The problem addressed in this research is the suboptimal implementation of the Community-Based Drinking Water Supply and Sanitation Program (PAMSIMAS) in Koili Village. The objective of this research is to analyze the implementation of the PAMSIMAS Program based on Donald P. Warwick’s policy implementation theory, which includes organizational capacity, information, support, and the distribution of potential resources. This research employs a descriptive qualitative method. Data were collected through interviews, observations, and documentation involving informants from the local government, village officials, PAMSIMAS management, and community members, both beneficiaries and non-beneficiaries. The findings indicate that the PAMSIMAS Program has been implemented; however, it has not yet been fully optimized. Organizational capacity and information dissemination have been implemented, but limitations remain in implementers’ capacity and in the equitable distribution of information. Support from the village government and the community is relatively good; nevertheless, coordination and the distribution of potential resources still need improvement. This research recommends that future researchers examine the implementation of PAMSIMAS on a broader regional scale and incorporate a more in-depth analysis of sustainability and community participation.

In demographic studies, population growth refers to changes in the number of inhabitants over a given period, measured by calculating numerical differences in population size and expressing them within specific time units to illustrate patterns of increase or decline. Based on data from Tembalang District in Figures 2025, the population growth rate in Kedungmundu Village rose by 0.51% between 2016 and 2025, with most residents relying on clean water services provided by PDAM Tirta Moedal as their primary source of drinking water. This study aims to estimate clean water demand based on projected population growth and to design a pipeline network system capable of meeting future needs. The analysis of water demand applies population projection methods, including arithmetic, geometric, and least square approaches, to compare their levels of accuracy, while the clean water distribution network is modeled using EPANET 2.0. One of the main challenges faced by PDAM is that service coverage has not yet been fully optimized. The ten-year projection results indicate that the arithmetic method provides a correlation value closest to 1, estimating a future population of 14,904 people with a total clean water requirement of 3.48 liters per second. To support this projected demand, the proposed network design utilizes High Density Polyethylene (HDPE) pipes with diameters of 12, 10, and 8 inches to ensure efficient and sustainable water distribution.

This study investigates the incorporation of Sufi-oriented values into the management practices and production processes of MADA Drinking Water operated by the Ahlus Shafa Wal Wafa Islamic Boarding School Foundation. The research focuses on the Syafi’i ethical concept known as Giti–Gito, which encompasses spiritual and moral values including sincerity, patience, inner richness, holistic physical and spiritual well-being, as well as fairness in sharing resources. The main aim of this study is to examine how these values are implemented within pesantren-based business management and to assess their impact on employees’ work attitudes, leadership styles, and interpersonal relations in the workplace. This research employs a qualitative case study method. Data were gathered through semi-structured interviews, participant observation, and a review of relevant institutional documents. The findings reveal that the implementation of Giti–Gito values has successfully shaped a work environment grounded in religious ethics, social harmony, and humanistic principles. The Giti aspect strengthens employees’ commitment to sincerity, patience, and accountability in carrying out their responsibilities, while the Gito aspect contributes to enhancing employee welfare and fostering a sense of social responsibility. Although challenges remain in reconciling spiritual values with modern management demands, the integration of both spiritual and professional dimensions has demonstrated its effectiveness in creating a productive, ethical, and sustainable organizational environment.

This study aims to determine the effect of price and promotion on purchasing decisions for Aguen brand Bottled Drinking Water (AMDK). The method used is quantitative descriptive research with SPSS 26 analysis of 96 respondents. The results of the study indicate that the price variable (X1) has a significant effect on purchasing decisions (Y), with a calculated t value of 9.360 and significance (0.00<0.05). Likewise, the promotion variable (X2) has a significant effect on purchasing decisions (Y) with a calculated t value of 6.085 and significance (0.00<0.05). Simultaneously, price (X1) and promotion (X2) also have a significant effect on purchasing decisions (Y), with a calculated F value of 107.470 and significance (0.00<0.05). The coefficient of determination (R²) value of 0.698 indicates that 69.8% of the variation in purchasing decisions can be explained by price and promotion factors, while the remaining 30.2% is influenced by other factors not examined in this study.

This study aims to describe and analyze the influence of the online attendance application (Sisensi) on employee productivity through employee discipline in the production division of Perumda Air Minum Tirta Mayang, Jambi City. The method used is quantitative analysis with a population of employees and a sample of 94 respondents. Data were collected using a Likert scale–based questionnaire, and the analysis was conducted using the Structural Equation Modeling (SEM) technique based on Partial Least Squares (PLS) with the aid of SmartPLS 4 software. The results of the study show that: (1) the online attendance application has a positive and significant effect on employee productivity, (2) the online attendance application has a positive and significant effect on employee discipline, (3) employee discipline has a positive and significant effect on employee productivity, and (4) employee discipline is able to mediate the effect of the online attendance application on employee productivity. The recommendations derived from this study are as follows: For the employee productivity variable, it is suggested that the company provide relevant and continuous training, establish clear and easily understood Standard Operating Procedures (SOP), and conduct regular mentoring and evaluations to increase the amount of work that employees can complete. For the online attendance application variable, the company is advised to enhance the practicality and ease of use of the application, enabling employees to better understand and utilize the system. For the employee discipline variable, the company should conduct regular socialization sessions regarding the proper use of facilities and resources according to established standards to prevent damage, excessive use, and misuse.

Production quantity planning is a crucial component in the bottled water industry (AMDK) to ensure that consumer demand is met efficiently. Inaccuracies in determining the amount of production can lead to overproduction and supply shortages, which ultimately leads to increased operational costs and decreased customer satisfaction. This study applies the Sugeno fuzzy logic method to predict the amount of production based on two main variables, namely weekly demand and raw material stock. The analysis stages include the fuzzification process, the preparation of the rule base, inference using the zero-order Sugeno method, and defuzzification using the Weighted Average (WA) method. The data used is synthetic data that represents the operational conditions of the medium-scale bottled water industry. The results show that the Sugeno fuzzy system is able to produce production predictions that are adaptive and responsive to fluctuations in demand and stock availability. This model provides consistent and stable output, so it can help companies in determining the optimal production amount. These findings confirm that Sugino's fuzzy approach can be an effective decision support tool in bottled water production management, especially in the face of uncertainty and variability in market demand.

Employee performance is a key factor in supporting organizational success, particularly in public service companies like Perumda Air Minum Tirta Moedal Semarang City. Various factors can influence performance, including perceived organizational support, work motivation, and individual competence. This study aims to analyze the influence of perceived organizational support, work motivation, and competence on employee performance. This study used a quantitative approach using a survey method. Data were collected through questionnaires distributed to employees of Perumda Air Minum Tirta Moedal Semarang City. The data analysis technique used was multiple linear regression to determine the effect of each independent variable on the dependent variable. The results of this study are expected to demonstrate that perceived organizational support, work motivation, and competence have a significant and positive influence on employee performance. These findings are expected to provide a basis for management in formulating human resource development policies to improve the effectiveness and efficiency of company services. This research also provides theoretical contributions to the field of human resource management and practical implications for employee performance management in regional companies.

This study aims to determine the effect of the role of work motivation as a mediating variable between workload on employee performance at Perumda Air Minum Tirta Sakti, Kerinci Regency. The method used is quantitative analysis with data collection techniques by distributing questionnaires to 86 respondents. Data were collected using a Likert-scale-based questionnaire, and hypothesis testing used descriptive analysis techniques using SmartPLS 4 software. This study uses Outer Model testing, namely convergent Validity, Discriminant Validity, composite reliability and Inner Model testing, namely R-Square and Bootstrapping. The results of the study indicate that (1) workload has a positive and significant effect on employee performance. So the higher the workload, the higher the employee performance will be. (2) Workload has a positive and significant effect on work motivation. The higher the workload, the greater the motivation that arises in an employee. (3) Work motivation has a positive and significant effect on employee performance. If employees are motivated to work, their performance will be higher and improve. Conversely, if employees are less motivated, they will not be able to do their work well, so their performance will be less than optimal. (4) Work motivation can mediate between workload and employee performance. Employees who have high motivation can complete high workloads because this motivation encourages them to do their work with more enthusiasm and can determine efforts to achieve predetermined goals. e and Bootstrapping. The results of the study indicate that (1) workload has a positive and significant effect on employee performance. So the higher the workload, the higher the employee performance will be. (2) Workload has a positive and significant effect on work motivation. The higher the workload, the greater the motivation that arises in an employee. (3) Work motivation has a positive and significant effect on employee performance. If employees are motivated to work, their performance will be higher and improve. Conversely, if employees are less motivated, they will not be able to do their work well, so their performance will be less than optimal. (4) Work motivation can mediate between workload and employee performance. Employees who have high motivation can complete high workloads because this motivation encourages them to do their work with more enthusiasm and can determine efforts to achieve predetermined goals.

The aim of the study was to determine and analyze the role of job placement in moderating the effect of competence and personality on employee performance at Perusahaan Umum Daerah Air Minum in the Priangan Timur Region. The method used in the study was a survey with a descriptive quantitative approach. The sample size in the study was 226  karyawants, selected through cluster sampling. Data analysis used Partial Least Squares-Structural Equation Modeling (PLS-SEM). The findings with moderation effects showed that competence, personality, and job placement had a positive and significant effect on employee performance at Perusahaan Umum Daerah Air Minum in the Priangan Timur Region. Job placement strengthened the effect of competence and personality on employee performance at Perusahaan Umum Daerah Air Minum in the Priangan Timur Region. The implication of this study showed that improving employee performance Perusahaan Umum Daerah Air Minum in the Priangan Timur area could be achieved through integrated management of competence, personality, and job placement.

This study aims to describe the management of the Keceme Drinking Water Supply System SPAM as an effort to overcome drought in Waru Hamlet, Girisekar Village, Panggang District, Gunungkidul Regency, Special Region of Yogyakarta. The drought problem in the area has been going on for a long time, thus demanding a sustainable solution to meet the community's clean water needs. This study uses a qualitative approach with data collection techniques through observation, in-depth interviews with SPAM managers and the community, and documentation. Data analysis was carried out with reference to George R. Terry's management theory which includes four management functions, namely planning, organizing, actuating, and controlling. The results show that the existence of the Keceme SPAM greatly helps the community in obtaining access to clean water, although various obstacles still exist. The main obstacles include planning that is mostly not documented in writing, limited number and capacity of human resources in management, technical problems in the form of lime deposits that disrupt water flow, and high operational and maintenance costs of the network. However, the existence of social capital in the form of a spirit of mutual cooperation among the community, as well as policy support and facilities from the village government, are important factors driving the sustainability of SPAM management. This research is expected to provide practical contributions as a reference for other regions facing similar challenges, particularly in optimizing the use of local water sources as a sustainable drought mitigation strategy.

The Regional Drinking Water Company (PDAM) Tirta Perwira Purbalingga is a regional institution that provides clean water services to 62,748 customers in Purbalingga Regency. The company’s performance is strongly influenced by the quality of its human resources. This study aims to analyze the effect of training, work climate, and job rotation on employee performance. The research used a quantitative approach with descriptive methods and data processing through SPSS version 25.0. The population consisted of 164 employees, with a sample of 62 respondents determined by the Slovin formula (10%) using stratified random sampling. The results showed that training and work climate had a positive and significant effect on employee performance, while job rotation did not have a significant effect. The coefficient of determination (R²) was 96.4%, meaning that the three variables together explained 96.4% of employee performance, while the remaining 3.6% was influenced by other factors not examined in this study. These findings indicate that systematic training and a supportive work climate are the dominant factors in improving performance, whereas job rotation requires better alignment with employee competencies to be effective. In conclusion, PDAM Tirta Perwira needs to strengthen its training programs, foster a conducive work atmosphere, and carefully evaluate job rotation policies. The results of this study are expected to contribute to the development of human resource management strategies and provide reference material for future research on organizational performance.

The Regional Drinking Water Company (Perusahaan Daerah Air Minum/PDAM) Lae Nciho, Dairi Regency, faces significant challenges related to the low level of financial literacy and financial behavior of its human resources, which negatively affect financial performance, particularly the Return on Equity (ROE) indicator. A lack of understanding and discipline in internal financial management has led to waste and operational inefficiency. This phenomenon highlights the importance of improving financial literacy and financial behavior as a strategic effort to enhance the company’s efficiency and profitability. The purpose of this study is to examine and analyze the influence of human resources’ financial behavior and operational efficiency on financial performance, with financial literacy serving as a moderating variable. This research applies a quantitative descriptive approach, using data analysis with the SEM PLS 3.0 method. The study involved a total population and sample of 70 employees of the Regional Drinking Water Company (Perumda Air Minum) Lae Nciho in Dairi Regency, particularly those working in finance and operations divisions, selected through purposive sampling techniques. The findings reveal that, partially, the variables of human resources’ financial behavior and operational efficiency significantly influence financial performance and affect financial literacy. Moreover, financial literacy significantly influences financial performance. However, simultaneously, financial behavior and operational efficiency do not significantly affect financial performance when moderated by financial literacy.

This study aims to analyze interest rate risk management in Micro, Small, and Medium Enterprises (MSMEs) that use People's Business Credit (KUR) facilities, with a case study at the Kari Water Drinking Water Depot in Kulim District, Pekanbaru City. Fluctuations in interest rates are one of the financial risks that can affect the continuity of MSME businesses, especially in terms of the ability to pay credit obligations. This study uses a descriptive qualitative approach with data collection techniques through interviews, observations, and documentation. The results of the study indicate that the Kari Water Depot faces financial risks due to interest rate fluctuations, operational risks related to water distribution and quality, and legal risks due to drinking water quality regulations. The application of risk management based on ISO 31000 has been proven to help in the process of systematic risk identification, analysis, and mitigation. The mitigation strategy through investment in Reverse Osmosis (RO) technology is considered effective because it can improve product quality and operational efficiency. However, the success of this strategy is greatly influenced by the readiness of human resources, access to financing, and mature risk planning. This study recommends the importance of risk management training for MSMEs and policy support in the form of access to affordable funding and environmentally friendly technology to improve the competitiveness and sustainability of MSMEs amidst economic dynamics.

This study aims to examine the realization of Grice’s cooperative principles in transactional speech acts between sellers and buyers at the Depo Air Minum Isi Ulang Sehat Lestari (Healthy Refill Drinking Water Depot). The cooperative principles consist of four maxims: quantity, quality, relevance, and manner. The research is motivated by the importance of effective communication in sales interactions, particularly to avoid misunderstandings in conveying intentions and information. A qualitative descriptive method was employed, with data collected through participatory observation and recorded conversations. The findings indicate that all four maxims were naturally realized in daily interactions. Utterances such as “Mas, air satu” (“One gallon, please”), “Air galon segar loh” (“The water is fresh”), and “Tolong kirim air 10 galon” (“Please deliver 10 gallons”) reflect contextually appropriate and functionally effective applications of the maxims. Furthermore, the use of concise, clear, and straightforward speech structures shows that the cooperative principles are not only evident in content but also in the linguistic form used. These findings highlight that communication in micro-level services such as water refill depots tends to be pragmatic, efficient, and shaped by local social norms and contextual understanding.

The existence of clean water is very important because clean water is a basic need for human life and the environment. The availability of abundant clean water is certainly an indicator of welfare, public health, and environmental sustainability. The Surakarta City Regional Drinking Water Company as a provider of clean water services to the community is carried out in accordance with applicable regulations in order to realize clean water services that are decent, equitable, and sustainable. This study aims to determine the role of the Surakarta City Regional Drinking Water Company in implementing the provision of clean water to meet the needs of the community. This research method uses an empirical legal research method. Based on the results of the study, it shows that the implementation of drinking water provision by the Surakarta City Regional Drinking Water Company is not entirely fair and equitable to the community. This is influenced by several obstacles faced, including unstable water quality, less than optimal water continuity, damage to water pumps, and leaks in the pipe network.

Studi ini menyelidiki bagaimana kualitas produk dan harga memengaruhi keputusan mahasiswa untuk membeli air mineral Le Minerale. Penelitian didasarkan pada meningkatnya kesadaran dan kepedulian masyarakat terhadap kesehatan; mereka mencari solusi untuk memenuhi kebutuhan air minum harian mereka dengan mempertimbangkan harga dan kualitas produk. Studi ini menggunakan metode kuantitatif; survei dilakukan terhadap 103 siswa yang dipilih secara purposive. Hasil analisis regresi menunjukkan bahwa kualitas produk (β=0,347; p=0,002) dan harga (β=0,368; p=0,001) berpengaruh secara signifikan positif sebesar 44%  terhadap keputusan pembelian. Penelitian ini menunjukkan bahwa peningkatan kualitas produk dan penetapan harga yang kompetitif merupakan strategi penting untuk meningkatkan daya saing produk di pasar AMDK. Penelitian ini memberikan dasar bagi pelaku industri AMDK untuk meningkatkan kualitas dan penetapan biaya produk, sehingga konsumen memiliki pilihan yang lebih baik.

This study aims to determine the impact of rewards and punishments on employee performance through work discipline. This study uses quantitative methods, data collection techniques by distributing respondent questionnaires. The sample in this study were 48 employees of PERUMDA Air Minum Tirta Batang Hari. This study uses Descriptive Analysis techniques using the SmartPLS 4.0.0 application as a data processing tool. The results of this study indicate that rewards have a positive and significant effect on performance. Punishment does not have a positive and significant effect on performance. Work discipline has a positive and significant effect on performance. Rewards have a positive and significant effect on work discipline. Punishment has a positive and significant effect on work discipline. Rewards have a positive and significant effect on performance through work discipline. This study aims to analyze the effect of access to clean drinking water and access to proper sanitation on poverty levels in 18 districts in West Java during 2020–2024. Using a quantitative approach and panel data regression, the study tested the relationship between the two independent variables and poverty as the dependent variable. The results of the analysis showed that access to clean drinking water had a negative and significant effect on poverty, with a regression coefficient of -0.05784 and a p-value of 0.0484 (<0.05). This means that every 1% increase in access to clean drinking water reduces the poverty rate by 0.05784%. Better access to clean water has a direct impact on reducing the economic burden and improving the welfare of the poor. Meanwhile, access to proper sanitation has a negative coefficient of -0.01350, but its effect is not statistically significant (p-value 0.3916> 0.05). This shows that although proper sanitation is important for quality of life and health, in this model its effect on poverty has not been seen to be directly significant. These findings emphasize the importance of expanding access to clean drinking water and sanitation as an effort to alleviate poverty in West Java. Limited access to basic services affects health, productivity, and household expenditure which ultimately worsens poverty. Therefore, local governments need to focus on inclusive and sustainable policies, especially improving basic services such as clean water and health. This study is expected to be a reference for formulating a more effective and comprehensive poverty alleviation strategy in West Java.

This study aims to analyze the effectiveness of collaborative governance between PDAM Kota Surabaya and PT Sarana Multi Infrastruktur (SMI) in improving drinking water services. The main research question is how this collaborative governance is implemented and what factors influence its effectiveness. Collaborative governance, according to Ansell and Gash's theory, is a joint decision-making process involving public and private sectors to achieve common goals. This approach enables synergy between government and private companies in addressing resource limitations. The research method used is a qualitative approach with a case study, through in-depth interviews, participatory observation, and document analysis. The results show that this collaboration improves the efficiency of clean water distribution, although there are challenges such as differing objectives and resource allocation. Factors such as trust, commitment, and effective communication play a crucial role in the success of the collaboration. The implications of this study highlight the importance of inclusive institutional planning and policy design that supports cross-sector collaboration to strengthen public service provision. This research contributes to the development of the collaborative governance concept in the drinking water supply sector and provides recommendations for government and private sectors to improve the quality of clean water services for the wider community.

This research was conducted with the aim of measuring the service performance of the Perumdam Ake Gaale using the Data Envelopment Analysis (DEA) method and as using the number of customers, air loss rate, number of arrears and air usage as input and income as outputas parametrs. From the research results, it was found that only 17 of the 27 sub districts that were assessed as having a score below 1 (efficient) showed poor performance so that they had no influence on service efforts to increase the company's income.
