Perkembangan kualitas hidup manusia dari waktu ke waktu mengalami perkembangan dan kemajuan.Semua itu bisa terjadi dan berproses melalui pengetahuan, ketrampilan, dan nilai – nilai yang di anggap benar dan baik oleh masyarakat untuk kesejahteraan hidupnya dan dalam rangka mencapai masyarakat madani (civil society), yaitu masyarakat yang terperdayabaik ditinjau dari perspektif ekonomi, budaya dan politik. Pembangunan yang dimaksud adalah usaha yang dilaksanakan untuk dilakukan secara sadar, sistematis dan berkelanjutan untuk mengadakan perubahan guna mewujudkan hari esok yang lebih baik. Mahasiswa merupakan salah satu elemen masyarakat yang berperan  sebagai agent of change (agen perubahan) yang dinilai mampu membawa segenap perubahan  ke arah yang lebih baik dengan mengabdikan dirinya kepada masyarakat.

Human resources who work in organizations should have the ability to improve the quality of performance. Many things affect the performance of employees in an agency including work ability, work environment, workload, competence, how the organizational culture of the agency and employee work discipline in carrying out their activities while in an agency, especially the Office of Lamposi Tigo Nagori District Payakumbuh City. This type of research is quantitative. The population in this study included the State Civil Apparatus (ASN) Lamposi Tigo Nagori District Office Payakumbuh City, amounting to 44 people. Data management in this study will use the smartPLS software. The environment, discipline and organizational culture do not significantly influence performance. Competence has a significant effect on performance. T count was obtained for 2.891 with a p value of 0.004. The work environment, competence and work discipline do not have a significant effect on performance after intervening variables of organizational culture. The high performance demands on Lamposi Tigo Nagori Sub-district Office employees in Payakumbuh City must be balanced with better provisioning of competencies through various trainings as well as more appropriate and appropriate rewards.

This study aims to look at the effect of communication skills and organizational climate on work performance with job satisfaction as a moderating variable in all 24 Urban Village Offices in Bukittinggi City. The sample in this study was 94 civil servants consisting of 1 Village Secretary and 3 Section Heads in each Village Office in Bukittinggi City who were directly responsible to the Village headman. The data analysis method used is SEM (Structural Equation Modeling) analysis technique based on PLS (Partial Least Square) variance. Data collected through questionnaires, interviews, and documentation studies. The results of this study show that the variable communication skills and organizational climate both have a positive and significant effect on work performance variables in the Urban Village Offices in the City of Bukittinggi. So is the case with the variable job satisfaction which also has a positive and significant effect on the variable work performance. From the moderating variable used is the job satisfaction variable, it can be seen that job satisfaction strengthens the influence of communication skills on work performance, but conversely, the results obtained show that job satisfaction has a negative effect or weakens the relationship of organizational climate on employee job performance in Urban Village throughout Bukittinggi City.

Prostitution is an act that deviates and violates the rules of social and religious values ​​and norms. Prostitution involving parties such as pimps, commercial sex workers, and service users comes from various circles due to economic factors and lack of mental strength in dealing with global changes in society that changed to the modern era, as well as lifestyle demands where values ​​and norms exist in in society began to be eroded by the changing times that are increasingly developing. The method used in this research is normative juridical, research specifications in concreto, secondary data sources, the data obtained will be analyzed qualitatively. The results showed that law enforcement in the handling of prostitution in Demak Regency was carried out using the model of actual enforcement law. It emerged after the discretion in law enforcement was believed to be due to limitations, both related to infrastructure, quality of human resources, quality of legislation and lack of community participation. Law enforcement officers include the Civil Service Police Unit, Demak District Police, and Social Services. Obstacles that occur in law enforcement in the prevention of prostitution in Demak Regency are due to legal factors including; in the sound of the Regional Regulation numbers are unclear so that it can be bargained in other words not in accordance with these rules, law enforcement factors; law enforcement officials are less assertive, law enforcement officials prioritize the principle of humanity, and the lack of personnel, factors and facilities include; the absence of rehabilitation houses to accommodate community disease perpetrators (CSWs) and lack of funding to crack down on perpetrators to the judicial process, community factors include; the community is less participating in reporting the practice of prostitution around them, and there are backing / thugs or pimps who protect commercial sex workers to provide information early so they can escape, cultural factors include; The inherent community culture has long since begun to be abandoned, and the existence of a modern city culture has entered the Demak District.   Keywords: Law Enforcement, Prevention of Prostitution

PT TASPEN (PERSERO) is an Indonesian State-Owned Enterprise engaged in pension fund insurance and taboo PT TASPEN (PERSERO) is an Indonesian State-Owned Enterprise engaged in insurance for pension funds and old age savings which refers to Government Regulation Number 20 of 2013 About Amendments to Government Regulation Number 25 of 1981 concerning Civil Servants' Social Insurance. PT TASPEN (PERSERO) in carrying out its role is not always able to fulfill the rights of Civil Servants on pension rights and old age savings because of the things that are needed in the fulfillment of pension rights and old age savings. These matters are concerning the role of PT TASPEN (PERSERO) in organizing pension and old-age savings programs that will later be entitled to receive severance pay and receive other pension rights based on applicable regulations. The problem in this study is about the risk of social insurance juridical for employees of PT TASPEN (PERSERO) Semarang Main Branch Office who apply for early retirement before the specified retirement age limit. This research is a type of normative juridical research that focuses on studying the application of positive legal norms or norms. From the results of this study indicate that, the juridical risk when applying for an early retirement is not legal unless the person concerned is in trouble, at the time of retirement will get administrative sanctions in the form of postponement of retirement or severance pay. With old age referring to Government Regulation Number 20 of 2013 concerning Amendments to Government Regulation Number 25 of 1981 concerning Civil Servants' Social Insurance. Internet development causes the formation of a new world, every individual has the right and ability to interact with everyone who can prevent him. Perfect globalization connects the entire digital community, one of which is a business sector called E-COMMERCE.E-COMMERCE has a difference from conventional sale and purchase agreements and brings different legal consequences and there are also some problems that are not yet commonly describedthis is a problem that is not immediately anticipated to cause problems in the future. Based on the description, the research is carried out with the title: “SALE AND PURCHASE AGREEMENT VIA INTERNET E-COMMERCE IN TERMS OF CIVIL LAW ASPECTS”.                The formulation of the problem in this study is: (1) What is the validity of the SELLING BUY agreement through the internet if it is involved with Article 1320 of the Civil Code? (2) What is the legal consequence if there is a default in the purchase agreement through the internet (E-COMMERCE)? (3) Solution if there is a default in buying transactions through the internet (E-COMMERCE)? The method used is a normative juridical approach. To approach the problem in this study the author uses descriptive analytical research specifications. Data collection uses secondary data. The method of presenting data in this study was carried out in a descriptive manner. The analysis used in this sketch is qualitative descriptive.             The results of the study indicate: (1) The validity of the agreement through the internet must have the same validity as the agreement that can be proven and in accordance with the provisions in Article 1320 BW. (2) The legal consequences of wanprestasi are compensation. the wanprestasi can be in the form of agreement fulfillment, contract fulfillment and compensation, ordinary compensation, cancellation of the agreement.(3) Solution if there is a wanprestasi in the sale and purchase agreement through: Litigation, Non Litigation, online site (kredibel.co.id, lapor.go.id, cek rekening.id), report directly to the police station and report to the bank.

Tujuan dari penelitian ini adalah mengetahui implementasi Model Pembelajaran Kooperatif Tipe STAD untuk meningkatkan aktivitas dan hasil belajar PKn Siswa kelas V semester II SD Muhammadiyah 2 Denpasar. Subjek penelitian ini adalah siswa kelas V SD Muhamadiyah sebanyak 30 orang. Data yang dianalisis menggunakan deskriptif kuantitatif untuk menunjukan rata–rata skor aktivitas, hasil belajar, dan kriteria ketuntasan yang digambarkan dalam bentuk grafik poligon. Hasil penelitian ini menunjukan bahwa implementasi Model Pembelajaran Kooperatif Tipe STAD efektif untuk meningkatkan aktivitas dan hasil belajar PKn. Hal ini ditunjukan dengan peningkatan skor nilai dalam aktivitas dan hasil belajar yang dicapai oleh siswa pada tiap–tiap siklus, pada siklus I rata-rata hasil belajar PKn sebesar 67 dan aktivitas sebesar 46,3 serta ketuntasan belajar siswa sebesar 37% meningkat pada siklus II dimana hasil belajar PKn mencapai 76,3 dan aktivitas sebesar 61 serta ketuntasan belajar siswa sebesar 70%. Pada siklus III terjadi peningkatan rata-rata hasil belajar PKn sebesar 83 dan aktivitas sebesar 82 termasuk kategori sangat tinggi serta ketuntasan belajar siswa mencapai 100%.   The purpose of this study: Implementation Cooperative Instruction Model, STAD Type to Improve (1)The Activity and (2)Learning Achievement on Civilization Study  for the fifth Grade Students at Second Semester in Muhammadiyah 2nd Primary School, Denpasar. The population of this study was 30 students . The data was analyzed by using descriptive statistic by finding the mean scores of activity, learning achievement, and students passing grade criteria which was continued by drawing those all into a polygon graphic. The result was Implementation Cooperative Instruction Model, STAD Type is effective to improve the activity and learning achievement of civilization study. This was shown by the improvement of the student mean scores on activity and learning achievement achieved by the students in each cycle where in cycle I it was rate of Learning Achievement on Civilization Study is 67,  the activity is 46,3, and result of learning achievement is 37%. On cycle II, it increased into 76,3 of learning Achievement, the activity is 61 and the result of learning achievement is 70%.However, in cycle III, it increased into 83 of learning Achievement, the activity is 82 and the result of learning achievement is 100%.

The role of teachers in Islam is very important. So the teacher is also called ustadz because it has a high commitment in carrying out its duties so that the quality of the work process can lead to the attitude of the continuous development of students. Besides, teachers are also referred to as mualim. He as a life sources in charge of transferring science both theoretical and practical. Teachers can also be referred to as murabbiy who prepare his students as creatures, because of the creativity that, he will be able to prepare himself well, so that the results of his creation does not cause damage to himself, others, and the environment. Also, the teacher as a murshid, he must be a role model, as a role model must certainly place himself properly and full. As a model the teacher can set an example for his or her students. In many ways the teacher is also placed in a position as mudarris, who acts as a dispenser of science and eraser of ignorance. In this perspective the teacher's sensitivity must always grow when he sees the reality of his students as it is with different kinds of differences. But from the fact it is realized also, that all students are believed to have the potential of each, so the teacher must be able to develop each potential that existed in the student. The last teacher as muaddib, this very important task a teacher is required to prepare children to be educated to be responsible people, so the quality of human civilization the better in the future. Because of the important role of teachers in Islam, the integral qualifications of the teaching profession can not be ignored either qualitatively or quantitatively so that the challenges of the times are always well answered.   Peran guru dalam Islam adalah sangat penting. Atas dasar itu setiap guru perlu berbekal kompetensi dengan imaji kreativitas. Sehingga guru juga disebut seorang serbabisa, multitalent. Wajar kemudian mendapat berbagai julukan, seperti disebut sebagai ustadz karena mempunyai komitmen tinggi dalam menjalankan tugasnya agar mutu proses kerjanya  mampu membuahkan sikap pengembangan anak didiknya yang terus menerus. Selain itu guru juga disebut sebagai mualim. Ia sebagai kamus kehidupan yang bertugas menstransfer ilmu pengetahuan baik bersifat teoritis dan praktis. Guru dapat juga disebut sebagai murabbiy yang menyiapkan anak didiknya sebagai makhluk kreator, karena dari hasil kreativitasnya itu, ia dapat menyiapkan dirinya dengan baik, agar dari hasil kreasinya tersebut tidak menimbulkan kerusakan pada dirinya, orang lain, dan lingkungannya. Juga, guru sebagai mursyid, ia menjadi panutan, sebagai panutan tentu harus menempatkan dirinya dengan tepat dan purna. Sebagai model guru dapat memberikan teladan bagi para anak didiknya. Dalam berbagai hal guru juga ditempatkan pada posisi sebagai mudarris, yang berperan sebagai penebar ilmu pengetahuan dan penghapus kebodohan. Dalam perspektif ini kepekaan guru mesti selalu tumbuh pada saat menyaksikan realitas para muridnya seperti adanya dengan berbagai macam perbedaan. Namun dari kenyataan tersebut perlu disadari juga, bahwa semua murid tersebut diyakini mempunyai potensi masing-masing, sehingga guru pasti mampu mengembangkan masing-masing potensi yang ada pada muridnya tersebut. Yang  terakhir guru sebagai muaddib, tugas yang sangat penting ini seorang guru dituntut untuk menyiapkan anak dididiknya menjadi orang-orang yang bertanggung jawab, sehingga kualitas peradaban manusia semakin baik pada masa mendatang. Karena pentingnya peran guru dalam Islam itu, maka kualifikasi integral profesi guru tidak dapat diabaikan  baik secara kualitatif maupun kuantitatifnya sehingga berbagai tantangan zaman selalu terjawab dengan baik.

The purpose of this research is to examine the effect of job experience, independence, objectivity, integrity, and competence on the quality of audit results at Representatives BPKP of Central Java. Job experience was measured by indicators the length of works as an auditor and the number of inspection tasks are performed. Independence was measured by indicators of independence in programming, in the execution of work, and independence in reporting.Objectivity was measured by indicator, free from conflict of interest and disclosure of factual conditions. Integrity was measured by indicator honesty, courege, prudence, and responsibility that auditors have. Competency was measured by indicator personal quality, general knowledge, and specialized expertise. While quality of audit results was measured by indicator of compliance with auditing standard and quality of examination report. The population of this study is civil servants whose work at Representatives BPKP of Central Java with sample is the civil servants has been following education and training as functional auditor. Data analysis was performed with multiple linear regression model. Test result showed that job experience, independence, and objectivity has no effect on quality of audit result at representatives BPKP of Central Java. While the integrity and competence have influence to quality of audit result at representatives BPKP of Central Java. Abstract: UU No. 32 2009 utilizes various law requirement, either administrative law, civil law, or code penal law. Civil law requirement covers the solution of conflict in environment in court and out of court. The solution of environment in the court covers group accusation, environment organization accusation right, or government accusation right. Through the above it is hoped to give fright effects as well as improve the awareness of the whole stake holders on the importance of environment management for the next generation.
