The realization of learning that actively involves students is the hope of all parties, both the community and education practitioners. Increasing student activity is highly dependent on the teacher's ability to plan effective teaching and learning activities to achieve learning objectives. In the learning process at school, teachers need to encourage students to make optimal observations in order to obtain maximum learning outcomes. Therefore, teachers should provide students with the widest possible opportunity to observe in depth. The Industrial Revolution 4.0 has drastically changed the global employment landscape, necessitating the comprehensive development of 21st-century skills in education systems. This study examines how private high schools in Indonesia implement 21st-century skills, focusing on the barriers faced, the strategies used, and their impact on student learning outcomes. We used a mixed-methods approach involving 200 students, 25 teachers, and 10 principals from five private high schools in Java. Data were collected through surveys, semi-structured interviews, classroom observations, and document analysis. Quantitative data were analyzed using descriptive and inferential statistics, while qualitative data were analyzed using thematic analysis. The results revealed four main barriers: limited teacher preparedness, limited resources, difficulties in assessment, and resistance to changes in teaching methods. Effective strategies implemented included ongoing professional development programs, integrating learning technology, project-based learning, and strengthening teacher collaboration. Our findings demonstrate significant improvements in students' critical thinking, creativity, collaboration, and communication skills in schools implementing the comprehensive strategy. This research provides theoretical contributions to understanding the implementation context in developing countries while offering practical implications for policy makers, school administrators, and educators in designing contextual and sustainable 21st-century skills development programs.

The influence of using the Small Group Learning Model has been proven from the results of research conducted on Class V students of Islamiyah Elementary School. The 2022/2023 academic year provides positive results. The results showed that the Small Group Learning Model was in the good category, and this result was also followed by student learning creativity being included in the good category with an average score for the experimental class of 82.2. It is known that by calculating the variable X, the average value is 82.2 and the standard deviation is 9.06. And variable Y obtained an average value of 51.67 and a standard deviation of 7.81. From the calculation of the hypothesis price th = 0.06, the significance of the hypothesis coefficient is consulted with the calculated t value table. The t table value with N = 60 at the 5% significance level = 0.245. This turns out to be 0.245 >. 0.06 This proves that the hypothesis is accepted. From the results of hypothesis testing using the product moment correlation formula, it is found that tcount > ttable so that Ha is accepted, Ho is rejected. So there is an influence on student learning creativity using the Small Group Learning Model.
