Human rights in the Indonesian political context show a discrepancy between the principles set out in the constitution and their implementation on the ground. While the Indonesian constitution guarantees fundamental rights, various institutional, political and cultural barriers often prevent their effective implementation. This research investigates the dynamics of human rights in the Indonesian political system, highlighting the gap between constitutional norms and their application in practice. Through the analysis of various legal documents and human rights case studies, this article identifies key challenges in the enforcement of human rights in Indonesia. The main results show that while Indonesia's constitution clearly guarantees a range of human rights, there are institutional, political and cultural barriers that hinder the implementation of these rights. The article provides policy recommendations to strengthen human rights protection, including legal reform and capacity building of law enforcement agencies. It discusses the protection of human rights in the Indonesian constitution, its implementation in political practice, as well as cases of violations that have occurred. The Indonesian Constitution guarantees human rights through various provisions listed in the 1945 Constitution, including civil, political, economic, social and cultural rights. However, the implementation of human rights in political practice often faces challenges, including corruption, abuse of power, and discriminatory policies. Various cases of human rights violations, such as arbitrary arrests, violence against minorities, and labor rights violations, show the gap between law and practice. Various parties, including the government, non-governmental organizations, civil society, and the international community, play an important role in protecting and promoting human rights in Indonesia. Effective cooperation between these various parties is needed to ensure respect and protection of human rights in all aspects of national life.

An increase in company value will make investors believe that the company is able to manage its performance in future prospects. From the background of the problem. The importance of the information needed in determining company policy, which is useful for measuring the company. To find out whether the budget plan for the construction of the Bukit Mega Harmoni housing development at PT. Graha Mega Cendana Makassar is effective and efficient. The type of research used by researchers is descriptive qualitative. Based on the analysis of data from the research results and discussions that have been described, it can be concluded that in general the preparation of the budget plan for the construction of Bukit Mega Harmoni Housing by PT. Graha Mega Cendana in 2017-2019 was quite effective on average, although the overall level of cost efficiency was less than the expected target of 5%. The efficiency of direct costs for building materials was able to exceed the target of 5.32% because there were efforts to control the use of materials in the field, while for craftsman labor costs there was in-efficiency or inefficiency of -4.97% due to demands for increases. the cost of piecework wages for craftsmen during the course of project implementation. For overhead costs or indirect costs, the average efficiency is 20.36% and the most prominent is the efficiency in financial cost items of 32.56%. This occurs because of a decrease in the value of bank credit interest expenses as a result of smooth installment payments. credit and accelerated repayment of bank credit. However, on average, of all cost items, the cost efficiency of building Bukit Mega Harmoni Housing from 2017–2019 of 73 units was only 3.17%, this is because the comparison between the amount of efficiency funds and the total cost budget plan funds used is very small.

The implementation of the No Smoking Area is important in the campus environment because the campus is one of the places that should implement the No Smoking Area. In addition, the campus is a place of learning, where people in it are not only people who smoke, but there are also many passive smokers. Student smoking behavior that is carried out every day inside and outside the lecture hall causes the prevalence of cigarette smoke in the campus environment. With several reasons, there are many male students who smoke. This study aims to determine the implementation of the KTR policy by academics within the scope of the Faculty of Sport and Health Sciences, Makassar State University. This research uses a qualitative study design with data collection methods in this study, namely interviews and participatory observation. The results of this study, namely the implementation of academics regarding communication, resources, bureaucratic structure, and disposition towards KTR policies in the FIKK UNM environment become an obstacle to the enforcement of policy compliance. The conclusion of the results of interviews with observations of research variables in the campus environment is not in line in its implementation. It is recommended to the Faculty of Sport and Health Sciences UNM to increase compliance with KTR policies in the campus environment by increasing communication variables, disposition, resources and bureaucratic structures so that it will reduce the prevalence of smoking rates in the campus environment.

This study seeks to assess the involvement of an independent fishing insurance scheme that can be printed in Sibolga City. This type of research is known for its qualitative description. To obtain data, monitoring, conducting interviews and accessing paper The findings show that the Mandari Independent Fishermen's Insurance Program, which is supervised by the Director of Fisheries, complies with the direction of the Director General. It would be reasonable to have confidence in the independent fishing insurance program for fishermen. Fishermen's participation is influenced by a number of variables, especially internal factors that encourage internal participation. This program definitely requires fishermen's participation. Communication is a component that influences fishermen's participation in the independent fishermen insurance program, because communication is the process of exchanging information. The community often interacts and communicates to get additional information about the implementation of the independent fishermen insurance program. In addition, the community will become familiar and feel the benefits of the development program through intensive communication. They benefit from the program because good communication can encourage them to participate more. Next, the level of education, which is an important component that encourages community participation. One of the factors that influences a person's attitude towards the existing independent fishermen's insurance program is their age. In addition, because the work of fishermen is clearly a very risky job, social solidarity is the reason fishermen participate in the independent fishermen's insurance program. When fishermen go to sea, there are many things that can threaten their lives, such as direct contact with unpredictable sea waves, ocean storms, attacks by wild animals, and a number of other dangers. Judging from the level of success of the implementation of the fishermen's insurance premium assistance program that is right on target and in accordance with the provisions of the disbursement and the cause of the incident of the recipient of assistance, this policy indicator can show that the implementation of this policy has been carried out well. Regional Regulation Number 11 of 2014 concerning Non-Smoking Areas was issued by the Sorong City Government in 2014 with the aim of creating an environment free from cigarette smoke. This regulation aims to change the behavior of people who smoke and emphasizes how important it is to create a supportive environment to stop smoking. The aim of this research is to find out whether the implementation of smoking-free areas has been implemented. This research uses a quantitative research design. The results of observations made in seven areas of non-smoking areas are that on average the implementation that has been carried out has not been implemented. In conclusion, the government must be more firm in implementing the policy of Sorong City Regional Regulation Number 11 of 2014 concerning No-Smoking Areas so that the policy can run evenly and provide socialization to the public regarding the policy of Sorong City Regional Regulation Number 11 of 2014 concerning No-Smoking Areas with the community's expectations. understand the policies made.

This research is motivated by initial observations that show that the Implementation of Law Number 28 of 2009 concerning Regional Taxes and Regional Levies has not been optimal, as seen from the large number of tax arrears that must be fulfilled by the Ciamis Regency DPPKAD. PBBP2 (Rural and Urban Land and Building Tax) revenue has not reached the predetermined target. The increase in Regional Original Revenue (PAD) is carried out by following the right tax principles, including the application of sanctions for violations. This study uses a quantitative descriptive method with a population of 33 people, and a total sampling technique, so that the sample also totals 33 people. Data was collected using questionnaires. The results of the study show that the implementation policy of Law Number 28 of 2009 concerning Regional Taxes and Regional Levies received a total score of 2262, which is included in the high category according to the benchmarks used. PBBP2 admissions at the Ciamis Regency DPPKAD received a total score of 2289, also in the high category. Based on hypothesis proof, the policy of implementing Law Number 28 of 2009 has an effect of 77.3% on the receipt of PBBP2 in the Ciamis Regency DPPKAD, while 22.7% is influenced by other factors that are not studied.

The implementation of Self-Help Housing Stimulant Assistance requires community involvement to achieve its goal of providing livable houses for the implementation of the Self-Help Housing Assistance Program (BSPS) for Low-Income Communities (MBR) in Negeri Antara Village. As an implementation of the legal basis that has been mentioned, the government through the Ministry of Public Works and Public Housing (PUPR) is forwarded to the Directorate General of Housing together with the Directorate of Self-Help Houses to make it easier for the community, especially low-income people, to realize the improvement of uninhabitable houses both from facilities, infrastructure, and public utilities by designing a policy namely Self-Help Housing Stimulant Assistance (BSPS). The problem in this research is that there are still inaccurate beneficiaries and there are still beneficiaries who have stopped in carrying out house construction activities due to lack of self-help funds. The purpose of this research is to find out data related to the principles of accuracy and justice in terms of the Evaluation of the Self-Help Housing Stimulant Assistance Program (BSPS) in Negeri Antara Village, Pintu Rime Gayo District, Bener Meriah Regency, Aceh Province, which is known that the BSPS program is a program of the Ministry of Public Housing of the Republic of Indonesia in order to support poverty reduction and efforts to prosper the poor so that they can have a decent home in a healthy environment.

This research is motivated by several problems that: There are several things that have been identified in relation to the implementation of the national health insurance policy on public health services, such as: In supporting the success of health services and reducing health costs for the community, the government in collaboration with PT. Health Insurance holds a Community Health Insurance (Jamkesmas) program. Social Health Insurance services include first-level outpatient care, advanced outpatient care, inpatient care, drug services, childbirth, advanced diagnostic support services, medical equipment and supplement services, operative and non-operative medical procedures, medical rehabilitation services, intensive care Intensive Care Unit (ICU), hemodialysis (dialysis), and emergency services. The method used is a qualitative descriptive method. The results of the study show that: Based on the results of the analysis, it is known that in the service process, both the Jamkesmas pattern and the JKN pattern, are carried out in accordance with the service procedures, namely: self-esteem, meeting expectations (exceed expectations), improvement and rediscovery, forward-looking (vision), continuous improvement (improving), full attention (care, empathy), finally always holding empowerment (empowerment). The obstacles faced by employees in implementing the Jamkesmas and JKN patterns in public health services in Pangandaran Regency are: (1) access to health center services is still limited to certain diseases; (2) the availability of expert personnel is still minimal, (3) the availability of nurses is still limited; (4) the availability of other professional personnel such as pharmacists is still lacking; (5) inpatient facilities are still lacking and so on, which results in less than optimal service. Efforts made by employees in overcoming obstacles when implementing the Jamkesmas and JKN patterns in public health services in Pangandaran Regency are (1) improving access to health center services; (2) adding expert personnel, (3) adding nurses; (4) adding professional personnel; (5) improving inpatient facilities.

The quality of human resources is a crucial foundation for improving the standard of living and the welfare of society. One indicator of human resource quality is the average level of education completed, and Indonesia has a low education level. The Blitar Regency Government is committed to addressing this issue by providing educational assistance in accordance with Blitar Regent Regulation Number 149 of 2022. This study aims to understand the process of implementing the educational assistance program policy and the factors influencing it, using the Van Meter and Van Horn model. The research was conducted at the Secretariat of Blitar Regency using a qualitative method through observation, interviews, and documentation. The results of the study show that the program implementation aligns with the policy, although there are obstacles in the variables of resources and inter-organizational communication. The main supporting factors are clear objectives and the commitment of the implementing agents.

E-retribution in Blitar Regency replaces the manual method with electronic payment for market retribution. The use of the E-retribution system is still low, with only 10% of traders. This study aims to determine the policy implementation process, including communication, resources, disposition, and bureaucratic structure, as well as supporting and inhibiting factors based on Van Meter and Van Horn's theory. The research was conducted using a descriptive qualitative method, with primary data from interviews and observations, and secondary data from relevant documents. The results of this study show that the e-retribution policy has been implemented well, as evidenced by four factors: communication, resources, disposition, and bureaucratic structure being fulfilled. The supporting factors for the success of e-retribution are legal foundations and the insufficient revenue needs, while the inhibiting factors are inadequate infrastructure, lack of trader awareness, and outdated data on active traders in the market.

The purpose of writing this article is to find out the policy for strengthening Islamic boarding schools with the mu'ilah program. This research uses a type of library research. Library research is research carried out by reviewing various journals and related reference books. The results of his research show that the implementation of Mu'ilah is an effort to advance and equalize Islamic boarding school education and can also be used to improve the quality of Islamic boarding schools. The Mu'ilah (equalization) curriculum is applied to Salaf or modern Islamic boarding schools with certain criteria and requirements. The curriculum of salaf Islamic boarding schools that obtain Mu'ilah or equalization is the yellow book curriculum plus the general education curriculum which includes the general education curriculum as referred to in paragraph (1) (article 10 paragraph 3 PMA no. 18 of 2014) containing at least: a) education citizenship (al-tarbiyah al-wathaniyah); b) Indonesian (al-lughah al-indunisiyah); c) mathematics (al-ri.yadhiyat); and d) Natural sciences (al-ulum al-thabi'iyah). The mu'ada curriculum regulations are contained in the Islamic Boarding School Law no. 18 of 2019 concerning Islamic Boarding Schools. The Mudalam education curriculum standards listed in PMA Number 31 of 2020 concerning Islamic boarding school education CHAPTER III Mudalam Education include: curriculum, educators and education staff, assessment and graduation, facilities and infrastructure. If it is related to the National Education Standards listed in the Government Regulation of the Republic of Indonesia Number 57 of 2021 Article 3 concerning National Education Standards, namely with 8 standards, then Islamic boarding schools only apply 5 standards, namely: (1) Content Standards; (2) Process Standards; (3) Standards for Educators and Education Personnel; (4) Graduate Competency Standards;  and (5) Facilities and Infrastructure Standards.

This study aims to analyze the effect of oil and gas exports on the Indonesian economy using the national values approach based on the 1945 Constitution. This research is motivated by the strategic role of the oil and gas sector in the national economy and the importance of implementing national values in the management and utilization of the oil and gas sector for the welfare of the people. The methodology used is analysis with data obtained from literature studies related to Indonesia's oil and gas exports. The results showed that oil and gas exports have a significant influence on the Indonesian economy, both in terms of state revenue, trade balance, and contribution to Gross Domestic Product (GDP). However, the management of the oil and gas sector still faces several challenges, including fluctuations in world oil prices, declining production, and environmental issues. The implementation of national values based on the 1945 Constitution in this analysis includes the principle of benefits for the people of Indonesia, sustainable management of natural resources, and equitable distribution of welfare. This study suggests that Indonesia's oil and gas export policy should be more directed towards strengthening national energy security, economic diversification, as well as implementing the principles of sustainable development and social justice in accordance with the values contained in the 1945 Constitution.

The current global phenomenon shows a rapid increase in the adoption of digital technology, which has changed various aspects of life, including the micro, small and medium enterprises (MSMEs) sector. This study aims to examine effective digital marketing strategies to improve MSME performance in supporting the Sustainable Development Goals (SDGs) Program. The novelty of this research lies in a holistic approach that integrates various aspects of digital marketing, in the context of SDGs implementation. The urgency of this research is driven by the urgent need for MSMEs to remain competitive and relevant in the digital era, as well as the crucial role in the national economy and the achievement of SDGs goals. The method used in this study is Systematic Literature Review (SLR) by collecting relevant previous research through publish or perish Then analyze the article and crucify related to keywords. The results show that the use of appropriate digital marketing can help MSMEs contribute more effectively to the achievement of SDGs, especially in terms of poverty alleviation, job creation, and inclusive economic growth. The implications of this research emphasize the importance of policy support and continuous training for MSMEs in utilizing digital technology, as well as collaboration between the public and private sectors to accelerate the digital transformation of MSMEs.

Climate change and environmental crisis are two intertwined global issues that pose major challenges to humanity in the 21st century. Their impacts are already being felt around the world, threatening the survival of humans, ecosystems, a0nd planet Earth. This article discusses the legal challenges and community roles in addressing climate change and environmental crisis. In the first section, the article explains the definition, causes, and impacts of climate change and environmental crisis globally and in Indonesia. The second section examines various legal instruments that have been formulated at international, national, and local levels to address climate change and environmental crisis. In this section, the article analyzes the effectiveness and challenges in implementing these legal instruments. The third section focuses on the role of communities in efforts to combat climate change and environmental crisis. The article highlights various actions and initiatives that can be taken by individuals, communities, and civil society organizations. In conclusion, the article emphasizes that climate change and environmental crisis require comprehensive solutions involving various parties, including governments, the private sector, and communities. Strong legal instruments and their effective implementation are crucial, but the active role of communities in real action and policy advocacy is equally important.

Large cities in Indonesia are not exempt from severe traffic congestion problems. This occurs because people feel more comfortable and dependent on using private motorcycles and cars. Public transportation in Indonesia aims to help reduce congestion, decrease pollution, and save on expenses. This type of research uses the literature study method and employs a qualitative approach because the data generated are in the form of words or descriptions. In the data collection process, researchers combine information that aligns with the topic or issue being studied, which is obtained from research reports, books, and journals. According to the theory of Donald van Metter and Carl van Horn, with six variables consisting of policy size and objectives, resources, characteristics of implementing agents, disposition of implementers, organizational communication and activities, as well as economic, social, and political environment, it can be concluded that the existence of the Suroboyo Bus as one strategy to tackle congestion in Surabaya has not yet been effective. However, there has been an increase in the number of passengers each year. It is hoped that more people will use public transportation to solve congestion issues, and that the government will further innovate the Suroboyo Bus so that people will have more interest in using this public transportation.

This research uses empirical legal methods to examine the integrity and credibility of the 2024 election organizers in Indonesia. Data was collected from various sources, including MK decisions, DKPP, election observer reports, academic publications, and related news. Data analysis was carried out to identify patterns, trends and implications for the integrity and credibility of election organizers, as well as evaluate the implementation of the General Principles of Good Government (AUPB) in organizing elections. The main objective of this research is to update the electoral system in Indonesia and ensure that elections are of quality, integrity and reliability. The research approach focuses on collecting empirical data from concrete cases during the 2024 Election and in-depth analysis of this data to identify emerging patterns and trends. Data analysis aims to evaluate the influence of political intervention, conflicts of interest, and compliance with legal rules and decisions on the integrity and credibility of election organizers. The results of the research will be compiled in a report that includes in-depth analysis of concrete cases, policy recommendations to improve the integrity and credibility of election organizers, as well as suggestions for improving the implementation of AUPB in the 2024 Election. This research is expected to provide a better understanding of the challenges and opportunities to ensure the integrity and credibility of election organizers in Indonesia, as well as providing concrete steps to improve the implementation of AUPB principles in the election context.

The implementation of direct cash assistance from this research took place in Sidotopo Wetan Village, Surabaya. Most of the people have incomes below the income standard. This research uses descriptive qualitative research methods by describing a situation that occurs directly in the field. Data collection techniques were carried out by means of interviews, observation, and presenting data from previous research. The results of the research show that the implementation of the direct cash assistance policy in Sidotopo Wetan Subdistrict has been implemented quite well and in accordance with the procedures for receiving assistance, although there are still several obstacles to social conflict, such as the wrong target recipients of aid and the community's ineffectiveness in utilizing the direct cash assistance money provided by the government.
