English is an international language that plays an important role for students in the era of globalization; however, speaking anxiety or fear of speaking remains a major obstacle in academic practice within higher education institutions. This anxiety emerges as a complex psychological phenomenon involving cognitive, affective, and social aspects, rather than merely an issue of language proficiency. This study examines the problems faced by students, particularly those majoring in non English disciplines, in overcoming speaking anxiety in English academic settings. A descriptive qualitative approach was employed, with data collected through semi-structured interviews involving students of PASIM National University who exhibited varying levels of speaking anxiety. The data were analyzed using qualitative analysis techniques to identify emerging patterns and themes. The findings indicate that speaking anxiety is caused by fear of making pronunciation and grammatical errors, concern about receiving negative evaluations, limited vocabulary, and a lack of experience in communicating in English. These conditions are further exacerbated by limited opportunities for speaking practice, non-interactive learning methods, and insufficient support from teachers and peers. Students developed adaptive strategies such as relaxation techniques, thorough preparation, positive self-talk, and consistent language practice. To create a safe learning environment in which students can speak English effectively, this study proposes learning strategies that are more inclusive, supportive, and grounded in psychological principles.

This article explores inconsistencies in employee performance within small, project-oriented service sectors, where quality depends on daily tasks, punctuality, and adherence to procedures. Since skill development relies largely on informal workplace learning, differences in worker competencies often lead to rework, customer complaints, and safety issues. The study investigates how skills and competencies affect employee performance, illustrating how individual abilities translate into observable performance through the ability–motivation–opportunity (AMO) framework and experience-based learning. A qualitative case study at Rajasa Teknik included interviews and observations to examine project coordination, quality standards, and supervision practices. Results indicate that competencies and skills primarily influence ability, but sustained motivation- driven by realistic goals and fair feedback- along with ample opportunities such as smooth material flow, clear roles, and on-site decision support, enhance performance. The findings underline the importance of a cohesive work system (task division, quality control, communication), a consistent safety culture (K3), and straightforward, repetitive HR practices that facilitate tacit knowledge transfer into routines. Improvements suggested involve mapping core competencies, brief mentoring sessions, quality-focused standards, and evaluation systems to minimise service variation and promote sustainable performance in similar businesses. Overall, this research broadens the understanding of performance management in small enterprises and offers practical guidance for interventions.

This research is motivated by the high rate of inability to read the Quran in Indonesia and the urgency of providing appropriate learning stimuli during the golden period of child development. The Al-Husna method was chosen because it emphasizes the principles of simplicity, ease, and tartil, which are considered relevant to the characteristics of early childhood. This study aims to assess the effectiveness of the application of the Al-Husna method in Quran learning at PAUD Tahfidzul Qur'an Yurefi Kendari using the Goal-Oriented Evaluation Model. The research method used is descriptive qualitative, with data collection techniques including observation, interviews, and documentation studies. The evaluation results show that the application of the Al-Husna method has met the learning objectives that have been set at PAUD Tahfidzul Qur'an Yurefi. These achievements include improving students' abilities in recognizing and pronouncing hijaiyah letters with the support of visual codes, mastery of syllables of hijaiyah letters, and understanding the punctuation system using standards according to Rasm Uthmani, achieving efficiency in the use of time and materials in the learning process, and creating a fun, active, and participatory learning environment for children. The identified challenges primarily relate to the need for educators to have a comprehensive understanding of the Al-Husna method. However, schools can address these challenges by implementing ongoing training and mentoring programs. Overall, the findings of this study indicate that the Al-Husna method is effective in building a foundation of basic Quranic reading skills and understanding in early childhood, using a child-friendly and meaningful approach. Therefore, this method can be used as a strategic alternative for teaching Quranic reading and understanding in educational institutions.

Non-hemorrhagic stroke occurs due to blockage of blood flow to the brain by a thrombus or embolus. The blockage results in focal neurological disorders that affect the musculoskeletal system, namely weakness in the extremities, which gives rise to nursing problems of impaired physical mobility. To overcome the problem of impaired physical mobility, rubber ball grip exercises (ball squeezing) are given. These exercises have been shown to increase muscle strength, prevent joint stiffness, and improve blood circulation. This scientific paper was conducted to determine the description of nursing care for non-hemorrhagic stroke patients with nursing problems of impaired physical mobility. During the meeting, the nurse provided rubber ball grip exercises (ball squeezing) for 10-15 minutes for 3 times in 24 hours. Evaluation of these actions showed that the patient who initially experienced weakness in the upper extremities with muscle strength 2-3 and after being given rubber ball grip exercises (ball squeezing), the problem of impaired physical mobility was resolved, as evidenced by the patient being able to perform therapy, the extremities feeling slightly lighter, and muscle strength 4. Therefore, it is recommended that non-hemorrhagic stroke patients be given rubber ball grip exercises (ball squeezing) to overcome impaired physical mobility.

Article 170 paragraph (1) of Law Number 1 of 2022 concerning HKPD emphasizes the synchronization of fiscal planning and policy for integrated national development. However, in the APBA (Aceh Provincial Budget) planning, discrepancies persist between the Aceh Government’s documents and the central fiscal policy direction, leading to synchronization that remains administrative rather than substantive. This issue is further complicated by Aceh's special status under Law No. 11 of 2006, which results in differences in macro indicators, program structure, and a lack of substantive participation from Aceh, creating epistemological inequality and structural injustice in central-regional financial relations. The research aims to understand why APBA management planning is not fully synchronized with government policy and to explore the ideal procedure for achieving synchronization, considering Aceh’s unique autonomy. This study is a normative juridical analysis using a legislative, conceptual, historical, and futuristic approach, with the application of authority theory, policy suitability theory, asymmetric decentralization theory, and good governance principles. The findings reveal that the lack of synchronization is caused by procedural issues, such as the absence of integration between RKPD (Regional Government Work Plan) and RKP (National Government Work Plan) schedules, the lack of a mechanism for reducing KEM-PPKF indicators, unclear fiscal support evaluation, and absence of guidelines and sanctions. Additionally, there are substantial issues like the incompatibility of Aceh's macro indicators with national targets. To achieve ideal synchronization, normative legality, equal central and regional authority, and integrated planning systems are needed.

The implementation of public communication ethics codes in governmental policies encounters complex challenges in achieving optimal transparency, accountability, and responsiveness standards. This qualitative research employs library research methodology to analyze the effectiveness of public communication ethics code implementation mechanisms through normative examination of official government communication practices. Systematic content analysis of regulations, policies, and communication practice documentation reveals significant disparities between normative idealities and operational realities in field implementation. Findings indicate structural, cultural, and technological factors serve as primary determinants of implementation success. The digital era and post-truth phenomena present additional complexities in managing ethical public communication. Technological adaptation inadequacies, institutional coordination fragmentation, and organizational commitment variations influence the consistency of communication ethics standard application. A comprehensive evaluation model integrating input-process-output-outcome dimensions is essential for measuring implementation effectiveness. Recommendations encompass institutional capacity strengthening, adaptive regulatory framework reformulation, and development of communicative accountability systems responsive to contemporary dynamics. This research contributes to developing theoretical frameworks for public communication ethics code implementation within Indonesian governmental governance contexts.
