The smart city concept has emerged as a primary solution to address various global urbanization challenges. However, its implementation in developing countries frequently encounters unique obstacles, such as limited infrastructure, constrained budgets, and varying levels of community readiness. This study aims to identify and analyze the critical success factors for smart city implementation in developing nations using a literature review approach. The research employs a Systematic Literature Review (SLR) method, adapting the PRISMA guidelines. Data collection was conducted by screening scientific articles from leading academic databases published over the last five years. The review results indicate that the success of a smart city in developing contexts does not rely solely on technological advancement. There are four primary dimensions acting as determinants: (1) the governance dimension, encompassing regulatory support and bureaucratic transparency; (2) the technological infrastructure dimension, involving equitable internet access and centralized data integration; (3) the human resources dimension, focusing on the digital literacy of citizens and government apparatus; and (4) the financial dimension, which includes innovative financing models and public-private partnerships. The conclusion of this review emphasizes that cross-sector collaboration and strong leadership commitment remain the most crucial foundations. These findings are expected to provide a strategic reference framework for local governments in designing more sustainable and targeted smart city roadmaps.

This study aims to analyze the implementation of the Reconnecting active learning method in Islamic Religious Education (PAI) for ninth-grade students at SMP Negeri 2 Sentani and to examine its role in enhancing students’ learning interest and engagement. This research employs a descriptive qualitative approach with a case study design to gain an in-depth understanding of the learning process. Data were collected through in-depth interviews with three PAI teachers, the school principal, and three students, and were further supported by classroom observations and documentation. The data analysis technique used the Miles and Huberman interactive model, which includes data reduction, data display, and conclusion drawing. The findings indicate that the implementation of the Reconnecting method has a positive impact on students’ learning experiences, particularly in increasing their interest, active participation, and ability to relate learning materials to real-life contexts. Students become more responsive and motivated during the learning process. However, several challenges were identified, including limited instructional time and varying levels of teacher readiness in applying the method effectively. Therefore, continuous teacher training and better time management are recommended to optimize the use of this method in PAI learning

The internationalisation of SMEs in the era of the global economy is still faced with low strategic readiness, limited innovation capacity, and sub-optimal digital transformation. This study aims to test a model of SME internationalisation strategy based on innovation and digital transformation. The study employs a quantitative approach using a cross-sectional survey design involving 200 owners or key managers of SMEs in East Java, selected through purposive sampling. Data were analysed using SEM-PLS through measurement model evaluation, structural model evaluation, and bootstrapping tests. The results indicate that innovation has a positive effect on digital transformation and internationalisation strategy, whilst digital transformation has a positive effect on internationalisation strategy. The indirect effect of innovation on internationalisation strategy via digital transformation is also significant, indicating partial mediation. These findings confirm that the internationalisation of SMEs becomes more effective when innovation and digital transformation are coherently integrated into business models and external market orientation. Implicitly, strengthening the global competitiveness of SMEs requires simultaneous intervention in business model renewal, digital capabilities, and policy ecosystem support.

This study uses a quantitative method with an explanatory approach to explore factors contributing to low pension literacy among workers. The sample consisted of 66 workers from both the formal and informal sectors in Jakarta in December 2025. The findings reveal that low pension literacy is not solely due to a lack of knowledge but results from various factors, including low awareness, short-term financial behavior, product complexity, inadequate education, and underutilization of digital tools. There is a mismatch between workers' perceptions and the reality of pension fund behavior. The majority of workers (86%) are unprepared for retirement, and 89% do not have a voluntary pension fund. Despite this, 80% do not rely on workplace pension funds, and 45.5% feel confident they can meet their living expenses in old age, indicating pseudo-awareness they understand the importance of pension funds but have not established one. This reveals a gap between awareness and action regarding pension funds. Improving pension literacy requires an integrated approach that combines transformative education with digitalization to facilitate access and participation. Education must drive behavioral change, while digitalization simplifies processes, enhances accessibility, and broadens financial literacy. The synergy of education, digital technology, and policy support is essential for improving workers' financial readiness for a secure retirement.

Transparency in human resource management has become a strategic issue in modern organizations, particularly through the implementation of salary transparency as part of the broader concept of radical transparency. This study aims to analyze the psychological and managerial impacts of salary information disclosure and its implications for human resource leadership within organizations. The research employs a qualitative approach using a narrative literature review by examining relevant scholarly articles published within the last five years. The findings indicate that salary transparency contributes positively to enhancing employees’ perceptions of fairness and trust; however, it may also generate negative consequences such as social comparison, interpersonal conflict, and decreased job satisfaction if not properly managed. From a managerial perspective, salary transparency promotes greater accountability, strengthens performance evaluation systems, and encourages more open and participative leadership practices. This study contributes by integrating psychological and managerial dimensions into a comprehensive conceptual framework and highlights the importance of organizational readiness in strategically managing transparency policies to achieve effectiveness and sustainability.

MSMEs play a dominant role in the Indonesian economy, but their contribution to the international market remains relatively limited. This situation indicates that the readiness for internationalisation of MSMEs remains a significant issue, particularly in relation to innovation and digitalisation capabilities as strategic resources. This study aims to analyse the influence of innovation and digitalisation on the readiness for internationalisation of MSMEs in Indonesia using the Resource-Based View approach. The study employs an explanatory quantitative design with a survey approach involving 200 owners or primary managers of SMEs in East Java, selected via purposive sampling. Data were analysed using SEM-PLS. The results indicate that innovation and digitalisation have a positive and significant influence on the internationalisation readiness of SMEs. Digitalisation demonstrates a stronger influence than innovation. The structural model also exhibits adequate explanatory and predictive power. These findings confirm that internationalisation readiness is determined not only by market opportunities but also by the ability of SMEs to strategically manage innovation and digital technology. The implications of this study emphasise the importance of strengthening innovation and digitalisation capabilities as the foundation for formulating SME development strategies that are better prepared to enter international markets.

Household waste management in Gondang Village remains a major problem because waste is not sorted from the source and supporting facilities are still limited, resulting in mixed organic, inorganic, and residual waste, potentially polluting the environment. To support the planned development of a 3R Waste Management Site (TPS 3R) in 2026, a community service activity was conducted aimed at increasing community knowledge, awareness, and readiness regarding waste sorting and the application of the Reduce, Reuse, and Recycle concept. This activity used a participatory approach through outreach, waste sorting demonstrations, installation of educational boards on waste decomposition times, and the provision of separate trash bins in four hamlets. The results of the activity showed an increase in community understanding of waste types, 3R principles, and long-term environmental impacts, accompanied by positive responses and high enthusiasm. The educational boards and facilities provided served as visual reminders that encouraged behavioral change, making this activity an important first step in preparing the Gondang Village community towards sustainable waste management through the 3R Waste Management Site (TPS 3R).

Health-related SMEs in Indonesia have significant opportunities to enter international markets, but many businesses still face limitations in digital capabilities, innovation, and readiness for external markets. This study aims to examine the influence of digital transformation on the success of health-related SMEs in going international, both directly and through business innovation as a mediator. The study employs a quantitative approach using a cross-sectional survey design involving 200 owners or key managers of SMEs in East Java, selected via purposive sampling. Data were analysed using Structural Equation Modelling-Partial Least Squares (SEM-PLS). The results indicate that digital transformation has a positive influence on business innovation and the success of going international. Business innovation also has a positive effect on internationalisation success and mediates the relationship between digital transformation and external market success. These findings confirm that digitalisation should not merely be understood as an operational tool, but as a strategic capability that must be integrated with product, process, marketing, and business model innovation. The research implications emphasise the importance of strengthening digital capabilities and business innovation to enhance the global competitiveness of Indonesian health-related SMEs.

The rapid growth of the e-commerce sector in Indonesia has significantly increased the use of personal data in digital transactions, which in turn has led to more complex risks of data breaches. This issue reflects a gap between technological advancement and the readiness of adequate data protection systems. This study aims to analyze the implementation of Law Number 27 of 2022 on Personal Data Protection in addressing data breaches on e-commerce platforms and to identify factors influencing its effectiveness. The research employs a normative legal method with a statutory and literature approach. The findings indicate that although the regulation provides a strong legal foundation, its implementation still faces several challenges, including weak supervision, low compliance among business actors, and limited public awareness in protecting personal data. In addition, technical vulnerabilities and human error are identified as the primary causes of data breaches. The implications of this study highlight the importance of strengthening supervision, improving data security standards by e-commerce platforms, and enhancing public education to establish a more effective and sustainable personal data protection system in Indonesia.

The restructuring of Indonesian state-owned enterprises (SOEs) and their subsidiaries following the establishment of Danantara has generated new organizational demands, particularly regarding employees’ psychological preparedness for change. This article develops a quantitative research framework to examine the effects of change communication, transformational leadership, job insecurity, and organizational culture on employees’ readiness for change, with perceived organizational support serving as a moderating variable. The study is designed as an explanatory survey targeting employees of PT Krakatau Steel subsidiaries affected by restructuring. Data are intended to be collected using a five-point Likert-scale questionnaire and analyzed through partial least squares structural equation modeling (PLS-SEM). The article proposes that change communication, transformational leadership, and organizational culture positively influence readiness for change, whereas job insecurity exerts a negative effect. In addition, perceived organizational support is expected to strengthen the positive effects of change communication, transformational leadership, and organizational culture while attenuating the negative effect of job insecurity. The article contributes to the organizational behavior literature by offering a contextually grounded framework for understanding employee responses to restructuring in SOE subsidiaries. It further highlights the strategic importance of organizational support in sustaining employees’ readiness to navigate changes in governance, work systems, and organizational direction.

This study aims to analyze digital transformation in public administration as a strategy to improve the efficiency and transparency of government services in Poso Regency. The study uses a qualitative approach with library research methods, sourced from various scientific literature, both national and international journals relevant to the research topic. The results show that digital transformation plays a significant role in improving the efficiency of public services through the automation of administrative processes, thereby accelerating service times and reducing the potential for human error. Furthermore, digital transformation also increases transparency and accountability through the openness of public information that is widely accessible to the public. However, the implementation of digital transformation in the regions still faces various challenges, such as limited technological infrastructure, low readiness and competence of human resources, and suboptimal system integration and data security. Therefore, a comprehensive strategy is needed, including strengthening digital infrastructure, increasing the capacity of government officials, and optimizing open data-based policies. This research is expected to contribute to the development of sustainable digital transformation policies at the regional level.

Inequality in Indonesia remains significant, particularly due to the concentration of wealth among high-net-worth individuals (HNWIs). Emphasizing the importance of addressing this disparity can motivate policymakers to pursue equitable solutions, thereby promoting social justice through wealth taxation. Using a literature review and an empirical legal approach, this research analyzes relevant regulations, policy discussions, and academic literature on wealth taxation in Indonesia. The study also evaluates institutional readiness and potential challenges in implementing such a policy. The results indicate that the wealth tax has considerable revenue potential, ranging from IDR 54 trillion to IDR 155.3 trillion, depending on the tax model applied. Highlighting this potential can empower policymakers and foster optimism about the tangible benefits of implementing such a policy.

Curriculum reform in Indonesia has repeatedly emphasized flexibility, deep learning, and student-centered instruction. Nevertheless, many reforms have not been translated effectively into classroom practice. Existing studies tend to focus on teacher competence and policy readiness, while the deeper dimension of teacher beliefs remains underexplored. This study aims to unpack how teacher beliefs shape responses to curriculum reform and to identify the belief-related factors that influence the success or failure of curriculum innovation. A qualitative descriptive design was employed using pre-Delphi reflective questionnaires and Focus Group Discussion data involving senior secondary school teachers and educational stakeholders. Data were analyzed thematically to identify recurring patterns of belief, challenge, and adaptation. The findings reveal that teacher beliefs constitute the most decisive factor in curriculum implementation. Three major themes emerged: (1) a persistent gap between curriculum policy and classroom practice, (2) the difficulty of transforming teachers’ mindsets from fixed to growth-oriented perspectives, and (3) the construction of an ideal teacher identity characterized by reflection, adaptability, collaboration, and moral commitment. More importantly, teachers viewed curriculum change not merely as a technical demand, but as a moral and spiritual responsibility. Curriculum reform will remain ineffective unless it addresses teachers’ internal beliefs. Sustainable transformation requires professional development that integrates cognitive, emotional, and spiritual dimensions of teaching.

UMKM Digital transformation in local governance is an important instrument in realizing the principles of good governance, especially in regions with complex geographical challenges. This study aims to analyze the effectiveness of e-government implementation at the district level in encouraging community participation in the local development planning process, using a case study of the Fof District Office, Tambrauw Regency. The methods used were descriptive qualitative through field observations, in-depth interviews with district officials and community leaders, and analysis of development documents. The data was analyzed through the stages of reduction, presentation, and drawing conclusions. The results of the study show that the implementation of e-government in Fef District is in a transition phase. Bureaucratic digitization improves administrative efficiency and transparency of public information. However, its effectiveness in expanding community participation is still low. The main obstacles include limited telecommunications infrastructure in several villages and low community digital literacy. As a result, participation in Musrenbang remains dominated by conventional mechanisms, while digital platforms serve primarily as a means of one-way reporting. This study emphasizes that the success of digital transformation depends on the readiness of infrastructure and community capacity, so a hybrid approach that integrates technology with local wisdom is needed to strengthen participation in regional development.

This study examines the integration of Christian values into the Merdeka Curriculum for Christian Religious Education (PAK) in junior high schools (SMP), focusing on the challenges and strategies for its implementation. The Merdeka Curriculum, introduced in 2022, offers flexibility in instructional design; however, its implementation in the field of PAK requires specific adaptations to maintain the relevance of Christian values such as love, justice, and responsibility. This study employs a descriptive qualitative approach using library research combined with empirical content analysis of various case studies in Indonesian Christian schools. The findings indicate that the primary challenges include resource constraints, the readiness of PAK teachers, technological infrastructure gaps, and the influence of secular digital culture. Effective strategies include the development of a contextual curriculum based on Christian values, the utilization of digital technology in learning, the enhancement of teachers’ professional competencies, and collaboration between schools, families, and churches. The implications of this study suggest that the integration of Christian values into the Merdeka Curriculum can foster the holistic character of junior high school students, equipping them with integrity, resilience, and the ability to face the challenges of the digital age.

This study examines the impact of MBKM, campus culture, and learning achievement on work readiness in Islamic financial institutions, specifically for students from the Faculty of Islamic Economics and Business at UIN Datokarama Palu, Class of 2022. Using a quantitative approach with descriptive research design, the study aims to analyze how these factors influence students' preparedness for work in the industry. The findings show that MBKM, campus culture, and learning achievement each have a positive and significant effect on work readiness. MBKM, with its emphasis on direct industrial experience, has the strongest impact, while campus culture shapes students' character and work ethics. Learning achievement reflects academic competencies essential for entering the workforce. The combined influence of these three factors was proven to significantly impact work readiness, with an F-value of 5.393, greater than the F-table value of 2.72. This demonstrates that work readiness stems from a combination of practical experience, acceptance of campus values, and academic success, all of which should be developed continuously.

This study aims to identify the learning needs of deaf students in internship programs, examine the challenges they face, develop appropriate solutions, and design as well as evaluate a visual module-based learning model to improve their work skills. The study used a Research and Development (R&D) approach with a 4D model: Define, Design, Develop, and Disseminate. The participants included deaf students from special needs high schools (SMALB) involved in vocational internships, mentor teachers, and industry supervisors. Data were collected through observation, interviews, questionnaires, documentation, and focus group discussions, and analyzed using qualitative techniques supported by descriptive analysis. The findings indicate that deaf students require visual, structured, and easily understandable work instructions supported by symbols, color codes, and guidance materials. Major challenges include limited verbal communication, difficulty understanding instructions, and risks of procedural errors. To address these issues, a systematic and communicative visual module-based learning model was developed, incorporating collaborative support from schools and industry. The resulting model integrates planning, implementation, mentoring, and evaluation stages, and has proven feasible and effective in enhancing students’ independence, technical competence, and overall work readiness.

The increasing demands of global trade, the risk of transboundary diseases, and the stringency of sanitary and phytosanitary (SPS) standards require a more integrated, transparent, and risk-based national quarantine system. The partial readiness of digital systems and traceability mechanisms has the potential to weaken Indonesia’s food security and export competitiveness toward the vision of Golden Indonesia 2045. This study aims to analyze the strategic role of the quarantine system in national development, identify institutional and technical root problems, and formulate the most concrete and feasible policy alternatives. The method used is policy analysis with a multi-criteria analysis (MCA) approach to compare several solution alternatives based on effectiveness, efficiency, technical aspects, and political feasibility. The results indicate that the digital transformation of the national quarantine system based on traceability and risk-based intelligence is the most superior policy option, as it can simultaneously address data fragmentation, improve service efficiency, and strengthen biosecurity surveillance. This study recommends the development of a Quarantine Super App, full implementation of e-certification, integration with the National Logistics Ecosystem and Customs, and the strengthening of an artificial intelligence-based risk profiling system. Gradual implementation accompanied by performance indicator-based evaluation is key to the success of the policy in enhancing national food security and export competitiveness.

This community service program aims to enhance teachers’ competence in developing Higher Order Thinking Skills (HOTS)-based assessment items to support improved performance in the Computer-Based National Assessment (ANBK) at SMP Negeri Kletek. The main problem faced by the partner school is the limited understanding of teachers in designing assessment instruments that measure higher-order thinking skills, as well as insufficient ability to develop literacy- and numeracy-oriented questions aligned with ANBK characteristics. This condition has resulted in suboptimal learning evaluation quality and limited student readiness for national assessment. The program employed a Participatory Action Research (PAR) approach, emphasizing the active involvement of participants throughout all stages. The implementation included the planning stage through needs assessment and problem identification, the action stage through training and mentoring in HOTS-based item development, the observation stage through evaluation of participants’ work, and the reflection stage to identify achievements and challenges. Data were collected using pre-test and post-test, observation, and reflective discussions. The results indicate an improvement in teachers’ understanding and skills in developing HOTS-based items, as reflected in higher post-test scores. Teachers were able to design competency-based blueprints, contextual stimuli, and analytical, evaluative, and creative questions. This program effectively strengthens teachers’ professional competence and school readiness for ANBK.

The rapid advancement of digital technology in higher education has transformed learning and assessment systems, particularly through the adoption of Learning Management Systems (LMS) and Computer-Based Tests (CBT). However, many university students still face challenges in adapting to digital examination environments due to limited technical experience and digital literacy. This Community Service Activity (PKM) aims to enhance students’ academic readiness and digital competence through the implementation of a Moodle-based LMS at Universitas Murni Teguh. The activity was conducted in the form of an interactive workshop, including system introduction, simulation of CBT, guided practice, and discussion sessions involving university students and lecturers. The results showed a significant improvement in students’ understanding of LMS features, confidence in using CBT systems, and ability to manage digital-based examinations effectively. Active participation and engagement during the sessions reflected high enthusiasm and adaptability toward digital learning transformation. This activity demonstrates that the implementation of LMS Moodle is effective in improving academic preparedness and digital literacy among students, and can serve as a sustainable model for strengthening technology-based learning in higher education institutions.
