The rapid development of globalization and the acceleration of digital transformation have encouraged organizations to adopt more adaptive and collaborative work practices. In this context, collaborative culture has become a strategic element that plays a crucial role in enhancing organizational effectiveness and competitiveness. This study aims to comprehensively examine the concept, characteristics, forming factors, and theoretical foundations of collaborative culture in modern organizations. The research employs a qualitative approach through a literature review, analyzing reputable national and international journal articles, textbooks, and relevant institutional reports. Data analysis is conducted using a descriptive-analytical technique by synthesizing findings from previous studies. The results indicate that collaborative culture significantly contributes to improved communication quality, work coordination, adaptability, and both individual and organizational performance. Collaborative culture is shaped through the integration of shared vision, open communication, trust, willingness to share resources, collaborative leadership, flexible organizational structures, and the support of collaborative technologies. This study also highlights that the success of digital transformation largely depends on the strength of an effectively internalized collaborative culture. The findings are expected to provide a theoretical reference for organizations and researchers in developing sustainable collaborative culture strategies.

This study examines the impact of IT-driven innovation management on IT service effectiveness and competitive value creation within smart organizations. As digital transformation accelerates across industries, organizations are increasingly leveraging advanced IT solutions to enhance service delivery, responsiveness, and customer satisfaction. While traditional IT service management (ITSM) models focus on efficiency and structured processes, the integration of innovation management introduces new opportunities to improve service quality and operational agility. Through a quantitative research design, this study employs regression modeling to assess the relationship between IT-driven innovation management and two key outcomes: IT service effectiveness and competitive value creation. Data were collected from 100 technology-intensive organizations that actively integrate innovation into their IT service management processes. The results demonstrate that IT-driven innovation significantly enhances service quality, customer satisfaction, and organizational competitiveness. Furthermore, a curvilinear relationship was identified, indicating that while moderate innovation leads to improved outcomes, excessive innovation may have diminishing returns. These findings highlight the importance of balancing innovation efforts with business goals to achieve optimal performance. The study also compares innovation-driven IT service management with traditional models, illustrating how innovation fosters agility, responsiveness, and long-term value creation. The implications for smart organizations are clear: integrating innovation into IT service management is essential for maintaining a competitive edge in the rapidly evolving digital landscape. Future research should explore the long-term impact of innovation management on organizational sustainability and growth, considering external factors such as market volatility and technological disruptions.

Smart cities are increasingly leveraging advanced technologies such as the Internet of Things (IoT), Artificial Intelligence (AI), and Big Data Analytics to optimize urban management and improve the quality of life for citizens. However, managing vast and diverse datasets from numerous sources in real-time presents several challenges. This research proposes a modular framework that integrates distributed data processing engines with container-based workflow orchestration to address scalability, latency, adaptability, and fault tolerance in smart city data analytics. The framework utilizes cloud native technologies, including Apache Spark and Kubernetes, to efficiently manage resources and ensure high availability. The experimental setup tested the framework’s ability to handle dynamic data loads, demonstrating scalability through real-time resource allocation and low-latency processing. The adaptability of the framework was evident in its seamless integration with various data sources, such as environmental sensors and traffic management systems, which require different processing methods. Additionally, the framework’s modularity provided fault tolerance, enabling continued operation even if individual components failed, a crucial feature for mission-critical applications in smart cities. Compared to traditional monolithic systems, the proposed framework outperformed in flexibility, scalability, and performance, offering significant improvements in handling real-time data streams. Despite these advantages, challenges remain, particularly in integrating heterogeneous data formats and optimizing real-time processing for high-priority applications. The research highlights the importance of scalable data analytics and efficient workflow orchestration for the future of smart city platforms, offering a foundation for the development of more resilient, adaptable, and efficient cloud native infrastructures.

Distributed software systems face significant challenges related to data quality due to their complex, decentralized architecture. These systems often involve multiple nodes responsible for processing and storing data, making it difficult to maintain consistency and ensure accurate data across the entire network. In particular, issues like data inconsistency, latency, and data fragmentation are prevalent in distributed environments. To address these challenges, this study proposes an integrated data quality governance strategy that combines real time monitoring and automated anomaly detection using machine learning models. The proposed strategy aims to improve data consistency, enhance anomaly detection capabilities, and reduce the need for manual intervention, ultimately improving overall data governance in distributed systems. Real time monitoring ensures immediate identification of data issues as they occur, while machine learning models, such as autoencoders and Isolation Forests, automate the detection of anomalies based on high reconstruction errors and data isolation techniques. The study evaluates the proposed strategy through real-world distributed system scenarios, comparing its effectiveness to traditional approaches like periodic audits and manual validation. Results demonstrate that the integrated approach leads to faster anomaly detection, reduced data inconsistencies, and improved overall system performance. The use of advanced machine learning techniques and real time analytics significantly enhances the system's ability to maintain high data quality standards across multiple distributed nodes. This strategy has wide-ranging implications for industries that rely on distributed systems, such as finance, healthcare, and IoT, where data integrity is essential for operational success. Future research can focus on integrating more advanced machine learning techniques and optimizing the real time monitoring framework to handle larger and more complex systems.

Down Syndrome (DS) is a genetic disorder characterized by trisomy of chromosome 21 and is inherently associated with clinical manifestations such as hypotonia, joint laxity, and neuromuscular deficits, all of which collectively contribute to impaired postural control and balance. These balance impairments significantly affect the attainment of motor milestones, performance of daily activities, and increase the risk of falls. This study aims to analyze the effectiveness of core stability training in improving balance among children with DS. A narrative review approach was employed by conducting a literature search across electronic databases including PubMed, Scopus, Google Scholar, and ResearchGate. Inclusion criteria consisted of primary studies (RCTs, quasi-experimental designs) published within the last ten years (2015–2025) that examined core stability interventions targeting balance or postural control in children with DS. A review of 10 relevant studies demonstrated that core stability training, either as a standalone intervention or combined with other modalities (e.g., treadmill training or balance training), resulted in significant improvements in both static and dynamic balance. These improvements are facilitated through the strengthening of deep trunk muscles (such as the multifidus, transversus abdominis, and rectus abdominis), which play a crucial role in proximal stabilization and force transfer to the extremities. In conclusion, core stability training is an effective and recommended intervention modality within physiotherapy rehabilitation programs to enhance the quality of life and motor independence of children with Down Syndrome.

The transformation of public governance has encouraged a paradigm shift in public service delivery, from an administrative and procedure-oriented approach toward a citizen-centered and value-based model. In this context, public sector marketing has emerged as a strategic instrument to enhance service quality, institutional image, public participation, and trust. This study aims to examine the contemporary implementation of marketing strategies and planning in the public sector, with particular attention to their effectiveness and contextual relevance. The research adopts a qualitative descriptive approach through a systematic literature review of selected scholarly publications addressing public sector marketing, strategy implementation, digital governance, and public service management. The findings indicate that public institutions increasingly apply marketing principles not as commercial activities, but as mechanisms for creating public value through strategic communication, digital engagement, institutional branding, and stakeholder collaboration. However, the effectiveness of implementation varies across organizations and is strongly influenced by leadership capacity, human resources competence, organizational culture, and technological support. The study also reveals that public sector marketing strategies must be adapted to social, cultural, and institutional contexts, as private-sector models cannot be directly transferred. Theoretically, this study strengthens the positioning of marketing as an integral component of public governance. Practically, it provides insights for public organizations to develop contextual, responsive, and sustainable marketing strategies to improve public service performance and trust.

This community service program aims to analyze the effectiveness of utilizing TikTok Shop as a digital marketing platform for UMKM Izzata Hijab located in Paciran District, Lamongan Regency. The main problem faced by the partner is the suboptimal management of digital marketing, particularly in content strategy planning, posting consistency, and the utilization of TikTok Shop features, resulting in marketing activities that have not yet provided maximum impact on improving marketing performance. The implementation method of this community service employed a mentoring and training model, which included stages of interviews, observation, and documentation throughout the mentoring process. The results indicate that the planned and sustainable implementation of digital marketing strategies through TikTok Shop is able to increase brand awareness, expand promotional reach, enhance customer interaction, and positively impact product sales. The effectiveness of the community service program is influenced by posting consistency, visual content quality, digital communication understanding, and the partner’s responsiveness to customers. This community service confirms that TikTok Shop digital marketing assistance is an effective strategy in supporting the improvement of marketing performance of UMKM Izzata Hijab in the digital era.

This study examines the development of scientific publications on the topic of competency development and performance of the State Civil Apparatus (ASN) in Indonesia in the period 2014–2024 using a bibliometric analysis approach. The researcher uses data from scientific articles that have been published and meet the research criteria. Data was obtained from the Google Scholar database with the help of the Publish or Perish application, then analyzed and visualized using VOSviewer to identify publication patterns, research trends, and linkages between topics. From the entire series of article processing processes, 339 scientific publications were identified with a total of 3,460 citations. The results of the analysis show a significant increase in the number of publications, from one publication in 2014 to 103 publications in 2024. The keyword analysis grouped the articles into six main clusters, with the topic "ASN" as the most dominant theme discussed. These findings show increasing academic attention to the development of ASN competencies and performance as an important part of bureaucratic reform, increasing the professionalism of the apparatus, and efforts to improve the quality of public services in Indonesia.

Islamic educational institutions face various challenges in human resource management, such as internal conflicts, low work motivation, and suboptimal performance of educators. These issues impact the effectiveness of institutions in achieving educational goals. This article aims to analyze how the synergy between conflict management and work motivation can improve human resource performance in Islamic educational institutions based on Islamic values. The issues examined include how conflict management and motivation contribute to performance improvement, as well as how Islamic values can be used as a basis for their management. The method used is a literature study by reviewing various relevant literature from journals, books, and previous research results. The results of the study show that conflicts that are managed constructively and motivation that is built on the basis of Islamic spiritual values can create a productive and sustainable work culture. The synergistic integration of the two can encourage an improvement in work ethic, teamwork, and the quality of educational services. This article provides a theoretical contribution to the development of HR management strategies in Islamic educational institutions based on Sharia values.

This study compares Grammarly and Paraphraser.io in supporting students’ academic writing and rewriting skills based on Flower and Hayes’s (1981) cognitive process theory, which includes the stages of planning, translating, and reviewing. Using a descriptive qualitative method supported by quantitative data, the research involved 32 English Education students who had used both tools in academic writing. Data were collected through questionnaires and analyzed descriptively to identify students’ perceptions of grammatical accuracy, rewriting ability, feedback quality, and overall writing improvement. The results of this study indicate that 54.4% of students use Grammarly and 45.6% use Paraphraser.io, showing that Grammarly is the slightly more dominant and trusted tool for improving grammatical accuracy and clarity, while Paraphraser.io functions as a complementary platform for paraphrasing and generating new sentence structures; together, both tools contribute effectively though through distinct roles to enhancing students’ academic writing performance. The comparative analysis revealed that Grammarly was most effective in enhancing analytical skills during the planning and reviewing stages, improving grammar, coherence, and clarity. In contrast, Paraphraser.io was most beneficial for generative skills in the translating stage, directly enhancing originality and sentence variation. Most respondents rated their writing improvement highly, confirming the positive impact of both tools on academic performance. In conclusion, the findings confirm that Grammarly and Paraphraser.io serve distinct, yet complementary roles: the former ensures linguistic precision, while the latter supports structural creativity, ultimately helping students produce highly accurate and original academic texts.

The public complaint system is an important facility for the police institution to improve the quality of public services, particularly in receiving, processing, and following up on various reports and complaints from the public. However, in practice, the complaint process is still largely carried out manually, such as through face-to-face interactions, paper-based forms, or direct communication that is not well documented. This gives rise to problems such as delays in handling, difficulties in tracking the history and status of reports, low work efficiency of officers, and limited transparency of information for reporters. These problems ultimately affect the level of public trust in the police institution. This study aims to design a web-based public complaint information system that supports a more structured, measurable, and transparent complaint management process. This system is designed by implementing the Kanban method as a workflow management tool that allows for prioritization, monitoring the handling process, and tracking the status of complaints in real time. The research methods include a literature review related to information systems and the Kanban method, direct observation of the existing complaint process, interviews with stakeholders, system requirements analysis, modeling using UML (Use Case Diagram, Activity Diagram, Sequence Diagram), and database design using Entity Relationship Diagram (ERD). The results of this research resulted in the design of a web-based public complaints information system that can facilitate complaint data recording, report management and status updates, task assignments to officers, performance monitoring, and complaint status notification to the public.

Islamic Education Management is a process of utilizing every facility owned by Islamic educational institutions, so that the quality of Islamic educational institutions needs to be continuously improved in accordance with the development of the times. This study aims to describe and analyze factors related to leadership management and improving the quality of Islamic education. The research method used is a literature study, namely conducting a review process on books, existing theories to be connected with the topic of leadership and quality of education, especially Islamic Education. The results of this study indicate that leadership and improving the quality of Islamic education as mandated by the national education goals require management that requires full support from various parties ranging from the government, school students, parents and the community. An improvement in the quality of education requires strengthening in several components, namely effective leadership, customer satisfaction, organizational culture, performance of educators and education personnel, curriculum and quality of graduates.

Transformational leadership has a strong and positive impact on employee performance across various organizational sectors. This leadership style, which is based on four main dimensions—Idealized Influence, Inspirational Motivation, Intellectual Stimulation, and Individualized Consideration plays a very important role in creating a shared vision, driving high internal motivation, and producing positive change. Research shows that this positive influence is often affected by factors such as commitment to the organization, job involvement, and organizational behavior. By encouraging employees to put aside personal interests to achieve collective goals, transformational leaders enhance effectiveness, productivity, and the quality of work outcomes. Bass's theory (1985) states that this leadership style drives performance beyond normal expectations. The conclusion of this study emphasizes that the application of transformational leadership style is crucial for organizational management in efforts to improve the quality of human resources. Companies are advised to conduct leadership training that focuses on developing emotional intelligence and visionary communication skills for managers.

The performance of nurses at the Community Health Center is greatly influenced by various factors, both internal and external. Several determinants that are thought to influence nurse performance include education, knowledge, length of service, and training. Objective: To determine the factors related to nurse performance at Motui Community Health Center. Methods: This research is analytical, using a cross-sectional study design. The population in this study were all employees working at the Motui Community Health Center, namely 50 people with ANS status. The sample of this study was 42 people selected using a purposive sampling technique. Data were collected using a questionnaire that measured education, knowledge, length of service, training, and nurse performance. Data analysis was performed using the chi-square test with the help of SPSS version 25.0. Results: The results showed that there was a significant relationship between education (x count = 6.19), knowledge (x count = 5.768), length of service (x count = 7.527), and training (x count = 15.881). Conclusion: Education, knowledge, length of service and training are determinants that influence employee performance at Motui Health Center. Therefore, improving the knowledge and training of nurses can improve their performance quality. Policies are needed to support the improvement of nurse competence through continuing education.

Background: Plastic film sheet production at PT EA1 requires a uniform M-Coat layer to meet product quality specifications; therefore, the suitability of the coating-media container is critical to process stability and coating consistency. Objective: This study aims to redesign the M-Coat tank so that its dimensions and configuration match the coating process requirements and the machine working mechanism. Methodology: The research employed an industrial case-study design, collecting data through observation, interviews, and documentation, supported by direct dimensional measurements of the product and equipment constraints. Data were analyzed using the Design for Manufacturing and Assembly (DFMA) method to develop and evaluate the redesigned tank concept in terms of manufacturability, assemblability, and operational suitability. Findings: The proposed M-Coat tank redesign is applicable to the production line and can be operated optimally to support the plastic sheet coating process at PT EA1. Implications: The results indicate that DFMA-based redesign of process equipment can improve implementation feasibility on the shop floor while supporting consistent coating performance in coating production environments. Originality: This study extends DFMA from conventional product/component redesign to coating-line process equipment redesign by integrating manufacturability and assembly considerations with real operational constraints in plastic sheet coating production.

This study aims to analyze the influence of Innovative Work Behaviour, Upskilling, and Work Ethic on the Health Workers Performance with Intention to Stay as an intervening variable at RSUD Sumberrejo. The background of this research stems from challenges in improving service quality, high workload, and the need to strengthen competency and retention among health workers. The study employs a quantitative approach using a survey method through the distribution of questionnaires, with data analyzed using Partial Least Squares–Structural Equation Modeling (PLS-SEM) through SmartPLS version 4.0. The population consists of 216 employees, and the sampling technique used is non-probability sampling, resulting in 140 respondents. The findings reveal that Innovative Work Behaviour, Work Ethic, and Intention to Stay have a significant positive effect on the performance of health workers. In addition, Innovative Work Behaviour and Work Ethic significantly influence Intention to Stay. However, Upskilling shows a positive but non-significant effect on both Intention to Stay and Performance, indicating that skill enhancement requires managerial support and motivation to contribute effectively to employee performance. Intention to Stay serves as a mediating variable in several relationships among the constructs. Strengthening innovative behaviour, work ethic, and competency development, accompanied by appropriate retention strategies, is essential for improving the performance of health workers in regional hospitals. Future studies are recommended to develop the research model by incorporating additional variables that may have stronger effects on Intention to Stay and Performance. This study aims to examine the effect of employee competence, behavioral control, and trust on employee performance at the Bojonegoro District Health Office with Organizational Citizenship Behavior (OCB) as an intervening variable. The background of this study is related to the importance of employee performance in achieving public service organizational goals, particularly in the health sector. This study uses an explanatory quantitative method with a Partial Least Squares Structural Equation Modeling (PLS-SEM) approach. The research sample consisted of 100 employees at the Bojonegoro District Health Office. The results of the analysis show that the influence of employee competence on employee performance is not significant, but employee competence has a significant influence on OCB. Behavioral control has a significant effect on employee performance, but its effect on OCB is not significant. Trust has a significant effect on OCB, but its direct effect on employee performance does not. OCB is proven to have a significant effect on employee performance. Therefore, OCB plays an important role as a mediator in improving employee performance. This study provides a theoretical contribution by clarifying the relationship between variables in the context of public service-based government organizations. In practical terms, the results of this study are expected to form the basis for recommendations to improve the quality of human resources and develop managerial strategies at the Bojonegoro District Health Office in order to support the effectiveness and efficiency of public services.

Public service performance represents the most visible aspect of local government administration. Sub-district offices play a crucial role as the frontline of daily administrative services. This study analyzes the management of public services at the Cianjur Kota Sub-district Office by examining governance practices, staff professionalism, and service effectiveness. A descriptive qualitative approach was employed through light observation, document analysis, and literature review. The findings reveal that the management of public services at the sub-district office is generally adequate, indicated by standardized service procedures, improved administrative flows, and better staff discipline. However, several challenges persist, including limited human resources, insufficient transparency of service information, and low community participation in providing feedback. These results highlight the importance of good governance principles  transparency, accountability, and participation  in enhancing public service quality at the sub-district level. The study recommends improving internal coordination, providing more accessible public information, and strengthening staff capacity through continuous training.

On the effectiveness of using social media as a marketing channel for MSMEs in Balikpapan. MSMEs play a major role in the national and regional economy, but developments in digital technology have caused marketing patterns to change drastically from traditional methods to online media. Social media such as Instagram, Facebook, TikTok, and X are now effective marketing tools because they are able to reach a wide audience at a low cost. However, this effectiveness is highly dependent on content quality, consistent interaction, and the right marketing strategy. Although social media offers many opportunities, MSMEs in Balikpapan still face various obstacles, such as limited human resources with an understanding of digital content, a lack of ability to read marketing metrics, and limited advertising budgets. In addition, research on the effectiveness of social media on MSMEs, especially in Balikpapan, is still minimal. Therefore, this study was conducted to analyze the extent to which MSMEs utilize social media, assess its effectiveness through indicators such as reach, interaction, and sales, and identify supporting and inhibiting factors. The results of this study are expected to provide strategic recommendations for MSMEs and theoretical contributions to the development of digital marketing models.

This research presents the development of the Rembulan E Learning platform using Moodle as the primary Learning Management System for SMK Negeri 1 Pandeglang.The main objective is to provide a structured, accessible, and interactive digital learning environment that effectively supports teaching and learning activities, enhances student engagement, and facilitates teacher management of course materials. The study applies the Waterfall development model, which includes five stages requirement analysis, system design, implementation, testing, and deployment. Data collection methods involve observation of classroom practices, in depth interviews with teachers to identify pedagogical and technological needs, and comprehensive documentation review to ensure alignment with curriculum standards and user expectations. The resulting system integrates features such as digital classrooms, learning modules, assignments, discussion forums, quizzes, and student performance monitoring, offering a comprehensive digital learning experience. System testing was conducted using Black‑box Testing, complemented by limited user trials with teachers and students, which confirmed that the platform is functional, user friendly, and capable of supporting a variety of learning activities. This research contributes to the implementation of Moodle based LMS development in vocational schools, providing practical guidance for improving digital learning quality, promoting blended learning approaches, and facilitating sustainable adoption of educational technology in secondary education.
