The issue of street vendors (PKL) in Sidoarjo Regency, particularly in the Gading Fajar area, has become a significant concern as it relates to public order, the use of public space, and the economic dynamics of small communities. To address these challenges, the Sidoarjo Regency Government enacted Regional Regulation Number 3 of 2016 as the legal basis for structuring and empowering PKL. This study examines how the regulation is implemented in practice and evaluates its effectiveness using a qualitative descriptive method through interviews, observations, and documentation, analyzed with Leo Agustino’s policy evaluation model, which assesses five key aspects: administrative resources, institutional coordination, infrastructure and technology, financial support, and regulatory adequacy. The findings show that the implementation of the regulation has not yet reached optimal performance, as limited socialization, insufficient personnel, weak coordination among agencies, inadequate supporting facilities, and low compliance with zoning rules hinder the achievement of policy objectives. These issues are reflected in the continued presence of PKL operating in non-designated areas despite clear regulatory provisions. Therefore, strengthening institutional capacity, improving facilities, enhancing enforcement consistency, and developing more operational technical guidelines are essential to ensure more effective and sustainable management and empowerment of street vendors in Sidoarjo Regency.

Urban farming tidak hanya menjadi strategi ketahanan pangan perkotaan, tetapi juga pendekatan spasial dalam menata ruang mikro di kawasan padat penduduk. Penelitian ini bertujuan menganalisis kontribusi urban farming dalam optimalisasi ruang sempit melalui pendekatan arsitektur mikro dan pemberdayaan komunitas. Lokasi penelitian adalah Kelurahan Bukit Duri, Jakarta Selatan, yang memiliki karakter spasial padat dan terbatas namun aktif mengembangkan kebun komunitas berbasis rumah tangga. Pendekatan metode kualitatif deskriptif dengan studi kasus digunakan untuk mengidentifikasi pola adaptasi ruang dan transformasi fungsi ruang residual menjadi produktif secara ekologis dan sosial. Hasil penelitian menunjukkan bahwa urban farming berperan sebagai penghubung antar-ruang, media ekologis pasif, serta wadah rekreasi mikro komunitas. Penataan ruang mikro dilakukan melalui partisipasi warga dikoordinir oleh tim penggerak PKK, pemrograman urban farming berbasis komunitas, dengan pengelolaan air limbah rumah tangga sederhana. Penelitian ini memperkuat urgensi integrasi arsitektur lanskap mikro dan strategi ketahanan komunitas dalam penataan ruang kota yang berkelanjutan dengan pendekatan urban farming.

This study aims to analyze the conflict and ambiguity in the implementation of Sidoarjo Regent Regulation Number 84 of 2017 concerning the Arrangement and Empowerment of Street Vendors (PKL). The research applies a descriptive qualitative approach, using interviews, observation, and documentation as data collection techniques. The findings indicate that conflicts arise due to differing approaches among implementing agencies—particularly between the Department of Cooperatives and the Civil Service Police Unit (Satpol PP)—as well as enforcement procedures that do not meet the expectations of street vendors. Ambiguity stems from unclear authority distribution, weak data collection, overlapping regulations, and uncertainty in relocation and empowerment programs. Based on Richard E. Matland’s Ambiguity-Conflict Model, the policy’s implementation falls under the Symbolic Implementation category, marked by both high conflict and high ambiguity, leading to ineffective execution and stakeholder frustration. These findings highlight the need for better inter-agency coordination, regulatory socialization, and the development of strategic vendor locations to ensure a fair and sustainable policy implementation.   Keywords: Ambiguity, Conflict, Implementation, Policy, Street Vendors

Pasuruan City has an economic dynamic driven by the informal sector, especially street vendors (PKL), which play a crucial role in supporting the community's economy. One of the locations that is the center of street vendor activities is the Pasuruan City Square area. Despite its strategic value, the presence of street vendors in the area has caused problems related to order, cleanliness, and public space management. In response, the Pasuruan City Government has enacted Local Regulation No. 2/2013 on the Arrangement and Empowerment of Street Vendors. This study aims to analyze the implementation of the policy and identify factors that support and hinder its implementation. This research uses a descriptive qualitative approach by referring to Van Meter and Van Horn's policy implementation theory, which includes six main indicators. Data collection techniques were conducted through interviews, observation, documentation, and literature study. The results show that policy implementation is quite effective, as seen from the addition of official locations, assistance with facilities such as carts, and entrepreneurship training. However, challenges remain, mainly related to limited human resources and low compliance of street vendors with zoning regulations.

Counseling, Mentoring and Empowerment are activities to increase community participation in meeting life's needs to resolve problems experienced by the community. Activities are carried out through the Real Work Lecture (KKN) program, which is a community service-based activity to increase student empathy for the conditions of society and the environment. Science KKN is carried out in Kemlagi District, Mojokerto Regency using service methods such as counseling, training and group mentoring. The results show that there is a positive response from village stakeholders and high active participation from the community, including taking part in an extension program with four activities, namely structuring Village Administration, Legal Awareness, Empowering MSMEs, and Learning Innovation. Apart from that, there are several outputs produced: (1) Strengthening data recording, archiving and reporting Village finances correctly (2) Increasing order, peace, security and justice in Village social life (3) Development of quality, competitiveness and added value of production home and halal certification (4) There has been an increase in discipline and participation in the teaching and learning process in an orderly and structured manner.

Masalah penguasaan terhadap kepemilikan tanah tanpa hak selama ini menjadikan problematika serius, dikarenakan bukan saja dapat merugikan masyarakat sebagai korban atau pihak yang bersangkutan, namun juga merugikan Negara. Kepemilikan atau penguasaan tanah tanpa hak yang dimaksud diantaranya adalah dengan cara memalsukan terhadap sertipikat sebagai tanda bukti kepemilikan hak atas tanah, atau yang sering disebut dengan istilah ‘mafia tanah’. Metode penelitian yuridis normatif dipergunakan dalam tulisan ilmiah ini. Penelitian hukum kepustakaan dilakukan dengan cara meneliti bahan-bahan pustaka atau data-data sekunder terkait topik penelitian. Pemerintah telah menerbitkan Petunjuk Teknis Nomor. 1/ JUKNIS/ D.VII/ 2018, tentang Pencegahan dan Pemberantasan Mafia Tanah. Sanksi pidana dapat dikenakan bagi mafia peradilan. Masyarakat sebagai pemilik tanah dapat melakukan pencegahan dengan cara mencermati praktek mafia tanah yang mencurigakan dan berpotensi menimbulkan kerugian. Mafia tanah sulit diberantas dikarenakan masalahnya rumit diselesaikan, dikarenakan memanfaatkan kelemahan birokrasi serta menggandeng aparat hukum dan birokrasi terkait. Selanjutnya, masyarakat diharapkan dalam mendaftarkan tanah miliknya dengan cara diurus sendiri adalah merupakan salah satu peran atau pemberdayaan guna menekan atau meminimalisir praktek mafia tanah yang berkeliaran di Negara Indonesia. Oleh karenanya diperlukan pemberian hukum pidana yang tegas, tanpa pandang bulu. Baik bagi pelaku mafia tanah maupun birokrasi yang diajak melakukan kejahatan. Selain itu diperlukan penataan birokrasi dengan mengedukasi tugas dan kedudukan masing-masing berdasar ketentuan dan perundangan, mulai dari Kepala Desa/ Lurah dan/atau perangkat desa, Notaris dan Pejabat Pembuat Akta Tanah (Notaris-PPAT), serta para pejabat Badan Pertanahan hinga Kementerian Agraria dan Tata Ruang/ Badan Pertanahan Nasional (Kementrian ATR/ BPN).

Tujuan penelitian ini adalah mendeskripsikan tentang penataan dan pemberdayaan pedagang kaki lima dalam kaitannya dengan pemberdayaan pedagang kecil yang menjadi dalah satu daya Tarik dalam memperdagangkan hasil-hasil produksi lokal, seperti batik dan tenun serta produk kerajinan. Pengaturan, pembinaan  dan  pemberdaaan pedagang  kaki  lima  di  Kota  Pekalongan telah  diatur dengan  dengan mengacu kebijakan dari Pusat dan kebijakan daerah dalam rangka legalitas usaha, pemberdayaaan pedagang kaki lima dan ketertiban umum serta peningkatan kesejahteraan pelaku usaha.
