The study of power in higher education institutions is important because power dynamics influence not only formal organizational systems but also informal relationships within academic communities. This research aims to analyze patterns of power manifestation in higher education institutions, understand their influence on organizational behavior, and identify the structural and cultural aspects involved in the process. The method applied in this study is a Systematic Literature Review (SLR), conducted through collecting, reviewing, and synthesizing various relevant literature related to power and governance in higher education. The findings indicate that pro-social manifestations of power and structural empowerment can positively contribute to job satisfaction and create a healthier and more conducive academic climate. On the other hand, centralized authority and unequal power relations may generate various negative impacts on organizations, such as reduced participation and institutional effectiveness. Therefore, higher education institutions need to implement a more participatory and adaptive governance model to minimize the negative effects of power asymmetry while strengthening collaboration, inclusiveness, and the overall quality of the academic environment.

Digital transformation in public administration has become one of the strategic agendas in modern bureaucratic reform to improve the effectiveness, efficiency, transparency, and quality of public services. This study aims to analyze the digital transformation of public administration through a comparative study between Indonesia and South Korea, particularly in the implementation of digital government. This study uses a qualitative method with a comparative study approach and is supported by library research through secondary data collection from scientific journals, international agency reports, government policy documents, and relevant previous research. The data analysis technique uses descriptive-comparative analysis with the theoretical approaches of Digital Era Governance (DEG), Institutional Theory, New Public Management (NPM), and Socio-Technical Systems Theory. The results of the study show that South Korea has succeeded in developing an integrated digital government because it is supported by consistent national policies, strong data interoperability, high bureaucratic capacity, adaptive organizational culture, and equitable distribution of digital infrastructure. In contrast, Indonesia is still in the transition stage from e-government to digital government and faces various obstacles such as fragmentation of inter-agency systems, low data interoperability, inequality in digital infrastructure, limited ASN competency, and bureaucratic resistance to change. Based on the Digital Era Governance theory, South Korea has successfully implemented the principles of reintegration, needs-based holism, and digitization of changes, while Indonesia remains suboptimal in terms of bureaucratic integration and services based on public needs. This study concludes that the success of digital transformation in public administration is determined more by institutional strength and bureaucratic reform than simply by technology adoption. Therefore, Indonesia needs to prioritize digital transformation as a comprehensive national reform agenda to create a modern, responsive, and service-oriented government.

Uterine myoma is a benign smooth muscle tumor of the uterus commonly found in women of reproductive age and may cause symptoms related to mass effect and hematologic disturbances. We report the case of a 41-year-old woman presenting with progressive vaginal pain for 3 months, accompanied by low back pain and impaired daily activities, without vaginal bleeding, vaginal discharge, fever, or urinary or defecatory symptoms. Laboratory examination revealed severe microcytic hypochromic anemia with a hemoglobin level of 4.7 g/dL, while ultrasonography demonstrated a 9.93 × 10.32 cm mass described as symmetric, well circumscribed, and hyperechoic, leading to a working diagnosis of uterine myoma with anemia. The patient was managed with general condition monitoring, intravenous fluids, analgesics, transfusion of four units of packed red cells, and laparotomy as definitive intervention. Following transfusion and surgery, the hemoglobin level increased to 9.4 g/dL and subsequently to 11.0 g/dL, accompanied by improvement in postoperative symptoms and clinical condition. This case demonstrates that a large uterine myoma may present predominantly with pelvic pain and functional impairment in the absence of vaginal bleeding. A comprehensive approach involving systematic evaluation, preoperative correction of anemia, appropriate surgical intervention, and postoperative monitoring is essential to improve safety and clinical outcomes in patients with symptomatic pelvic masses.

Patients with ANSD may have hearing thresholds that vary from normal to severe hearing loss, but they often have difficulty understanding speech, especially in noisy environments. This condition can be caused by various factors, including genetic mutations (such as in the OTOF gene), preterm birth, perinatal hypoxia, and hyperbilirubinemia. Some adult patients have been reported to develop ANSD following autoimmune disorders such as sensorimotor neuropathy or after chemotherapy with ototoxic agents such as cisplatin. Diagnosis of Auditory Neuropathy Spectrum Disorder (ANSD) begins with a comprehensive medical history to identify risk factors that play a role. A history of preterm birth, severe hyperbilirubinemia requiring exchange transfusion, perinatal hypoxia, ventilator use, and a family history of infection or genetic disorders are major risk factors. In addition, patients or parents often report delayed speech development, inability to understand speech (especially in noisy environments), or a discrepancy between previous hearing test results and the child’s behavioral response. The gold standard for diagnosing ANSD is a combination of: (1) positive OAE and/or CM, (2) absent or abnormal ABR, and (3) absent acoustic reflex. This diagnosis is established only if there is evidence that the cochlea is functioning normally but there is a disruption in auditory nerve transmission. Routine monitoring is conducted to assess hearing and language development and adjust devices and therapy methods according to the patient’s needs. Counseling and education for families are also crucial components to provide optimal support at home and improve the patient’s quality of life. A comprehensive multidisciplinary approach is essential to ensure effective management of ANSD and achieve the best possible outcomes.

This study examines the effect of capital structure, dividend policy, and firm size on firm value at PT Adhi Karya (Persero) Tbk during the period 2014–2024. The company’s firm value has shown fluctuations and a declining trend despite an increase in total assets, indicating a mismatch between asset growth and market perception. This study aims to analyze the influence of internal financial factors on firm value, both partially and simultaneously. A quantitative approach is employed using secondary data obtained from the company’s annual financial statements. Capital structure is measured using the Debt to Equity Ratio (DER), dividend policy using the Dividend Payout Ratio (DPR), firm size using the natural logarithm of total assets, and firm value using Tobin’s Q. Data are analyzed using multiple linear regression with the assistance of SPSS, supported by classical assumption tests, t-test, F-test, and coefficient of determination (R²). The results show that partially, capital structure and dividend policy do not have a significant effect on firm value, while firm size has a significant effect. Simultaneously, all independent variables have a significant effect on firm value. The findings indicate that firm size plays a dominant role, while other factors may also influence firm value beyond the model.

Government Regulation Number 48 of 2025 on the Control of Abandoned Land and Areas replaces Government Regulation Number 20 of 2021 and accelerates the process of designating abandoned land from approximately 555 days to around 90 days. This study is entitled to analyze the conformity of such acceleration about the principles of legal certainty and legal protection for landowners, as well as to examine its implications for land rights that are threatened with extinguishment by the state. The research will use basis of the normative juridical method with statute approach and conceptual approaches by examining the Basic Agrarian Law, Government Regulations 20/2021 and 48/2025, as well as relevant agrarian law doctrines and previous studies. The findings indicate that Government Regulation 48/2025 strengthens governmental authority by transferring the power of inventory to the Minister and significantly shortening the stages of evaluation, warning, and designation. However, this acceleration potentially reduces the factual opportunity for right holders, particularly large-scale holders of Right of Cultivation, to demonstrate reutilization of land and regularize permits, thereby creating a risk of imbalance between effective state control and fair legal protection for landowners. Therefore, more detailed implementing regulations on evidentiary procedures and objection mechanisms are required so that the accelerated designation of abandoned land remains consistent with the principles of legal certainty and protection of land rights.

This study aims to determine the requirements for applying the Doctrine of Judicial Activism in judicial decision-making and the errors contained in ConstitutionaL Court Decision Number 90/PUU-XXI of 2023.The research method used in this paper is a doctrinal approach. This research was conducted by reviewing literature such as previous research, journal references, laws and regulations, court decisions, reference books and research journals, and various oth er supporting sources. The results of this study answer two research questions. The research findings demonstrate how the doctrine of Judicial Activism operates effectively, in accordance with established requirements, and that the Constitutional Court must adhere to these requi rements and not rely solely on its own authority in making decisions. However, this research demonstrates that Constitutional Court Decision Number 90/PUU-XXI of 2023 erroneously applies the doctrine of Judicial Activism to the authority held by judges. This research also contributes to a deeper understanding of the limitations of the Constitutional Court's authority in material review, as well as the implications of applying this doctrine to the judicial process in Indonesia. Therefore, the results of this research are expected to serve as a reference for further legal studies on constitutional review in Indonesia.
