This study discusses the position of persons with disabilities, especially those with mental and intellectual disabilities, in carrying out legal actions following the judicial review of Article 433 of the Civil Code through the Constitutional Court Decision Number 93/PUU-XX/2022. Prior to this amendment, Article 433 of the Civil Code used discriminatory terms and automatically placed persons with disabilities under guardianship, thereby eliminating their legal capacity as independent legal subjects. This Constitutional Court decision changed the phrase "must be guarded" to "can be guarded" and emphasized that the placement of guardianship can only be made based on a competent medical diagnosis. The research method used is normative juridical through a statutory approach and court decisions. The results of the study show that the change in norms restores the constitutional rights of persons with disabilities, including the right to autonomy, equality before the law, and protection from discrimination. In addition, this change directly affects the requirements for capacity in making agreements according to Article 1320 of the Civil Code, so that persons with mental disabilities who have the capacity are still considered capable of acting. Therefore, this decision is an important step in realizing a legal system that is more inclusive, just and respects the dignity of people with disabilities.

This study investigates the influence of Apparatus Competency and Information Systems on Community Political Participation in the Local Government Head Election during the COVID-19 pandemic era in Karawang Regency. The COVID-19 pandemic has posed significant challenges to democratic processes, particularly in maintaining voter participation while ensuring public health safety. Employing a mixed-methods approach combining quantitative and qualitative data with Structural Equation Modeling (SEM) analysis, this research analyzed data from 263 respondents across various election administrative units. The results indicate that: (1) Apparatus Competency does not have a significant positive effect on Community Political Participation (T-value = 1.01 < 1.96); (2) Information Systems have a significant positive effect on Community Political Participation (T-value = 2.78 > 1.96; path coefficient = 0.67). The combined contribution of both variables explains 76% of the variance in political participation. From these findings, the study proposes the Skills Democracy Model, emphasizing that digital information skills and organizational experience are critical determinants of democratic participation quality during pandemic conditions. These findings have significant implications for election governance reform and e-democracy development in Indonesia.

This study examines the effectiveness of the SIPELANDUKILAT program (Population Administration Service System for Border and Remote Areas) in improving population administration services in rural and remote areas of Tanjung Palas Timur District, Bulungan Regency, North Kalimantan Province. Using qualitative descriptive methods with an inductive approach, data were collected through interviews with 10 informants, direct observation, and documentation. The theoretical framework employs Siagian's (2011) effectiveness theory, assessed through four dimensions: human resources, funds, facilities and infrastructure; quantity and quality of services; time; and procedures. Findings indicate that the program has not yet reached full effectiveness, particularly due to the absence of specialized training for operators, inadequate facilities and infrastructure, and the transition from the distributed SIAK system to a centralized SIAK system that rendered offline recording equipment unusable. Supporting factors include qualified human resources, assistance from the Provincial Civil Registry Office, and high community participation. The study recommends that Bulungan Regency accelerate adaptation to the centralized SIAK system, improve facilities and infrastructure, and strengthen inter-agency cooperation to optimize population administration services in remote areas.

The crime of receiving stolen goods, as regulated in Article 480 of the Criminal Code (KUHP), is an offence that plays a crucial role in the continuation of the principal crime, particularly theft. Receivers provide a market for stolen goods, thereby indirectly encouraging perpetrators to continue their actions. This paper investigates how Article 480 of the KUHP in judicial practice, with a focus on proving the element of ‘knowing or reasonably suspecting’ that the goods purchased were obtained through criminal activity. This study uses a qualitative method with a case study approach through direct observation of a trial at the M. District Court. The observations show that the panel of judges successfully proved the defendant's guilt as a fence through a series of trial facts, such as the unreasonable purchase price, consistent testimony from the perpetrator of the theft, and the defendant's own admission that he had been suspicious. The judge's decision, which was lighter than the prosecutor's demands, also reflected considerations of substantive justice and humanity in addition to legal certainty. This study concludes that the effective enforcement of Article 480 of the Criminal Code in court plays an important role in breaking the chain of crime and providing a deterrent effect not only for the main perpetrators but also for those who participate in enjoying the proceeds of crime.

This study analyzes the urgency of digital expert testimony in strengthening the validity of electronic evidence in civil procedure law amid rapid technological transformation. The increasing use of digital communications, electronic transactions, and online documentation has given rise to new evidence in civil disputes, while its intangible and easily manipulated nature raises doubts about its authenticity and reliability. This study will focus on Decision Number 439 B/Pdt.Sus-Arbt/2016. The study relies on primary legal sources, legislation, court decisions, and secondary legal literature analyzed qualitatively. The findings show that electronic evidence is legally admissible when it meets the requirements of accessibility, integrity, authenticity, and accountability, but its probative value is highly dependent on technical validation. In the case analyzed, the petitioner's challenge to print the chat evidence was rejected because the allegations of manipulation were unsubstantiated and no expert testimony was presented to support the claim. This shows that expert testimony plays a decisive role in explaining technical aspects beyond the knowledge of the court and in strengthening the court's conviction. This study concludes that digital experts serve as a bridge between technological complexity and legal assessment, ensuring that digital evidence is evaluated objectively. The implication for courts and related parties is must prioritize the involvement of experts to promote legal certainty, factual truth, and fair dispute resolution.

Kinerja guru merupakan faktor kunci dalam peningkatan mutu pembelajaran di sekolah. Namun, masih terdapat keterbatasan pemahaman guru terhadap manajemen sekolah dan penerapan disiplin kerja yang berdampak pada optimalisasi kinerja. Kegiatan pengabdian kepada masyarakat ini bertujuan untuk meningkatkan kinerja guru melalui pelatihan manajemen sekolah dan pembinaan disiplin guru di SMP Negeri 03 Limboto Barat. Metode yang digunakan adalah pendekatan partisipatif melalui pelatihan, diskusi, praktik, dan pendampingan. Pengukuran kinerja guru dilakukan menggunakan angket sebelum dan sesudah pelatihan. Hasil kegiatan menunjukkan adanya peningkatan pemahaman manajemen sekolah dari 62% menjadi 82%, pengelolaan pembelajaran dari 65% menjadi 85%, serta disiplin kerja guru dari 60% menjadi 80%. Temuan ini menunjukkan bahwa integrasi pelatihan manajemen sekolah dan pembinaan disiplin guru efektif dalam meningkatkan kinerja guru secara berkelanjutan.

Anemia merupakan suatu kondisi dimana jumlah sel darah merah atau hemoglobin (Hb) seseorang kurang dari normal. Anemia adalah suatu keadaan dimana jumlah sel darah merah atau konsentrasi pengangkut oksigen dalam darah (hemoglobin) tidak mencukupi kebutuhan fisiologis. Remaja putri dikatakan anemia apabila dari hasil pemeriksaan kadar Hb kurang dari 12 gr%. Tujuan kegiatan ini adalah untuk mencegah anemia pada remaja dengan pemberian tablet penambah darah yang terintegrasi dengan olahraga pada remaja. Metode yang dipakai pada kegiatan ini adalah edukasi langsung dan diskusi kelompok terfokus, olahraga/senam terjadwal yang dipandu kader remaja, pembagian tablet Fe dan pemantauan kadar Hb berkala. Hasil dari kegiatan ini yaitu peserta yang hadir berumur 12 tahun dengan prosentase 30,43%, peserta dengan umur16 tahun  prosentase 21,74%, selebihnya peserta berumur 13 tahun (13,04%), 14 tahun (8,70%), 15 tahun (13,04%), 17 tahun (4,35%) dan 18 tahun (8,70%). Jumlah target posyandu remaja di Desa Randusari yaitu 35 peserta, tetapi yang hadir hanya 23 peserta. Hal ini terjadi karena ada beberapa peserta yang belum bisa menghadiri posyandu remaja karena teman sebaya tidak bisa hadir di posyandu remaja. Peserta posyandu di Desa Randusari memiliki kadar hemoglobin normal sejumlah 73,91%, anemia ringan 13,04% dan anemia sedang 4,35%.

Industri Kecil dan Menengah (IKM) merupakan kontributor penting dalam pembangunan ekonomi daerah melalui penciptaan lapangan kerja, peningkatan nilai tambah, dan penguatan struktur ekonomi berbasis lokal. Namun demikian, banyak IKM masih menghadapi tantangan berkelanjutan yang berkaitan dengan keterbatasan kapasitas inovasi, rendahnya adopsi pemasaran digital, serta lemahnya akses terhadap kemitraan strategis. Sentra IKM Srikayu di Surakarta merupakan klaster industri furnitur yang mengkhususkan diri pada produk berbahan kayu jati dan mahoni dengan karakteristik kualitas yang kuat, namun perluasan pasar dan pengembangan kemitraannya masih belum optimal. Penelitian ini bertujuan untuk mengkaji kondisi internal dan eksternal Sentra IKM Srikayu menggunakan analisis strategis berbasis SWOT sebagai dasar perumusan strategi pengembangan akses pasar dan kemitraan. Metode penelitian yang digunakan adalah mixed-method dengan mengintegrasikan diskusi kelompok terfokus, wawancara mendalam, dan analisis data sekunder. Hasil analisis matriks IFAS dan EFAS menunjukkan skor masing-masing sebesar 2,82 dan 2,62, yang menempatkan sentra pada Kuadran I, yang mengindikasikan strategi pertumbuhan agresif. Rekomendasi strategi meliputi penguatan branding dan pemasaran digital, diversifikasi desain produk sesuai tren pasar, perluasan kemitraan strategis, serta peningkatan kapasitas produksi dan kapabilitas sumber daya manusia guna menjamin daya saing dan keberlanjutan jangka Panjang.

Tantangan utama yang dihadapi warga Kelurahan Pesantren, Kota Semarang adalah belum optimalnya pengelolaan limbah lingkungan rumah tangga, khususnya minyak jelantah, yang berpotensi menimbulkan pencemaran dan masih kurang dimanfaatkan secara ekonomi. Program ini bertujuan untuk meningkatkan kesadaran lingkungan, keterampilan kewirausahaan, dan kemandirian ekonomi masyarakat dengan inovasi ekonomi kreatif. Tahapan pelaksanaannya meliputi observasi dan identifikasi masalah, perencanaan program partisipatif, pelaksanaan lokakarya, pendampingan, dan evaluasi keberlanjutan. Kegiatan program terdiri dari pendidikan kewirausahaan, pelatihan langsung pengolahan minyak jelantah menjadi lilin aromaterapi, dan peningkatan kapasitas dalam pembuatan konten digital dan pemasaran digital melalui media sosial dan pasar online. Hasil evaluasi menunjukkan adanya peningkatan signifikan dalam pengetahuan dan minat berwirausaha di kalangan ibu-ibu PKK, yaitu meningkat dari 40% sebelum program menjadi 80% setelah lokakarya. Secara keseluruhan, program ini efektif meningkatkan keterampilan pengelolaan sampah ramah lingkungan dan mendukung pengembangan ekonomi kreatif berbasis lokal.

Penataan kembali kewenangan lembaga penegak hukum merupakan agenda strategis dalam mewujudkan tata kelola pemerintahan yang akuntabel pasca reformasi 1998. Reformasi kelembagaan yang berjalan selama ini cenderung parsial, tidak komprehensif, sehingga melahirkan fragmentasi kelembagaan, tumpang tindih kewenangan, serta lemahnya koordinasi. Tulisan ini bertujuan mengkaji pengaturan lembaga penegak hukum dalam tata kelola pemerintahan, mengidentifikasi kendala pelaksanaan penegakan hukum pasca reformasi, Metode yang digunakan adalah yuridis normatif dengan pendekatan sosiologis melalui kajian peraturan perundang-undangan, putusan pengadilan, dan literatur hukum terkait. Hasil penelitian menunjukkan bahwa landasan konstitusional penataan lembaga penegak hukum berpijak pada Pasal 1 ayat (3) dan Pasal 24 ayat (1) UUD NRI Tahun 1945 yang menegaskan Indonesia sebagai negara hukum dengan kekuasaan kehakiman yang merdeka. Kendala utama yang ditemukan meliputi intervensi politik , ego sektoral antarlembaga, dan budaya impunitas yang mengakar. Penataan kewenangan yang ideal mensyaratkan empat langkah: rasionalisasi kelembagaan, delineasi kewenangan yang tegas, pembangunan mekanisme koordinasi antarlembaga yang efektif, serta penguatan lembaga pengawas independen. Penelitian ini menyimpulkan bahwa akuntabilitas tata kelola pemerintahan hanya dapat terwujud melalui pergeseran paradigma dari rule by law menuju rule of law yang berkeadilan substantif.

This community service activity aims to enhance participants' digital competency through responsive web design training conducted using integrated webinar and workshop methods. The background of this activity is based on the increasing need for adaptive web development skills across various devices to support digital personal branding. This activity involves university students and the general public and is conducted online utilizing modern communication platforms. The implementation method consists of preparation, implementation, and evaluation stages. In the implementation stage, participants attend webinar sessions to strengthen conceptual understanding of responsive web design principles, followed by workshop sessions that emphasize hands-on practice in website creation using HTML, CSS, and JavaScript. Evaluation is conducted through pre-tests and post-tests to measure program effectiveness. The results show a significant increase in participants' digital competency with an average score increase of 55.8%. These findings indicate that the integration of webinar and workshop methods is effective in improving participants' conceptual understanding and technical skills. This activity is expected to serve as a model for community service based on applicable and sustainable digital competency development.

The reform of criminal law in Indonesia has become an increasingly urgent necessity in line with social developments, technological advancement, and the growing complexity and diversity of crime. Law Number 1 of 2023 concerning the new Criminal Code (Kitab Undang-Undang Hukum Pidana/KUHP) emerges as a comprehensive effort to replace the colonial-era Criminal Code and to align the national criminal law system with the current conditions of Indonesian society. This new Criminal Code introduces several significant changes, including the regulation of cybercrime, protection of the environment, the reinforcement of humanitarian values, and the strengthening of the principle of limiting criminal sanctions on individual liberty in order to ensure the protection of human rights. This paper aims to analyze the direction and substance of the Criminal Code reform, evaluate its potential implementation, and assess the implications of these changes for criminal law enforcement practices in Indonesia. The research method employed is a literature review using a normative approach, conducted through the analysis of statutory regulations, criminal law theories, and relevant case studies. The results of the analysis indicate that the new Criminal Code provides a more adaptive and responsive legal framework to contemporary issues; however, the effectiveness of its implementation largely depends on the readiness of law enforcement authorities, the intensity of regulatory socialization, and the level of public legal awareness. This study concludes that criminal law reform represents a strategic step toward realizing a criminal justice system that is more just, effective, and aligned with the values of Pancasila.

Digital fraud, particularly schemes involving the distribution of fake wedding invitations through instant messaging applications such as WhatsApp, has developed into a serious problem in Indonesia along with the increasing use of digital technology in everyday life. This fraudulent modus operandi exploits victims’ curiosity, trust, and panic to prompt them to open malicious links or download harmful files containing malware. Such malware has the potential to damage device systems, steal personal data, and access sensitive information, including banking accounts and social media profiles. This form of fraud not only causes significant financial losses for victims but also results in psychological impacts, such as fear, trauma, and a loss of trust in digital communication. This article aims to comprehensively examine the modus operandi of digital fraud through fake wedding invitations, analyze the relevant legal framework, and assess the social and economic impacts on society. In addition, the article emphasizes the importance of improving digital literacy as an effective preventive measure to minimize the risk of digital fraud. To address this issue, the article proposes strengthening cooperation among law enforcement agencies, cybersecurity institutions, and technology service providers. Recommendations are also directed toward reinforcing regulations, enhancing the effectiveness of law enforcement, and intensifying public awareness campaigns to reduce the incidence of digital fraud in Indonesia.

The giveaway phenomenon in the digital era has become a popular strategy to increase interaction on social media. However, this popularity is also used by irresponsible individuals to commit fraud under the guise of giveaways. This article aims to identify the modus operandi of giveaway fraud, provide guidance on recognizing the characteristics of fraud, and present preventive measures to avoid it. The methods used include literature review of digital fraud cases, analysis of cybercrime patterns, and interviews with digital literacy experts. The results show that the fraud mode often uses fake accounts that resemble official organizers, asks for personal information or payment of certain fees, and offers rewards that are too fantastic to lure victims. Low digital literacy is one of the main factors in the high number of victims of this fraud. By raising public awareness through education about the characteristics of fraud and methods of verifying information sources, the potential for victims can be minimized. In conclusion, systematic prevention efforts and active participation of the community in disseminating related information are important to protect internet users from the threat of giveaway fraud. This article recommends improving digital literacy programs and strengthening regulations against cybercrime as a long-term step.

The utilization of digital technology in government administration is a critical measure to improve employee performance and the efficiency of public services. However, the effectiveness of implementing this technology is highly determined by the degree to which employees accept the digital systems being used. This study aims to analyze the impact of digital technology acceptance on employee performance at the Mojoroto District Office in Kediri City. The research employs a quantitative method with an explanatory design. Information was obtained through a questionnaire survey distributed to all employees at the Mojoroto District Office, totaling 30 respondents, using total sampling techniques. Indicators of digital technology adoption were evaluated based on perceptions of benefits, operational ease, social pressure, and infrastructural support, while employee performance was assessed according to the quality of work output and responsibilities. Data analysis involved descriptive statistics, validity and reliability tests, and ordinal linear regression. The study findings indicate that digital technology acceptance has a positive and significant influence on employee performance. The coefficient of determination figure reveals that digital technology adoption can explain a large part of the fluctuations in employee performance, with the remaining variation influenced by variables outside the research model. These results imply that the greater the level of digital technology acceptance, the better the resulting employee performance. This study concludes that strengthening digital capabilities, technical guidance, and institutional support are key strategies for enhancing employee performance and public service quality at the district level.

The BIMP-EAGA Vision 2035 (BEV 2035) marks a significant paradigm shift in border management in Southeast Asia, with a primary focus on integrating a more inclusive, open, harmonized, and resilient system. In this context, sea-based border crossing posts (PLBN) in Indonesia, such as the Sebatik PLBN, the Serasan PLBN, and the Miangas and Marore Border Crossing Stations (BCS), play a strategic role as maritime connectivity nodes connecting Indonesia with neighboring countries. The transformation of these PLBNs faces several challenges, particularly related to the disharmony of CIQS (Customs, Immigration, Quarantine, and Security) regulations between countries, technical obstacles related to non-conventional vessels (NCSS), and inadequate port infrastructure. To overcome these obstacles, strategic measures are needed, such as revising cross-border trade agreements, increasing quarantine capacity and facilities, and strengthening maritime logistics networks between countries. Furthermore, the development of a sustainable blue economy in border areas is crucial to ensure that the PLBN functions not only as an administrative checkpoint but also as a key facilitator in driving economic growth based on maritime resources. Within the framework of the BIMP-EAGA Vision 2035, the Integrated Maritime PLBN is expected to reduce dependence on informal trade and improve the quality of life of border communities by accelerating connectivity, developing the maritime economic sector, and opening international market access for local products. Thus, the PLBN must transform into a catalyst for inclusive and environmentally friendly economic development in Indonesia's border regions.

Based on article (Shelley, 2010) Human Trafficking is the act of recruiting, transporting, transferring, harboring, or receiving individuals through force, fraud, or corcecion for the purpose of exploiting them profit. This exploitation may include forced labor, sexual slavery, or other forms of commercial sexual exploitation. It is considered a serious violation of human rights and includes a form of modern slavery, a crime against humanity. Human trafficking is a global threat that requires serious attention and real action. Factors such as poverty, political instability, and lack of public awareness make human trafficking increasingly difficult to eradicate. Therefore, there is a need for international cooperation, government, and community cooperation to prevent, protect, and recover victims of human trafficking. Human trafficking is a serious crime that continues to grow, including in Cambodia, which is vulnerable due to geographical and socioeconomic factors. This study aims to analyze the handling of human trafficking cases in Cambodia from the perspective of international legal policy. Sexual exploitation, forced labor, and organ trafficking are the main forms of this crime. Although Cambodia has adopted various laws, its implementation is still hampered by limited resources, corruption, and weak cooperation between countries. International community support such as the Palermo Protocol has helped, but law enforcement remains inconsistent. This study emphasizes the importance of stricter law enforcement and an adequate rehabilitation system for victims. Collaboration between governments and NGOs is urgently needed to create effective solutions and better protection for victims of human trafficking.

Early marriage is a social phenomenon that still frequently occurs in Indonesia and gives rise to various problems, both from the perspective of state law and socio-religious aspects. From the standpoint of state regulations, early marriage is considered a violation of statutory provisions, particularly the Marriage Law, which stipulates a minimum legal age for marriage in order to protect children's rights. This practice results in various negative impacts, including increased health risks for mothers and children, disruption of educational attainment, economic instability within families, as well as high rates of divorce and domestic violence. From the perspective of Islamic law, early marriage is not absolutely prohibited; however, Islam strongly emphasizes the principles of public welfare (maṣlaḥah), physical and mental readiness, and responsibility in establishing a household. Therefore, Islamic legal solutions to early marriage as a violation of state regulations can be implemented through the maqāṣid al-sharī‘ah approach, which aims to protect life, intellect, and lineage, as well as by supporting state regulations intended to safeguard the rights and welfare of children. Consequently, synergy between Islamic law and state law is essential in preventing early marriage and in creating a healthy and just family structure.

Banana blossoms are often considered waste and rarely utilized by the community, even though this material is easily obtained, has nutritional value, and has the potential to be processed into economically valuable food products. This community service activity was carried out in Melati II Village, Pasar 6, Pala Hamlet, Perbaungan District, with the aim of providing assistance to the community in processing banana blossoms into chips as an alternative snack. The implementation method included a brief counseling on the potential and benefits of banana blossoms, training in processing techniques, hands-on practice in making chips, and a simple evaluation of the quality of the resulting product. The results of the activity showed that the community was able to process banana blossoms into chips with a crispy texture, acceptable taste, and an attractive appearance. In addition to improving community skills and creativity, this activity also helped reduce organic waste and opened up sustainable household-scale business opportunities for the local community.

Micro, Small, and Medium Enterprises (MSMEs) play a strategic role in driving local economic development, particularly in rural areas that rely on the utilization of local natural resources. However, many MSMEs still face challenges in marketing aspects, especially limited use of digital technology, weak branding, and unattractive product packaging. This community service activity aims to strengthen the marketing strategy of the “Nek Surati” cassava chips MSME located in Dolok Village, Nagori Boluk, Bosar Maligas District, Simalungun Regency. The methods employed include field observations, interviews with MSME actors, descriptive analysis of existing problems, and practice-based (hands-on) assistance through digital marketing training, improvement of packaging design, and strengthening of product branding. The results indicate an increase in the digital readiness of the MSME actor, as evidenced by the adoption of WhatsApp Business, the creation of digital product catalogs, and the utilization of social media as a promotional tool. In addition, improvements in packaging design and brand identity enhanced the visual appeal and product image in the eyes of consumers. This assistance activity had a positive impact on improving the marketing capacity of the MSME and opened opportunities for expanding market reach. With continuous assistance, the “Nek Surati” cassava chips MSME has the potential to increase its competitiveness and contribute more significantly to the local economy.
