This community service program was implemented to address the problem of the low quality of students' Quran reading at TPQ Al-Litfilah Nur, Situhiang Village, which was caused by the lack of implementation of a structured and sustainable tahsin learning method. This activity aims to improve students' Quran reading skills through training and mentoring using the Tilawati method combined with the Asset-Based Community Development (ABCD) approach, so that the potential and resources of the community can be optimized. The program was implemented in stages, including mapping the initial conditions of students' and teachers' abilities, training TPQ teachers on the principles and techniques of the Tilawati method, mentoring the learning process in a classical and individual manner, and evaluating the development of students' reading skills. The results of the activity showed a significant increase in the accuracy of makhraj, the application of basic tajwid, and the fluency of students' Quran reading. In addition, TPQ teachers experienced an increase in pedagogical competence and were able to apply the Tilawati method independently in teaching and learning activities. These findings indicate that strengthening community assets through targeted and participatory training can create meaningful and sustainable changes in improving the quality of Qur'an learning at the TPQ level.

The implementation of the program is carried out through five stages of ABCD: discovery, dream, design, define & deliver, and destiny. Activities start from identifying community assets, compiling common expectations, training planning, implementing classical and individual Tilawati learning, to evaluating the sustainability of the program through munaqosah. The results showed an increase in the ability of students in the aspects of tajweed, makhraj, and fluency in reading. TPQ teachers are also able to master the Tilawati method so that learning can continue independently after the program is completed. In addition, this activity strengthens collaboration between the community, teachers, and volunteers in creating a more effective learning environment. This program proves that the empowerment of community assets and the application of the Tilawati method are able to improve the quality of tahsin of students while strengthening the sustainability of community-based Qur'an learning.

The results of the learning evaluation at the location were that out of 44 fifth grade students who participated in the munaqosyah for increasing the juz level of the Al-Qur'an, 37 students were declared "passed" and 7 other students "improved", with a percentage of 84%. Students who did not pass, on average, made mistakes in the fields of fashohah and gharib musykilat, a special class was needed to discuss the material. The tilawati method is said to be effective for use as learning the Qur'an in that place because the learning process is already systematic and in collaboration with the Tilawati Center Jabar 1, the Qur'an teachers already have certificates and the Qur'an testimony so that students experience ease in learning to read the Qur'an, especially for grade V students.

The ability to read the Qur'an is an essential skill that every Muslim should possess. However, current trends show a decline in Qur'anic literacy levels in Indonesia. According to data, about 65% of Muslims in Indonesia are still unable to read the Qur'an. One way to address this issue is by implementing an effective Qur'anic learning method. This community service program uses a Participatory Action Research (PAR) approach, actively involving students, religious teachers, and school staff. Over the course of six months, 45 female students participated in Qur'anic learning using the Tilawati method. The evaluation results showed a 75% improvement in their Qur'anic reading ability, with 85% of the students able to read the Qur'an correctly and in accordance with tajwid rules. Additionally, the program successfully formed independent study groups and created local leaders among the students. The implementation of the Tilawati method also had a positive impact on the family environment, strengthened the school's commitment to Qur'anic literacy programs, and encouraged a shift in the students' mindset toward Qur'anic learning. The sustainability of this program is ensured through the establishment of an organizational structure and a systematic evaluation mechanism.

The development of the art of reading the Qur'an (tilawah) plays an important role in maintaining the Qur'anic tradition in North Sumatra, especially since this region is one of the regions actively involved in organizing the Musabaqah Tilawatil Qur'an (MTQ). However, the quality of development at the district/city level is not evenly distributed, thus impacting the ability of qari and qari'ah to achieve professional tilawah standards. This study aims to analyze the development program of the art of reading the Qur'an implemented by the LPTQ of North Sumatra Province, including the form of activities, implementation mechanisms, and its effectiveness in improving participant competence. The research method uses a descriptive qualitative approach through direct observation of development activities, analysis of official institutional documents, and supporting documentation related to the training process and implementation of the MTQ. The results show that the LPTQ development program includes routine development, Training Center (TC), and Training of Trainers (ToT), each of which has a different contribution to improving participant abilities. Routine development serves as a foundation, TC has proven to be most effective in maturing participants before the MTQ, while ToT plays a role in increasing the capacity of trainers in the region. However, the program's overall effectiveness remains hampered by a limited number of expert trainers, limited facilities, regional disparities, and low interest among young people in the art of tilawah. This study concludes that training needs to be strengthened through equitable distribution of trainers, increased program intensity, utilization of digital media, and more stable budget support to achieve sustainable tilawah training in North Sumatra.

Religious education and character education are two related concepts. In its application, Al-Quran teaching plays a very important role in shaping children's character through guidance, continuous education and advice to instill religious, independent and communicative qualities in them from an early age. The aim of this research is to develop the implementation of religious character in higher education religious activities. The research methodology used is qualitative. With religious education that teaches the art of reading the Koran and its translations, the role of Taman Al-Coran (TPQ) is very important in forming the character of babies from an early age. Apart from that, there are other religious practices, such as memorizing short poetry and daily prayers, which can indirectly provide Islamic life lessons. However, a child's character must also be shaped and guided by his family so that he grows into a good person.  The application of religious character in religious activities takes the form of participation in what are called "testimony and prayer activities" (Dhuha), direct direction of tahfidz, tilawati, and Friday blessing activities carried out in the context of santri activities. develop religious character. There is a positive correlation, meaning that there is a positive influence of religious activities on students' religious character. Religious activities are a useful means of developing and practicing religious character. Character development through positive habits will give birth to the habit of appreciating lessons, values, thoughts, ideology, or even doctrine, so that it becomes a belief and fosters a sense of self-awareness of reality or normative values that appear in actions and attitudes. With the aim of being applicable to all schools in Indonesia, this research has implications for the growth of religious character in education.
