Abstrak:
The rapid evolution of digital technology has reshaped workforce training paradigms, with Artificial Intelligence (AI) emerging as a transformative tool. This study investigates the opportunities and challenges of implementing AI-based training systems to enhance workforce skills in the digital era. Data were collected through surveys, in-depth interviews, and focus group discussions involving industry practitioners, AI developers, and workers. The results indicate a training effectiveness average of 70.2% (SD = 9.8) and satisfaction levels averaging 75.4% (SD = 8.5). Logistic regression analysis revealed a significant positive relationship between AI adoption and skill improvement, with a success probability of 68.9%. Despite these promising outcomes, challenges such as limited digital infrastructure, low digital literacy, and resistance to technology adoption persist, particularly in developing regions. This study provides strategic recommendations for inclusive digital transformation, emphasizing collaborative efforts between governments, private sectors, and educational institutions. These findings contribute to theoretical and practical knowledge for advancing AI-based training systems and fostering a sustainable, equitable workforce transformation.

Abstrak:
The purpose of the study is to review and analyze the legal policy of parking management in Baubau City and the opportunities for implementing E-parking so that the E-parking model is integrated in Baubau City. This is based on the need to increase efficiency and transparency in parking management. Baubau City faces challenges in the form of revenue leakage from the parking sector caused by a weak manual system, as well as unclear transaction reporting. Therefore, it is important to conduct in-depth research. The research method used is socio-legal. The results of the study show that the E-Parking Model can reduce the potential for revenue leakage in Baubau City. Each transaction is automatically recorded in the system, facilitating supervision and auditing by the authorities while increasing public trust. In addition, E-parking aims to facilitate the public in the parking payment process through a non-cash system, thereby reducing dependence on physical money and speeding up transactions. The digital application used also makes it easier for the public to find parking locations, optimize the use of parking lots available in the city, and the latest E-parking model, which is different from other cities. In the long term, this model is designed to increase regional income and support Baubau's transformation into a smart city. This research has novelties related to legal policies and E-parking integration models. The Baubau City Government in order to regulate E-parking, must make changes to the Parking Regulation so that it can be implemented as soon as possible.
Tujuan penelitian untuk mengakaji dan menganalisis kebijakan hukum pengelolaan parkir di Kota Baubau dan peluang penerapan E-parkir sehingga model E-parkir terintegrasi di Kota Baubau. Hal ini didasari oleh kebutuhan untuk meningkatkan efisiensi dan transparansi dalam pengelolaan parkir. Kota Baubau menghadapi tantangan berupa kebocoran pendapatan dari sektor parkir yang diakibatkan oleh lemahnya sistem manual, serta ketidakjelasan dalam pelaporan transaksi. Maka dengan demikian penting untuk dilakukan penelitian secara mendalam. Metode penelitian yang digunakan ialah sosio legal, Hasil penelitian bahwa model E-parkir dapat mengurangi potensi kebocoran pendapatan Kota Baubau. Setiap transaksi tercatat secara otomatis dalam sistem, memudahkan pengawasan dan audit oleh pihak berwenang, sekaligus meningkatkan kepercayaan publik. Selain itu, E-parkir bertujuan untuk mempermudah masyarakat dalam proses pembayaran parkir melalui sistem nontunai, sehingga mengurangi ketergantungan pada uang fisik dan mempercepat transaksi. Aplikasi digital yang digunakan juga memudahkan masyarakat dalam menemukan lokasi parkir, mengoptimalkan penggunaan lahan parkir yang tersedia di kota dan model E-parkir yang terbaru dan berbeda dengan kota lain. Dalam jangka panjang, model ini dirancang untuk tidak hanya meningkatkan pendapatan daerah, tetapi juga untuk mendukung transformasi Baubau menuju kota cerdas (smart city) dan penelitian ini memiliki kebaharuan terkait kabijakan hukum dan model integrasi E-parkir. Pemkot Baubau agar dapat mengatur E-parkir, maka harus melakukan perubahan pada Perda Parkir. Sehingga dapat berlaku secepatnya.

Abstrak:
Power efficiency and real-time performance are two essential aspects in the development of Internet of Things (IoT) systems, especially for temperature monitoring applications operated continuously with limited energy resources. This study aims to compare two widely used microcontroller platforms—ESP32 and Raspberry Pi Pico W—in the context of an IoT-based temperature monitoring system using the DHT22 sensor and Wi-Fi communication. A quantitative experimental approach was employed, including measurement of average power consumption, system response time, and initial booting time over more than 100 operation cycles. The results show that Raspberry Pi Pico W consumes significantly less power (90 mA) than ESP32 (160 mA). However, ESP32 outperformed in real-time response, recording an average latency of 240 ms, while Pico W recorded 310 ms. Pico W also demonstrated faster boot time (950 ms) compared to ESP32 (1500 ms), which is beneficial in deep sleep scenarios. These findings highlight a trade-off between power efficiency and system responsiveness. This study contributes practically by providing a technical basis for selecting suitable microcontroller platforms based on application-specific needs. The results may serve as a reference for developing energy-efficient and responsive embedded systems, particularly in agriculture, healthcare, and smart home sectors.

Abstrak:
This study aims to design and implement a Village Information System (SID) in Bungko Village, Kotamobagu Selatan District, to improve administrative efficiency and public services. The developed system enables village officials to manage population data, process service requests, and generate financial reports more quickly and organized. Village residents can also access services online, submit requests, and easily monitor the status of their services. The SID implementation uses web-based technology, including PHP, and MySQL, ensuring data security and reliability. The results of this study show that the SID can enhance transparency, efficiency, and accountability in village governance. However, improving technology infrastructure, user training, and integration with other systems are essential for further development. This study is expected to serve as a model for other villages in implementing technology to advance administration and public services.

Infrastructure development in remote areas, such as Papua, faces significant challenges, including difficult geographical terrain and socio-cultural complexity. Overcoming this challenge requires a collaborative approach involving a wide range of stakeholders. The study aims to analyze the application of the Collaborative Governance and Penta Helix model in accelerating the construction of Papua Trans Road, with a focus on collaboration between the Zeni Army (Zeni AD) and other actors such as the government, the private sector, academics, the community, and the media. The research method used is a qualitative approach to the design of case studies, which involves in-depth interviews, participatory observations, and document analysis. The results show that collaboration through face-to-face dialogue, confidence-building, commitment to processes, and the achievement of temporary results can accelerate the completion of projects and enhance regional independence. The recommendations of this study are to strengthen active participation, local capacity development, transparency, and periodic evaluation in the implementation of future infrastructure projects.

Abstrak:
This study aims to identify and analyze the leading sectors in the economy of Minahasa Regency for the 2019-2023 period using the Location Quotient (LQ) method. The data used is secondary data in the form of Gross Regional Domestic Product (GRDP) of Minahasa Regency and North Sulawesi Province obtained from the Central Bureau of Statistics. The results of the analysis show that there are several basic sectors with an LQ value> 1, namely agriculture, forestry and fisheries (LQ = 1.28), mining and quarrying (LQ = 1.28), processing industry (LQ = 1.15), electricity and gas supply (LQ = 1.18), water supply and waste management (LQ = 1.07), construction (LQ = 1.14), real estate (LQ = 1.27), and government administration (LQ = 1.21), education services (average LQ = 1. 06), and other services (average LQ = 1.06). An important finding in this study is the significant transformation in the manufacturing sector which experienced a drastic increase from LQ=0.78 in 2022 to LQ=2.56 in 2023. Meanwhile, the tourism, transportation, and information communication sectors are still classified as non-base sectors with LQ values <1. This study recommends strengthening the basic sectors through industrialization, agricultural modernization, and infrastructure development policies, as well as special programs to develop non-base sectors to create more equitable and sustainable economic growth in Minahasa Regency.

Abstrak:
Damage that occurs to manufactured goods can occur due to several things, such as in the manufacturing process, in the packaging process or during the delivery process. To find out where when the goods were damaged and the factors causing the damage to the goods as well as the efforts made to reduce the damage to the goods, an investigation was carried out at the time of unloading the goods, to find out where the damage to the goods occurred so as not to harm the recipient of the goods if they received the goods in damage condition.Based on multiple linear regression analysis, the results obtained are Y = 3.133 + 0.044 X1, + 0.402 X2 + 0.299 X3 + . Partial test results of machine (X1), material (X2), man power (X3) have a positive and significant effect on damage goods. It is proven by the results of the comparison of the value of t count with t table and with a significant level comparison of 5% (0.05) where the machine variable t count (0.413) < t table (1.98609), material variable t count (3.142) > t table (1.98609), variable man power t count (2.990) > t table (1.98609). The R2 test of machines, materials and man power gave a significant effect on damage goods by 43.6%, while the remaining 56.4% was explained by other causes outside the model variables that were not examined.

Android is an operating system whose capabilities continue to increase from year to year. The capabilities of Android currently match the capabilities of a computer. Not only limited to ordinary computers, what a server computer can do can now be done on Android, including making Android a web server. So it is possible for people who have Android to have their own web server. The problem that arises is that the web server on Android cannot be accessed directly via the internet. Cellular operators do not provide Public IP to their customers, so a way is needed so that the Android web server can be accessed on the internet, one of which is by using Virtual Private Network (VPN) technology. The aim of this research is to make the web server on Android accessible on the internet. The method used is to combine a Virtual Private Server (VPS) and Android using VPN. The research results showed that VPN can be a bridge so that the web server on Android can be accessed from the internet.

The system is designed to simplify invoicing, maintain accurate inventory records, and provide complete sales reporting capabilities. This research involved analysis of current sales processes, system design with a user-friendly interface, and integration with existing accounting and inventory management software. Implementation of this system is expected to increase customer satisfaction, reduce the risk of errors, and provide valuable insights to support better decision making.
