prepare simple financial statements, as well as being motivated to develop fishing ventures to a larger and more sustainable scale. Monitoring shows a noticeable increase in understanding and skills after training. This activity also has a positive impact on building an orderly and disciplined financial recording culture, which has not previously been a habit among fishermen. In the future, it is hoped that this training can be replicated to other fishermen groups in the coastal area of Maluku to expand the impact. The conclusion of this activity shows that an educational and practical approach is able to encourage the increase of fishermen's capacity in the financial aspect of business. This activity also opens up opportunities for the development of fishing businesses professionally and oriented towards the sustainability of the local economy.

This study aims to analyze the impact of overtime work on physical and mental fatigue of the crew of the MV ship. Manalagi Tisya, by identifying the causal factors and consequences that may arise due to additional working hours. In this study, the researcher will apply a qualitative research method with a descriptive approach. This research was conducted by the author on the MV ship. Manalagi Tisya owned by PT Pelayaran Manalagi which is a subsidiary of PT Salam Pacific Indonesia Lines, with the ship call sign "YBTL2" and a total load capacity of 52201 MT. Data collection techniques in this study used observation, interviews and documentation. Data analysis techniques used data reduction, data presentation, drawing conclusions. Testing the validity of this research data used source triangulation, technical triangulation, and time triangulation. Based on the results of the study, it explains that the Overtime Pattern: The crew of the MV ship. Manalagi Tisya experienced an average of 4.5 hours of overtime per day, with the Engine Department experiencing the highest overtime (an average of 5.2 hours). Overtime most often occurs during loading and unloading at the port (35%) and when facing bad weather (27%), Physical Impact: Continuous overtime causes significant physical impacts in the form of sleep disturbances (80%), back and waist pain (70%), and muscle pain (60%), Mental Impact: As many as 85% of crew experience moderate to severe mental fatigue due to overtime, with the main symptoms being difficulty concentrating (75%), irritability (65%), and decreased decision-making ability (60%). Safety: There is a strong positive correlation (r = 0.82) between the duration of overtime and the frequency of safety incidents. The risk of incidents increases by 28% for every additional 2 hours of overtime, Work Performance: Overtime has an impact on decreased work performance, especially in problem-solving skills (45%), compliance with procedures (41%), and effective communication (37%), Overtime Management: The most effective overtime management strategies are task rotation and fatigue management training, but their implementation is still not optimal. Limited number of personnel and operational demands are the main obstacles in minimizing overtime, Regulatory Compliance: Average working hours of MV ship crew. This technical guidance (bimtek) activity was held with the primary objective of improving the digital capacity of Micro, Small, and Medium Enterprises (MSMEs) members of the Papua Gallery in Sorong City. The approach used was quite unique because it combined information technology, specifically the e-commerce platform Odoo, with a sociological perspective of religion. This approach places the values of faith, community ethics, and local culture as the main foundation in the digital transformation process being carried out. This activity was carried out by a team of lecturers from Victory University Sorong from the Information Systems and Sociology of Religion Study Program, and involved students as part of community service. The implementation process included several stages: an assessment of MSMEs' digital needs, technical training on using Odoo, direct assistance in implementing the dare store, evaluation of results, and ongoing follow-up. The results of the activity showed a significant increase in digital literacy among MSMEs, success in creating and managing online stores independently, and a growing awareness that business digitization is not only an economic necessity, but also part of spiritual and social responsibility. In addition, this activity also helped strengthen the branding and presence of local Papuan culture through digital media. This faith- and cultural-based training model has proven effective and relevant for replication in other MSME communities in different regions, especially those with strong local cultural and religious potential.

This study aims to develop the capacity of Micro, Small, and Medium Enterprises (MSMEs) stakeholders in Badung Regency through training on processing dishes based on local food ingredients. Using a participatory training method which included counseling, demonstrations, hands-on practice, and mentoring. The study focused on improving technical skills as well as knowledge of hygiene standards and product marketing. The results showed an increase in the ability of MSME stakeholder to process local ingredients into innovative and appealing culinary products that meet market needs, while also strengthening sanitation and product quality aspects to make them more attractive to consumers. The participatory approach also encourages MSME stakeholders to actively contribute to the product development and marketing strategies, resulting in increased competitiveness and business sustainability. This study provided important contributions to MSME empowerment and the development of the local economy based on the potential of local natural resources.

This study aims to evaluate the effectiveness of criminal law policies in efforts to eradicate narcotics networks in Indonesia during the 2015-2024 period. The drug problem continues to be a serious threat to national resilience, with increasingly organized crime patterns and utilizing sophisticated technology. This research uses a juridical-empirical approach with a qualitative research method to analyze the implementation of criminal law policies towards eradicating drug networks. Data was obtained through literature study and in-depth interviews with stakeholders in the field of drug law enforcement. The results show that criminal law policy in Indonesia still faces various challenges, including inconsistencies in the application of penalties, limited coordination between institutions, and problems in implementing rehabilitation programs. Factors affecting policy effectiveness include aspects of legislation, law enforcement, public awareness, and international cooperation. This research recommends comprehensive policy reform, increasing the capacity of law enforcement officials, strengthening the rehabilitation system, and optimizing regional and international cooperation in combating drug networks

Tourism is currently a rapidly growing sector, particularly in line with social change and technological advancements. In this context, ecotourism is becoming an increasingly popular approach because it prioritizes the principles of environmental sustainability, local cultural preservation, and improving community welfare. One innovative form of ecotourism is the development of agroforestry-based tourism, which integrates environmentally friendly agricultural and forestry practices. One concrete example of this concept is the Dawuhan Kopi area in Semarang Regency. This area has developed a coffee forest farming system as a primary tourist attraction, aiming to combine nature conservation and community economic development. This study aims to comprehensively examine how coffee agroforestry management in Dawuhan Kopi is implemented as a form of ecotourism and to analyze various optimization efforts that have been and are being implemented. The research method used is a qualitative descriptive approach with data collection techniques such as field observations, in-depth interviews with stakeholders, and documentation. The results reveal that the management of the coffee agroforestry area in Dawuhan Kopi still faces various challenges, particularly in terms of institutional framework, tourism product packaging, availability of supporting facilities, and local community empowerment. To address these issues, a comprehensive improvement strategy is needed, ranging from strengthening institutional capacity, innovation in tourism packages, developing basic infrastructure, and increasing active community participation in every management process. This research is expected to make a positive contribution to the development of a sustainable agroforestry-based ecotourism model and serve as a reference for other regions with similar potential to implement the same concept adaptively and contextually.

The research titled "Analysis of the Effectiveness and Efficiency of the Use of the Parish Budget of the Holy Spirit Nelle" aims to analyze the level of effectiveness and efficiency in the use of the budget at the Holy Spirit Nelle Parish during a specific reporting period. The analysis is conducted by comparing the activity targets and budget with the actual realization. The results show that the average effectiveness of activities is only 45.95%, indicating that most activities have not been optimally achieved. Meanwhile, the efficiency of budget utilization is recorded at 29.48%, which shows a low level of spending compared to the allocated funds. These findings indicate a gap between the planning and implementation of parish programs. Some programs have not been realized at all despite having a budget allocated. Therefore, improvements are needed in program planning, adjustments in budget allocations according to implementation capacity, as well as strengthening the monitoring and evaluation system to enhance accountability and financial performance of the parish moving forward.

This study aims to analyze the effectiveness of urban village fund management in efforts to improve facilities and infrastructure as well as community welfare in Dukuh Menanggal Village, Gayungan Subdistrict, Surabaya City. Urban village funds are part of a fiscal decentralization policy that aims to accelerate development and equitable distribution of welfare at the local level. This research uses descriptive qualitative methods with data collection techniques through observation, in-depth interviews, and documentation. The results showed that the management of urban village funds in Dukuh Menanggal has generally been quite effective, marked by an improvement in the quality of environmental infrastructure such as roads, drains, and other public facilities. In addition, some community empowerment programs also have a positive impact on improving the welfare of residents. However, there are still some obstacles such as limited apparatus capacity, suboptimal community participation, and transparency in reporting that need to be improved. Therefore, it is necessary to strengthen governance, increase the capacity of human resources, and involve the community more actively so that the management of urban village funds can be more optimal and sustainable.

Community-Based Tourism is an approach to tourism development that involves the active participation of local communities as the main actors in planning, managing, and utilizing tourism business results. This study aims to examine effective management strategies in managing community-based tourism to encourage local economic empowerment. The research method uses a descriptive qualitative study with a case study approach in Kubu Gadang Tourism Village, West Sumatra Province. Data were collected through observation, documentation, and interviews. The results of the study indicate that management strategies involving community capacity training, clear role divisions, and collaboration with external parties (government and private sector) are able to increase community income and strengthen the village economic structure. The implications of this study indicate that good management is the key to the success of community-based tourism in creating inclusive and sustainable economic development.

Independent village status is the highest achievement in the classification of village development that shows strong social, economic and environmental resilience. Tanjung Harapan Village is the only village in Lingga Regency designated as an independent village in 2023. This study aims to analyze the capacity of the Tanjung Harapan Village Government in achieving this status using the organizational capacity theory of Horton et al. (2003), which emphasizes two main aspects, namely resources and management. This research uses a descriptive qualitative approach with data collection techniques through interviews, observation, and documentation. The results showed that in terms of resources, the village has adequate infrastructure and has begun to apply digital systems in administrative management, although there are still network constraints. In terms of management, the village head applies open leadership, involves the community in planning, and manages finances transparently. Capacity building of village officials is also carried out through training and periodic evaluations. In conclusion, the Tanjung Harapan Village Government has demonstrated adequate capacity to support the achievement of independent village status.
