The management of hazardous and toxic waste (B3) presents a major challenge in environmental governance, particularly in industrial areas such as Dumai City. Although regulations such as Dumai City Regional Regulation No. 5 of 2017 have been established, the evaluation of the local government’s collaborative capability in B3 waste control remains suboptimal. This study formulates the research question: how can the collaborative capability of the local government be evaluated in the implementation of Collaborative Governance within the B3 control program in Dumai City? The theoretical framework applied is the Collaborative Capability Evaluation Theory, which consists of four key dimensions: relational, structural, resource, and adaptive capacities. This research employs a qualitative case study approach using interviews, observations, and documentation techniques. The findings indicate that the local government’s collaborative capability is at a moderate level. The main barriers lie in inter-actor trust, inter-agency coordination, and limited resources. Strengthening the four dimensions of collaborative capability is essential to achieving effective, participatory, and sustainable environmental governance in Dumai City.

This study aims to analyze the levels of reducing sugars and sucrose in Trigona honey using the Luff Schoorl method as a key parameter for assessing honey quality and authenticity. Trigona honey, produced by stingless bees, possesses unique physicochemical characteristics that differ from Apis mellifera honey, thus requiring further scientific investigation of its sugar profile. The analysis was performed at the BSPJI Pekanbaru Laboratory using a titrimetric procedure based on the Luff Schoorl reagent, involving the determination of reducing sugars and sucrose following hydrolysis. The results revealed that the reducing sugar content of the Trigona honey sample was 31.75%, while the sucrose content was 9.6%. These values do not comply with the Indonesian National Standard (SNI 8664:2018), which requires a minimum of 55% reducing sugars and a maximum of 5% sucrose in honey. The non-conformity is presumed to be influenced by factors such as nectar source, high moisture content, premature harvesting, and storage conditions. Nevertheless, the deviation from the standard does not necessarily indicate adulteration but may reflect the natural characteristics of stingless bee honey. This research provides scientific evidence that may contribute to the evaluation of specific quality standards for Trigona honey in Indonesia and serve as a reference for future studies related to authentication and standardization of stingless bee honey products.

This study investigates the relationship between fiscal dependence, the effectiveness of locally generated revenue (PAD), and the degree of fiscal decentralization on the Human Development Index (HDI) in four regencies on Madura Island Bangkalan, Sampang, Pamekasan, and Sumenep which have consistently reported the lowest HDI scores in East Java Province. Utilizing panel data from 2011 to 2023, the findings indicate that all regencies remain highly fiscally dependent, with fiscal dependency ratios exceeding 89%. Central government transfers dominate local budget structures, significantly limiting local fiscal autonomy. While PAD effectiveness shows notable achievements such as Pamekasan’s 136.09% realization rate its contribution to total regional revenue remains relatively low. This is reflected in the modest degree of fiscal decentralization, which ranges between 8.56% and 10.72%. Such fiscal limitations hinder the ability of local governments to invest in strategic sectors that directly impact human development, including education, healthcare, and public services. The analysis also reveals that despite effective PAD realization, its nominal value is insufficient to drive substantial improvements in HDI, especially when not supported by strengthened fiscal capacity and local economic mobilization. These findings suggest that PAD effectiveness alone does not translate into better human development outcomes without broader fiscal empowerment. Therefore, a comprehensive fiscal decentralization strategy is required one that not only enhances revenue generation but also improves budgetary governance and optimizes local economic resources. Strengthening local fiscal autonomy is essential for ensuring targeted, efficient, and equitable investment in human development sectors, ultimately fostering sustainable regional development across Madura Island.

Urban logistics is a significant source of carbon emissions in Indonesia, and effective decarbonization strategies are required. EVs offer a promising solution, but their impact requires quantitative evaluation within the local context. This study analyzes the effect of adopting an electric van fleet on total well-to-wheel carbon emissions within an urban distribution network in Indonesia. This study employs a comparative case study method. A baseline scenario consisting of 25 diesel vans is compared to an intervention scenario where electric vans replace the entire fleet. The emission analysis was conducted using the WtW framework, utilizing specific emission factors for diesel fuel from the IPCC (2006) and the Java-Madura-Bali (JAMALI) grid emission factor from IESR (2023) to ensure contextual relevance. The transition to an electric fleet successfully reduces the total well-to-wheel carbon footprint by 13.63%. This reduction is equivalent to an absolute CO2 emission decrease of nearly 3 tons of CO₂ per month. Nevertheless, indirect emissions from electricity generation still contribute a significant carbon footprint, indicating that the national energy mix is highly dependent on the environmental benefits of EVs. This study concludes that fleet electrification is a viable and effective decarbonization strategy for Indonesia’s logistics sector, even with the current state of the electricity grid. However, fleet decarbonization efforts must run in parallel with policies for a national transition toward renewable energy to maximize the emission reduction potential of electric mobility. Future research should include the total cost of ownership (TCO) and life cycle assessment (LCA) for a more holistic evaluation.

Diarrhea remains a major health problem, contributing significantly to morbidity and mortality rates in children, especially in developing countries like Indonesia. This disease is often linked to poor sanitation, lack of access to clean water, and a lack of public understanding of proper hygiene practices. Toddlers are the most vulnerable group to diarrhea because their immune systems are not yet fully developed. Current diarrhea management efforts rely heavily on providing oral rehydration salts (ORS) and, in some cases, the use of antibiotics. However, pharmacological approaches are not always available or appropriate in all situations. Therefore, alternative treatments are needed that are safe, readily available, and scientifically proven to be effective. One natural ingredient with significant potential for treating diarrhea is honey. Honey is known to contain various active substances such as enzymes, antioxidants, and antimicrobial compounds that can fight various pathogens that cause diarrhea. Furthermore, honey is also known to help repair the integrity of the intestinal mucosa, stimulate the growth of beneficial bacteria in the digestive tract, and accelerate the healing process. Although the health benefits of honey are well-known, public knowledge—especially among mothers—about its use as an adjunct therapy for diarrhea remains limited. Recognizing the importance of mothers' role in caring for sick children, especially during diarrhea, educational interventions are needed to improve their understanding. This educational activity aims to equip mothers with accurate, easy-to-understand information that can be applied in their daily lives. In this case, the counseling was conducted at PMB Andina Palembang using communicative media such as leaflets and accompanied by live demonstrations to increase information absorption. To measure the effectiveness of this activity, evaluations were conducted through pretests and posttests using structured questionnaires. The results obtained showed a significant increase in mothers' knowledge scores after participating in the counseling.
