The implementation of management information systems is a crucial instrument for improving the effectiveness of performance and service quality in local government agencies. The digital transformation driven by national policy requires local governments to manage data and information in an integrated, accurate, and timely manner. However, in practice, the implementation of management information systems still faces various obstacles, both in terms of human resources, technological infrastructure, and organizational policy support. This study aims to analyze the implementation of management information systems in local government agencies and identify the supporting and inhibiting factors that influence it. The research method used is a qualitative approach through a literature review of national journals and relevant scientific papers published between 2021 and 2025. Data were analyzed descriptively and analytically to obtain a comprehensive picture of the implementation patterns of management information systems in local government. The analysis results indicate that management information systems contribute positively to improving the effectiveness of organizational performance and the quality of public services when supported by competent personnel, available infrastructure, and leadership commitment. Conversely, weak coordination, limited human resources, and resistance to change are the main factors hindering implementation. This research is expected to serve as evaluation material and a reference for local governments in optimizing the implementation of management information systems on a sustainable basis.

Educational inequality in Indonesia remains a significant challenge, as reflected in the low proportion of citizens with higher education degrees and the predominance of high school graduates as the highest educational attainment. University students, as part of the educated minority, hold a moral responsibility to redistribute the academic privilege they possess to the broader community. This article presents a report on a Community Service Program (PKM) titled It’s English Buddy, an online English-teaching initiative launched by students of the International Relations Study Program at UPN Veteran Jakarta. The program offers individual and group English conversation sessions at affordable prices, adopting a non-distributing profit approach to ensure operational sustainability. Supported by literature on the effectiveness of online learning in enhancing academic performance through flexibility and accessibility, the program has successfully reached participants of various ages and backgrounds. The results show that most participants are women and were recruited primarily through personal networks, highlighting the importance of public communication strategies and trust-building. Overall, It’s English Buddy demonstrates the potential of student-led grassroots educational initiatives as a meaningful contribution to expanding learning opportunities within society.

This study analyzes performance measurement frameworks and accountability mechanisms in public service delivery through a comprehensive literature review of studies published between 2015 and 2025. Although models such as the 3E (economy, efficiency, effectiveness) and IOO (input–output–outcome) frameworks are widely used in public administration, evidence indicates that their implementation often falls short due to data limitations, bureaucratic resistance, and limited utilization of performance results in decision-making. The literature also highlights a persistent gap between theoretical performance frameworks and actual public service practices, particularly in capturing service quality and meaningful outcomes for citizens. Recent studies emphasize that citizen satisfaction and public perception are essential indicators that must be integrated into contemporary performance measurement systems. This study concludes that performance measurement and accountability are interdependent mechanisms that require strengthened organizational capacity, relevant indicators, and a culture of evidence-based improvement to enhance public service quality.

This study examines the effect of employee competency development, performance evaluation, and remuneration on employee performance at the Religious Affairs Offices (KUA) in West Jakarta. As a public institution responsible for delivering administrative and community religious services, KUA faces challenges in ensuring effective human resource performance amid bureaucratic constraints and limited performance-based incentives. The study aims to analyze how the three human resource management (HRM) dimensions competency development, evaluation, and remuneration affect overall employee performance. A quantitative explanatory research design was employed using a structured questionnaire distributed to 120 employees across eight KUA offices. Data were analyzed using multiple linear regression supported by descriptive and classical assumption tests. The results indicate that performance evaluation and remuneration have significant positive effects on employee performance, while competency development shows a positive but statistically insignificant effect. The model explains 49% of the variation in employee performance, suggesting that transparent evaluation systems and performance-based remuneration play a greater role than training programs alone in improving public service effectiveness. The findings contribute to strategic HRM theory by confirming that evaluation and reward mechanisms strengthen the link between competency and performance. It is concluded that integrating developmental, evaluative, and compensatory functions within a unified HR framework can enhance productivity and accountability in Indonesia’s public sector institutions.

Bureaucratic reform is an essential step in realizing a clean, accountable, professional, and transparent government. The 2020–2024 Bureaucratic Reform Road Map has emphasized the Ministry of Administrative and Bureaucratic Reform’s (Kementerian PANRB) efforts to establish a healthy bureaucracy through the strengthening of the merit system, performance management, and service digitalization. As providers of public services, Civil Servants (ASN) play a crucial role in ensuring professional public service delivery; therefore, an organized performance management system is required to achieve optimal bureaucratic reform. However, in practice, the performance management implemented by the Ministry still faces challenges, particularly concerning non-ASN personnel. This study aims to analyze the implementation of performance management in the process of structuring non-ASN personnel by the Ministry of PANRB as part of the national bureaucratic reform agenda. The research employs a qualitative approach with descriptive analysis based on literature review, legislation, and secondary data from official sources. The findings indicate that the policy of structuring non-ASN personnel, grounded in the principles of the merit system and performance management, has brought significant changes to human resource governance within government institutions. Nevertheless, its implementation still encounters challenges such as limited budget allocation, lack of integrated performance data, and uncertainty regarding the employment status and welfare of non-ASN employees. The digitalization efforts through the e-Kinerja system and national personnel data collection serve as strategic steps to enhance transparency and accountability in performance assessment. Thus, comprehensive performance management is expected to promote professionalism among public servants, improve organizational effectiveness, and realize an adaptive and integrity-based bureaucracy.

This study explores the impact of organizational culture, motivation, and job satisfaction on the performance of Civil Servants (ASN) at the Karawang Regency Environmental Service. The study involved 95 ASN participants, with data collected through a quantitative census method. Multiple linear regression analysis was conducted using SPSS 25 to evaluate the data obtained from questionnaires. The results indicate that organizational culture and motivation have a significant positive impact on civil servant performance, suggesting that as organizational culture and work motivation improve, so does the performance of civil servants. However, job satisfaction was found to have no significant effect on performance. This implies that while job satisfaction may play a role, it is less influential on civil servant performance compared to work culture and intrinsic motivation. The study also reveals that 62.3% of civil servant performance is influenced by organizational culture, motivation, and job satisfaction, while 37.7% is driven by other unassessed factors. These findings highlight the importance of fostering a positive work culture and enhancing employee motivation as key strategies for improving performance in government agencies. The study underscores the need for public sector organizations to focus on these internal factors to achieve higher performance levels.
