Regional tourism development is a crucial strategy for driving local economic growth and preserving cultural heritage. However, field conditions often reveal that policy implementation does not always proceed optimally. The Sekarsari Bathing Area in Mojokerto City is one of the tourism sites targeted by development policies, yet it has not demonstrated significant impact on community welfare or tourism attractiveness. This study aims to evaluate the implementation of regional tourism development policies at the Sekarsari site using William N. Dunn’s policy evaluation theory, which includes six criteria: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. This research adopts a qualitative approach with a case study design. Data were collected through in-depth interviews, field observations, and document analysis from various stakeholders such as the tourism office, site managers, local businesses, and community members. The research instruments were developed flexibly and iteratively according to field dynamics. Data analysis was conducted through data reduction, data display, and conclusion drawing in an interactive manner. The findings reveal that the tourism development policy at Sekarsari has not yet yielded optimal outcomes. The main weaknesses lie in the lack of community participation, uneven distribution of economic benefits, and limited innovation and promotion. Although there have been improvements in basic infrastructure and a modest increase in visitor numbers, the policy has not been fully responsive to local needs. In conclusion, the current policy does not fully meet Dunn’s six evaluation criteria and requires revisions in both strategic planning and technical implementation. This study recommends that future tourism policies be more community-based, inclusive, and adaptive to local contexts. For future research, a mixed-methods approach involving quantitative and geospatial analysis is suggested to strengthen comprehensive evaluative evidence.

Indonesia is experiencing an identity crisis that is seen from the fading values ​​such as the spirit of struggle, togetherness or mutual cooperation, concern, and unity. This study aims to describe how the value of mutual cooperation is applied between members of the management in the "Segar" Waste Bank program in Bendogerit Village, Sanawetan District, Blitar City. This study uses a qualitative method with interview, observation, and documentation techniques involving the chairman, vice chairman, secretary, and two members of the waste bank management. The data collected were analyzed by summarizing information, presenting data, and drawing conclusions. To ensure data accuracy, a comparison was made between the results of interviews, observations, and documentation so that the research results were more reliable.The results of the study show that: (1) Voluntary and responsible, seen from the active involvement of the management in collecting and sorting waste together. (2) The spirit of mutual assistance, seen in cooperation between members in carrying out waste bank activities, including dividing tasks and helping each other when facing difficulties. (3) Strengthening unity and togetherness in social life and the community environment, which is seen from the increasingly close social relations between residents. By working together in sorting waste, residents become more familiar and united. They also learn to respect each other's opinions and find solutions together when differences occur. This study proves that members of the "Segar" Waste Bank management in Bendogerit Village have implemented mutual cooperation values ​​in carrying out the activity process, by prioritizing cooperation, responsibility, and concern for the environment and the surrounding community.

Elections are a fundamental element of democratic systems, granting citizens te political right to vote and be elected. This study aims to compare the implementation of citizens’ political right in elections under presidential and parliamentary democracy systems. The research method used is normative/doctrinal/library research. This study analyzes the differences in the exercise of political rights in both systems and their impact on the quality of democracy and citizen participation. The findings indicate that the presidential system allows voters to directly elect the head of state, providing strong legitimacy but posing a risk of political deadlock. In contrast, the parliamentary system emphasizes the election of parliament members, who then determine the head of government, offering flexibility but potentially leading to political instability. This study concludes that both systems have advantages and challenges in ensuring citizens’ political rights. Therefore, mechanisms should be developed to enhance political participation and ensure more democratic and inclusive elections.

During the globalization age, culturally and ethnically diverse organizations are increasing. To overcome differences and create a harmonious and productive work environment, inclusive leadership is essential. In student organizations, leadership plays an important role in producing effective teams. In the context of the diversity of student organization members of STIE Mahardhika Surabaya, this study attempts to explain how inclusive leadership practices affect team performance. This study conducted a descriptive qualitative study involving observation, documentation, and in-depth interviews and research on two student organizations, UKM Jurnalistik and PMII. The study showed that an open inclusive leadership style in UKM Jurnalistik was able to increase two-way communication, member participation, and a sense of belonging to the organization, which had a positive impact on team performance. Meanwhile, a more structural but still inclusive leadership style in PMII was also able to increase two-way communication, member participation, and a sense of belonging to the organization.

Community-based waste management in military housing areas, particularly within the environment of Markas Komando Pasukan Khusus (Makopassus), still faces several challenges. This service initiative aims to enhance the participation of the Army Wives Association (Persit) members of Kopassus in the Waste Bank program through the optimization of communication strategies. The method employed is Participatory Action Research (PAR), which actively involves the community in all stages of the activity, from problem identification to evaluation. Activities were carried out through outreach, technical training, online and offline communication campaigns, and participatory evaluations. The results show significant changes, including the formation of a Waste Bank working group, improved household waste sorting behavior, the emergence of local leaders from among Persit members, and the growth of collective awareness toward circular economy-based waste management. These findings confirm that communication strategies tailored to the audience's characteristics and based on community-centered approaches can effectively drive social change within military environments. This program holds the potential for replication in similar communities to support sustainable development through community empowerment.

This study aims to explore and analyze the mechanisms of participatory communication in community-based tourism development, with a focus on strengthening community participation and understanding the dynamics of communication in community-based tourism development in Jatiluwih Tourism Village. The study employs a descriptive qualitative approach, using purposive sampling techniques. Jatiluwih Tourism Village was selected due to its status as a UNESCO World Cultural Heritage Site since 2012 and its significant potential for community-based tourism development, despite the community participation remaining suboptimal. Key informants include community leaders, tourism village managers, and community members directly involved in managing tourism based on local wisdom. Primary data were collected through observation and in-depth interviews, while secondary data were obtained from relevant documents and reports. Data validity was ensured through triangulation by comparing interview results, observations, and documents. The findings reveal that participatory communication—through access, voice, and control—plays a crucial role in the development of community-based tourism in Jatiluwih Tourism Village. While it has had positive impacts, gaps in control highlight the need for more inclusive mechanisms to ensure equitable community participation. This study underscores the importance of applying participatory communication to realize inclusive and sustainable community-based tourism.

The principles of democracy in the Hadith perspective reflect Islamic beliefs that emphasize the values of equality, deliberation, and justice. Although the word “democracy” is not found in the hadith texts, the teachings on the basic principles of democracy contain and underlie people's participation, freedom of speech, and respect for the rights of each individual that can be found in the teachings of the prophet Muhammad SAW. Hadiths related to deliberation (shura), social justice, and leader selection indicate that decision-making in society should be based on inclusiveness, transparency, and responsibility. For example, hadith-reports that suggest deliberation in dealing with important issues indicate respect for individual voices and opinions in a collective decision. In addition, the concept of justice in the hadith emphasizes the importance of equal treatment of all members of society without discrimination. The purpose of this article is to provide knowledge about democracy in the Hadith perspective in the perspective of hadith. Thus, the hadith perspective provides a moral and ethical foundation for the implementation of democratic principles that are oriented towards the welfare of the people and the fair management of public interests.

This journal defines public policy as actions taken by governmental authorities to address specific social issues and emphasizes citizen participation as a key element in the democratic process. It outlines the importance of community involvement in policymaking to enhance legitimacy, governmental accountability, and the quality of policies. Factors influencing citizen participation include education, socioeconomic status, and access to information. The theoretical framework underscores the significance of active participation for successful community development, particularly highlighting the role of Generation Z in political engagement through digital platforms.Various methods for involving citizens in decision-making—such as public forums, surveys, and online platforms—are discussed, alongside the benefits of integrating technology to promote transparency and inclusivity. To explore this phenomenon in depth, a qualitative research method with an exploratory case study approach is employed. The study involves in-depth interviews with key informants such as public officials, representatives of civil society organizations, and Generation Z citizens who are actively engaged in digital participation. Additionally, participatory observation of public policy forums and documentation of various technology-based participatory initiatives are conducted. Thematic analysis is used to identify patterns, themes, and factors that influence the effectiveness of citizen participation in policymaking. Data validity is ensured through source and method triangulation, as well as member checking with selected respondents.This paper also presents case studies of successful participatory initiatives while addressing challenges such as unequal power dynamics and limited access to information. The recommendations focus on strategies to raise awareness, enhance transparency, encourage inclusivity, and foster a culture of active participation to ensure that policies reflect the diverse needs of society. Overall, meaningful citizen engagement is deemed essential for effective governance and policymaking.

Sevaka : Hasil Kegiatan Layanan Masyarakat 2025 STIKES Columbia Asia Medan

The Community Service Program (PKM) in Bingkat Village, Pegajahan District, Serdang Bedagai Regency, aims to improve community welfare by making instant dry healthy drinks from ginger extract. This activity involves lecturers and students from the Indah Medan Health Sciences College, with a focus on empowering housewives who are members of the PKK group. The training was attended by around 60 participants, who showed active participation during the discussion session on the benefits of ginger and the process of making healthy drinks. The training method includes lectures and practices, participants learn about the properties of ginger, how to choose quality ingredients, and packaging techniques. After the training, participants succeeded in producing instant dry healthy drinks, which are considered to have a distinctive aroma and fresh taste. A marketing plan was also prepared, including identifying target markets and promotional strategies through social media. This program has a positive impact on the family economy, increasing income through product sales. The community is expected to be able to increase their immune system and reduce the risk of disease by consuming this product regularly. The sustainability of the program is very important, so support is needed from the village government and related institutions for further development. Challenges faced include limited access to markets and capital, which require solutions through microfinance and effective marketing strategies.

The purpose of this journal is to provide socialization and education to the people of Sumberejo Village about political violations and the role of society in organizing regional elections. Participatory supervision plays an important role in realizing democratic leaders. Community participation that takes part in this regional election can produce integrity, credibility of organizers, transparency of organizers and accountability of election results. The method used by students is to use the socialization method by inviting members of the KPU, the people of Sumberejo Village, the Sumberejo Village apparatus, the Sub-district Panwas, and the Sumberejo Village PPS. The communication tools used by students to deliver the material are using Powerpoint and Projectors. With this socialization, it is hoped that all elements of society and government can work together to carry out regional elections fairly and in a focused manner.

The low quality of Dasawisma administrative management remains a major challenge in supporting the effectiveness of the Family Empowerment and Welfare (PKK) programs at the community level. This problem is characterized by poorly organized family data records, weak documentation of activities, and limited understanding among administrators regarding the strategic role of administration as a basis for planning and decision-making. This Community Service Program (PKM) aims to improve the quality of Dasawisma administration through collaboration between higher education institutions and Dasawisma groups as an effort to strengthen community organizational governance. The method employed is a participatory community organizing approach, encompassing stages of joint planning, technical administrative assistance, training, and reflective evaluation. The results indicate an improvement in administrators' understanding and skills in managing administrative tasks, the establishment of more systematic data and activity recording systems, and increased participation and organizational ownership among Dasawisma members. Furthermore, the program encouraged the emergence of local leadership and collective awareness of the importance of as an instrument for institutional strengthening. Overall, collaboration with higher education institutions proved effective in promoting sustainable improvements in Dasawisma administrative governance.

This research evaluates the implementation of public policies related to natural resource management in Makassar City, Indonesia. Using a qualitative case study approach, this study examines the effectiveness, challenges, and impacts of these policies on sustainable development practices. Data was collected through in-depth interviews with 25 key informants including government officials, resource managers, and affected community members, complemented by document analysis of policy papers and reports. The findings reveal significant gaps between policy formulation and implementation due to institutional fragmentation, limited community participation, and inadequate human resource capacity. While some policies have increased public awareness of conservation, others have failed to prevent environmental degradation, including water quality deterioration and deforestation. This study contributes to understanding the complex dynamics of natural resource governance in rapidly developing urban centers and offers practical recommendations for improving policy implementation through enhanced inter-agency coordination, meaningful community engagement, and capacity building initiatives.

The rapid advancement of information technology in the modern era has significantly transformed various aspects of life, including the dissemination of information and digital services. In Indonesia, this transformation is marked by the widespread use of electronic systems in daily activities, by the government, private sector, and individuals alike. However, this progress also brings new challenges, particularly concerning child protection in digital spaces. Children, as a vulnerable group, are at risk of exposure to inappropriate digital content, misuse of personal data, and online exploitation.This article aims to analyze the obligations of electronic system providers in ensuring child protection, as regulated in Law Number 1 of 2024 concerning the Second Amendment to Law Number 11 of 2008 on Electronic Information and Transactions (ITE Law). The study uses a normative juridical approach, analyzing applicable regulations, literature reviews, and relevant case examples.The findings indicate that Law Number 1 of 2024 strengthens the legal framework regarding the responsibilities of electronic system providers to ensure children's safety in the digital world. These responsibilities include content filtering, protection of children's personal data, and the provision of reporting and violation handling systems. This article emphasizes the importance of the active role of electronic system providers in creating a safe and child-friendly digital environment, as well as the need for government oversight and public participation in its implementation. This study is expected to serve as a reference for policy development on child protection in the digital era.

The involvement of church members in political life is a form of religious responsibility that must be rooted in Christian values. This community service activity was designed to enhance the political literacy of the GBIS Kristus Gembala Alastuwo Karanganyar congregation in preparation for the Simultaneous Regional Elections on November 27, 2024. Conducted over two sessions on November 3 and 10, 2024, the activity employed interactive discussions, lectures, and Biblical reflections that connect Christian values with political participation. Key themes included justice, honesty, servant leadership, and the rejection of money politics. The participants were also invited to reflect on the implementation of the regional elections held on December 8, 2024, as part of their learning process.The results show that the congregation's political awareness improved significantly. Members expressed a deeper understanding of the importance of electing trustworthy leaders who uphold integrity and public service. Furthermore, they demonstrated the courage to reject practices of money politics, indicating the internalization of Christian values in their civic decisions. By exploring democracy through the lens of faith, the congregation developed a more critical, wise, and responsible approach to voting. This initiative highlights the strategic role of the Church in shaping the political awareness of its members through ongoing political education grounded in Christian teachings. Continued efforts are essential to ensure that the congregation remains active in promoting moral leadership and societal transformation, beginning within the church community itself. Ultimately, churches can serve as centers for ethical political formation, equipping believers to contribute meaningfully to national development.

This study was conducted with the primary objective of examining in depth the influence of lesson venue on parents’ satisfaction in Laman Baru Village. The research focused on comparing two alternative locations that have been options for the community: conducting lessons in residents’ homes on a rotating basis and conducting lessons in the church. Each of these alternatives carries different characteristics in terms of comfort, symbolic meaning, as well as social and religious acceptance within the local community. The research method employed was a descriptive quantitative approach using questionnaires and field observations. Through this method, the researcher was able to obtain empirical data that reflected parents’ perceptions and real experiences regarding lesson venues. The collected data were then analyzed to determine the extent to which location affected satisfaction, comfort, sense of security, and parents’ involvement in supporting their children’s nonformal education activities. The findings revealed that the choice of venue significantly influenced parents’ attitudes and responses. Lessons conducted in residents’ homes were perceived as more inclusive, since they embodied a sense of togetherness and collective participation within the community. Furthermore, this venue was considered symbolically neutral, thus avoiding any impression of favoritism toward a particular religious group. It also opened wider opportunities for parents to be directly involved in supporting their children. On the other hand, lessons held in the church created resistance, particularly among non-Christian parents, who viewed the church as a less neutral venue laden with specific religious meaning. This condition potentially reduced the participation of certain community members and generated discomfort in a multicultural context. Therefore, these findings highlight the importance of considering social, economic, and religious sensitivities in determining the venue of nonformal education, so that the activities carried out can be broadly accepted and bring optimal benefits to the entire community.

The advancement of digital technology media has had a significant impact on various aspects of life, including in the economic cycle of the community and the preservation of local culture. One of them is in the utilization of digital technology in the economic sector which is growing rapidly and becoming an effective strategy in increasing village productivity. This study aims to analyze the results of the implementation of the Jangrana Village Festival work program related to how the integration of digital technology can contribute to the empowerment of local communities in the context of developing MSMEs and preserving traditional culture. The method used in this study is a qualitative approach with data collection techniques in the form of interviews, observations, and literature studies. The results of the study show that the application of digital technology, such as the use of Canva in creating MSME promotional instruments, village social media, and the digitalization of traditional cultural content, can strengthen the economic cycle and local cultural identity. In addition, the participation of local communities to be active as MSME activists also encourages economic and social sustainability. Therefore, a collaborative strategy between the government, levels of society, and digital industry players is needed to ensure the success of this program. Through these programs, it is hoped that it can be a learning experience for the present and also the future regularly and sustainably so that it can be useful for the people of Jangrana Village, Kesugihan.

This Classroom Action Research (CAR) aims to improve enthusiasm for learning Tajwid in the Al-Qur'an Hadith subject at MIS Islamiyah Tanjung Manis through the Jigsaw learning model. The background of this research is the low enthusiasm among students, caused by conventional teaching methods that are less interactive and monotonous. The Jigsaw model was chosen as it encourages active student participation through collaboration in small groups, where each member is responsible for learning and presenting material to their peers. The research was conducted in three cycles, following the stages of planning, implementation, observation, and reflection. Data were collected through observations, questionnaires, and interviews to measure students' enthusiasm before and after the implementation of the Jigsaw model. The results indicated a significant increase in students' enthusiasm, observed in the participation, enthusiasm, and interaction among students during the learning process. These improvements were seen from the first cycle to the second and third cycles. The findings suggest that the Jigsaw learning model is effective in boosting students’ enthusiasm for learning Tajwid. Therefore, the implementation of this model is recommended as an alternative for interactive and enjoyable learning for students at MIS Islamiyah Tanjung Manis.

Community participation in social service activities is a crucial indicator of community-based social development. However, the level of participation is often influenced by various structural and cultural factors, including the role of community organizations as key mobilizers of collective action. This activity aims to identify factors affecting community participation in social service activities in Bintan Sub-district, analyze the role of community organizations in facilitating and organizing these activities, and assess their impact on strengthening synergy and collaboration among residents. The method employed included a socialization session on the importance of community organizations in community empowerment, followed by social service activities in the form of collective environmental clean-up and greening programs through tree planting around public facilities. The findings indicate that increased collective awareness, local leadership, and organizational support significantly enhance community participation. Furthermore, social service activities contribute to strengthening social cohesion, fostering a sense of togetherness, and promoting stronger synergy and collaboration among community members in Bintan Sub-district.

This Community Service Program (PkM) was motivated by the suboptimal organizational governance and tourism service management at Bahtera Beach. The main issues included limited managerial capacity among local tourism managers, the absence of clear service standards, and weak coordination among local tourism stakeholders. This program aimed to strengthen institutional capacity, improve the quality of visitor services, and promote more participatory and sustainable destination governance. The program applied a participatory approach consisting of problem identification, joint planning, training on tourism service management, development of basic service standards, and field mentoring. The beneficiaries were local tourism management groups and community members directly involved in tourism services at Bahtera Beach. The results indicate improved understanding among managers regarding structured organizational governance and service management. Clearer task distribution, the implementation of basic service standards for visitors, and increased awareness of cleanliness and visitor comfort were observed as tangible improvements. In addition, the emergence of local leaders who actively coordinate service activities and support program sustainability became an important outcome. Overall, this program contributed to strengthening institutional capacity and enhancing the quality of the tourism experience at Bahtera Beach.

The support of husbands and family members in safe childbirth preparation is crucial for pregnant women. Husbands serve as both emotional and physical companions, providing comfort and security during the birthing process. Challenges encountered in community service partnerships related to spousal and familial support in safe childbirth preparation can encompass several aspects. Firstly, a lack of understanding among husbands and family members regarding the childbirth process can result in minimal emotional and physical support. Many husbands do not participate in prenatal education, leaving them unprepared to provide the necessary support. Secondly, cultural norms that limit the husband's role in childbirth can pose challenges. In some communities, there is still a belief that the husband's role is insignificant in childbirth preparation, leading to decreased participation. This can diminish the pregnant woman's self-confidence and create discomfort. Based on the challenges faced by partners, the proposed solution is the creation of engaging informational media to facilitate the dissemination of information to the public, particularly to husbands and family members, in support of safe childbirth preparation, a program referred to as DuGaLiMan. This initiative was implemented in September 2024 at Babirik Community Health Center, Hulu Sungai Utara Regency, South Kalimantan Province. The DuGaLiMan program, which focuses on spousal and familial support in safe childbirth preparation at Babirik Community Health Center, demonstrates its success in achieving its objectives. The program has successfully increased the knowledge and awareness of husbands and family members regarding the importance of their roles during the childbirth process. With appropriate education, they can provide the necessary emotional and physical support to pregnant women, creating a safer and more comfortable environment.
