This article comprehensively discusses the responsibility of notary for legally defective deeds, with an emphasis on the application of the principle of prudence as the foundation of the notary profession's professionalism and integrity. This research uses a normative legal method with a legislative, conceptual, and case approach to analyze the relationship between notary negligence and the resulting civil liability consequences. The study results indicate that the principle of prudence plays a central role in determining the limits of a notary's legal liability, as any negligent action in verifying identity, document validity, or the substance of the deed can cause legal harm to the parties. Conversely, if the notary can prove that their actions were in accordance with legal procedures and professional ethical standards, they can be absolved of civil liability claims. Additionally, this research also highlights the importance of applying the principle of due diligence in the context of the digitalization of notarial services, which demands stricter verification and authentication. Thus, the principle of prudence not only serves as a legal principle but also as a moral foundation that guaranties justice, certainty, and legal protection for society, as well as upholding the dignity of the notarial profession.

Effective public policy communication is a crucial factor in ensuring public understanding, acceptance, and participation in the process from policy formulation to implementation. In this context, public affairs plays a strategic role as a liaison between policymakers and the public through information management, stakeholder relationship building, and facilitation of ongoing public dialogue. This study aims to analyze the role of public affairs in realizing effective public policy communication and its contribution to increasing public understanding and participation. The research method used is a descriptive qualitative approach with data collection techniques such as in-depth interviews, observation, and documentation of policy communication activities. The results show that public affairs strategies include policy publication, stakeholder engagement, media relations management, and the use of digital communication. However, obstacles remain, such as limited two-way communication and unequal levels of public understanding of policies. This study emphasizes the importance of strengthening participatory communication, information transparency, and innovation in public affairs practices to improve the effectiveness of public policy implementation.

This study aims to describe the implementation of smart government through the Sumbergedang Baru Program in Sumbergedang Village, Pandaan District, Pasuruan Regency. The program is a digital village initiative that utilizes information technology to improve the quality of public services, transparency of governance, and the social and economic empowerment of rural communities. This study employed a descriptive qualitative approach with purposively selected informants, including the village head, village officials, community groups (Pokmas GPS and G4S), and residents as service recipients. The findings show that digital literacy among the community and village officials has begun to develop, as indicated by their ability to use basic devices and applications; however, the utilization of village digital services remains limited and uneven across age groups. In terms of ICT accessibility, the village has established an internet network and public Wi-Fi hotspots, yet network coverage and stability have not fully reached all hamlets. Regarding regulations, the village government has established basic policies through decrees forming community groups and regulating the digital village program, although these have not been comprehensively integrated. In terms of human resource quality, village officials and young cadres are relatively adaptive to technology, but a capacity gap remains among older age groups. Overall, the implementation of smart government through the Sumbergedang Baru Program is still at the stage of building a digital village foundation, requiring further improvements in digital literacy, human resources, infrastructure expansion, and technology-based transparency.

The success of a company is not only determined by the quality of the products and services offered, but also by the company's ability to manage employee relations, which is part of the internal public relations function. Without a targeted strategy, companies risk facing low motivation and declining performance. This study aims to understand the employee relations strategy of PT. Resultan Karya Indonesia (Rekanesia) in motivating employee work. The theory used refers to Albrecht (2020) which includes internal communication, rewards, career development programs, work flexibility, and conflict resolution mechanisms. The research method uses a descriptive qualitative approach with interview, observation, documentation, and source triangulation techniques. The results show that the employee relations strategy at Rekanesia is implemented through weekly communication forums, one-on-one meetings, providing material and non-material appreciation, flexible working hour policies, and informal activities such as team building. This strategy has been proven to increase employee motivation, satisfaction, and loyalty, thereby creating a productive and conducive work environment. Practically, this research can provide input for PT. Resultan Karya Indonesia to continue strengthening a more effective, participatory, and sustainable internal communication strategy, so that the company is able to face competitive challenges while maintaining its existence in the modern era.

The obligation to consume halal food is a fundamental right of Muslim consumers, guaranteed by Islamic principles and Indonesian positive law. However, in practice, many food business operators still distribute products that have not obtained halal certification, resulting in legal uncertainty and potential material and immaterial losses for Muslim consumers. This study aims to analyze the forms of legal protection available to Muslim consumers regarding food products that are not halal-certified and to examine the responsibility of business actors as well as the role of the government in ensuring halal food compliance in Indonesia, using Sushi Go Restaurant as a case study. This research applies a normative juridical method with a statutory and case approach, supported by library research of primary, secondary, and tertiary legal materials. The findings indicate that legal protection for Muslim consumers has been comprehensively regulated through Law Number 8 of 1999 on Consumer Protection and Law Number 33 of 2014 on Halal Product Assurance. Nevertheless, the implementation of these regulations remains inadequate, particularly in terms of supervision and law enforcement against non-compliant business actors. The absence of halal certification and insufficient disclosure of halal information at Sushi Go Restaurant potentially violates Muslim consumers’ rights to legal certainty and accurate information. Therefore, stronger regulatory enforcement, improved supervision, and increased awareness among business actors and consumers are essential to ensure effective legal protection for Muslim consumers.

This study analyzes the corporate crime perspective and directors’ liability in the LNG procurement case at Pertamina as a State-Owned Enterprise (SOE). The research aims to examine how the elements of corporate crime are constructed, how directors’ actions are assessed within the framework of fiduciary duty and the business judgment rule, and what legal implications arise for corporate accountability in SOEs. The study employs a normative juridical method using a case approach, statute approach, and conceptual approach. Primary data consist of court documents, statutes, and regulatory frameworks, while secondary data are obtained from academic journals, institutional reports, and credible publications. The findings reveal that distinguishing legitimate business risk from abuse of authority is central to determining corporate criminal liability, particularly when decisions intersect with state finances and public interests. The analysis further indicates that SOE directors carry dual obligations: to ensure effective corporate governance while at the same time facing heightened exposure to criminal liability when losses are associated with state assets. This study contributes by clarifying how legal assessments should balance accountability with the protection of reasonable managerial discretion. The implications highlight the need for clearer decision-making standards, stronger governance mechanisms, and better alignment between corporate law and anti-corruption frameworks in order to promote legal certainty without discouraging prudent business judgment.

This study aims to analyze the incumbent's advantage in the 2024 Manggarai Regency Legislative Election with a case study of Paulus Peos' victory in Electoral District I. The theory used is David R Mayhew's approach. The method used is a descriptive qualitative approach through interviews, observation, and documentation. The results of the study show that Paulus Peos' success in retaining his legislative seat for four consecutive terms was supported by three main factors, namely name recognition (advertising), credit claiming, and position taking. Through advertising, Paulus Peos built a positive image and connection with the community; through credit claiming, Paulus Peos emphasized his contributions to various development programs; and through position taking, Paulus Peos demonstrated his commitment to the aspirations of the people. These three factors fostered strong voter loyalty and trust, proving that the incumbent's advantage stemmed not only from his political position but also from his ability to build social relationships and his consistent performance in serving the community.

This study aims to explain the application of normative legal research methods in analyzing corruption in Indonesia. The normative legal research method is used because the main focus of this study lies in the study of laws and regulations, legal doctrine, and court decisions related to corruption. Through this approach, the study highlights how written legal norms are implemented in law enforcement practices, as well as their effectiveness in tackling corruption, which has become a systemic problem in Indonesia. This study also evaluates the role of existing regulations in providing legal protection for the interests of the state and society, and identifies weaknesses in the legal system that are often exploited by perpetrators of corruption to avoid punishment. By focusing on the application of legal norms in enforcing corruption laws, this study also analyzes the development of jurisprudence related to corruption and the contribution of legal doctrine to more effective law enforcement. This study is expected to provide deeper insight into the strengths and weaknesses of the legal system in Indonesia, as well as provide recommendations for improving the judicial system in handling corruption cases. The results of this study are expected to enrich legal studies in Indonesia, especially in the field of criminal law and legislation related to corruption.

The rapid advancement of artificial intelligence (AI) in the digital age offers substantial benefits by enhancing efficiency and productivity. Nevertheless, these developments also pose significant challenges to the protection of human rights. Issues such as privacy violations, algorithmic bias, discrimination, and opaque automated decision-making highlight the need for a strong integration of ethical values and legal frameworks in the use of AI. This study applies a normative legal method supported by literature-based research to examine the existing regulatory frameworks and the ethical principles underpinning them. The findings indicate that ethical principles such as transparency, accountability, fairness, and human-centeredness serve as essential moral guidelines to prevent AI misuse. Meanwhile, legal rules ensure certainty, establish accountability mechanisms, and provide sanctions for violations. The synergy between ethics and law forms a crucial foundation to ensure that technological innovation aligns with the protection of human rights, upholds human dignity, and supports the creation of a safe and just digital environment

This study examines Terra Drone Indonesia's implementation of management dialogue in addressing crisis communication following a fire at the company's office building. The incident sparked a wave of negative sentiment on Instagram, marked by increased public comments assessing occupational safety, data security, and the company's transparency in conveying information related to the legal process. The study used a qualitative approach with a case study method to understand how the company developed a crisis communication strategy through official statements published on social media. Data were analyzed based on dialogic elements of communication, particularly empathy for victims, humanitarian commitment, and the company's position and normative and defensive stance in affirming legal handling and compliance measures. The results show that the company attempted to balance an empathetic narrative to mitigate public pressure with a defensive strategy to maintain institutional legitimacy. However, the dynamics of public opinion on Instagram indicate that the company's response has not fully met the expectations of two-way communication. This is evident in the dominance of one-way communication patterns and the lack of technical clarifications needed by the public, thus creating a productive economic outlook. Overall, dialogic management has been implemented responsively, but has not been optimal in building a space for dialogue and public trust as a whole.

The 21st century is marked by a profound transformation in digital communication. Social media has become a new public space, enabling people to interact, disseminate information, and shape public opinion rapidly and massively. This article analyzes the role of social media in shaping public opinion and its influence on the dynamics of government policy in Indonesia. Through a literature review and case analysis of policies influenced by viral issues on social media, this study finds that social media increases citizen participation and accelerates government responses to public issues. However, the pattern of 'viral-based policy' also carries risks, such as reactive policies, a lack of evidence-based policies, and inequality in representation. To manage this phenomenon, the government needs to develop an inclusive digital communication strategy, establish an early detection system for public sentiment, and uphold the principles of good governance and evidence-based policy. These findings are relevant for academics and policymakers seeking to understand the interaction between social media, public opinion, and government policy in the digital era.

Network service disruptions are critical issues that can negatively affect public trust and corporate reputation in the telecommunications industry. As one of the largest telecommunication providers in Indonesia, PT Telkomsel faces significant challenges in managing public issues related to network disturbances. This study aims to analyze how the Public Relations division of PT Telkomsel manages issues in handling network service disruptions in Indonesia.This research employs a qualitative descriptive approach by analyzing secondary data, including literature studies, official corporate communications, and media coverage related to network service disruptions. The findings indicate that PT Telkomsel’s Public Relations implements issue management through several systematic stages, namely issue identification, issue analysis, communication strategy formulation, message dissemination, and evaluation. The communication strategy emphasizes transparency, rapid response, and the use of digital media as the main channel to communicate with the public.Effective issue management enables the company to reduce negative public perceptions and maintain customer trust. This study confirms that strategic and proactive public relations communication plays an important role in managing network service disruption issues and protecting corporate reputation.

This qualitative research, employing a literature review method, aims to dissect the massive influence of digital media on the shifting social structures of Generation Z. The findings indicate that technology has transformed interaction patterns from physical encounters to continuous digital communication, creating new forms of sociability that are expansive yet often superficial. The process of identity formation now relies heavily on self-curation in cyberspace, where digital metrics serve as benchmarks for validation, frequently triggering psychological pressure. This phenomenon also impacts the weakening of traditional parental authority due to the intergenerational digital divide. Although Gen Z is adept at building social capital through interest-based virtual communities, the risk of polarization remains a concern. Regarding value orientation, there is a shift toward authenticity and work flexibility that prioritizes personal meaning. Given its ambivalent impact on mental health, the study concludes that a synergy of robust digital literacy, strengthened family roles, and platform policies prioritizing user well-being is essential to navigate this social transformation.

Local government budget management is a crucial element in regional governance, as it directly impacts accountability, transparency, and efficiency in public service delivery. To support effective regional financial management, the Indonesian Government has established the Government Internal Control System (SPIP), as stipulated in Government Regulation Number 60 of 2008. This study aims to examine the role and practical implementation of SPIP in regional budget management through a case study of the Regional Financial and Asset Management Agency (BPKAD) of Dumai City. Using a qualitative case study approach, this study analyzes regional financial documents, audit reports from the Regional Audit Agency (BPKAD), as well as laws and regulations and internal policies governing SPIP implementation. The results indicate that SPIP has been implemented in BPKAD Dumai City throughout the budget management cycle, from planning and implementation to reporting and accountability. However, its implementation has not reached an optimal level due to constraints such as limited leadership commitment, inadequate human resource capacity, and suboptimal internal oversight mechanisms. Therefore, improving SPIP implementation is a strategic step to realize accountable, transparent, and performance-oriented regional financial governance.

This study aims to evaluate the implementation of civil servant discipline enforcement based on Surabaya Mayor Regulation Number 44 of 2022 at Gubeng Subdistrict. The research employs a qualitative approach with a case study design. Data were collected through in-depth interviews, observation, and document analysis, and analyzed using the interactive model of Miles and Huberman within the Context–Mechanism–Outcome (CMO) framework. The findings indicate that the regulation has generally improved civil servant discipline, particularly in attendance, punctuality, administrative compliance, and public service quality. This improvement is supported by organizational context factors such as daily work culture, active leadership, and the integration of digital attendance systems. Key mechanisms driving compliance include layered supervision, persuasive coaching, and the gradual application of disciplinary sanctions. However, challenges remain, including high workloads and limited human resources, which require continuous guidance for certain employees. The study concludes that the effectiveness of civil servant discipline enforcement is largely shaped by the interaction between organizational context and policy implementation mechanisms.

The Criminal Procedure Code (KUHAP) regulates three types of decisions that may be rendered by judges in criminal proceedings. A legal issue arises in situations where a defendant is proven guilty lawfully and convincingly, yet the imposition of a criminal punishment would create a conflict between legal certainty and legal justice. Article 54 paragraph (2) of Law Number 1 of 2023 concerning the Criminal Code (KUHP) introduces a new principle known as Rechtelijk Pardon, or what is referred to as a judicial pardon ruling. This provision offers guidelines for sentencing by considering various factors related to justice and humanity. Following the reform of the Criminal Code through the inclusion of this provision, there emerges a need to reform the Criminal Procedure Code as well, specifically by incorporating the judicial pardon decision into Article 191 of KUHAP. This research employs a normative legal research method using primary and secondary data sources. The research approach utilizes statutory and conceptual approaches. The results of the study emphasize the importance of adding the judicial pardon decision to Article 191 of KUHAP so that the reform of criminal law in Indonesia maintains coherence between substantive and procedural legal reforms, thereby creating a criminal justice system that is more just, humane, and responsive to societal needs.

Business judgment rule (BJR) is a principle of protecting directors from suboptimal business decisions that result in company losses. The purpose of this study is to analyze and to explore the legal provisions of BJR and its application principles, which are often related to several cases of directors of companies in making business decisions. The following study uses a normative research method (normative legal research) with a descriptive analytical nature that examines secondary data sources obtained from reading library materials which are finally analyzed qualitatively. Regulations related to BJR can be found in the provisions of the Limited Company Law, the Financial Services Authority Regulation for public companies, and the BUMN Law, as well as the Regulation of the Minister of BUMN in regulating BJR and the application of the principles good corporate governance within the scope of state-owned enterprises. The principle of BJR protection for company directors applies as long as they can prove themselves in managing the company within the corridor fiduciary duty, duty of care, duty of skill, duty of loyalty, and not involved in the practice conflict of interest.

Article 28H paragraph (1) of the 1945 Constitution of the Republic of Indonesia guarantees the right of every person to live in a good and healthy environment, while Article 33 paragraph (4) of the 1945 Constitution of the Republic of Indonesia affirms the principle of sustainable and environmentally friendly development as the basis for natural resource management. These constitutional norms are implemented through Law No. 32 of 2009 concerning Environmental Protection and Management, which requires every business activity to prevent any pollution and/or environmental damage. In addition, through Law Number 11 of 2020 concerning Job Creation as amended by Law Number 6 of 2023, there have been significant changes in the business licensing system and environmental protection instruments, including the integration of environmental approval into risk-based business licensing as regulated in Articles 22 and 23. In the context of oil palm plantations in Sumatra, these changes in norms have legal implications for the fulfillment of business actors' legal obligations in environmental protection and management. This study aims to analyze the impact of oil palm plantation exploitation in Sumatra from an environmental law perspective, particularly in relation to legal violations based on the normative framework of applicable laws and regulations after the enactment of the Job Creation Law.

This study examines the contribution of excise revenue from alcoholic beverages to Indonesia’s state revenue during the period 2021–2023. Alcoholic beverages are classified as excisable goods due to their potential negative impacts on public health and social order, making excise duty an important fiscal instrument for both revenue generation and consumption control. The objective of this research is to analyze the trend and magnitude of excise revenue from alcoholic beverages and its role in supporting national income. This study employs a quantitative descriptive method using secondary data obtained from official government publications, including reports from the Ministry of Finance and the Directorate General of Customs and Excise. The data are analyzed by comparing annual excise revenue figures and identifying their contribution to total excise and state revenue over the observed period. The findings indicate that excise revenue from alcoholic beverages showed a fluctuating but generally increasing trend from 2021 to 2023, reflecting post-pandemic economic recovery and adjustments in excise tariff policies. Despite its relatively smaller share compared to tobacco excise, alcoholic beverage excise consistently contributed to state revenue and demonstrated fiscal potential. The study implies that effective excise policy on alcoholic beverages can support state revenue while simultaneously serving as a regulatory tool to control consumption and mitigate social and health risks.

K-Pop has developed into a key instrument of South Korean cultural diplomacy with global reach, including in Indonesia. Behind its success as a soft power tool, K-Pop harbors complex dynamics of gender representation, particularly regarding the position and role of women. This study aims to analyze women's representation and agency in South Korean cultural diplomacy through K-Pop in Indonesia during the 2022–2023 period. This study uses a qualitative approach with a descriptive-interpretive design, combining a poststructuralist feminist perspective and cultural diplomacy theory. Data were collected through a documentary study of K-Pop cultural products and in-depth interviews with K-Pop fans in Indonesia. The results show that women play a central role in K-Pop's global success, both as idols and as active fans. However, women's representation in K-Pop is still dominated by standardized beauty standards and images of femininity. On the other hand, women's agency emerges through fandom practices that allow female fans to actively interpret, critique, and negotiate the meaning of gender representation. This study also found that gender issues have not been explicitly integrated into South Korean cultural diplomacy policies. These findings confirm that cultural diplomacy through K-Pop is dynamic and involves active interaction between the country, industry, and the recipient society.
