The Power of the State Apparatus As a government institution in the perspective of moving the State Capital becomes part of the practice of social reproduction. Various considerations wrapped in political consensus are a challenge for bureaucrats. It is suspected that his involvement in carrying out his duties and responsibilities simultaneously has an impact on the domino effect that arises as a response to transcendental transformation. The grand factor driving the transfer of IKN is such as population agglomeration on the island of Java, which has an impact on economic stagnation which is increasingly apprehensive. In other words, the underdevelopment experienced by regions outside Java will soon be resolved. The symptom of duality in the structuring of agent behavior becomes so essential considering that the agent, namely the bureaucrat, is the key person as well as a vessel for social reproduction. Thus, it is hoped that Giddens' conception in the corridor of internal bureaucratic structuring in the search for resources as a nation accelerator can be realized properly. This is in line with the transformation of community development which requires institutional elements to accommodate all levels of stakeholders. Giddens' concept emphasizes how patterns of power relations, systems and structures unite in building the evolution of a theologically patterned society. The duality approach between the possessors of power and their powers will influence each other on an ongoing basis. More than that, the connection between political phenomena in creating opportunities will be very radical when an actor expects to optimize the capacity of his actions to influence other elements. Various speculations from minority groups to the voice of environmental elements over the transfer of the national capital are purely based on an oligarchic profit-sharing project. This skeptical assumption overshadows the fact that the development transformation synergy is fraught with risks for the possibilities that will occur. Especially regarding investment-motivated funding for the state capital project, it will confront the role of bureaucrats in a metaphorical setting in the growth of national economic capacity. It is claimed that the megaproject will participate in mobilizing supporting resources that cannot be separated from the comparison of science and technology development.

This study aims to examine the socio-economic conditions and potential development of Bima Regency, as well as realizing real policies to increase development in the district. A mixed research design was used, which combined qualitative and quantitative data collection methods. Data was collected through surveys, interviews, and secondary sources, and analyzed using descriptive statistics and content analysis. The findings reveal that Bima District has several development potentials, including its strategic location, natural resources, and human capital. However, this district still faces various socio-economic challenges, such as poverty, fatigue, and limited infrastructure. In addition, this research shows that the district's development is influenced by several factors, including political will, institutional capacity, and community participation. The contribution of this research includes providing a thorough understanding of the socio-economic conditions and potential development of Bima Regency, as well as identifying the key factors influencing its development. Policy implications and practices emphasize the need to increase institutional capacity, improve infrastructure, and promote community participation in district development. Limitations of this study include the small sample size and limited data collection period. Future research should address these limitations by using larger sample sizes and longer data collection periods. Overall, this study provides valuable insights into the socio-economic conditions and development potential of the Bima district, and the pressures for policy interventions to enhance the district's development.

National development requires strengthening the quality of human resources (HR) as a fundamental pillar for sustainable development, particularly in facing the challenges of the Society 5.0 era characterized by rapid advances in information and communication technology. Youth, as a productive age group, play a strategic role as agents of social change and drivers of economic development through entrepreneurship. However, low entrepreneurial awareness, limited managerial skills, and insufficient business mentoring remain major obstacles to youth business development at the local level. This Community Service Program (PKM) aims to enhance youth understanding, motivation, and entrepreneurial capacity through an educative and participatory approach based on business incubation. The program was implemented for young people in RT 013, Lubuk Gaung Village, Sungai Sembilan District, on June 18, 2023, using counseling sessions, interactive discussions, and entrepreneurial mentoring methods. The results indicate an improvement in participants' understanding of entrepreneurial concepts, the role of business incubators, and the importance of digital literacy and business collaboration in the digital economy era. The program also fostered collective awareness among youth to become innovative and sustainable entrepreneurs. Therefore, this PKM activity confirms that community-based business incubation has strategic relevance in improving youth human resource quality, promoting economic self-reliance, and supporting sustainable local economic development.

Youth entrepreneurship plays a strategic role in strengthening local economic development; however, limited knowledge, skills, and business mentoring remain major challenges for rural youth. This community service program focuses on developing youth entrepreneurship through a village business incubator based on the 8P principles: Place, People, Process, Partnership, Profit, Promotion, Product, and Price. The program aims to improve access to entrepreneurial knowledge, skills, and resources for youth in RT 013, Lubuk Gaung Subdistrict, Sungai Sembilan District. The approach employed socialization, entrepreneurship training, participatory discussions, and business mentoring tailored to local potential. The results show increased understanding of business planning, market identification, partnership development, and the use of information technology in business activities. The implementation of the 8P-based incubator model successfully strengthened entrepreneurial mindset, motivation, and youth readiness to develop sustainable local businesses. Furthermore, this program also opens up opportunities for more structured, collaborative business development, which is crucial for long-term sustainability at the village level. Overall, this program contributes to increasing the capacity of youth as agents of change in the local economy.

The main problem faced by farmer groups in South Dumai District is the weak management of data, information, and group administration, which affects the effectiveness of agricultural development planning and evaluation. This community service activity aims to strengthen farmer group institutions by improving their capacity in data and administrative management. The method employed was a community organizing approach through participatory extension activities, group discussions, and initial mentoring involving 33 participants consisting of farmer group administrators and members. The results indicate an increase in farmers’ understanding and awareness of the importance of data and orderly administration as a basis for planning, decision-making, and evaluation of agricultural development programs. In addition, early social changes emerged in the form of collective awareness and the initiative of group leaders to actively strengthen institutional functions. Strengthening farmer group institutions through proper data and administrative management is expected to support sustainable agricultural development and improve farmers’ welfare.

Along with the development of MSMEs in Banjarkemantren Village, it is necessary to make a breakthrough by increasing productivity. With increased productivity, it can directly increase profits. One of these breakthroughs is by changing the process of manually kneading bread dough into a bread dough kneading process machine in the form of a mixer machine that has a large capacity and is fast and is able to increase the viscosity / viscosity of the dough. With a simple concept of dynamo motor to gear box. From the gear box is connected to a 10 cm pulley and forwarded with a v belt to a 30 cm pulley, so that the dynamo speed can be lowered. The mixer can be modified from the old mixer by opening the other 2 sides for wider reach. From here a simple kneading machine was created that can improve the manual method with the machine so that the production of bread dough can increase.

Soft skills are non-technical skills that relate to how people operate, engage with coworkers, solve problems, and manage the task for which they are responsible. Soft skills are required for future leadership jobs and will influence their effectiveness in managing teams to execute diverse initiatives. Furthermore, the capacity to show attentiveness and empathy to clients indicates a dedication to solving problems or meeting their requirements. To strengthen the ability to work with others and positively impact one's profession, a soft skills development program was held for the community in Wonoplumbon Urban Village, Mijen Sub-district, Semarang City, and its stakeholders comprising of RW leaders. This activity aims to achieve one of the Sustainable Development Goals, namely that governments, workers' organizations, and employers all over the world work to improve workers' employability, place young people in decent productive jobs, and increase company productivity through higher quality and relevant training.

Abstract. Absorption of labor is an important problem in national development where the number is increasing from year to year as a result of the increase in population, while the available job opportunities are limited in number, so that the unemployment rate in several cities is increasing. A high level of investment will increase production capacity which will eventually lead to the creation of new jobs. That way, the unemployment rate can be reduced and people's incomes will increase. This research is a quantitative research with secondary data in the 2015-2021 observation period. Data collection in this study uses the documentation method for data on Population 15+ Working, Investment and Minimum Wage obtained from BPS, Department of Manpower and Office of Investment. The collected data is analyzed using multiple linear regression analysis. Overall, the results of multiple linear regression analysis and hypothesis testing can be concluded that partially investment and minimum wages have no significant effect on employment in Indonesia. Simultaneously, it shows that the investment and minimum wage variables have no simultaneous effect on employment in Indonesia. The lack of effect of investment on labor absorption in Indonesia is due to the fact that more investment is channeled into the capital-intensive project sector (services) compared to the labor-intensive project sector, where the capital-intensive project sector absorbs only a small amount of labor. Meanwhile, the minimum wage has no effect on labor absorption because the majority of the working population in Indonesia have received relatively high wages or exceeded the minimum wage. Employment. Absorption of labor in the perspective of Islamic economics is that the government has made various efforts as its responsibility to provide jobs for its people. This Community Service Program (PkM) was motivated by the suboptimal organizational governance and tourism service management at Bahtera Beach. The main issues included limited managerial capacity among local tourism managers, the absence of clear service standards, and weak coordination among local tourism stakeholders. This program aimed to strengthen institutional capacity, improve the quality of visitor services, and promote more participatory and sustainable destination governance. The program applied a participatory approach consisting of problem identification, joint planning, training on tourism service management, development of basic service standards, and field mentoring. The beneficiaries were local tourism management groups and community members directly involved in tourism services at Bahtera Beach. The results indicate improved understanding among managers regarding structured organizational governance and service management. Clearer task distribution, the implementation of basic service standards for visitors, and increased awareness of cleanliness and visitor comfort were observed as tangible improvements. In addition, the emergence of local leaders who actively coordinate service activities and support program sustainability became an important outcome. Overall, this program contributed to strengthening institutional capacity and enhancing the quality of the tourism experience at Bahtera Beach.

This Community Service Program (PkM) was motivated by the low quality of administrative order in the bookkeeping and document management system of Dasawisma Anggur Merah 3 RT 08, Bukit Timah Village, characterized by unsystematic data recording, weak documentation practices, and limited understanding of accountable and organized administration. The objective of this program was to strengthen the capacity of Dasawisma in implementing orderly administration through the development of structured, transparent, and sustainable bookkeeping and documentation systems. The method applied was a participatory community organizing approach, implemented through socialization, technical assistance, simple bookkeeping training, hands-on documentation practices, and participatory evaluation. The results indicate a significant improvement in the understanding of Dasawisma members regarding the importance of administrative order, behavioral changes in record-keeping and document management, the establishment of a more structured bookkeeping system, and the emergence of collective awareness of administration as a foundation for program planning and decision-making. In addition, local leaders (local leaders) emerged as driving forces in strengthening administrative management and institutional capacity. This program contributes to the creation of more professional, accountable, and sustainable governance of Dasawisma organizations in community-based empowerment initiatives.

Farmer group institutions play a strategic role in supporting agricultural development; however, many farmer groups still face limitations in data management and institutional administration. These limitations affect planning, decision-making, and access to agricultural development programs. This Community Service Program (PKM) aims to enhance farmers’ understanding and skills in data management and institutional administration through extension activities at the Agricultural Extension Center (BPP) of Bukit Kapur Subdistrict, Dumai City. The methods applied include lectures, interactive discussions, and hands-on practice in preparing and managing farmer group administrative records. The results indicate an improvement in participants’ knowledge and skills related to group administration, increased awareness of the importance of orderly administrative management, and a collective commitment to implementing sustainable record-keeping practices. Furthermore, the program encouraged the emergence of local leadership and strengthened farmer group institutions as social capital toward farmer independence and welfare.

Stunting remains a chronic nutritional issue affecting human resource quality in Indonesia, particularly children under five years old. High prevalence of stunting impacts long-term cognitive development, physical growth, and productivity of the young generation (Ministry of Health, 2023). This community service aims to optimize the role of public administration in disseminating policies and programs to reduce stunting through education, training, and direct community assistance. Activities were carried out through coordination with government officials, community health cadres, and local leaders, using local communication media to raise awareness about nutrition. The results indicate an increase in community knowledge on stunting, balanced nutrition practices, and active involvement of both officials and residents in stunting reduction programs. Optimizing public administration through capacity building, cross-sector coordination, and information technology utilization supports program targets. This service recommends strategies for sustainable, participatory, and data-driven program implementation. Enhancing community concern for orphans is an essential aspect of inclusive and sustainable social development. This community service activity aims to implement strategies of empathetic communication and social management to improve the quality of social interactions and community attention toward orphans. The method applied was a participatory and qualitative descriptive approach, involving both the community and orphans in all stages of the activity, from planning, implementation, to evaluation. The results indicate a significant improvement in social interaction quality between the community and orphans. The children exhibited positive emotional responses, such as comfort, acceptance, and appreciation, while the community demonstrated increased participation, collective responsibility, and structured social management skills. The integration of empathetic communication and social management produced dual impacts: enhanced emotional well-being of orphans and strengthened social empathy within the community. These findings suggest that this strategy can serve as a sustainable model for social care activities and can be replicated in other communities. Therefore, the application of empathetic communication and social management has the potential to support inclusive social development, foster community solidarity, and improve the welfare of vulnerable groups sustainably.

This community service activity aims to enhance the human resource capacity of Dasawisma members in effective administration management as a family development data base at the sub-district level. The assistance was conducted using a participatory approach and hands-on practice, including socialization, technical administrative training, and reflective discussion. The results indicated an increase in Dasawisma members' understanding of the importance of orderly, systematic, and integrated administration in supporting social activities. Members' technical skills in managing family data, filling administrative books, classifying information, and preparing simple reports improved significantly. Furthermore, the assistance strengthened communication and coordination between Dasawisma and sub-district officials, promoted group independence, and strengthened Dasawisma's role as a key data source for family development. These findings confirm that planned and participatory higher education assistance plays a strategic role in community empowerment, supports good governance at the local level, and can serve as a replicable model for other community development programs.

This Community Service Program (PKM) aims to enhance leadership capacity and organizational management skills of the Islamic Student Association (HMI) Dumai Branch cadres through the strengthening of Islamic values ​​and the application of modern organizational management principles. The program was implemented during the Intermediate Training (Latihan Kader II/LK 2) using lectures, interactive discussions, and leadership simulations. A participatory approach was employed to actively engage participants throughout the program. The results indicate an improvement in participants' understanding of transformational leadership, collective–collegial leadership, and organizational planning and management skills. Furthermore, the program increased participants' awareness of the importance of integrating Islamic values ​​as an ethical foundation in student organizational leadership practices. This PKM contributes to the development of qualified HMI cadres as future leaders with integrity, adaptability, and strong commitment to community service.

Dasawisma groups have strategic potential in supporting family independence, but have not been optimally empowered. This Community Service activity aims to strengthen Dasawisma's capacity as agents of social change in enhancing family independence through the internalization of independence spirit values. The method used was a participatory and educational community organizing approach, implemented at Dasawisma Asoka RT.007, Bukit Timah Sub-district, Dumai City, on August 10, 2024. Activities included interactive material delivery, group discussions, work program preparation simulations, and reflective evaluations. The results showed increased understanding among Dasawisma members regarding their strategic roles, emergence of initiative and self-confidence, ability to formulate solutions based on local potential, and formation of more structured cooperation patterns and emergence of local mobilizer figures. The participatory approach based on independence values proved effective in driving Dasawisma's transformation from administrative implementers to subjects of independent and sustainable family and community development.

Ungaran Sari Garments' production capacity can handle 1.7 million dozen garments per year and still with great potential for expansion. In 2022 to 2024 experienced an increase and decrease in Actual Performance Production. Production Performance data at PT Ungaran Sari Garment for the last 3 years has experienced, indicates that there is a decrease in employee performance at PT Ungaran Sari Garment.

Sustainable economic growth is one of the national development goals in Indonesia. Micro, Small, and Medium Enterprises (UMKM) play a crucial role in promoting sustainable economic growth; however, UMKM need to adapt to the developments in digital technology to compete and thrive in the market. The digitalpreneur community consists of UMKM practitioners who leverage digital technology to expand their businesses. This community can provide various benefits to its members, such as access to information and knowledge, business networks, and support for business development. This research employs a qualitative method with a case study approach. Data is gathered through in-depth interviews with informants. Based on the research findings, it is observed that the digitalpreneur community can contribute to sustainable economic growth in several ways, namely: 1) Enhancing the capacity and competitiveness of UMKM. 2) Improving market access. 3) Facilitating collaboration among UMKM.

The development of a village information system must be done because it is mandated by Law no. 6 of 2014 concerning villages, especially article 86. In article 86 point (2), it states that "the government and regional governments are obliged to develop a village information system and rural area development," and in point (3), "the village information system as referred to in paragraph (2) includes facilities hardware and software, networks, and human data sources”. Brawijaya University's strategic community service team developed an information system in Sumberbrantas village, Batu City, in the form of websites and applications, as well as capacity building. The methods used are survey, observation, brainstorming, youth involvement, data collection, creating website & application, training, and launching as well as socialization. The purpose of making the Sumberbrantas.id website and application is an information system, service, product marketing place, information delivery, government activities and villagers, as well as supporting the development of tourism in Sumberbrantas village.
