Market levies are a regional taxation category that holds significant promise for increasing regional fiscal resources, complementing local tax revenues. The objectives of this study are; (1) Understanding the Communication Mechanism in the Implementation of Market Service Fee Policy in Gorontalo City. (2) Examination of Resource Availability in the Implementation of Market Service Tax Policy in Gorontalo. (3) Understanding the Bureaucratic Framework in the Implementation of Market Service Tax Policy in Gorontalo City. (4) Examination of the Implementation of Market Service Tax Policy Disposition in Gorontalo City. The method used in this study is a descriptive qualitative method. The results of this study indicate that the communication of market service fee policy has been carried out through systematic formal channels and is supported by a clear bureaucratic structure and division of tasks, but its implementation is still not optimal. This is caused by several obstacles, including unequal understanding and distribution of information among traders, limited resources in terms of both quantity and quality of human resources, budget, and inadequate market facilities. Furthermore, weak coordination and suboptimal implementation of SOPs in the field also impact work consistency, while the disposition or attitude of implementers who have demonstrated commitment but are not yet unified requires a more comprehensive strategic approach. Therefore, integrated efforts are needed, including improving the communication framework, strengthening human resource capacity, improving facilities, stricter supervision, and ongoing coaching to create more effective and professional policy implementation.

This study aims to analyze the implementation of the Free Nutritious Meal Program through a collaborative governance framework in Kendal Regency using a mixed-methods approach with a convergent parallel design. Quantitative data collected from 34 respondents were analyzed using descriptive statistics and Pearson correlation analysis, while qualitative data obtained from five key informants were analyzed thematically. The results reveal very strong and statistically significant correlations (p < 0.001) among cross-sectoral coordination, stakeholder roles, community participation, and accountability–transparency, indicating that collaborative synergy is a decisive factor in successful policy implementation. The Kruskal–Wallis test indicates consensus across professional groups (p> 0.05). However, qualitative findings uncover a paradox of coordination without communication: implementers internalize coordination as a functional operational reality, while beneficiaries experience informational alienation. The resulting collaborative configuration can be characterized as technocratic–instrumentalist—technically effective yet weak in terms of social legitimacy. This study underscores that implementing social policy requires collaborative governance that is not only coordinative but also communicative and deliberative. Policy implications include strengthening dialogic public communication, transforming consultative participation into deliberative engagement, and promoting participatory transparency to foster shared understanding between bureaucratic systems and program beneficiaries.

Effective public policy communication is a crucial factor in ensuring public understanding, acceptance, and participation in the process from policy formulation to implementation. In this context, public affairs plays a strategic role as a liaison between policymakers and the public through information management, stakeholder relationship building, and facilitation of ongoing public dialogue. This study aims to analyze the role of public affairs in realizing effective public policy communication and its contribution to increasing public understanding and participation. The research method used is a descriptive qualitative approach with data collection techniques such as in-depth interviews, observation, and documentation of policy communication activities. The results show that public affairs strategies include policy publication, stakeholder engagement, media relations management, and the use of digital communication. However, obstacles remain, such as limited two-way communication and unequal levels of public understanding of policies. This study emphasizes the importance of strengthening participatory communication, information transparency, and innovation in public affairs practices to improve the effectiveness of public policy implementation.

This study aims to analyse the relationship between leadership communication style and the effectiveness of decision-making in the Department of Tourism and Culture of Sikka Regency. The research emphasises the importance of open, clear, and participatory communication in supporting organisational coordination and improving the quality of decisions. Using a descriptive method, data were obtained through interviews with the Head of Department and a staff member involved in communication and policy implementation. The findings show that the leader applies a combination of democratic communication through the local Kula Babong approach and situational authoritarian communication. The democratic style enhances information flow, strengthens employee involvement, and increases acceptance of decisions. Meanwhile, the authoritarian style ensures discipline, clarity, and timely execution when firm direction is required. Staff members perceive the leader’s communication as polite, direct, and easy to understand, contributing to motivation and readiness to act. Overall, leadership communication significantly influences decision effectiveness across organisational contexts and growth.

In the era of digital transformation, public bureaucracies face increasingly complex demands to become more adaptive, responsive, and efficient in meeting evolving public expectations. This change is increasingly crucial in newly autonomous regions such as Southwest Papua Province, which are building their governance systems from scratch. This research aims to examine the implementation of Agile Governance in accelerating public services, specifically by examining the extent to which agile principles such as flexibility, cross-actor collaboration, and continuous iteration have been applied within the regional bureaucracy. The research employed a descriptive qualitative approach with a desk study method based on secondary data sourced from policy documents, institutional reports, relevant regulations, and the latest scientific literature. Data analysis was conducted using content analysis techniques to identify themes, patterns, and gaps in policy implementation. The results indicate that the implementation of Agile Governance in Southwest Papua remains limited, partial, and has not been systematically integrated into the regional bureaucratic framework. Current efforts to digitize public services emphasize technical aspects, but are not supported by adequate regulations, robust digital infrastructure, or strengthened human resource capacity. This results in the implementation of agile principles such as transparency, adaptability, and collaboration not being fully reflected in bureaucratic practices. This study concludes that the successful implementation of Agile Governance requires comprehensive institutional transformation, increased adaptive capacity of the apparatus, and contextualized governance design tailored to the needs of the new autonomous region. The study's contribution is to provide an empirical and conceptual foundation for promoting bureaucratic reform in Southwest Papua while enriching academic literature in the field of adaptive public administration, particularly within the framework of digital and agile governance.

Non-communicable diseases (NCDs) remain a leading cause of global morbidity and mortality, with chronic inflammation as a key pathophysiological mechanism. Antioxidants from fruits and vegetables have demonstrated potential to modulate inflammatory immune responses, thus contributing to NCD prevention. This study aimed to evaluate the effectiveness of fruit and vegetable consumption promotion policies in preventing NCDs by modulating inflammatory immune responses in Nabire District in 2025. The research employed a mixed-methods design, incorporating both quantitative and qualitative data from 384 adult respondents. Data were gathered through food consumption surveys, inflammatory biomarker analysis (CRP, IL-6, TNF-α), and an evaluation of policy implementation. Descriptive and inferential analyses were conducted using SPSS 28.0 and R version 4.3.0. Results revealed that average fruit and vegetable consumption in Nabire residents remained below the WHO recommended intake (289g/day vs. 400g/day), although there was a noticeable improvement compared to previous years. A significant negative correlation was found between antioxidant intake and inflammatory biomarkers (r=-0.478, p<0.001). Policy implementation reached 74% coverage with a 62% compliance rate, indicating significant improvements in reach compared to prior assessments. The study concludes that fruit and vegetable consumption promotion policies show enhanced potential in modulating inflammatory immune responses for NCD prevention. However, continued efforts in strengthening policy implementation and adopting innovative monitoring strategies, particularly through digital health technologies, are essential for achieving sustained impact

This study aims to analyze the conflict and ambiguity in the implementation of Sidoarjo Regent Regulation Number 84 of 2017 concerning the Arrangement and Empowerment of Street Vendors (PKL). The research applies a descriptive qualitative approach, using interviews, observation, and documentation as data collection techniques. The findings indicate that conflicts arise due to differing approaches among implementing agencies—particularly between the Department of Cooperatives and the Civil Service Police Unit (Satpol PP)—as well as enforcement procedures that do not meet the expectations of street vendors. Ambiguity stems from unclear authority distribution, weak data collection, overlapping regulations, and uncertainty in relocation and empowerment programs. Based on Richard E. Matland’s Ambiguity-Conflict Model, the policy’s implementation falls under the Symbolic Implementation category, marked by both high conflict and high ambiguity, leading to ineffective execution and stakeholder frustration. These findings highlight the need for better inter-agency coordination, regulatory socialization, and the development of strategic vendor locations to ensure a fair and sustainable policy implementation.   Keywords: Ambiguity, Conflict, Implementation, Policy, Street Vendors

Stunting is a type of long-term childhood malnutrition that is closely linked to socioeconomic conditions and poverty. The purpose of this study is to look at strategies to reduce stunting in Indonesia using a political economy approach. To achieve this goal, a literature review method was used. The results show that there are many factors that influence stunting, including health issues and inequalities in power distribution, resource allocation and social structure. Through specific interventions (such as the First 1000 Days of Life program) and sensitive interventions (such as the provision of clean water, sanitation, education, and social protection), poverty alleviation policies are essential to reduce the prevalence of stunting. However, decentralization, poor coordination between sectors, and lack of public awareness often hinder policy implementation. To tackle stunting sustainably, the political economy approach emphasizes the need for clear political alignment, strengthened institutional capacity, and cross-sectoral integration. Stunting is a type of long-term childhood malnutrition that is closely linked to socioeconomic conditions and poverty. The purpose of this study is to look at strategies to reduce stunting in Indonesia using a political economy approach.

This devotion discusses the implementation of the Spatial Planning Policy (RTRW) in West Sumbawa Regency to support the development of strategic areas from an economic perspective. The RTRW policy serves as the foundation for the formulation of development programs, aiming to create efficient, effective, and sustainable land use. Using a descriptive qualitative research approach, this study highlights key factors in policy implementation, including communication, resources, disposition, and bureaucratic structure. The Results of dedication that although the RTRW policy has been implemented, various challenges remain, such as low public participation, limited human resources and budget constraints, and legal uncertainties in land use. Additionally, the complexity of the bureaucratic structure influences the effectiveness of RTRW policy implementation. This study emphasizes the need for improved communication between the government and the public, capacity building for human resources, and more balanced regulations to achieve sustainable development in West Sumbawa Regency.

This study aims to analyze the legal implications of the luxury goods Value Added Tax (VAT) increase policy in Indonesia, which will take effect in January 2025. This policy is based on Law Number 7 of 2021 on the Harmonization of Tax Regulations and its derivative regulations, with the objective of increasing state revenue and reducing the consumption of luxury goods, which is often associated with economic inequality. This research employs a normative method with a literature study approach, analyzing tax regulations, academic journals, and relevant literature. The findings indicate that while this policy may enhance tax revenue and reduce economic disparity, its implementation faces challenges related to legal certainty, tax compliance, and its impact on consumer purchasing power and investment in the luxury goods sector. Additionally, the potential rise in tax disputes due to differing interpretations of luxury goods classification is a major concern. Changes in the health insurance system in Indonesia continue to evolve, one of which is implementing the Standard Inpatient Class (KRIS) policy as a replacement for the BPJS Health class system based on Presidential Regulation (Perpres) Number 59 of 2024. This policy is designed to unify healthcare classes to reduce disparities in healthcare access and quality in Indonesia. However, its implementation is faced with key challenges, including hospital infrastructure readiness, limited human resources, and criticism from various parties, including patients and healthcare providers. This study uses a qualitative approach with descriptive methods to review various policy documents, relevant literature, and legal and social perspectives related to policy implementation. The results show that although KRIS has the potential to reduce disparities in access to health services, its implementation requires more attention to the readiness of health facilities, strengthening management systems, and budget adjustments to support optimal operations. Furthermore, this policy requires the active involvement of the community and health workers in the evaluation and decision-making process so that the policy is more responsive to the real needs in the field. The theoretical approaches used, such as public policy theory and progressive law, highlight the importance of cooperation between the government, healthcare providers, and communities to ensure effective and equitable implementation of KRIS. This research suggests improving hospital infrastructure, continuous training for health workers, and strengthening a transparent monitoring system to ensure the success of this policy. This research is expected to make a positive contribution to the formulation of health policies that are more inclusive and sustainable and can serve as a reference in efforts to realize a more equitable and fair health service system for all Indonesians.

The objective this study is to analyze the implementation of Bandung Barat Regency Regional Regulation No. 5 of 2018 about the Placement and Protection of Indonesian Migrant Workers (PMI) originating from Bandung Barat Regency referring to the Hill and Hupe's theory of Policy Implementation. This matters all the more since the migrant worker-related cases that garner the highest volume if not interest–like illegal, clandestine worker departures, back wages, and exploitation–reflect the lack of protection systems, the unmet obligation towards the respect of individual rights and human dignity. This qualitative case study reveals key factors influencing policy implementation — low levels of socialization and knowledge about the regulation among migrant workers, absence of inter-agency coordination and poor resources for monitoring and enforcement In addition, it builds upon the variables presented by Hill and Hupe in order to present a more integrated analysis of the implementation process of the policy. These results highlight failures in the system, including the lack of inter- agency cross country collaboration and low resource allocation toward the functions that protect PMI. In light of this, the study makes a range of recommendations including for better policy socialization, improved inter-agency coordination and enforcement, and strengthening resourcing and legal compliance capabilities. Practical implications This study advances the theory of public administration and provides practical insights for policymakers, particularly for strengthening the protection of Indonesian migrant workers in an effective manner.

Legal politics is one of the central concepts in the legal system which is closely related to state policy in the formation, application and change of law. This article examines the role of legal politics in legal reform in Indonesia post-1998 reform, with a focus on the challenges faced in implementing legal policies as well as evaluating the effectiveness of the changes that have been made. This research uses a qualitative approach with analytical descriptive methods, which aims to describe how legal politics can be an instrument that determines the direction and substance of legal reform in Indonesia. The results of this research show that although there has been progress in legal reform, major challenges still exist, especially related to the implementation of legal policies which are influenced by political dynamics which do not always support the creation of an effective and just legal system.

Violence against women is a global issue that continues to increase. SIMFONI PPA data shows an increasing trend in cases of violence against women in Indonesia, with 11,712 victims in 2023. The purpose of this study is to explain how the UPTD PPA of Blitar City implements a policy of handling services for cases of violence against women and find obstacles faced in its implementation. Talcott Parsons' structural functional theory is used to analyze how social systems function in the context of protecting women to maintain stability and balance in society. This study uses qualitative, descriptive methods with data collection techniques through participatory observation, interviews, and documentation. The results are that the UPTD provides six services for protecting women and children, namely complaints, outreach, case management, shelter, mediation, and assistance. Then referring to PERPRES No. 55 of 2024, the number of services has been increased to eleven. However, social challenges such as negative stigma and limited human resources hinder policy implementation. Therefore, UPTD PPA Kota Blitar continues to strive to provide comprehensive services by involving external parties for legal and psychological assistance which then emphasizes the importance of increasing capacity and human resources to ensure effective protection services for victims of violence at the local level.

Narcotics Abuse has become a vital problem in several countries, including Indonesia. To solve the problem, the Indonesian government has implemented various policies, including a restorative justice policy. The regulation highlighted rehabilitation, reconciliation, and reintegration for the perpetrators, victims, and community. This research aimed to evaluate the implementation of restorative justice regulation in the treatment of drug abuse in Indonesia. The descriptive qualitative method in this study was done through the analysis of literature reviews from various sources related to the application of restorative justice policy for narcotics abuse. The results showed that the implementation of restorative justice policy still got some challenges, even though the regulation was directly adopted to handle narcotics abuse. The contributed factors were the lack of understanding about narcotics abuse and society support, limited resources, and the disagreement among agencies and those factors influenced the effectiveness of the policy implementation. In conclusion, the implementation of restorative justice policy needs more attention and progress continuity, even though the policy has offered an approach that has effective potential in treating narcotics abuse. It needs great attempt to make the society understand the problem, better communication among the agencies, and the allocation of enough resources to effectively support the policy.

This research work investigates cost implication of change in Naira notes on Household and money market operators in Taraba State. The study adopted a survey research design to obtain data about practices, situations, and views through questionnaires. The number of respondents for Households and Money Market Operators is 394 and 338 respectively. The study used a simple multistage and cluster sampling method to select the sample respondents. The study employed a descriptive statistic method; simple percentages and the Chi-square (x2) statistic were used for the computation and analysis of the data collected. The study found a significant increase in general costs of household and money market operators in Taraba State between 2022 and 2023. This policy significantly affected households and money market operators in Taraba State by increasing their general costs. The study recommends that a reasonable timeline be given to the implementation period with strict monitoring and control of commercial banks to erode favoritism and corruption in the process of policy implementation. There should be stability in the maximum cash withdrawal policy from all means: Point of sale (POS), automated teller machines (ATM) over the bank counter, etc., and adequate provisions for electronic banking for rural and urban centers should be made by financial sector administrators. The government should promote ceaseless cash traceability and accountability to keep the new notes as close to the banking system as possible.
