This study examines the implementation of policies for the recognition and protection of the indigenous law community in Kampung Kuta, Ciamis Regency. A qualitative approach was employed, gathering data through in-depth interviews, observations, and document analysis. Thematic analysis identified key issues, and triangulation ensured validity by cross-referencing multiple data sources. A central finding is the ongoing conflict between customary laws in Kampung Kuta, which support communal land ownership, and national land regulations that emphasize individual land registration, leading to legal ambiguity and disputes. The study reveals substantial challenges, including inadequate socialization by the government, which has resulted in limited awareness within the indigenous community regarding their rights. Furthermore, limited financial and human resources impede effective implementation, while bureaucratic inefficiencies and poor coordination among implementing agencies have delayed policy outcomes. To address these issues, it is essential to improve resource allocation, conduct regular community workshops to enhance understanding of indigenous rights, and establish a legal framework that harmonizes customary and national laws. Strengthening local authorities and aligning policy objectives with the cultural context of Kampung Kuta are also critical steps. These measures are necessary to safeguard indigenous rights and preserve Kampung Kuta’s cultural heritage, fostering a sustainable model for indigenous rights protection in Indonesia.

This study aims to analyze the implementation of the fulfillment of socio-economic rights of the community in Rote Ndao Regency, as one of the underdeveloped regions in Indonesia, and to identify the obstacles faced by the local government in its efforts to fulfill them. Socio-economic rights, such as access to education, health, employment, and public services, are part of the human rights guaranteed by the constitution. This type of research is empirical juridical, namely the researcher obtains research data directly from related parties or agencies. The population in this study consisted of 2 Village Heads, 4 Hamlet Heads, 6 RT Heads, 4 RW Heads and 10 community members. After the data was obtained, the researcher will group the data based on the data source and analyze it to get answers to the problem formulation in this study. The results of the study indicate that (1) the implementation of the duties and authorities of the Village Head has not been running well. This is evidenced by the community who still do not feel peace and order in the environment. The Village Head must conduct more routine socialization on how to maintain peace and order to the community. (2) The inhibiting factors for the Village Head in carrying out the duties and authorities of maintaining peace and order, namely there are still many riots, fights between martial arts schools and the lack of facilities and infrastructure provided, to support the creation of peace and order in the community. The author's suggestion in this study is that the Village Head must conduct more frequent socialization and increase motivation to the community to maintain peace and order in their environment. This can be done through religious activities involving young people, thus encouraging them to do more positive activities rather than activities that disturb the peace of other communities.

The growth in population and private vehicles in Surabaya has caused a significant increase in traffic congestion. To overcome this problem, the Surabaya City government implemented the Suroboyo Bus public transportation policy as an alternative solution. This research aims to evaluate the impact of this policy in reducing traffic jams in the city of Surabaya. The research methods used include secondary data analysis from related agencies, Suroboyo Bus user satisfaction surveys, as well as field observations at several main congestion points. The research results show that the implementation of Suroboyo Bus contributed to reducing the volume of private vehicles by 12% on main routes and increasing public interest in public transportation. However, the effectiveness of this policy still faces challenges, especially in terms of integration of transportation modes and service area coverage. In conclusion, the Suroboyo Bus policy has great potential to reduce congestion if supported by infrastructure development and increasing public awareness of the use of public transportation.

The main Tanjung Priok Port Authority (OP) is the technical implementing unit as well as the highest coordinator at the port, having an important role in accelerating activities at the port. The Port Authority is within the Ministry of Transportation and is responsible to the Director General of Sea Transportation. The functions of the Port Authority include regulating, controlling and supervising port activities. To be able to integrate system services at ports, the Ministry of Transportation applies a system, namely the Inaportnet system. Inaportnet is an internet-based electronic service system to integrate standard port information systems in physically serving ships from all agencies and stakeholders at the port. Inaportnet is the leading solution for port services, where the acceleration of data exchange between stakeholders at the port can be done quickly, in order to minimize time and have an impact on speeding up ship services at the port. The performance of employees at the main Port Authority office is a concrete action in carrying out the work that has been given by government agencies. Every government agency always expects its employees to have work performance which will later provide optimal contributions to government agencies. In addition to providing an optimal contribution, it will improve the performance of government agencies. Broadly speaking, the continuity of a government agency is influenced by the performance of its employees. Employee performance has a very important role in running the organization. Employee performance is required to work seriously with their abilities to achieve good work results.
