Presidential Regulation Number 10 of 2021 on Investment Business Fields introduces a fundamental transformation in Indonesia’s investment regulatory regime by replacing the previous negative list approach with a positive list system. This regulatory shift significantly affects the structure of investment liberalization, particularly in the industrial sector, which serves as the backbone of the national economy. This study aims to analyze the regulatory changes introduced by Presidential Regulation 10/2021 and examine their juridical and practical implications for the investment climate and industrial business actors. Using a normative juridical method through the analysis of legislation, policy documents, and academic literature, this research finds that the regulation enhances investment openness, expands foreign ownership, simplifies risk-based licensing, and strengthens legal certainty through the classification of priority business fields, mandatory partnerships with cooperatives/MSMEs, and conditioned business categories. However, its implementation still faces challenges, including the harmonization of sectoral regulations, regulatory–political dynamics, and the government’s supervisory capacity. Overall, Presidential Regulation 10/2021 has the potential to strengthen the attractiveness of the industrial sector and its integration into global value chains, yet its effectiveness strongly depends on consistent implementation and cross-sector policy alignment.   Keywords: Presidential Regulation 10/2021, investment regulation, investment liberalization, industrial sector, investment policy.

Micro, Small and Medium Enterprises (MSMEs) play a strategic role in the Indonesian economy, but still face significant obstacles in intellectual property rights protection, particularly patents and trademarks. This study aims to analyse the legal aspects of patent and trademark registration for MSMEs based on the Indonesian legal framework, with a focus on the implementation of Law No. 28 of 2014 on Copyright and related intellectual property regulations. The research method uses a normative legal approach with a literature analysis of legislation, scientific journals, and the latest statistical data. The results of the study show that the level of patent and trademark registration by MSMEs in Indonesia is still very low, with only 2.3% of MSMEs having registered their trademarks in 2023. The main obstacles include limited legal understanding, high registration costs, complex administrative procedures, and a lack of socialisation. This study recommends simplifying regulations, subsidising registration costs, improving legal education, and strengthening synergy between the government, academics, and MSME actors to improve the protection of intellectual property rights in the MSME sector in Indonesia.

This community service program aims to enhance the capacity of traditional clothing UMKM in Palembang through product innovation and business management training in order to support the development of local fashion tourism. UMKM engaged in producing songket, jumputan, and Palembang batik possess significant economic and cultural potential; however, they face various challenges, including limited design innovation, weak business management skills, and insufficient utilization of digital technology for marketing. Through collaboration between the lecturer team of Politeknik Prasetiya Mandiri and the Palembang City Tourism Office, the program was implemented through workshops, business mentoring, and digital marketing training involving UMKM actors, students, and the local community. The results show improvements in participants’ knowledge and skills in developing creative product designs, enhancing production quality, and managing their businesses more professionally. Participants also gained a deeper understanding of digital marketing strategies as an essential tool to expand market reach. This program has contributed positively to strengthening local cultural identity while creating opportunities for creative economic growth through fashion tourism. The implementation of this initiative is expected to serve as a sustainable effort to improve the competitiveness of UMKM and support the economic development of Palembang.

Islamic Financial Institutions play a vital role in strengthening the Islamic economy in Aceh, particularly through financing micro businesses. Article 14 of Qanun Aceh Number 11 of 2018 sets a target of 40% profit-sharing-based financing for Micro, Small, and Medium Enterprises (MSMEs) by 2024. However, the realization of financing with profit-sharing contracts is still low. This study aims to examine the implementation of Qanun Number 11 of 2018 in facilitating micro business financing in Aceh, identify obstacles in its implementation, and analyze the roles of the government, society, and the private sector in supporting this process. The study uses an empirical juridical method, collecting data through literature studies, interviews, and observations. Data analysis is conducted qualitatively with a prescriptive analytical approach. Challenges to financing distribution include business actors not meeting credit quality assessments and prudential banking standards, causing banks to implement risk management strategies to prevent non-performing loans. Additionally, low financial literacy among business actors remains a significant barrier. The local government supports micro business financing by establishing the Technical Implementation Unit of the Integrated Business Service Office, providing financial assistance, and introducing the draft Qanun of Aceh Sharia Financing Guarantee. Bank Aceh Syariah offers training and coaching for MSMEs, while Bank Syariah Indonesia aids MSMEs through the MSME Center and the Muslim Entrepreneur program. Improving financial literacy is essential for business development. The study recommends that the Aceh Government strengthen the implementation of Qanun Sharia Financial Institutions, increase profit-sharing-based MSME financing, and promote financial literacy.

This research aims to analyze the governance forms implemented by the village government in the breakfast culinary tourism program to empower Micro, Small, and Medium Enterprises (MSMEs) in Punden Rejo Village, Tanjung Morawa District, Deli Serdang Regency. It explores the application of good governance principles in local economic development based on culinary tourism. Using a descriptive qualitative approach, the study collected data through in-depth interviews, observations, and documentation from village officials, MSME actors, and tourists. The study is guided by Sedarmayanti's principles of good governance, particularly participation and accountability, linked to MSME empowerment. The results reveal that the breakfast culinary tourism management has not been optimal. Accountability is weak, as the village government has not registered or mentored MSMEs in the tourism sector to obtain a Business Identification Number (NIB) from the local Cooperative and MSME Office. Additionally, there is a lack of reporting on tax deductions and minimal support for business capital and training, causing many MSMEs to cease operations. From a participatory perspective, the village government has not actively involved community institutions like Pokdarwis, PKK, and Karang Taruna in planning and implementing activities, resulting in weak social support for MSMEs. Overall, the management of breakfast culinary tourism in Punden Rejo Village has not optimally empowered MSMEs due to weak implementation of accountability and participation principles. The success of sustainable tourism depends on cooperation between the village government, MSMEs, and local institutions to build a participatory and accountable tourism management system.

A partnership agreement is a form of business collaboration, either directly or indirectly, that is established based on the principles of mutual need, mutual trust, mutual reinforcement, and mutual benefit. Such partnerships generally involve Micro, Small, and Medium Enterprises (MSMEs) working with larger businesses in order to create a fairer and more sustainable business relationship. However, in practice, the implementation of partnership agreements often does not reflect these fundamental principles. This is also evident in the nucleus-plasma scheme within the palm oil plantation sector, where the relationship between the nucleus companies and plasma farmers tends to show an imbalance of bargaining power. This study aims to examine the application of partnership principles in the implementation of nucleus-plasma agreements in palm oil plantations, viewed from the perspective of prevailing legislation, particularly the Law on Micro, Small, and Medium Enterprises (MSME Law). The findings indicate that the application of partnership principles has not yet been fully implemented consistently. The partnership relationship remains unequal and is largely dominated by the nucleus companies, creating a sense of injustice for plasma farmers. In terms of supervision, the Indonesian Business Competition Supervisory Commission (KPPU) plays a crucial role in ensuring that partnership agreements are carried out in line with these principles. One of the measures taken is monitoring the implementation of behavioral change commitments by business actors. KPPU ensures that nucleus companies do not abuse their dominant position and continue to provide fair opportunities for plasma farmers. Therefore, this study highlights the importance of strengthening oversight and enforcing regulations so that the objectives of nucleus-plasma partnerships in palm oil plantations can truly be realized in accordance with the principles mandated by law.

This Community Service Program (PKM) aims to improve the competitiveness of Micro, Small, and Medium Enterprises (MSMEs) of poor crackers in Setu Kulon Village, Weru District, Cirebon Regency, through Instagram-based digital promotion strategies. The problems faced by partners include minimal digital literacy, limited promotion, and still relying on conventional marketing. Through training activities, mentoring, and promotional content creation, students play an active role as digital transformation facilitators for business actors. The results of the activities show an increase in the ability of partners to manage social media accounts and the opening of new markets outside the region. This activity proves that the use of social media can be an effective, cheap, and applicable solution in the development of local-based traditional MSMEs

This study discusses the strategy of expanding the local Micro, Small, and Medium Enterprises (MSMEs) market through the development of Tourism Villages as a solution to limited market access and low competitiveness of MSME actors. MSMEs in Indonesia often face obstacles in aspects of the marketing mix such as venues, prices, products, and promotions. Through a qualitative approach, this study analyzes the direct impact of Tourism Villages on increasing market access, product innovation, and the role of innovation diffusion in encouraging technology adoption by MSME actors. The results of the study show that Tourism Villages such as Pujon Kidul, Taman Sari, and Sokobanah Daya are able to become a catalyst for the local economy by attracting tourists as potential consumers, reducing operational costs, and creating an innovation ecosystem that supports the growth of MSMEs. BUMDes (Village-Owned Enterprises) play an important role in digital promotion, product packaging development, and strengthening the capacity of local business actors through training and mentoring programs. Moreover, Tourism Villages encourage collaboration between stakeholders such as village governments, educational institutions, and private sectors in building sustainable local entrepreneurship. They also facilitate knowledge sharing and cultural preservation while integrating economic, social, and environmental values. Although there are still challenges such as lack of managerial skills, limited access to capital, and dependence on tourism seasons, the potential for long-term impact remains high. This study concludes that the integration of Tourism Village development with MSME strengthening strategies can be a model for inclusive and sustainable village economic empowerment. These findings provide practical recommendations for village governments, BUMDes managers, and MSME actors in building effective synergies that accelerate local economic growth and resilience.

Micro, Small, and Medium Enterprises (MSMEs) serve as a key pillar of Indonesia’s national economy, contributing significantly to the Gross Domestic Product (GDP) and employment absorption. Nevertheless, MSME actors continue to face various challenges, including limited access to capital, low digital literacy, and bureaucratic hurdles in business licensing. Law Number 11 of 2020 on Job Creation (UU Cipta Kerja) was introduced as a regulatory breakthrough to address these obstacles by simplifying bureaucracy, offering business incentives, and easing access to digital markets. This study focuses on the implementation of this policy in Kampung Batik Turi, Blitar City, a hub of local wisdom-based MSMEs. The research aims to analyze the local-level application of the Job Creation Law, identify supporting and inhibiting factors, and assess its impact on the growth and independence of batik MSME actors. The findings are expected to offer practical recommendations to strengthen the alignment between national regulation and the actual needs of regional MSMEs, fostering more inclusive and sustainable MSME empowerment.

This study aims to evaluate the extent to which the Shopee e-commerce platform affects the sales rate of clothes in Pasar 16 Ilir, Palembang, which is known as one of the largest clothing trading centers in South Sumatra. The background of this research departs from the phenomenon of the rapid development of e-commerce in Indonesia, where Shopee dominates the fashion category and is the main choice of consumers in online shopping. The change in consumer behavior from conventional to digital shopping patterns encourages businesses in traditional markets to adjust strategies to remain relevant and competitive in the increasingly dynamic era of digital transformation. This research method uses a combination of quantitative and qualitative approaches. A survey was conducted on 100 sellers and 150 consumers to collect data on shopping habits, perception of promotions, and the impact of using Shopee on clothing sales. In addition, in-depth interviews with several business actors at Pasar 16 Ilir were conducted to gain a more detailed understanding of the adaptation strategies they implemented. Data analysis shows that Shopee's promotional features, such as discounts, cashback, and flash sales, are the dominant factors that increase consumer interest. Hedonistic aspects, including the convenience and pleasure of online shopping, as well as customer reviews, also have a significant influence on purchasing decisions. The results of the study confirm that the integration of Shopee with the traditional market contributes to the increase in the volume and sales value of clothes in Pasar 16 Ilir. The online-to-offline (O2O) synergy model helps merchants reach a wider market and improve their competitiveness. In conclusion, optimizing e-commerce platforms through effective promotion strategies, review management, and customer service is the key for MSME actors in facing competition in the digital era.

This research is motivated by problems in the implementation of the strategy of the Ciamis Regency Small and Medium Business Cooperative Office in the development of Micro and Medium Small Enterprises in Kujang Village, Cikoneng District, Ciamis Regency. The method used in this study is descriptive with a causative approach. Primary data is sourced from the results of interviews with 6 selected informants who are relevant to the problem. Secondary data is sourced from documents, books, journals, reports, and legislation. Data collection was carried out based on interviews, observations, and documentation with data analysis techniques through data reduction, data triangulation, and conclusion drawn. The results of the study show that the MSME development strategy through digital platforms has not been running optimally. Obstacles occur in the lack of communication, active participation of MSME actors in policy formulation, mentoring activities, facilitation, evaluation, and programs that are still top-down.  Efforts to overcome obstacles are to increase the initiative of MSME actors in learning independently through digital media such as YouTube, and TikTok through e-commerce. The Kujang village government supports the implementation of training and facilitation if it is involved by the relevant agencies. The Cooperative Office, Small and Medium Enterprises and Trade is improving its strategy through further collaboration with village governments that have not received attention, especially Kujang village MSMEs in participating, mentoring, coaching, and facilitating.

This research is motivated by the lack of UMKM Development Strategy by the Office of Small and Medium Enterprises Cooperatives and Trade in Tambaksari Village, Ciamis Regency. The purpose of this study was to determine how the umkm development strategy by the cooperative office of small and medium enterprises and trade in Tambaksari village, Ciamis Regency. The research method used is qualitative research with descriptive analysis.  The results showed that the umkm development strategy by the Office of Small and Medium Enterprises Cooperatives and Trade was not optimal, because there were obstacles, namely the lack of purchasing power of the community, the relatively small income of traders, and there was nothing from the Office of Small and Medium Enterprises Cooperatives and Trade related to business capital for business actors. This research can make umkm develop more widely and sustainably and can provide benefits and understanding of umkm development strategies by the Office of Cooperatives, Small and Medium Enterprises and Trade.

The Nganjuk Regency Government shows a commitment to strengthen the capacity of MSME actors through activities such as digital training. However, the challenges of digital transformation demand a more adaptive strategy. The omah away program is present as a regional innovation in accelerating the digitalization of MSMEs, in line with the national vision towards the smart economy and digital transformation targets announced in the RPJMN. Based on the theory of Dynamic Governance with 3 variables such as Thinking Ahead, Thinking Again, and Thinking Across, this omah away program offers digital training, business legality facilitation, and marketing through digital platforms. This study highlights how the away house becomes an integrative model that not only provides technical training, but also builds a collaborative ecosystem between the government, business actors, the private sector, communities, education and society. Despite the impact on increasing the participation of digital MSMEs and reducing the unemployment rate, obstacles such as low business legality and online marketing effectiveness are still found. Therefore, critical reflection and cross-actor collaboration are key to the sustainability of the program. These findings strengthen the relevance of Dynamic Governance theory in the context of local-based digital transformation, as well as support efforts to achieve smart economy in areas with growing potential such as Nganjuk Regency.

Social media marketing is a form of marketing using social media that utilizes target markets that participate as social media users. Currently, many MSMEs use social media marketing by using e-commerce as a liaison between sellers and buyers. Based on this, the purpose of this study is to describe social media marketing for MSMEs that use e-commerce and the advantages of social media in promoting products carried out by MSMEs. Using the Gunelius 2011 theory, namely Social Media Marketing which includes indicators of Content Creation, Content Sharing, Connecting, Community Building. The approach to this study is qualitative with descriptive methods. The data collection techniques used are interviews and observations. Overall, the results obtained in this study indicate that social media marketing provides easy access to using social media as a means of promoting a product, by making content as attractive as possible, it can provide more interest in consumers for products distributed through social media, in other words, the distribution of content also provides a sense of awareness to consumers for the products offered, coupled with the existence of e-commerce that can provide reviews and reviews of products purchased, providing support for MSMEs who use social media as a means of promotion. By making connections and building communities, it also provides WOM to MSME actors and there is an exchange of ideas between MSME actors and consumers.

Culinary micro, small, and medium enterprises (MSMEs) in Banjarnegara face significant challenges in managing innovations and implementing adequate hygiene standards. The limited knowledge and skills of MSME actors in these two aspects have an impact on low competitiveness and business sustainability in the midst of increasingly fierce market competition. This community service program aims to increase the capacity of culinary MSMEs through innovation management training and the implementation of hygiene standards. The program methodology includes a series of workshops, training sessions, and hands-on mentoring that are designed in a participatory and contextual manner according to local needs. The training material is comprehensively arranged, covering theoretical and practical aspects relevant to the characteristics of culinary MSMEs in Banjarnegara. The results of the program implementation showed a significant increase in participants' understanding of the importance of product innovation and the implementation of hygiene standards. The real impact of this program can be seen in improving product quality and variety, production process efficiency, and increasing revenue by 30-50% within six months after training. In addition, there has been a change in business behavior that is more adaptive and sustainability-oriented. The success of this program confirms the importance of a structured and participatory approach in empowering MSMEs, and shows that interventions based on local needs can produce significant economic and social impacts. The implementation model of this program has the potential to be replicated for the development of MSMEs in other sectors and regions with appropriate contextual adjustments.

After the issuance of Law Number 11 of 2020 concerning Job Creation, there are several important clusters that need to be considered, one of which is the ease of doing business which is closely related to government administration. Therefore, a system was created by the government to facilitate and legalize business actors in running their businesses in the form of a Business Identification Number (NIB). Because this NIB is a new system and is likely not widely understood by business actors, including MSMEs, it is necessary to socialize it and then provide assistance. Assistance in applying for NIB through the Online Single Submission-Risk Based Approach (OSS-RBA) System by MSMEs is an important step in managing the legality of their businesses. NIB is an identity for business actors that provides access to various facilities and legal protection. The OSS-RBA system is designed to facilitate the licensing process with a risk-based approach, where types of businesses are classified based on their risk levels. The method used in community service under this title is in the form of Socialization/Counseling and Assistance for MSMEs in submitting NIB to the OSS-RBA system. Socialization or counseling is carried out in the form of lectures and Q&A discussions so as to provide a comprehensive understanding. This assistance is carried out by academics/lecturers of the Law Study Program, Veteran Bangun Nusantara University, Sukoharjo Together with the Sukoharjo regional government, in this case represented by the Sukoharjo PMD Chamber of Commerce to ensure that MSME actors understand the procedures that must be followed and can submit NIB correctly. The assistance process includes socialization, consultation and assistance in filling in data in the OSS-RBA system. The goal is to increase the number of registered and legal MSMEs in Indonesia, so that they can access various government programs and get better legal protection.

Micro, small and medium enterprises (MSMEs) are facing huge challenges in adapting and surviving after the Covid-19 pandemic. The role of government is key in providing support and appropriate policies to help MSMEs. This study examines the role of the Yogyakarta government in facilitating the post-pandemic adjustment of MSMEs and analyzes various factors that affect MSME survival. These factors include the decline in MSME income and how the government's role can help increase it, limited resources and access to financing, innovation in business, and community and government support. Through literature studies and interviews with MSME actors, this research concludes that with the right support, MSMEs can overcome post-pandemic challenges and grow sustainably.

A series of activities that have been carried out are assistance in making debit payment methods (QRIS), marketing products through digital applications, attractive packaging and making menu innovations. This Innovation Programme activity aims to increase the competitiveness of Ibu Listy's Crispy Oriental MSMEs with the debit payment method (QRIS), reach a wider market through digital marketing and new menu innovations that are rarely owned. This activity focuses on one of the business actors in Baru Ilir Village.

This research aims to evaluate the impact of the MSME mini festival activities on the development of an entrepreneurial spirit in Datar Village, Warungpring District, Pemalang Regency. This mini festival is designed to promote local Micro, Small and Medium Enterprises (MSME) products and provide a platform for MSME players to interact with visitors and participants. By involving various activities, such as product exhibitions, entrepreneurial workshops, and art performances, this festival is expected to encourage the entrepreneurial spirit, improve business skills, and expand the market for MSME products. The research methodology includes qualitative and quantitative approaches with data collection through surveys, interviews and observations. The survey was conducted to measure changes in motivation and entrepreneurial skills of MSME actors before and after the festival. Interviews were conducted with MSME actors, visitors and festival committee members to gain insight into the impact of the festival. Observations were carried out during the festival to assess the interactions and activities that took place. The research results show that the mini festival has a significant positive impact on the development of an entrepreneurial spirit among MSME players. This festival succeeded in increasing the motivation of MSME players to innovate and develop their products, with an average increase in motivation. Apart from that, the business skills of MSME players also experienced improvements, especially in terms of marketing and financial management. The mini festival also succeeded in expanding the market for MSME products and increasing the visibility of local products.

Micro, Small, and Medium Enterprises (MSMEs) play a vital role in Indonesia's economy but often face challenges in marketing their products, especially in the digital era. This study aims to design and evaluate the effectiveness of digital marketing training for MSME activists in Sangatta District, East Kalimantan. The research methodology uses a mixed-methods approach with 50 MSME actors as subjects. The training conducted includes the basics of digital marketing, the use of social media, content creation, search engine optimization (SEO), and data analysis.The results show a significant increase in participants' knowledge and skills in digital marketing. Additionally, the training successfully increased sales and product visibility of MSMEs. Training participants began adopting digital marketing strategies and using data analytics for more effective decision-making. These positive impacts indicate that digital marketing training can be an effective solution to enhance the competitiveness and sustainability of MSME businesses. This study recommends the implementation of advanced training and continuous support for MSME actors, as well as collaboration between the government, universities, and the private sector to provide necessary resources. Thus, MSMEs in other regions are expected to benefit from similar programs to face challenges in the digital era.
