The researcher employs a qualitative method with an ethnographic approach. The data collection techniques used include interviews, observations, and documentation. In data processing, the researcher performs condensation, data presentation, and drawing conclusions. The research findings show that the leadership strategy in forming a religious community involves several steps. First, religious outreach is carried out through sermons, writings, actions, media, and regular study sessions to raise religious awareness. Second, the leader collaborates with the devout community and the government to establish harmonious relations. Third, the leader provides facilities such as roads, meeting halls, and prayer rooms to support socio-religious activities and improve the quality of life for the community, particularly in terms of better access to religious education. In conclusion, effective leadership successfully creates a religious community by strengthening religious values, fostering cooperation, and providing facilities that support ongoing social and religious activities.
